Day of Victims of Enforced Disappearances

There are 303 Armenian citizens still considered missing after the 44-day war in Karabakh. These figures were published in a statement of the Ombudsman of Armenia on “International Day of the Victims of Enforced Disappearances”. The Ombudsman also makes reference to August data from the International Committee of the Red Cross.

The statement of the Armenian Foreign Ministry also indicates that the fate of hundreds of missing and forcibly disappeared during the Karabakh wars (in the early 90s and in the fall of 2020) remains unclear.

“The lack of cooperation from the Azerbaijani authorities makes it impossible to conduct an accurate assessment of the number of missing persons and obtain reliable information about the fate or whereabouts of the missing, and whether they are alive,” the Foreign Ministry said in its statement.

A fourth meeting of the leaders of Armenia and Azerbaijan is scheduled for August 31 in Brussels. The agenda of the talks has not been disclosed. It is not known whether Nikol Pashinyan and Ilham Aliyev will discuss the issue of returning Armenian prisoners of war held in Baku.

Armenian Prime Minister Nikol Pashinyan said on May 25 that Azerbaijan has confirmed the presence of 39 prisoners. According to Armenian human rights activists, at least 80 more people are being held in Baku. After the end of the second Karabakh war, 150 prisoners returned to Armenia from Azerbaijan.

The Armenian Foreign Ministry says that after the ceasefire was established in November 2020, Azerbaijan has continued to hold Armenian prisoners of war, including civilians, and further information is impossible due to a “lack of cooperation on the part of the Azerbaijani authorities.”

“Azerbaijan continues to ignore the decisions of the European Court of Human Rights regarding the application of interim measures to provide information about Armenian hostages in Azerbaijan, as well as urgent measures presented by the International Court of Justice on December 7, 2021, obliging Azerbaijan to stop its racist and discriminatory policy against Armenians,” the recent statement of the Ministry of Foreign Affairs reads.

The Ministry of Foreign Affairs considers the issue of disappearances a humanitarian priority that needs to be depoliticized:

“In the absence of such an approach, justice and social recovery, and therefore long-term peace will remain abstract.

We call on the international community to take responsibility for ensuring unconditional access to the entire territory of Nagorno-Karabakh, which can alleviate the existing humanitarian crisis.”

International Day for the Victims of Enforced Disappearances was established by the UN General Assembly in 2010.

“Enforced disappearances of people have become a global problem, not limited to any particular region of the world.

Of particular concern are:

  • continued harassment of human rights defenders, relatives of victims, witnesses and lawyers dealing with cases of enforced disappearance;
  • the use by states of anti-terrorist activities as an excuse for violating their obligations;
  • still widespread practice of impunity for enforced disappearances,” UN experts say.

Armenia and Azerbaijan interpret the status of these people differently. According to one expert, Russia is closer to Azerbaijan on the issue

Public Advocate of Armenia Kristine Grigoryan, who specifically authored the statement, stressed in it that ongoing conflicts in the modern world have created a “favorable environment” for the crime of enforced disappearance.

“The continued practice of the Azerbaijani authorities of not providing information about prisoners and missing persons or distorting such information is nothing more than the use of human rights issues for political purposes prohibited by international humanitarian law,” the Ombudsman believes.

Kristine Grigoryan claims that current response mechanisms are not effective enough. She believes that in order to enforce the norms stipulated by international law, states must enshrine them in their domestic legislation.

YEREVAN, AUGUST 30, ARMENPRESS. A 14-member team from the International Atomic Energy Agency (IAEA) led by its Director General Rafael Grossi has arrived in Kiev, TASS reports citing CNN.

The delegation was seen by CNN reporters in a Kiev hotel. No information is yet available on when the mission will arrive at the Zaporozhye nuclear power plant.

The inspectors would assess the physical damage to the plant and check the facility’s security and safety systems.

YEREVAN, AUGUST 30, ARMENPRESS. 30 August marks the International Day of the Disappeared aimed at raising awareness of governments, communities, media and public about the plight of people who went missing as a result of armed conflicts, violence, natural disasters and migration. Today we also pay tribute to families of missing persons, the Delegation of the International Committee of Red Cross (ICRC) in Armenia said in a statement and a video on the occasion of this Day.

“In the region affected by the Nagorno-Karabakh conflict, more than 4,900 people, both military and civilians are missing since the nineties and following the escalation of the conflict in 2020, as registered by the International Committee of the Red Cross (ICRC). Behind each of them, there are families suffering from the anguish and uncertainty of not knowing the fate of their loved ones and struggling with the many consequences this has on their lives. The families continue to live between endless hope and despair, while their pain only grows along with their multifaceted needs”, the statement says.

“People often say that time heals the wounds, but it never heals mine. I am waiting for Karen. I never sleep as every hour and every minute I dream of seeing him again, so I can hug him”, says Gayane Hovhannisyan, whose brother went missing in connection with the 2020 escalation of the Nagorno-Karabakh conflict.

“For the ICRC, both the missing persons and their families are victims. We work alongside the authorities to support their response capacities and to encourage them to adopt policies to support search efforts, safeguard families and uphold the dignity of their loved ones who have died. The ICRC and its Central Tracing Agency coordinate the efforts of the International Red Cross and Red Crescent Movement to help reunite families and to draw attention to sometimes overlooked humanitarian tragedies behind those who go missing”, it added.

“We stand by families of the missing and remember their relatives together with them”, says Thierry Ribaux, Head of ICRC delegation in Armenia. “When someone goes missing, the family has the right to know what has happened. Clarifying the fate is first and foremost a humanitarian act, and it is also the obligation of states under international humanitarian law. As the time goes by, it does not heal the enduring pain of waiting, but the answers do. And we are committed to supporting the sides to progress on this important issue”.

In line with its mandate under the international humanitarian law, across the region of the Nagorno-Karabakh conflict, the ICRC assists the sides with its expertise, and by acting as a neutral intermediary to encourage them to do all possible to clarify the fate of the missing people.

The ICRC is a neutral, impartial and independent humanitarian organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence. The organization has been working in the region affected by the Nagorno-Karabakh conflict since 1992.

Turkish press: Armenian-origin district governor takes office in southwestern Türkiye

An Armenian-origin man on Monday took office as governor of a district in Türkiye’s southwestern Denizli province.

Berk Acar, 27, will serve as the government’s top representative in the Babadag district.

Acar first visited Governor Ali Fuat Atik in his office.

Türkiye appointed Acar as governor of a district, a first as an Armenian-origin man, on Aug. 17.

Acar worked as a lawyer after graduating from Istanbul Bilgi University in 2020.

He qualified for the post after clearing with flying colors an exam conducted by the country’s Interior Ministry.

Rally organizer goes to Government building and wants to meet with Pashinyan

The organizer of the rally in Yerevan’s Republic Square, former Armenian Ambassador to Poland and former head of the Constitutional Court Office Edgar Ghazaryan, accompanied by media representatives, went to the Armenian Government building and wants to meet with Prime Minister Pashinyan.

He said he has no plans to surround the Cabinet building.

“I will present him with three scenarios for leaving power. If he leaves his signature on his resignation statement, I will ask for photocopies. One photocopy I will send to the presidential administration, another I will bring and show to the citizens gathered in the square. If not, I will present two other scenarios of developments,” Ghazaryan added.

A rally is being held in Yerevan’s Republic Square demanding the resignation of Armenian Prime Minister Nikol Pashinyan.

 “And on your other question – on your question about Armenia and Azerbaijan and the appointment of Ambassador Reeker, look, the Secretary appointed him to serve as the  senior advisor for Caucasus negotiations to underscore our commitment  to facilitating peace in the South Caucasus. As a country, we are  committed to facilitating direct dialogue between Azerbaijan and  Armenia bilaterally, multilaterally, and in cooperation with  likeminded partners to achieve a comprehensive peace settlement  between the two countries. His selection underscores our commitment  to the Geneva International Discussions, where we’re going to  continue to hold Russia accountable to the commitments it made under  the 2008 ceasefire. Also, as part of his diplomatic advisor role,  Ambassador Reeker will also represent the U.S. both at the OSCE Minsk  Group and at the Geneva International Discussions as I mentioned”,  Patel said.

United States Secretary of State Antony Blinken appointed Ambassador  Philip T. Reeker as Senior Advisor for Caucasus Negotiations, who  will also serve as U.S. OSCE Minsk Group Co-Chair.

“Attempts to ‘resuscitate’ the de-facto non-functioning Minsk Group  may result the USA to be estranged from the process of normalization  of Azerbaijan-Armenia relations. Karabakh conflict has been resolved  & Karabakh is an integral part of Azerbaijan,” Leyla Abdullayeva,  Spokesperson for Azerbaijan’s foreign office, tweeted.

I also met with you recently in Minsk within the framework of the session of the Eurasian Intergovernmental Council.

In absolute numbers, it reached 1 billion 600 million USD. By the way, this is a record high indicator in our trade turnover. As for the investment of Russian capital in Armenia, it reaches 2 billion USD. 

Of course, we want to speed up work on priority projects in the fields of transport, industry, and energy. It is important to create favorable conditions for business activities in order to effectively use the opportunities of SMEs. By the way, Armenia is dong that very effectively in the case of Russian companies, I also hope that Russia does the same for Armenian companies. In this regard, the event to be held in Armenia in September with the participation of Russian companies will be a good platform. The delegation will be headed by the Deputy Prime Minister of Russia Alexey Overchuk.

We are also working hard to expand the use of national currencies in bilateral trade. I am sure that it will contribute to the growth of our trade turnover, as well as to the diversification of its components, which is very important. We pay primary attention to the unblocking of economic and transport infrastructures in the South Caucasus, in line with the agreement of the leaders of Russia, Armenia and Azerbaijan.

Our meeting today is held within the framework of the session of the Eurasian Intergovernmental Council. As a Union, we are successfully overcoming the consequences of global economic instability. You also talked about it today. However, there is also good news. the numbers you talked about are a very specific result of our work. I remember during my official visit to Russia in April, when we met and discussed what we should do together in order to somehow manage the challenges that have faced our economies. I am very happy that today, this conversation is already showing concrete results, particularly for the economy of Armenia. You emphasized how much the trade turnover between Armenia and Russia has increased. I would like to emphasize once again that I consider this a concrete result of our conversations and joint efforts.

I called you recently to thank for the operational solutions that were adopted, in particular, in the context of crisis situations at the Upper Lars checkpoint. The representatives of Armenia and Russia found very prompt solutions with together with their Georgian counterparts, as a result of which we were able to overcome the situation.

The high-level political dialogue between Armenia and Russia continues, it is an effective dialogue. Two days ago, in a telephone conversation with Vladimir Vladimirovich Putin we also emphasized the importance of the 25-year anniversary of the signing of the Treaty on Friendship, Cooperation and Mutual Assistance between Armenia and Russia. In general, this is a jubilee year for us. In April, we marked the 30th anniversary of diplomatic relations between Armenia and Russia. These days we also have another anniversary, and I am sure that these anniversaries reflect the atmosphere of our relationship. I am confident that despite all the difficulties, together we will overcome the situations that create problems for our economies and cooperation. I am very glad that today we have the opportunity to discuss the extensive agenda of our bilateral relations. UK imports from Russia hit record low, no fuel imported in June

YEREVAN, AUGUST 24, ARMENPRESS. UK imports from Russia have plunged 97% to record low, Bloomberg reports citing data released by the Office for National Statistics.

Figures showed UK fuel imports from Russia, which averaged £499 million a month in the year through February, fell to zero for the first time in data going back to 1997. 

Prior to Russia sending troops into Ukraine , Russia was the UK’s largest supplier of refined oil, the ONS said. The nation accounted for 24.1% of all imports of that commodity. It also supplied 5.9% of the UK’s crude oil imports, and 4.9% of the gas imports. 

But “as a result of the UK government’s ambition to phase out imports of Russian oil and gas, there were no imports of refined oil, crude oil, gas or coal, coke and briquettes from Russia by June 2022,” the ONS said. “This has prompted importers to seek alternatives. There have been increases in imports of refined oil from Saudi Arabia, the Netherlands, Belgium and Kuwait in recent months; partially compensating for reduced imports from Russia.”

Total imports of goods from Russia totaled £33 million in June, down about 97%.

CivilNet: Three days left till Armenia hands over Lachin and Aghavno to Azerbaijan

In three days, Armenians will have to start using an alternative route to the Lachin corridor for travel between Armenia and Karabakh. The new route, largely built by Azerbaijani construction workers, passes through the Karabakh villages of Mets Shen and Hin Shen, while bypassing the town of Berdzor and the villages of Aghavno and Nerkin Sus. According to the November 9, 2020, trilateral statement, that ended the Second Karabakh war, Armenia and Azerbaijan had to have agreed on a plan for the new route within three years. Nonetheless, on August 25, the current route will be handed over to Azerbaijan, along with the Berdzor, Aghavno, and Nerkin Sus. The remaining residents have been ordered to evacuate by that date.

Turkish press: Death toll from Armenia blast rises to 16

The death toll from Sunday’s explosion at a market in the Armenian capital Yerevan rose to 16, local media reported on Tuesday.

Thirteen of 16 victims, who were killed in the Surmalu market explosion, are identified, Armenpress news agency quoted Hayk Kostanyan, spokesperson for the Emergency Situations Ministry, as saying.

Kostanyan said that those identified include a pregnant woman and a child. “Now the number of those missing is 10,” he added.

The blast in an explosives warehouse at the Surmalu shopping center caused a fire and led to the collapse of the three-story building.

Meanwhile, all subway stations in the capital Yerevan were closed after a bomb threat was received at 10.05 a.m. local time on Tuesday, the National Center for Crisis Management said.

Bomb disposal teams from the Ministry of Emergencies were dispatched to the stations.
