L’OPPOSITION S’INTERROGE SUR LA NOUVELLE LOI SUR L’ETAT D’URGENCE

L’Assemblee nationale a approuve un projet de loi du gouvernement que
les politiciens de l’opposition affirme facilitera le recours par les
autorites armeniennes a l’armee pour la suppression de manifestation
de rue.

Le projet de loi qui est passe en première lecture stipule que le
president de la republique peut promulger l’etat d’urgence seulement
s’il y a ” un danger immediat pour l’ordre constitutionnel “. Cela
inclut des tentatives par la force de prendre le pouvoir, le terrorisme
et ” des perturbations massives “.

Le projet de loi permet au chef d’Etat de se tourner vers les forces
armees si la police et d’autres forces de securite sont incapables
de mettre en application l’etat d’urgence. Dans ce cas, on permettra
au personnel militaire d’employer des equipements anti-emeute et des
munitions conformement a une loi sur la police.

Les deputes du parti d’opposition Zharangutyun (Heritage) ont cite
les troubles sanglants de 2008 quand ils ont fait part de leurs
serieuses inquietudes quant a ce projet de loi et ont recommande
vivement a leurs collègues progouvernementaux de ne pas le voter. ”
L’utilisation de l’armee de n’importe quelle facon est inadmissible ” a
dit l’un d’entre eux, Armen Martirosian, pendant un debat au Parlement.

Armen Martirosian a pretendu que le gouvernement actuel est
capable d’usurper le pouvoir par la fraude electorale et ordonner
aux militaires d’ecraser les protestations de l’opposition contre ce
qu’il qualifiere de coup d’Etat. ” Quand un tel regime emploie l’armee,
il est clair ce qu’il va arriver ” a-t-il dit.

Le ministre de la Justice Hrayr Tovmasian, qui a presente le projet de
loi aux legislateurs, a ecarte les revendications de l’opposition. Il
a aussi nie la moindre connexion entre le passage du projet de loi
et les elections parlementaires prevues en mai.

Après une reunion avec des representants du Patriarcat armenien la
Municipalite de Malatya a annonce qu’elle reconstruira la chapelle
demolie et les bâtiments annexes dans le cimetière armenien

La chapelle avait ete demolie le 3 fevrier.

” Les gens dans la rue ont pleure quand ils ont vu que notre dernier
lieu de prière a ete demoli. Je ne pense pas que ce soit la pression
du voisinage. Il y a des pressions, mais elles emanent de sources
inconnues ” a dit Hosrof Koletavitoglu president de l’Association
des Philanthropes de Malatya (HAYDER) au journal Hurriyet.

La Municipalite avait declare que l’annexe de la chapelle avait ete
detruite suite aux plaintes de la population locale.

” Nous allions organiser une messe en organisant un voyage le 30 juin
pour faire venir des armeniens originaires de Malatya. Ce sera un petit
difficile d’organiser une messe dans ces circonstances ” a-t-il dit.

Russian government-owned company RZD, the national operator of
railways, is fulfilling all the provisions of a concessionary
agreement on managing the railway lines in Armenia, RZD President
Vladimir Yakunin said Wednesday.

He recalled that the RZD’s investment in the infrastructure and rolling
stock of the South-Caucasian Railways /the way the corporation refers
to the Armenian railway/ totaled 1.1 billion rubles /USD 1=RUB 30.5/
and was quite comparable with its revenues.

All in all, investment in the Armenian railways has reached 6 billion
rubles as of 2008.

“Ramification of infrastructure and the upgrading of its efficiency
plays an important role in the country’s economic growth and lays down
the necessary conditions for Armenia’s integration in the Eurasian
transport system and for the strengthening of cooperation with partners
in foreign markets,” Yakunin said.

Over the past three years, the haulage of cargoes at the
South-Caucasian Railway went up almost 14% and exceeded 815 million
ton-km.

At the same time, the passenger service grew 1.4 times and to 49.4
million passenger-km. Since 2009, about 2.2 million passengers have
used the services of Armenian railways.

In 2011, the South Caucasian Railway attained the level of
cost-accounting. Its total earnings exceeded 1.2 billion rubles and
the net profit, 18 million rubles.

In the course of a trip to Yerevan Wednesday, Yakunin introduced
a new director to the staff of the South Caucasian railway. The new
appointee is Viktor Rebets who has so far stood at the head of the RZD
department for collaboration with federal and local agencies of power.

Region on Wednesday, Armenian News-NEWS.am reports. A group of young
people fought, which ended with shots.

According to the agency, the fight was linked to the village community
head upcoming elections. Witnesses claim that just the theme was the
reason of the shots. Armenian Police approved the fact of the incident
adding there were no casualties.

Russian tourism company Astravel is organising historical and cultural
trips along with Central and Southern Armenia to Nagorno Karabakh
which is occupied by Armenians.

The company posted the following announcement on its website

The information says that during these trips running for seven days
and six nights, tourists, will not only be able to visit Armenian
cities, but may also visit Nagorno Karabakh, including Shusha, Agdere
and familiarise themselves with the cultural and historical monuments.

Head of the tourism department of the Azerbaijani culture and tourism
ministry Aydin Ismiyev told Trend their department had received no
information, but noted that the ministry has repeatedly informed the
World Tourism Organisation and the Ministry of Foreign Affairs of
similar information.

Azerbaijan has no control over such trips, the head of the ministry’s
domestic tourism department Mahir Gahramanov told Trend on Thursday.

However the ministry has always expressed its displeasure at such
circumstances.

“In such cases we always express our protest and inform the Foreign
Ministry and other authorised departments about this, but we cannot
constantly monitor it,” he said.

The Turkish newspaper Sabah has published an article providing a
forecast of possible developments in case world-famous film director
and producer Steven Spielberg produces a film about the Armenian
Genocide.

The author of the article, Mevlut Tezel, calls for boycotting
Spielberg’s films in case he manages to bring his plan to life.

It comes after the Turkish media published reports saying that
Spielberg is cooperating with producer Steven Zalian to realize his
project and has to that end started negotiations with representatives
of Armenia’s National Cinema Center.

“We won’t be able to recall the ambassador so we must boycott
Spielberg’s films,” he says. “We must boycott endlessly in case
Spielberg and script-writer Steven Zalian produce the film, following
the example of Schindler’s Life [which is about the Jewish Holocaust].”

According to the Turkish journalist, the film, if produced, will
cause of all kinds of debates devoted to the Genocide to go beyond
the framework of political discussions, reducing the issue to the
public domain.

“Even the ignorant not knowing Turkey’s place on the world map will
start thinking that we have committed the Genocide,” Tozel says,
adding that the film’s negative impact would be 100 times stronger
than that of Midnight Express (which tells about the unlawfulness in
Turkish prisons and the judiciary )

Speaking to Tert.am, Ruzan Bagratuni, a spokesperson for the
National Cinema Center, dismissed the reports that they have started
negotiations with Spielberg.

“There is nothing of the kind,” she said. “A letter was earlier sent
to Spielberg from Armenia but the process was frozen.”

The trial of former head of the RA Police General Department of
Criminal Intelligence Hovhannes Tamamyan that was to take place at
a Yerevan district court today was postponed.

Recall, Tamamyan was arrested late March 2011 on on charges of abuse
of power and has since been kept under arrest pending trial. He is
accused of deliberately mishandling a police investigation into the
May 12, 2010 murder of 23-year-old Khachik Lazarian. As reported
by RFE/RL’s Armenian service, prosecutors say police investigators
overseen by Tamamyan deliberately failed to prosecute the murder
perpetrator and charged another individual instead, presumably in
return for a massive kickback. Tamamyan is also charged on similar
accounts in another case, in which he failed to prosecute Aram and
Arthur Martirosyans for the murder of Hakob and Hovsep Hovhannisyans
and Spartak Zargaradoghyan in Nov. 2009 in Gavar.

Also named as accused are former Deputy Head of the Arabkir Division
of Yerevan Police Armen Poghosyan and former Senior Investigator of
the Police General Investigation Department of Specially Important
Cases Vahan Khanzadyan, who also face similar charges.

Appointed public prosecutor Ruzanna Sirekanyan, who is defending
Khanzadyan’s interests, asked the judge for 10 days to become
acquainted with the case materials.

Judge Arshak Vardanyan granted the request and postponed the court
date to Mar. 6 at 12 pm.

Afterwards, reporters tried to ask Hovhannes Tamamyan’s defense
attorney Vaghinak Gevorgyan questions; however, the latter mainly
refused to comment, saying that it might affect his client’s case.

Asked whether Tamamyan will admit his guilt, the attorney said
everything will be known at the trial.

He mentioned that any media report could affect the court process,
which is why he is currently refraining from making any comments.

“It’s no secret that Azerbaijan is a springboard for implementation
of anti-Iranian operations,” Sargis Asatryan told a press conference.

According to him, Israel actively uses existing community in Azerbaijan
to disseminate anti-Iranian propaganda.

In this context, another political analyst Roman Smbatyan stressed
the need to consider military and technical cooperation between Israel
and Azerbaijan.

The expert further deemed continued Azeri statements on annexing
Iran’s northern district ‘Southern Azerbaijan’ not serious.

Yerevan Thermal Power Plant To Import Coal From Artsakh

The Yerevan Thermal Power Plant is launching a new energy block that
will operate with coal imported from Nagorno-Karabakh (Artsakh) ,
according the minister of energy and natural resources.

At a news conference on Thursday, Armen Movsisyan said that the old
block which was blasted recentluy was no longer fit for operation.

“Our main objective is to introduce new technologies to operate the
Thermal Power Plant,” he said.

Before speaking of the new energy block, the minister addressed the
situation with the Nuclear Power Plant. He said they will do their
best to bring it in compliance with EU criteria, adding that the NPP
will also launch security testing services.

As major concerns, the minister further dwelled on the exploitation
of mines and lands. He noted particularly that certain agricultural
plots of land on the territory of Armenia are being used as mines.
