‘Economic integration effects aren’t complete without single currency zone’, Armenian Deputy PM’s interview to MIR 24

Armenia’s Deputy Prime Minister Mher Grigoryan argues that having alternative and diversified currency calculations in economic unions is effective, but at the same time difficult.

In an interview to MIR 24 TV, the Armenian deputy PM addressed the possibility of creating a single currency in the Eurasian Economic Union and prospects of achieving it.

Below is the question and answer during the interview:

Question: Now there is a tendency to refuse the dollar in mutual calculations in the territory of the Eurasian Economic Union. In your opinion, to what extent are the countries ready to fully transition to the Ruble, or for example the Tenge, in calculations.

Answer: You know, certainly having alternative and diversified currency calculations is very good and effective. It is a desired result for potential unions. It is also a rather difficult task which must be solved very delicately and in detail. This isn’t only a currency matter, it also relates to operational matters. This, after all, is a matter of symmetric support to the IT field. And this is a matter of harmonization of administrative, regulatory and other normative bases. This is possible theoretically, practically too, but this requires work. And, certainly, it is a difficult work. But it is real, if we study it. I believe that any economic union in different levels of activeness, including also the Eurasian Economic Union, will activate this work. This is obvious because even without any single currency zone the impacts which can be achieved from economic integration, unions, aren’t complete, if they work with the currency of another union or another country. In this sense I think, yes, this process is obvious, its actuality is obvious, and the process will proceed in a quite active manner. At least I think this way.”

Pashinyan reaffirms readiness to be fully involved in NK conflict settlement negotiations

Armenian Prime Minister Nikol Pashinyan says he attaches great importance to the necessity of involving a representative of the people of Artsakh in the NK conflict settlement negotiations. The Armenian PM also reiterated his readiness to be fully involved in the negotiations process.

The PM was speaking at the parliament session today in response to a question from Republican faction MP Tajat Vardapetyan.

Vardapetyan mentioned that Azerbaijani President Ilham Aliyev has commented on Pashinyan’s statement on making Artsakh a negotiations party, and said that the responsibility of obstructing the talks in this case falls on Armenia.

“Certainly, I have numerously expressed readiness to be fully involved in the negotiations process. I have said that I consider myself to be authorized to negotiate on behalf of Armenia, because I am the Prime Minister of Armenia, but I am not authorized to negotiate on behalf of Artsakh. The people of Artsakh do not participate in the government formation in Armenia, since they have their own government, president, which is capable of negotiating on behalf of Artsakh,” Pashinyan said.

“We very clearly put a simple question – are we negotiating simply for negotiations, or to solve the issue? If we are negotiating to solve the issue, how do we imagine the solution of the issue without the party of the conflict? If we are negotiating for negotiations, we are ready for this format also. However, as long as the necessity of involvement of a representative of the people of Artsakh hasn’t been recorded, it means that we haven’t gotten close to the settlement of the issue at all,” he said.

According to the PM, the belligerent atmosphere which is established as result of the destructive actions of the Azerbaijani leadership is obstructing the negotiations process the most. “I reaffirm my readiness to be fully involved in the negotiations process. There is no single case when it was proposed to negotiate and Armenia has refused,” he said.

The Azerbaijani troops violated the ceasefire regime nearly 200 times on Artsakh-Azerbaijan contact line in the period of September 2-8, during which over 2000 bullets were fired in the direction of Armenian border guards from different caliber weapons.

As the press service of the Defense Ministry of Artsakh Informed, the front line units of the Defense Army refrained from retaliation and continue to confidently carry out their military duty.

Robert Kocharyan’s Interview with NTV Media company

“The situation is quite interesting and to say that the authorities do not have experience will be very mild. During latest rally, for example, it was stated that in Armenia, a new system of state governance has been created, and the revolutionary square has been declared the supreme authority. I’m not joking, I’m quoting,” said Robert Kocharyan to a Russian TV channel.

According to him, the new authorities of Armenia simply do not understand what the mechanism of the state governance is.

“It is announced that the government is accountable for that square. For example, I was frankly thinking that the government is accountable to the National Assembly. What is happening in Armenia is irrelevant populism, the consequences of which, as it seems to me, will hinder the development of the country for a long time,” Kocharyan said.

He noted that there is a revolutionary euphoria that cannot last long.

And all this worries Kocharyan and that is why he came back to politics again.

Dr. Jeannine Topalian was recently appointed to the California State Board of Education’s Advisory Commission on Special Education. The commission provides recommendations and advice to the State Board of Education, the State Superintendent of Public Instruction, the legislature, and the governor in new or continuing areas of research, program development and evaluation in California special education.

“I am honored to have been appointed by the Speaker of the Assembly Anthony Rendon to the Advisory Commission on Special Education on April 30. I’m excited to take on this role and very appreciative to have been given this opportunity. It’s an honor to take on this challenge especially during a time when special education is evolving,” said Topalian who is the secretary and treasurer of that California Association of School Psychologists.

“The dedication and passion of the commissioners advocating for the rights of students with special needs was very evident during my first meeting. Moreover, the decisions and recommendations that the Commission makes can have long lasting impact on all students, their families, and school districts throughout the state. Therefore, these suggestions may also impact our field as well.”

Dr. Topalian’s experience includes over 15 years as a practicing school psychologist in PreK-12 schools and three years as a part-time adjunct university trainer of school psychologists at the master’s and doctoral level. She has extensive knowledge of and works specifically with students with special needs and is certified to evaluate, asses, and service students with specific learning disabilities, neurological disorders, intellectual delays, autism, emotional disturbances and other health impairments.

“This is a great opportunity to give back at a state level and be a liaison to share information about the role school psychologists play in schools and helping students with special needs. I know this will also be a great learning opportunity,” she said. “All in all, my first meeting in June was exhilarating. I’m looking forward to the next one in August.”

The ACSE addresses numerous issues related to California Special Education as defined in Education Code Section 56000, including: student outcomes, incarcerated youth, positive behavioral interventions, interagency agreements, teacher credentialing, parity for parents/families, and integrated services.

Members serve on the ACSE for four-year terms (with a maximum of two terms) and commission meetings, open to the public, are held for a minimum of four times per year with additional subcommittee or task force meetings as budget permits.

Ara Papian: Kocharyan is not one of those people who will sink alone, he will give names (video)

Ara Papian, head of the Modus Vivendi Center says that according to our constitution, the President of the Republic is immune, but there is a precondition: Robert Kocharyan is immune to actions stemming from his status.

“The SIS made a mistake in the sense that it presented a rather disputable charge. I think then there can be another charge, which is easier to prove, let’s say illegal enrichment.”

Ara Papian believes that failure of Robert Kocharyan’s conference was wrong. “Kocharyan is not one of those people who will sink alone, he will give names. The society should know the whole truth about March 1.”

Ara Papian does not think that the failure of the news conference has been directed by the current authorities. According to another opinion that he has heard, the aforementioned was directed by Kocharyan so that he would not answer questions.

If Robert Kocharyan wants to speak, he can organize a press conference today, invite reporters to his house, and answer questions on live broadcast.”

According to Ara Papian, the trial should be fair and competitive. “I am convinced that whatever decision the court will make, some part of the society will not accept it. If Justice was through the phone call, they would not release Kocharyan,” he said.

Film: German actor Richard Sammel cast in new Karabakh film

PanARMENIAN.Net – German actor Richard Sammel will star in a new English-language film, “Gate to Heaven”, about Nagorno Karabakh (Artsakh) by Armenian filmmaker Jivan Avetisyan.

“Meet and greet the main actor of Gate to Heaven, Richard Sammel,” the film’s official Twitter account revealed.

“It’s a great honour for us to work with such a prolific and talented actor!”

The movie will center on the eternal conflict of the good and the bad, the reevaluation of the truth and the conscience and the people’s destinies.

In the movie, Finnish journalist Robert Stenval, 50, returns to Artsakh in 2016 to cover the war which has been reignited after a 22-year ceasefire. During his journalistic investigation, Robert meets Sofia Martirosyan, 35, a young opera singer, who happens to be the daughter of missing photojournalist Edgar Martirosyan, whom Robert abandoned in captivity during the fall of the village of Talish in 1992. Robert and Sophia’s frequent rendezvous ignite a passionate romance.

After more than two dozen documentaries and short films, Avetisyan’s two feature films “Tevanik” and “The Last Inhabitant” received worldwide recognition by participating in international film festivals and film markets in Cannes, Los Angeles, Venice, Shanghai and Toronto. “Tevanik” has received over ten awards and most recently “The Last Inhabitant” won Best Feature Film at the Scandinavian International Film Festival 2018.
