Baku handed back all Armenian POWs to Yerevan, Azeri leader affirms

Ilham Aliyev pointed out that “members of a sabotage group consisting of 62 people” had been sent from Armenia’s Shirak Province to Azerbaijan at the end of November 2020

BAKU, October 15. /TASS/. Baku has returned all Armenian prisoners of war to Yerevan, Azerbaijani President Ilham Aliyev reported on Friday at a meeting of the Council of Heads of State of the CIS in an online video conference.

“Baku had handed over all [Armenian] prisoners of war taken during the conflict earlier than Yerevan had given back Azerbaijani prisoners of war to us,” the head of state emphasized. He pointed out that two weeks after inking the trilateral statement on the complete cessation of hostilities in Nagorno-Karabakh on November 9, 2020, members of a sabotage group that were sent behind the lines of the Azerbaijani Armed Forces and subsequently detained by Azerbaijani servicemen, “cannot, according to international conventions, be considered prisoners of war.”

Aliyev added that “members of a sabotage group consisting of 62 people” were sent from Armenia’s Shirak Province to Azerbaijan at the end of November 2020.

Intense clashes between Azerbaijan and Armenia erupted on September 27, 2020, with fierce battles raging in the disputed region of Nagorno-Karabakh. On November 9, 2020, Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan signed a joint statement on a complete ceasefire in Nagorno-Karabakh. According to the document, the Azerbaijani and Armenian sides maintained the positions that they had held, while several regions came under Baku’s control and Russian peacekeepers were deployed along the contact line and the Lachin corridor.

TURKISH press: Armenian groups attack Azerbaijani civilian convoy in Karabakh

Illegal Armenian armed groups attacked a civilian convoy of vehicles carrying non-military goods for building civil infrastructure near the Gözlükörpü settlement in the Kalbajar region of Nagorno-Karabakh, the Azerbaijani Defense Ministry said Wednesday.

The convoy, which was traveling from the Sugovushan settlement of the Tartar region to the Kalbajar region, was attacked around 2 p.m. local time (10 a.m. GMT), the ministry said in a statement.

As a result of the shooting, the car of the Military Automobile Inspectorate of the Military Police of the Azerbaijan Army, which was at the front of the convoy, was damaged, but no one was killed or wounded, the statement said.

The ministry emphasized that it is “inadmissible” for Armenian armed detachments to target a convoy of civilian vehicles accompanied by Russian peacekeepers in order to restore civilian infrastructure in the territories liberated from the nearly three-decade occupation by Armenian forces.

“The Command of the Russian peacekeeping forces temporarily stationed in a certain part of the Karabakh Economic Region of the Republic of Azerbaijan and the Russian-Turkish Joint Monitoring Center were asked to investigate the incident,” it added.

Relations between the former Soviet republics of Armenia and Azerbaijan have been tense since 1991, when the Armenian military occupied Nagorno-Karabakh, a territory internationally recognized as part of Azerbaijan, and seven adjacent regions.

Fresh clashes erupted between Armenia and Azerbaijan in late September, rekindling the Caucasus neighbors’ 30 year conflict over the region. During the conflict, Azerbaijan liberated several towns and nearly 300 settlements and villages from the Armenian occupation. Fierce fighting persisted for six weeks despite efforts by France, Russia and the United States to broker cease-fires, before Armenia and Azerbaijan signed a Moscow-brokered peace deal on Nov. 9.

The agreement was signed after Baku’s army overwhelmed separatist forces and threatened to advance on Karabakh’s main city Stepanakert (Khankendi).

NSW Premier Gladys Berejiklian resigns

YEREVAN, OCTOBER 1, ARMENPRESS. The Premier of Australia’s New South Wales Gladys Berejiklian has resigned, after the state’s corruption watchdog revealed it was investigating her, ABC reports.

The ICAC will hold public hearings later this month to investigate whether there was a conflict between Ms Berejiklian’s public duties and private interests when she was in a personal relationship with then-MP Daryl Maguire.

Berejiklian conceded her shock announcement comes amid some of the “darkest days in the state’s history” — but it’s been praised as the “right decision” by the opposition, and some experts.

“I want to be clear, and all the decisions I have made as Minister or Premier of New South Wales, my first consideration has always been the well-being and welfare of the people of this state. I state categorically I have always acted with the highest level of integrity. History will demonstrate I have executed my duties again with the highest level of integrity for the benefit the people of New South Wales for who I have had the privilege to serve,” Berejiklian said.  “As a leader of the New South Wales government, I have expected the high standards of myself and my colleagues and made it clear on numerous occasions that if any of my ministers were the subject of allegations being investigated by an integrity agency or law enforcement, then he or she should stand aside during the course of investigation until their name was cleared. The reason for my stance was not to have made any presumptions as to their conduct but rather to maintain the integrity of the public office which that person has held while the investigation was completed. That same standard must always apply to me also as Premier. However, standing aside is not an option for me as a Premier of New South Wales. The people of this state need certainty as to who the leader is of the state during the challenging time for the pandemic. I cannot predict how long it will take you ICAC to complete the investigation, let alone deliver a report in circumstances rather first called to give evidence nearly 12 months ago.”

Turkish press: Turkic Council leaders summit to be held in Istanbul in November

Busra Nur Cakmak and Jeyhun Aliyev   |27.09.2021

ANKARA

The heads of state and government of the Turkic Council member nations will meet in Istanbul on Nov.12, Turkey’s foreign minister said Monday.

Historical steps will be taken for the council at this summit, Mevlut Cavusoglu said during a joint news conference he addressed with his Azerbaijani counterpart Jeyhun Bayramov in Istanbul following the Extraordinary Meeting of Foreign Ministers of the Turkic Council on Afghanistan.

On Afghanistan where the Taliban have seized control in August, Cavusoglu said that the Turkic Council has certain expectations and concerns about the war-weary country like the entire international community.

“These are the prevention of humanitarian crisis, protection of human rights including minority rights and women’s rights, prevention of irregular migrant flow, and resurgence of terrorism,” said Cavusoglu.

“For this, the establishment of an inclusive government in the country and the functioning of the state mechanism are important,” he added.

Cavusoglu said that the foreign ministers of the Turkic Council also discussed the ways to help Afghanistan’s neighbors that suffer from irregular immigration.

“We decided to exhibit solidarity with them. We also discussed what we could do in terms of counter-terrorism, and we are going to be announcing our joint declaration shortly,” he stated.

Cavusoglu also said that the Sept. 27 is a significant date for the Turkic world as it marks the 30th anniversary of Turkmenistan’s independence and the start of the latest conflict between Armenia and Azerbaijan, which led to the liberation of Karabakh from occupation.

He congratulated Turkmenistan on the anniversary of its independence and said the country will attend the leaders summit scheduled for Nov. 12.

“Also, today is a day to commemorate the martyrs of Azerbaijan. Karabakh is no longer going to be remembered with instability in the region, but peace and development,” said Cavusoglu, adding that normalization and regional cooperation should be the focus.

“Our president (Recep Tayyip Erdogan) and (Azerbaijani) President Ilham Aliyev have expressed their commitment to peace and stability in the region,” the Turkish foreign minister added.

Patriotic War

Bayramov, for his part, said Sept. 27 is a “special day” in Azerbaijan’s history of independence as the country exactly one year ago responded to the military provocations of Armenia.

“The Azerbaijani Armed Forces upon the order of the Supreme Commander-in-Chief (President Aliyev) launched a counter-attack and ended the occupation which lasted for nearly 30 years,” he said.

Bayramov also thanked all countries and authorities, especially Turkey, which supported Azerbaijan’s “just stance” during the war.

Since the first day of Patriotic War, Turkey provided its “utmost support” to Azerbaijan and its people at the national level, especially at the level of president, parliament, political parties, ministries, and NGOs, he said.

“This political and moral support was very important to us,” Bayramov said, adding that this support boosted Azerbaijan’s power, and turned into a “symbol of unity and brotherhood” of the two countries.

He underlined that marking Azerbaijan’s Sept. 27 Remembrance Day together with “brothers and sisters” in Turkey has a “symbolic meaning.”

Speaking on the meeting on Afghanistan, Bayramov said the ministers representing the Turkic speaking countries put forward their views on the issue, adding that discussion was “very productive.”

“We will further continue our tireless efforts for the sake of the Afghan nation,” he pledged.

Bayramov said they also had a chance with Cavusoglu to discuss the latest regional developments, bilateral relations, and multiple projects between the two countries.

Liberation of Karabakh

Relations between the former Soviet republics of Azerbaijan and Armenia have been tense since 1991, when the Armenian military occupied Nagorno-Karabakh, also known as Upper Karabakh, a territory internationally recognized as part of Azerbaijan, and seven adjacent regions.

When new clashes erupted on Sept. 27, 2020, the Armenian army launched attacks on civilians and Azerbaijani forces and violated several humanitarian cease-fire agreements.

During the 44-day conflict, Azerbaijan liberated several cities and nearly 300 settlements and villages from the nearly three-decade occupation.

On Nov. 10, 2020, the two countries signed a Russian-brokered agreement to end the fighting and work toward a comprehensive resolution.

On Jan. 11, the leaders of Russia, Azerbaijan and Armenia signed a pact to develop economic ties and infrastructure to benefit the entire region. It included the establishment of a trilateral working group on Karabakh.

The cease-fire is seen as a victory for Azerbaijan and a defeat for Armenia, whose armed forces withdrew in line with the agreement.

Prior to this victory, about 20% of Azerbaijan’s territory had been under illegal occupation for nearly 30 years.
