CREATING UNCOTNROLLABLE SITUATIONS – NOT ALLOWED

Yesterday the MPs had the last chance for this year to address
questions to the Government and receive answers directly. And they
used that chance to the full. Some of the questions of the
legislators were answered by Prime Minister SERGE SARGSYAN.

In particular, Larisa Alaverdyan, member of `Heritage’ faction,
encouraged the Prime Minister to intervene in the process of some
court procedures. Serge Sargsyan had to remind for the successive
time that it was beyond the framework of his competences. `How many
times I have repeated from the tribunal of the National Assembly that
the Prime Minister and the Government of the Republic of Armenia do
not have the right to intervene in the affairs of the judiciary
power. If a citizen disagrees with the court decision, he/she may
resort to courts of higher instances and then apply to the European
Court. I cannot intervene in court cases.’

Then, the Prime Minister answered the questions of the
journalists.

`47 per cent of the 2008 State Budget expenditures is a direct
investment in the human resource system. What name can be given to
the budget, considering this factor?’
`The Budget is a document reflecting the policy in all the
spheres. Both the incomes and the expenditures of the State Budget
have significantly increased. Naturally, those figures imply certain
programs which will be implemented beginning January.
During the National Assembly discussions I called next year’s
budget pretentious. Some people call it social. Those concerned by
the security of our country consider it a budget increasing our
military capacities. And the Minister responsible for the economic
development considers that this is a budget improving the state
administration system. The important thing is that it is necessary to
work painstakingly for the real implementation of the budget.
We must be able to solve two problems. First, we must be able to
reduce the economic shadow, make the tax collection process effective
and increase the means of expenditure. Then, we must be able to
increase the country’s Gross Domestic Product. The implementation of
the 2008 Budget requires a GDP of 10 billion Dollars. Two years ago
our budget made up 5 million Dollars. The annual product per capita
was 1.5 thousand. At the end of 2008 this, figure will reach 3.5
thousand Dollars. This is a budget requiring painstaking work.’
`Mr. Prime Minister, what goals do you have when meeting with
foreign countries’ ambassadors working in Armenia?’
`There is no specific goal. These are working meetings. Such
meetings take place almost every day, and the information about it is
published constantly. If others speak about their meetings with
special enthusiasm, it’s up to them.’
`Why wasn’t Raffi Hovhannisyan allowed to nominate his candidacy?’
`I really feel sorry that there is a legislative bar to Raffi
Hovhannisyan’s nomination, as his running for election might have a
positive role. I am sure that both the electoral processes would have
a more peaceful course and the candidates anticipating to occupy the
second, third and fourth positions would have to take a step down.
But if they hadn’t considered the time-limits prescribed by law,
this would give rise to an uncontrollable situation. For instance,
one of the candidates receiving 4 or 5 per cent of votes as a result
of the elections might make an appeal to the Constitutional Court and
accuse the authorities of registering one of the candidates
illegitimately. Having this argument, he might also make a claim for
declaring the elections invalid.’
`Mr. Prime Minister, what about the cases of the sharp valuation
of the national Dram, one of which was observed during the week-end?
Don’t you consider them dangerous?’
`Yes, I see dangers in terms of national security as well.
Generally, the valuation of the national Drams, or more precisely,
the devaluation of the US Dollar does really give rise to much
concern. Our economy is open and small. Therefore, it is vulnerable.
The storm in the ocean is especially dangerous for small boats.
Likewise, this whirlwind of the devaluation of the Dollar on the
international markets is very dangerous for the economy of Armenia.
On top of all, there’s another peculiarity. Our citizens receive
huge sums of money from their relatives living in the Russian
Federation, the United States and other countries. On the one hand
the devaluation of the Dollar deteriorates the social conditions of
those people, since the prices on the market won’t decrease either.
On the other hand, those sums cause additional devaluation, since
there is constantly a large dollar mass entering into the market.
We are taking serious steps, since this situation does not
contribute to the implementation of one of our priorities, i.e.
stimulating increased volumes of export. However, the steps we take
cannot produce a direct result. But they may be effective in the long
run.’
`Information was published that the large-scale dollar
intervention during the week-end was from Turkey.’
`This gives rise to concern too. Within a day, the exchange rate
of the Dollar decreased by about 20 Drams. We have to figure out
whether the step was taken on purpose, in order to harm our economy.
Whether this was a speculation aimed at receiving super-profit and
whether there were interventions by other countries. We have to study
those issues.’
`Once you compared Artashes Geghamyan with an empty drum. What
musical instrument is he like now?’
`Now there have emerged political figures that surpass everybody
in terms of their emptiness.’

The Unveiling Ceremony of St. Mesrob Mashdots Statue

On Saturday, 13th of October, 2007 at 7:00pm in the evening, in the
courtyard of Mesrobian High School, the unveiling ceremony of the
newly sculptured St. Mesrob Mashdots monumental statue took place.

The ceremony, which was organized by the administration of the
school, took place with the blessings of His Beatitude Nerses Bedros
XIX, the Catholicos Patriarch of the Armenian Catholics of Cilicia.
The development of the statue was sponsored by Msgr. Vartan
Ashkarian, President of Armenian Catholic schools Directors council,
who dedicated the statue to his parents. H.E. Dr. Vahan Ter
Ghevondian, Ambassador Extraordinary and Planipotential of the
Republic of Armenia in Lebanon, was also present, to share his
thoughts for this distinguished event. Additionally, numerous
dignitaries were present: Armenian religious leaders, political
figures as well as Mesrobian teachers and representatives from other
Armenian schools.

The opening speech was read by Mrs. Garine Tashjian, emphasizing on
the person of the event, St. Mesrob Mashdots: one of the most notable
Armenian figures, who shaped the Armenian History, Culture and Faith
by his creation of the Armenian Alphabet.

Following the opening speech, His Beatitude Nerses Bedros XIX, Msgr.
Vartan Ashkarian, H.E. Dr. Vahan Ter Ghevondian and Mr. Gregoire
Kaloust unveiled the statue. His Beatitude Nerses Bedros XIX,
ceremoniously blessed the statue.

Next, Mr. Gregoire Kaloust gave his speech. According to the
principal of Mesrobian High School, the statue of St. Mesrob Mashdots
in the main court of the school is a dream-come-true, emphasizing the
fact that the school holds his name and is determined to follow His
steps, on, all the national, cultural and spiritual perspectives. Mr.
Gregoire congratulated all who were present and gave special thank to
all who supported the finality of the statue and the success of the
event. He specially thanked His Beatitude Nerses Bedros XIX, for his
encouragement and blessing, Msgr. Vartan Ashkarian for always
supporting the school and sponsoring this project, as well as Mr.
Kakig Kevorkian and Mr. Dikran Kalousdian for designing the
supporting monument and sculpting the statue, respectively.

After a small artistic program prepared for the event, H.E. Dr. Vahan
Ter Ghevondian, Ambassador Extraordinary and Planipotential of the
Republic or Armenia in Lebanon was invited to address his thoughts to
the audience. He noted that, the greatness of Mesrob Mashdots work
lies in the fact that the Armenian people only became truly
Christians, after the translation of the Holy Scriptures to the
Armenian Language, despite the fact that Christianity was the
official faith in Armenia for more than a century. He also noted
that, Mesrob Mashdots was not alone in his project of making the
Armenian letters, but also had the Catholicos Sahag Bartev and the
King Vramshabouh at his side. Finally, he proudly declared that there
is no other nation who celebrates the Holy Translators each year.

Having sponsored the development of the project, Msgr. Vartan
Ashkarian thanked His Beatitude Nerses Bedros XIX for his presence
and his blessings. He also named his parents Kevork and Zarouhi
Ashkarian, to whom he dedicated the sculpture.

Finally, His Beatitude Nerses Bedros XIX, addressed the sermon of the
day to the audience. In his words, he made clear that the historical
figure of St. Mesrob Mashdots has never needed a sculpture, since he
is already sculptured in the spirit and mind of every Armenian who
comes into this world. This figure gave the opportunity to a nation
to communicate with God in his own language. This sculpture as well
as every Armenian student who attends Mesrobian High School proves
that St. Mesrob Mashdots is living in our spirits and minds.

Genocide Recognition

Yesterday, on the eve of the discussion of Resolution 106 at the House
Committee on Foreign Affairs, the Turkish parliamentary delegation,
led by Egemen Bagish, held a number of meetings at the Office of the
US Secretary of State, the Pentagon and the Congress.

According to CNN-Turk, although assistant to US Secretary of State
Daniel Fried told the Turkish delegation that Resolution 106 is a
result of misunderstanding and expressed hope that Bush’s Government
will be able to fail its adoption, he also added, "The fearful events
of 1915 are obvious truth.

1,5 million Armenians were killed or expelled fro, their lands. Each
state, including the United States of America, has to bear
responsibility for the dark pages of its history and frankly bear
with them".

In this matter Daniel Fried let the Turkish delegation know that the
efforts of official Washington against Resolution 106 do not imply
denying the fact of the Armenian Genocide. Moreover, as Fried’s advice
to take responsibility for the history was addressed to the Republic
of Turkey, the United States also admit the immediate connection of
Kemalists with the Armenian Genocide.

ARMENIAN GOVERNMENT APPROVES PROCEDURE FOR SUBMISSION OF TAX DECLARATIONS BY CITIZENS

YEREVAN, October 4. /ARKA/. The Armenian Government approved the
procedure for submitting declarations of profits and property by
persons to the State Taxation Service of Armenia, Deputy Chief of
State Taxation Service Armen Alaverdian reported.

He said that persons having annual income over 8mln Drams, more than
6mln Drams on their bank accounts, as well as those who gain profit
from property alienation in excess of 40mln Drams in the tax year
are to submit tax declarations.

The Deputy Chief also said that the information submitted to the
tax authorities will be saved in electronic format. Alaverdian also
reported that citizens whose annual income exceeds the mentioned
amounts will have to submit all the information on movables and real
estate owned, material funds, income from securities and investments,
precious metals and bars in banks.

Tax payers will be able to provide their declaration not only
personally, but also through official representatives and licensed
audit companies.

The State Taxation Service will continue informing potential tax
payers through mass media outlets, information posters and leaflets,
he said. ($1 = 333.82 Drams).

Armentel Will Have No Monopolies From October 1

The Public Services Regulatory Commission decided August 24 to
eliminate the Armentel Company’s monopoly in telecommunication,
including fixed-line telephone, trunk communication, mobile
communication except GSM, satellite and mobile radio communication,
as well as VoIP services.

According to the members of the commission, the decision of the PSRC
is dictated by the commitment of Vimpelcom, the owner of Armentel,
assumed on signing the deal when the Armenian government offered to
buy its 10 percent of shares of Armentel in return for monopolies.

Richard Hoagland not to be appointed as US Ambassador to Armenia

Richard Hoagland withdrew his candidacy. This decision was made after
his candidacy was twice blocked the Senate Foreign Relations
Committee. Both times Sen. Robert Menendez from New Jersey placed
hold on Hoagland’s nomination.

On September 7, 2006 after Senator Robert Menendez’s efforts
Hoagland’s candidacy was blocked in the Senate. On December 1 the New
Jersey legislator joined with Majority Leader Harry Reid in calling
on the Administration to offer a new candidacy for this post. Such
attitude towards Richard Hoagland’s nomination is connected with his
denial of the Armenian Genocide in response to questions posed after
his June 2006 confirmation hearing before the Senate Foreign
Relations Committee. Former US Ambassador to Yerevan John Evans was
forced into early retirement last year, after he used the words

Armenia took the fourth place, among CIS countries, by the volume
of money transfers from Russia in 2006. According to the information
RF Central Bank, $604 mln were transferred to Armenia from Russia in
2006, that makes up 10,1% of the total amount of transfers from RF to
CIS countries. According to RF CB data, the main recipients of money
transfers from Russia in 2006 among CIS countries were Uzbekistan with
share of 16,7% ($1 bln.), Tajikistan -15,9% ($957 mln), Ukraine – 15,4%
($927 mln) and Moldova – 8,7% ($525 mln).

European Bank Warns Of Armenian Growth Pitfalls

EUROPEAN BANK WARNS OF ARMENIAN GROWTH PITFALLS

The ongoing appreciation of the dram will endanger continued economic
growth in Armenia unless local companies increase their productivity,
according to the European Bank for Reconstruction and Development
(EBRD).

"Without faster productivity gains, a further appreciation of the
Armenian currency would threaten the country’s competitiveness," the
EBRD warned in an explanatory appendix to an economic report that will
be debated the Council of Europe’s Parliamentary Assembly next week.

The Armenian dram has gained more than 50 percent in nominal value
against the U.S. dollar since the start of its dramatic rise in late
2003. The process slowed down in the first quarter of this year only to
gain new momentum last month. Local manufacturing firms claim to have
been hit hard by the dram’s appreciation, criticizing the Armenian
authorities for their refusal to intervene in the foreign-exchange
market.

The authorities and the Central Bank in particular have dismissed
the criticism, arguing that the much stronger dram is the inevitable
result of recent years’ surge in hard currency remittances sent home
by hundreds of thousands of Armenians living and working abroad. They
say the manufacturing sector can successfully adapt to the new reality
with productivity gains.

Central Bank officials say the exchange rate fluctuation has also
suppressed inflation which has remained in single digits despite the
country’s robust economic growth. The World Bank and the International
Monetary Fund take a similar view, having repeatedly endorsed monetary
policies pursued by the Armenian authorities. A senior IMF economist
went farther late last month, saying that the dram’s strengthening
has actually spurred economic growth.

The EBRD, by contrast, seems more worried about the trend. In an annual
report issued last month, the London-based lending institution, which
is tasked with facilitating former Communist countries’ transition to
market-based economics, listed continued currency appreciation among
factors which it believes pose "significant risks for the [Armenian]
economy in the medium term."

The other factors included Armenia’s "vulnerability to commodity
prices," dependence on low-interest loans and grants from Western
donors, and skyrocketing real estate prices.

Today, Ra President Robert Kocharian met with Prime Minister of
Byelorussia Sergey Sidorsky. The Press Service of RA president informed
that Mr. Sidorsky is currently paying an official visit to Armenia.
In the course of the meeting, Mr. Kocharian expressed satisfaction with
the current level of multilateral relations between our countries. He
emphasized that this visit will greatly contribute to the development
of these relations. In his turn, Mr. Sidorsky shared his impressions of
the capital of Armenia and added that large-scale capital construction
testifies to dynamic growth of the Armenian economy.
The sides said that though the commodity turnover between Byelorussia
and Armenia is not large, but it constantly experiences growth. They
pointed out the spheres of high technology, jewelry production and
agriculture among the spheres for prospective cooperation. The
sides also touched upon political and economic lives in Armenia
and Byelorussia.
