The UK Prime Minister David Cameron announced in his speech at the
PACE that they support self-determination.

After Cameron’s speech to the PACE plenary session Member of Parliament
Naira Zohrabyan asked if the UK does not fear that Azerbaijan may
use the revenues from British investments to resume the war. Cameron
said they do not wish such a turn, and the United Kingdom supports
the negotiations mediated by the Minsk Group, and they hope that the
negotiations between Armenia and Azerbaijan will be successful.

By the way, answering the question of another PACE member on the
rights of the people of the Falklands to self-determination, David
Cameron said they support self-determination because it is impossible
to oppose to the wish of people.

The statement adopted by the Armenian, Azeri and Russia presidents
in Sochi was just an attempt to give a positive tone, Head of the
Hay Dat Office Kiro Manoyan said during a press- conference on Tuesday.

“The OSCE MG co-chairs are doing their best to prevent a new war in
Nagorno-Karabakh. But there can be no progress or breakthrough when
conflicting parties are at variance. Azerbaijan will continue using
its position in the UN Security Council in order to transfer the
Nagorno- Karabakh peace process to other international organizations,”
Manoyan said.

Regarding the Russian Foreign Minister’s statement that in Sochi the
Armenian and Azeri presidents said that they should put aside their
black and white attitudes, Manoyan said that Sergey Lavrov’s statement
was vague as he did not specify what exactly the presidents meant.

It is not hard to tell what is going to happen next; I mean after
the Armenian debate in the French capital.

It is the Armenian debate in the U.S. capital.

It is almost an annual custom in Washington DC, like the cherry
blossom festival, heralding the month of April.

April 24 is the anniversary of a telegram by the Ottoman Interior
Minister, Talat PaÅ~_a who ordered the provincial governors and
commanders – especially in the Eastern region to which the Tsarist
Russian army was advancing – to forcibly deport the Armenian
population, because an Armenian faction was collaborating with the
Russians; that was in 1915, in the middle of the World War I.

Before and during that deportation campaign hundreds and thousands
of citizens of Turkey under the Ottoman Sultanate were killed or
died from neglect; not only Armenian Christians, Muslim Turks and
Kurds as well. But it is that unfortunate telegram which caused the
Armenian community deported from the Ottoman Turkey to ask from the
Republican Turkey (who overthrew the Sultanate) to recognize that
grand human disaster as a genocide and pay the dues.

Turkish governments’ attitude up until the ruling Justice and
Development Party (AK Parti) could be summarized as: “Turks didn’t
do it, Armenians did;” naive and could not convince most of the
governments and parliaments who recognized the disaster as genocide.

Prime Minister Recep Tayyip Erdogan followed a different line, to
acknowledge the human sufferings and trying to bridge political ties
with Armenia as a goodwill gesture, but could not go all the way up;
if you ask to advisers in Ankara it is mainly because of seeking to
find a compromise from the opposite end.

So almost every February or March for decades, the Armenian lobby,
which is among the most active in U.S. Congress when it comes to
affairs with Turkey, finds a way to submit a bill to the House of
Representatives in order to mark April 24 as “Armenian genocide day.”

As of itself, it may only be a credibility blow to Turkish politics.

But it is more than that; it has political and legal consequences. It
is a fact that the Supreme Court has turned down a federal court’s
ruling which said Turkey should compensate the losses of an insurance
company’s clients due to the acclaimed genocide; the Supreme Court
cannot make decisions contradictory to the state policies of the U.S.,
said the Supreme Court judges.

This is because it was President Barack Obama, like his predecessors
who stopped the process at the Senate level with the justification of
protecting U.S. interests in the whole region where Turkey lies. This
important ally has been supporting many U.S.-led international
operations from Afghanistan to Iraq, from Kosovo to Somalia after all,
has been a “Plural democracy and free economy in a Muslim society”
example for the Arab Spring and recently agreed to host a U.S.-operated
NATO radar site as a vital part of a global Missile Shield system to
which Iran and Russia react.

This is election year in the U.S., the Israeli lobby is not likely to
support Turkey against the Armenian and Greek ones and Obama might
have a more difficult time this year than before, despite declaring
Erdogan among his best political friends.

Situation of human rights protection in Azerbaijan is discussed by
the international media more and more as the “Eurovision 2012” song
contest approaches. Especially Germany pays attention to the issue
and Germany media write about Azerbaijan as an inappropriate place
to hold “Eurovision 2012”. Dictatorial regime is noted as a reason.

Armenian panorama.am news agency presented an article in Armenian
from German Die Zeit newspaper. The article especially says:

“Journalists without border organization informs that atmosphere of
fear and repressions again leads in Azerbaijan. Europe is interested
in human rights violations in Russia first of all. But Azerbaijan has
independence for already 20 years and is still an unknown territory
for Europe.

is killed in this country.

Last year Rafig Tagi’s murder was a sensation in the world media. He
was killed as he had condemned Azerbaijani President Ilham Aliyev,

PanARMENIAN.Net – In his opening remarks to the international
conference on “The Christian Presence and Witness in the Arab World”,
taking place at the headquarters of the Armenian Catholicosate of
Cilicia in Antelias, Lebanon, His Holiness Aram I said that “in view
of the changing political landscape in the Arab world, the Christian
communities are called to engage in dialogue with all trends of Islam
which advocates democracy, coexistence and non-violence”.

He reminded that Middle East “is at a crucial juncture of its modern
history”, and that “although the present situation is depicted by some
as Arab spring or Arab revival and by others, the end of autocracies
and emergence of democratic processes or simply regime change, the
common denominator in all these characterizations is that the region
is in a process of transformation”.

Aram I warned the conference of misleading approaches which “may
distance us from concrete realities, such as conceptualizing,
westernizing and generalizing this process of transformation”. He
advocated “an existential, not conceptual, a Middle Eastern, not
Western, a contextual, not general approach to the events that are
taking place in the region”. According to His Holiness “the region
is still facing uncertainties, ambiguities and polarizations. Hence,
if this process of transformation is not sustained by a strategy of
active non-violence and if it is not led by people with a clear vision,
the region may be exposed to even greater and far-reaching dangers”.

Among challenges and priorities before the Christian communities,
Catholicos Aram believes that “the Christian unity must acquire a top
priority; and the Middle East Council of Churches provides the proper
framework for the churches to speak with one voice and act together”.

In his opinion the Christian-Muslim dialogue needs to be “broadened
and deepened in its horizontal and vertical dimensions and expressions
to cover the basic concerns and critical issues pertaining to their
common life”. His Holiness challenged the Christians and Muslims
“to move from being good neighbors to real partnership as co-citizens.

This partnership must be articulated: by building together democratic
societies, by ensuring for Christians a broader space for active and
full participation in decision-making structures and processes; and
by providing for Christians all the possibilities to preserve their
own values and traditions and organize their community life, being
at the same time integral and inseparable part of larger society”.

Catholicos Aram I reminded the conference that “the Christians are
deeply concerned about their future in the Middle East. Uncertainty,
anxiety and fear are increasingly dominating their life. But the
Christians should not turn to their Christian brothers and sisters in
the West; they should turn to their Muslim co-citizens and partners
to share with them their concerns and expectations”. It is the firm
expectation of Aram I that “Muslims respond frankly and realistically
to the growing concerns of Christians”.

The conference on the Christian presence and witness in the Arab
World is organized by the World Council of Churches in collaboration
with the Middle East Council of Churches. More than seventy people,
Muslims and Christians, from different parts of the Arab world,
including special guests from Europe and North America attend the

YEREVAN.- Public distrust of Armenia’s judicial system is close to
being critical, Justice Minister Hrayr Tovmasyan told journalists
on Wednesday.

The surveys show 70-80% of Armenians do not rely on judicial system.

The Minister said the government must improve the system, all the
mechanisms – transparency, responsibility of the judicial officers
should be at high level.

Tovmasyan also said an expert group was created at the Ministry to
study precedents of the European Court of Human Rights and eliminate,
if necessary, non-conformity of the Armenian legislation with the
European one.

‘Mammadbagir hates Armenians and wants the liberation of Azerbaijani
lands from Armenian occupation.

Akhundov said that his son came to home for furlough on December 7
last year and returned to the military unit after the furlough.

According to him, the family~Rs elder son Mammadbagir served in the
Border Troops till July 2010:

The statements that he crossed to the Armenian side willingly are
incorrect. If Mammadbagir hadn~Rt loved his motherland, he wouldn~Rt
have returned to the army after finishing the military service~T.

His father also said that command of corps where he serves informed
them about his captivity.

The soldier of the Azerbaijani Army Mammadbagir Akhundzadeh Talib,
born in 1990, was captured by Armenian troops in the contact line
between the armed forces of Armenia and Azerbaijan near the village
of Upper Chayli. The Defense Ministry confirmed the fact.

La presse turque etait unanime mardi a denoncer le vote la veille par
le Senat francais d’une proposition de loi penalisant la negation du
genocide armenien sous l’Empire ottoman, accusant la France d’avoir
sacrifie la liberte d’opinion a des objectifs politiciens.

“Honte a toi, France”, titre en une le quotidien populaire Vatan. “La
France où est ne l’ideal de liberte a porte le coup le plus dur a la
liberte d’expression. En votant la loi sur la negation du genocide,
elle a renie son propre passe.”

“Le president francais Sarkozy a tourne le dos a la liberte et a la
Turquie pour quelques votes”, clame le journal populaire Posta.

Le journal a grand tirage Hurriyet barre sa une d’un grand “Il a
massacre la democratie”, a côte d’une photo du president francais.

Habituellement opposes, le très laïque Cumhuriyet et
l’islamo-conservateur Zaman unissaient leurs voix mardi pour denoncer
respectivement “la justice a la francaise” et “une honte historique”.

“Un sujet sur lesquels les historiens doivent trancher est tombe dans
l’ombre de la politique”, deplore le quotidien liberal Radikal. Le
journal pro-gouvernement Yeni Safak s’enflamme contre “les petits
calculs electoraux de Sarkozy (qui) ont conduit la France a commettre
un grand crime contre l’humanite”.

Le Senat francais a ratifie lundi soir une proposition de loi deja
adoptee par l’Assemblee nationale le 22 decembre, qui sanctionne

Le colonel Margar Ohanian, ancien chef de la police routière en
Armenie arrete en septembre, a plaide non coupable lors de la première
journee de son procès accuse d’avoir de detourne a grande echelle
des fonds publics.

Margar Ohanian a pretendu qu’il a ete injustement poursuivi sur ordre
de fonctionnaires de haut rang et de politiciens. Il a refuse cependant
de les nommer.

Margar Ohanian a ete arrete et mis a la porte après une enquete
criminelle pour un vol presume de plus de 150 tonnes de carburant qui
a ete alloue aux voitures de la police. Les accusations ont et portees
par quatre de ses anciens subalternes passant aussi en justice. Aucun
d’eux n’a cependant ete arrete pour l’instant.

Au cours de l’enquete conduite par le Service Special d’Investigation
d’Armenie (SIS) M.Ohanian a nie les charges, disant qu’il n’est pas
responsable du detournement presume.

Faisant sa première apparition devant une cour generale a Erevan,
l’ancien fonctionnaire de police a decrit son premier interrogatoire
par le SIS le 30 août. ” Après 40 minutes, après un coup de fil
[aux enqueteurs du SIS] je suis devenu un suspect et ai ete arrete
” a-t-il dit.

Margar Ohanian a vu ses demandes de liberation jusqu’a present

Protestant de son innocence, Margar Ohanian a annonce par son avocat

Après un ultime vote du Senat, Patrick LABAUNE, Depute de la Drôme,
se rejouit de l’adoption de la proposition de loi UMP penalisant la
negation du genocide armenien.

Fervent defenseur de la cause armenienne tant au niveau local que
national, c’est tout naturellement qu’il avait soutenu et vote en
decembre dernier la Proposition de Loi presentee par sa collègue,
Valerie BOYER, Deputee UMP des Bouches du Rhône, visant a penaliser
la negation des genocides, dont celui des Armeniens en 1915.

La loi francaise prevoit desormais un an de prison et 45.000 euros
d’amende en cas de contestation ou de minimisation de facon outrancière
d’un genocide reconnu par la loi francaise. Deux genocides, celui du
peuple juif pendant la seconde guerre mondiale et celui des Armeniens,
sont reconnus, mais seule la negation du premier etait pour l’instant
punie. C’est fait pour le deuxième.
