“Honte a la France”, “massacre de la democratie” : la presse turque
denonce la loi votee lundi par le Senat, qui penalise la negation du
genocide armenien de 1915.

La presse turque etait unanime mardi a denoncer le vote la veille par
le Senat francais d’une proposition de loi penalisant la negation du
genocide armenien sous l’Empire ottoman, accusant la France d’avoir
sacrifie la liberte d’opinion a des objectifs politiciens. Le Premier
ministre turc, Recep Tayip Erdogan, s’est quant a lui insurge contre
une loi jugee “discriminatoire et raciste”, evoquant un “massacre de
la liberte de penser”.

“Honte a toi, France”, titre en une le quotidien populaire Vatan. “La
France où est ne l’ideal de liberte a porte le coup le plus dur a la
liberte d’expression. En votant la loi sur la negation du genocide,
elle a renie son propre passe.”

“Le president francais Sarkozy a tourne le dos a la liberte et a la
Turquie pour quelques votes”, clame le journal populaire Posta.

Le journal a grand tirage Hurriyet barre sa une d’un grand : “Il a
massacre la democratie”, a côte d’une photo du president francais.

Habituellement opposes, le très laïque Cumhuriyet et
l’islamo-conservateur Zaman unissaient leurs voix mardi pour denoncer
respectivement “la justice a la francaise” et “une honte historique”.

“Un sujet sur lesquels les historiens doivent trancher est tombe dans
l’ombre de la politique”, deplore le quotidien liberal Radikal. Le
journal progouvernement Yeni Safak s’enflamme contre “les petits
calculs electoraux de Sarkozy (qui) ont conduit la France a commettre
un grand crime contre l’humanite”.

Le Senat francais a ratifie lundi soir une proposition de loi deja
adoptee par l’Assemblee nationale le 22 decembre, qui sanctionne
d’un an de prison et de 45 000 euros d’amende la negation de tous
les genocides reconnus par la France, dont celui des Armeniens en 1915.

Ankara, qui refute categoriquement le terme de genocide, accuse
le president francais de tenter de seduire l’electorat d’origine
armenienne avant l’election presidentielle.

Plusieurs journaux appellent neanmoins les Turcs a la moderation. “Le
bon sens doit rester de notre côte”, titre HaberTurk.

“Les reactions qui vont se multiplier de notre côte ne doivent pas
donner au forces ennemies de la Turquie qui se tiennent en embuscade
l’occasion d’exploiter l’honneur national en irritant le Francais
moyen. Le droit et la science doivent etre nos armes”, ecrit Vatan.

The law criminalizing genocide denial adopted by the French Senate puts
an end to Paris’ mediation in the settlement of the Nagorno-Karabakh
conflict, said chair of the unified Azerbaijan Popular Front Party
(AXCP) Gudrat Hasanguliyev.

In his opinion, Baku has to make an immediate decision to remove
France as one of the co-chair countries in the OSCE Minsk Group. The
MP also pointed out that adoption of this law will impact relations
between not only France and Turkey but also France and Azerbaijan.

This matter, according to Hasanguliyev, will be discussed at the Feb.

1 meeting of Azerbaijan’s parliament. “In addition, we must rethink
our relations with France,” he added.

Opposition Party of Hope (Umid) leader Iqbal Aghazadeh is of a
different opinion. According to him, as long as relations between
France and Turkey do not improve, the doors to the European Union
will be closed to Turkey. “And to expect any progress on this issue
after the deterioration of relations would be absurd. I believe that
Turkey is making some mistakes in this direction. Ankara gives other
nations a chance to put pressure on Turkey through such policies. In
my opinion, in such matters, Turkey should demonstrate a more tolerant
and indifferent attitude.”

Aghazadeh noted that the French decision shouldn’t play such an
important role in Turkey’s foreign policy. “Unfortunately, in this
respect, Turkey has taken a very radical position and treated it as
a matter of life and death. I think this process will continue in
other European countries. At the very least it will be discussed,
which, in turn, will be an instrument of pressure on Turkey.”

With regard to Azerbaijan’s position on this issue, according to the
opposition MP, it should “stand beside its brother country”.

“But you shouldn’t present yourself as more Catholic than the Pope.

That would be the wrong approach. Azerbaijan doesn’t have the influence
in the region and the world on political processes as Turkey. At
the same time, we must show the world that in all matters we support
Turkey,” he said.

YEREVAN, JANUARY 25, ARMENPRESS: The first showing of “If Only
Everyone…” film for mass media representatives was held January 25
in Nairi Cinema. The film tells about the Artsakh war and is dedicated
to Armenia’s independence and 20th anniversary of the Armenian Army.

Film’s General Producer Michael Poghosyan said the film is a unique
response to the Artsakh war, to the settled and still unsettled issues
originated in its consequence.

According to the producer of “If only everyone”, the film proves
that there are no winners in war, as very often innocent people die
in consequence of wars. “It is easy to get fury, but we have tried to
look upon everything objectively, as we fought for what belonged to
us,” said Mr. Poghosyan. He confessed that the topic of the Artsakh
war has always been up-to-date for him, and the main goal of screening
of the film is not to tell about war, but about peace, which has been
acquired at high price.

In response to the question of Armenpress’ correspondent on possibility
of showing of the film in Baku, Mr. Poghosyan said it may rouse
some difficulties, but that the film will be shown in Stepanakert,
Moscow, will be presented at a number of authoritative festivals is
a guarantee that many foreigners, including the Azeries, will watch
it and make up relevant conclusions.

The film has been screened under the high patronage of Armenian
President Serzh Sargsyan, with the support of NKR President Bako
Sahakyan, Armenian Ministries of Defense and Culture and National
Cinema Center of Armenia – on the initiative of TIM production.

The premiere of “If Only Everyone…” will be held January 26. The
Armenian President, high-ranking guests and cultural figures will
attend it. The heading of the film is not chosen by chance. According
to Mr. Poghosyan, it enables everyone to continue it, ponder over it,
to review the merit system, change the attitude toward some issues.

Vardan Oskanyan, former Foreign Minister of Armenia, may become the
second candidate in the candidate list of the Prosperous Armenia party,
News.am reports.

Salbi Kazaryan, Executive Director of the Sivilitas Foundation, said
that she is unaware of the issue. Kazaryan gave no response. Press
secretary of Gagik Tsarukyan said that the issue had not been
discussed. He added that the leader of Prosperous Armenia had ordered
introduction of 2-3 candidates for the 41-st single-mandate district.
Tsarukyan~Rs party announced plans to introduce candidates to all
electoral districts earlier.

France has urged Turkey not to overreact to the French Senate’s
approval of a bill making it illegal to deny that the mass killings
of Armenians by Ottoman Turks after World War I was genocide.

Ankara has warned of severe diplomatic consequences, while the matter
is a controversial issue in France too. The French foreign minister
did not support the move and is urging Turkey not to take action.

Speaking on French television he said: “I think this initiative is
inappropriate. Well, anyway, parliament has decided that. What I want
to do today is to call on our Turkish friends to stay cool. After
this wave reaction, a little excessive, it must be said, I’m sure
we’ll find again a constructive relationship, I put out my hand and
I hope it will be shaken one day”.

The outcome of the vote has been welcomed by Armenia. It has also
delighted France’s more than half-million-strong Armenian community.

The bill now goes to President Nicolas Sarkozy, a strong supporter
of the proposal, for ratification. Many Turks are among those who
suspect the law is part of Sarkozy’s political agenda; he faces
a presidential election this year and France’s Armenian community
represents a not-insignificant electoral minority.

Turkish prime minister Recep Tayyip Erdogan told members of parliament
in Ankara that the law was “discriminatory” and “racist.”

The French deputy who proposed the bill and member of Sarkozy’s UMP
party Valerie Boyer, said it was a tremendous step: “It’s a very
important moment, a great moment for human rights and human dignity.

I’m very glad that parliament has adopted the law today, and I hope
that this law move forward peacefully.”

The Turkish Foreign Ministry has sharply condemned the decision of the
French Senate, which on Monday night approved a bill criminalizing
denial of Armenian genocide. The ministry announced that France’s
decision would lead to loss of strategic partner. Ankara is considering
possible downscaling of the status of diplomatic relations with Paris.

In December, the document envisioning imprisonment for a term of up
to a year or a fine of 45,000 euros, was approved by the National
Assembly. At the time Turkey similarly condemned the parliamentarians’
decision, recalling its ambassador in Paris for consultations.

Now the bill must be signed within 15 days by French President
Nicolas Sarkozy.

French senators have voted to adopt a controversial bill making it
illegal to deny that the mass killing of Armenians by Ottoman Turks
was genocide.

The measure – which was passed by 127 for votes to 86 against –
will increase diplomatic tensions between Turkey and France, two
Nato allies.

Last night riot police were stationed all over Paris, where thousands
of Turks had descended to protest against the new law.

MPS in the lower National Assembly in December voted overwhelmingly
in favour of the draft law.

This prompted the Turkish government to cancel all economic, political
and military meetings with the French, and to recall its ambassador
for consultations.

Armenians supported by historians believes that about 1.5 million
Christian Armenians were killed in what is now eastern Turkey during
the First World War.

They believe that this was part of a deliberate policy of genocide
ordered by the Ottoman Turk government.

The Ottoman Empire was dissolved after the 1914-18 war, and successive
Turkish governments have argued that claims of genocide are a direct
insult to their nation.

The majority of Turk argue that there was a heavy loss of life on
both sides during the fighting in the area, and that mass killing
was inevitable result of newly industrialised warfare.

Turkey’s deputy prime minister Bulent Arinc said on Monday that
his government would take fresh diplomatic measures unless the bill
was rejected.

He compared France’s behaviour to the Spanish Inquisition in the
Middle Ages, which was created by the Catholic Church to effectively
destroy heretics.

‘If the law is passed, it will damage French and Turkish relations,’
said Mr Arinc, who suggested Turkey would try to get it repealed at
the European Court of Human Rights.

Many Turks believe the bill is an attempt by President Nicolas Sarkozy
to win the votes of 500,000 ethnic Armenians in France, as he hopes
to be re-elected in the Spring.

The new genocide bill threatens a year in jail and a maximum fine
45,000 euros to anyone who denies what is said to have happened to
the Armenians. France first passed a law recognising the killing of
Armenians as genocide in 2001.

Azerbaijani Parliamentary Legal Policy and State Building Committee
member Azay Guliyev said Tehran’s commitment to relations with Yerevan
can be explained by two factors.

On the one hand, Armenia is looking for a way out of the difficult
economic situation, in which the country finds itself as it left away
the trans-regional energy and other projects, he said.

“In this case, Armenia welcomes Iran’s support. On the other hand,
Iran wants to demonstrate that international sanctions taken against
the country will not affect other states’ attitude. The situation
around Iran worsens, and in such a situation, Tehran is ready to
co-operate and even expand ties with Armenia. While, the country
should not expect economic benefits from this,” he said.
