GYUMRI MURDER: RUSSIA PLANS STRICT PUNISHMENT AGAINST MILITARY BASE COMMAND – PAPER

The Russian Ministry of Defense intends to enforce strict
accountability measures against the command of its Gymr-stationed
military base over the recent family murder which claimed six lives.

The main suspect in the case is Valery Permyakov, a serviceman of the
102nd military base who lateradmitted to committing the homicide. He
was caught by Russian border guards on the Armenian-Turkish border
on Monday night.

Arkady Bakhind, a deputy minister who is now in Armenia, has informed
Minister of Defense Seyran Ohanyan of an internal investigation into
the crime’s details, the Russian newspaper Kommersant reports.

The Ministry is said to be planning strict punishment against all
those who are in some way or another linked to the incident.

The military base’s command has been given reprimands and warnings.

The Ministry has promised to send the materials to inquest bodies
for instituting a criminal case.

The murder in Armenia’s second largest city was committed at 6:00
am local time on Monday. The only survivor is an infant who was
hospitalized hours after the incident.

A motor rally will be organized in Gyumri with a demand to give Valery
Permyakov, the Russian soldier that has killed an Armenian family,
to the Armenian police

The rally will kick off from the 8th military community to pass by the
Russian Consulate, the local administration, the prosecutor’s office
and the Russian military base and to finish in the Surb Nshan Church,
where a service will be given in memory of the killed.

The goal of the action is to make the public opinion known to the
Armenian authorities and the Russian diplomats in Armenia.

As was reported earlier, a family of 6 persons was viciously murdered
in Gyumri. On Jan 12 in Gyumri, soldier of the 102nd Russian military
base in Gyumri, V.Permyakov, left his post. He penetrated into the
house of Avetisyans and shot all the 6 members of the family dead.

Only their 6-month-old baby has survived. The soldier left his uniform
and gun on the spot. He escaped wearing casual clothing. After a
daylong search, he was detained on the border with Turkey by the
frontier guards. Permyakov has already admitted to the murder.

Dean Tom Samuelian Speaks Out About Genocide Reparations

DEAN TOM SAMUELIAN SPEAKS OUT ABOUT GENOCIDE REPARATIONS

YEREVAN, Armenia – Within the framework of the American University
of Armenia (AUA)’s 1915 Centennial series, Tom Samuelian, Dean of
the College of Humanities and Social Sciences, has recently been
involved in several conferences around the globe discussing genocide
recognition and future relations between Armenia and Turkey.

In December 2014, the Center for Excellence in Negotiations: Yerevan
(CEN Yerevan) held a conference on “Armenian Genocide Recognition
and Reparations: A Path to Restoring Historical Justice,” which
discussed three important pillars: recognition, reparations, and
Armenian foreign policy. Samuelian, who serves as Senior Fellow of CEN
Yerevan, remarked that “An essential element of recognition of such
universal crimes is clear description of damages that the aggrieved
party, in this case the Armenian people, has incurred. There cannot
be recognition without reparations. Recognition without reparations
validates impunity for crimes against humanity which is an affront
to international law and the community of nations.”

Samuelian discussed similar issues recently during an appearance
on the ArmNews program Banadzev, along with Stepan Khzrtian, an AUA
alum and Executive Director of CEN Yerevan, and Dr. Artak Shakaryan,
a political analyst and Yerevan State University professor. On the
topic of reparations for the genocide, Samuelian commented that it
is important for Armenians to understand what kind of reparations
they need.

>From September 26-27, 2014, Samuelian participated in the 5th
Armenians and Progressive Politics conference, which took place at the
Massachusetts Institute of Technology (MIT). The conference, themed
“The Road to Justice,” featured world-renowned intellectual, activist,
and MIT professor Noam Chomsky, who discussed Middle Eastern politics,
as well as author Peter Balakian and many influential academics, legal
professionals, and activists. Samuelian spoke at length about the need
for everyone, not just Armenians, to demand recognition of genocide.

He also discussed the politics behind recognition, explaining why
certain countries would or would not decide to speak out about crimes
against humanity.

Samuelian serves as Chair of AUA’s 1915 Centennial Committee,
which has put together a year-long program of lectures, exhibits,
film screenings, and seminars related to the Armenian Genocide. The
centennial series has already featured lectures and talks by Levon
Avdoyan, Sarkis Shahinian, Harutyun Marutyan, Krikor Beledian, and
many more.

According to local media, the Turks will soon initiate a trial in
France about the Armenian genocide.

A Turkish family whose child educated in a French school, decided
to file a lawsuit to file a complaint against the allegations on the

du Prado a Marseille pour rendre hommage au jeune Michaël Assaturyan
(16 ans) assassine a la sortie de son lycee lundi après-midi par
plusieurs barbares. L’eglise armenienne ainsi que le parvis etaient
noir de monde. Dans l’eglise, de très nombreux elus de toute tendance
politique ainsi des religieux de divers cultes reunis au sein de
l’association Marseille Esperance. La foule très nombreuse debordant
largement a l’exterieur sur l’avenue du Prado. Une foule d’amis
et d’anonymes, dignes, venus en souvenir du jeune Michaël lâchement
assassine. Indignation et une colère retenue etait lisible sur tous les
visages de ces manifestants venus se recueillir. Parmi eux, beaucoup
de jeunes et beaucoup d’Armeniens d’Armenie installes a Marseille ces
dernières annees. Les Armeniens ont ainsi rendu hommage de la facon
la plus digne a Michaël. Avant la manifestation prevue samedi.

Une caricature du dessinateur de presse Chappatte a valu des menaces
de poursuites judiciaires au professeur turc qui la brandissait le
19 decembre dernier lors d’une manifestation devant le tribunal de
Samsun, ville turque des bords de la mer Noire, revèle ce mardi Le
Temps. Erdogan en decoupeur de kebabs

La caricature en question, parue quelques jours avant les faits dans
l’International New York Times, representait Recep Tayyip Erdogan en
marchand de kebabs, en train de decouper des tranches d’une viande
estampillee “democratie” et reprenant les symboles et la couleur du
drapeau turc.

La police turque, rapporte Le Temps, soupconne plutôt le dessin
d’insulter le drapeau turc, un delit passible de trois ans de prison.

Cette affaire survient dans un contexte tendu pour les dessins de
presse en Turquie, qui ont pourtant une riche tradition. Plusieurs
procès ont ete intentes contre des dessinateurs ou des journalistes
trop critiques du pouvoir.

held in village of Voskevan, Tavush Marz. On January 11, he had become
a victim of Azerbaijani subversive act when he was shepherding in the
Armenian territory adjacent to border zone. Voskevan residents told
us about some of the details. The incident occurred not in Baghanis
but in Voskevan area, about 150 meters above the Armenia-Georgia
interstate road. On that day, S. Sargsyan was on duty as a shepherd
taking after a total of 40 of his and 5 villagers’ sheep. Voskevan
village residents told that after assassination of S.

Sargsyan, 5 of 40 sheep disappeared, 4 of which belongs to Seryozha
Sargsyan and one – another resident of village Voskevan.

YEREVAN, January 14. /ARKA/. Armenia’s construction output amounted to
344.5 billion drams in January-November, a decrease of 5.4% compared
to the same period of the year before, ArmStat reported.

The November reduction only was 10.1% compared to November 2013,
according to the report.

Population-paid construction amounted to 77.9 billion drams or 22.6%
of the overall construction volume (decrease of 22.9%). Construction
works paid for by organizations amounted to 160.1 billion drams,
which is 46.5% of the overall volume (0.3% increase).

Construction paid from humanitarian aid was 5.5 billion drams or 1.6%
(38.2% reduction). State-funded construction and community-funded
construction were 52.4bln drams or 15.2% (8% reduction) and 15.3 bln
drams or 4.5% (72% increase) respectively.

Construction works paid for from international loans amounted to over
33.2 billion drams or 9.6% (15.4% growth), including 5,426.5mln from
the WB, 5,271.9mln drams from the EBRD, 19,106.1mln drams from the
Asian Development Bank, 2,130.1mln drams from German KfW and 1,312.3

The Kardashian sisters have taken over half the globe to date. Next
stop: Armenia.

Khloe Kardashian, Kim Kardashian and Kourtney Kardashian are planning
to travel to their paternal ancestral homeland in April, E! News has
exclusively learned.

The specifics are still being worked out for their family milestone
journey, but Kim is set to take daughter North West with her, while
Kourtney will be traveling with kids Mason, Penelope and Reign
as well. Several cousins are also expected to be along for the
continent-crossing ride.

Kim’s hubby, Kanye West, will make the trip if his upcoming touring
schedule allows.

“Visiting Armenia has been on Kim’s bucket list forever,” a family
insider tells us. “They are all so excited! They want to learn about
their heritage.”

The Kardashian sisters’ late father, Robert Kardashian, was born
to Armenian-American parents and his great-grandparents were ethnic
Armenian immigrants from a part of Turkey that at the time belonged
to the Russian Empire (which toppled in 1917).

The sisters have always culturally identified with their Armenian
roots, annually paying tribute to victims of the Armenian Genocide,
which occurred in what is now modern-day Turkey, and otherwise proudly
recognizing their heritage. Kim has also spoken out about the plight
of Syrian Armenians caught up in the ongoing civil war in Syria.

In 2011, when Kim landed on the cover of Turkish Cosmopolitan, she
was upset that the magazine put out the issue at a time that coincided
with the global Genocide Remembrance Day, April 24, reusing the same
cover shot that had been used for the inaugural issue of Armenian
Cosmopolitan the previous month.
