High time to intensify efforts for settling Nagorno-Karabakh issue: Lavrov

It is high time to intensify efforts for settling the Nagorno-Karabakh problem, Russia’s Foreign Minister Sergey Lavrov said during his talks with the Azerbaijani counterpart Elmar Mamedyarov on Friday, TASS reports.

“We have been working in line with the agreements in the framework of co-chairs of the OSCE Minsk group with our American and French counterparts,” the Russian foreign minister said. “Our contacts with them are permanent, and their contact us regularly, too.”

“I believe the common approach is to move towards results,” Lavrov said. “We shall be able to achieve progress of the kind in near future.”

Russia’s military base in Armenia alerted in snap combat readiness check

The Russian military base in Armenia was alerted on Tuesday in a sudden combat readiness check, the press office of Russia’s Southern Military District said on Tuesday, TASS reports.

“The commission of the Southern Military District headed by the District’s Deputy Commander, Lieutenant-General Igor Turchenyuk has started a sudden combat readiness check of the military base located in the Republic of Armenia,” the press office said in a statement.

“During the sudden check, the commission will study the readiness of on-duty forces in the aviation unit in Erenbuni and the military base in the Gyumri garrison for the accomplishment of the tasks for switching to full combat readiness,” the press release said.

Special attention will be paid to practical actions from an alarm call to the deployment of the base’s units in the designated areas for accomplishing combat training tasks in the Kamkhud and Alagyaz training ranges.

The military drills will be monitored with the help of the Navodchik-2 drones.

Electricity price to rise in Armenia from August 1, 2015

 

 

 

The electricity tariff in Armenia will rise. The Public Services Regulatory Commission approved the 6.93 increase at today’s sitting. The decision comes into force from August 1, 2015.

On June 17 the Commission considered the application of the “Electric Networks of Armenia” CJSC filed on May 8, requesting a 17.08 AMD increase.

Thus, the daytime electricity price will rise to 48.78, while the nighttime price will reach 38.78 per 1 kWh.

No representatives of the “Electric Networks of Armenia” CJSC were present at the sitting that was accompanied by protests in front of the Commission headquarters.

Malaysia Airlines ‘technically bankrupt’

Malaysia Airlines is “technically bankrupt”, its chief executive has said, as he announced a restructuring programme and plans to cut about 6,000 jobs, the BBC reports.

The announcement follows the twin air disasters which forced its nationalisation last year.

The airline said it had “offered jobs” to 14,000 of its 20,000 workforce.

The move was expected and follows the appointment of new chief executive Christoph Mueller in May.

“We are technically bankrupt,” Mr Mueller told a news conference. “The decline of performance started long before the tragic events of 2014.”

The airline is operating as normal and no flights are currently affected.

In March last year, Malaysia Airlines flight MH370 disappeared with 239 passengers and crew aboard. The plane is still missing.

Four months later, flight MH17 was shot down by a suspected ground-to-air missile while in Ukrainian airspace, with the loss of 298 passengers and crew.

The two disasters proved to be the final straw for the already struggling business, which had reported losses for several years as a result of strong regional competition.

Electric energy an important component of Armenian-Russian strategic cooperation

Armenian President Serzh Sargsyan received Russian Energy Minister, President of the CIS Electrical Energy Council Alexander Novak, who has arrived in Armenia to participate in the 47th sitting of the Council in Yerevan.

The President attached importance to the Yerevan sitting of the CIS Electrical Energy Council, which, he said, is a good opportunity to discuss issues related to the development of relations, taking into consideration that the energy sector is one of the important components of the Armenian-Russian strategic relations.

Minister Novak expressed gratitude for organizing the sitting of the CIS Electrical Energy Council on a high level. He praised the effective work of the sitting, which discussed a number of issues important for the member countries – parallel work and integration of the energy systems, development of legal documents, exchange of experience, etc.

During the meeting the Armenian President and the Russian Energy Minister discussed the current state and the perspectives of development of the Armenian-Russian cooperation in the fields of electric energy, gas and nuclear energy.

Luxembourg envoy to Ankara defends Armenian Genocide Resolution

Luxembourg Ambassador to Ankara Arlette Conzemius has defended the Luxembourg parliament’s move to recognize the mass killings of Armenians by the Ottoman Empire in 1915 as genocide by underlining the existence of the democratic system in her country, the Hurriyet Daily News reports.

“There is a democratic system in our parliament and our lawmakers are free to express their opinions as their democratic right,” Conzemius told reporters in the eastern province of Erzurum May 8. Turkey condemned Luxembourg and withdrew its ambassador in reaction to the Luxembourg parliament’s resolution on May 6 to describe the 1915 incidents as genocide.

“There is a strong relationship between the government of Luxembourg and Turkey. We are planning to continue this strong relationship. As I said earlier, parliament is free to make decisions. I cannot say anything about it because of democracy but Luxembourg does continue to support Turkey’s EU harmonization process.

We will continue this support as well. We are also planning to be a facilitator in the Turkish-Armenian relationship,” she said.

Chairman Royce, Rep. Pallone welcome US-Amenia Trade & Investment Framework Agreement

House Foreign Affairs Committee Chairman Ed Royce (R-CA) and Congressional Armenian Caucus Co-Chair Frank Pallone (D-NJ) were among the first Congressional leaders to welcome the May 7th signing of the U.S.-Armenia Trade and Investment Framework Agreement (TIFA), a longstanding policy priority for the Armenian National Committee of America (ANCA).
Chairman Royce immediately tweeted “I’m pleased the US and #Armenia have signed a Trade and Investment Framework Agreement,” welcoming the measure which will establish a United States-Armenia Council on Trade and Investment to address bilateral trade and investment and related issues and examine ways to strengthen the trade and investment relationship between the two countries.
Congressman Pallone explained, “The Trade and Investments Framework Agreement signed between the Republic of Armenia and the United States represents our shared commitment to mutual prosperity.  With this agreement, I am certain that the United States and Armenia will continue to focus on our shared trade and investment interests.  Armenia has always been a proud ally of the United States and I am pleased that we have made progress that will support workers in both of our nations.”
The ANCA, which has long worked with the American Chamber of Commerce in Armenia, Armenia-based U.S. businesses and Armenian American community groups, welcomed the move and immediately called for further expansion of U.S. -Armenia economic relations through the negotiation of a bilateral treaty ending double taxation on businesses and investments.

ANCA FACT SHEET: U.S.-Armenia Double Tax Treaty
The Administration should support American investors and strengthen mutually-beneficial U.S.-Armenia economic relations by responding favorably to Armenia’s longstanding offer to begin negotiations on a Double Tax Treaty.
Benefits of a Double Tax Treaty:
— A U.S.-Armenia Double Tax Treaty would establish a clear legal framework for investors and individuals that have business activities in both jurisdictions, preventing double taxation and facilitating the expansion of economic relations.
— A Double Tax Treaty would help reinforce the friendship of the American and Armenian peoples, anchoring Armenia to the West, and providing Yerevan with greater strategic options and independence in dealing with regional powers.
Costs of not having a Double Tax Treaty:
— The lack of a working U.S.-Armenia Double Tax Treaty hinders the growth of U.S.-Armenia economic relations.
— The lack of a Double Tax Treaty creates legal uncertainty that deters potential U.S. investors, diverts investment flows, and disadvantages American businesses.
— Inaction on a Double Tax Treaty, nearly 25 years after Armenia’s independence, sends the wrong message to potential investors and other economic stakeholders.
The 1973 U.S.-U.S.S.R. Treaty is Outdated and Obsolete
— The outdated forty year-old 1973 U.S.-U.S.S.R. Tax Treaty is recognized by the U.S. but not Armenia. Yerevan has repeatedly sought to replace this obsolete accord.
— Even by 1970s standards, the Soviet tax treaty was a limited agreement between two hostile superpowers.  Its current legal status remains unclear and its terms are inadequate to the needs of present-day U.S.-Armenia relations.  While investors have found ways to adjust to its inadequacies, the existing system of foreign tax credits and deductions is not consistent with any accepted tax or accounting system.
A Standard Bilateral Economic Accord Among Friendly Nations
— A Double Tax Treaty is a baseline treaty for trade and investment.  Other accords may improve aspects of the business environment but are no substitute for this treaty.
— A Double Tax Treaty is not a “benefit/privilege” conferred by either state on the other.  It is a basic amenity of global commerce that responsible states adopt to promote predictability, efficiency and transparency in taxation.  It represents a hallmark of good, open, transparent government.
— The U.S. has Double Tax Treaties with many small countries, including Estonia, Jamaica, Lativa, Lithuania, Malta, and Slovenia.
— Armenia has Double Tax Treaties with many advanced countries, including Austria, Belgium, Canada, China, France, Italy, the Netherlands, Poland, Russia, and the United Kingdom.
A Simple and Straightforward Negotiating Process:
— Negotiating a Double Tax Treaty between the U.S. and Armenia should be relatively straight-forward.  It would be, in great measure, an “off the shelf” treaty, not requiring a great deal of time or effort to research, tailor, negotiate or implement.
— A U.S.-Armenia Double Tax Treaty would likely largely follow the U.S. Model Income Tax Convention of 2006, updated by more recent features of U.S. tax treaty policy such as provisions for mandatory arbitration.
— Armenia has broad experience in negotiating tax treaties.
The President’s Promise to Foster Armenia’s Growth through Expanded Trade
— President Obama pledged during this 2008 campaign to “help foster Armenia’s growth and development through expanded trade and targeted aid, and by strengthening the commercial, political, military, developmental, and cultural relationships between the U.S. and Armenian governments.”  A Double Tax Treaty would represent a meaningful step toward honoring this pledge.

 

BREAKING: US and Armenia to sign Trade and Investment Framework Agreement

U.S. Ambassador to Armenia Richard Mills on Tuesday confirmed reports that a U.S.-Armenia Trade and Investment Treaty will be signed during President Sargsyan’s working visit this week to Washington, DC, the final step in the negotiation of a bilateral economic accord long sought by the Armenian National Committee of America (ANCA), the American Chamber of Commerce in Armenia, and a Armenia-based U.S. businesses.

Responding to questions from Yerkir Media’s Vanuhi Avagyan at a press conference earlier today, Amb. Mills explained, “We are very pleased that progress is being made towards the signing of the TIFA agreement.” He said the deal will result in “more opportunities for trade and business” between the two countries. Ambassador Mills went on to note, “I can assure you that the relationship between Armenia and the United States is very strong,” said Mills. “President Obama thinks this relationship is very important,” added the envoy.

“This week’s TIFA signing – a longstanding ANCA policy priority – represents a constructive, concrete expression of our commitment to generating good jobs, inspiring real hope, creating sustainable growth, and building economic opportunity both in Armenia and here in America,” said ANCA Chairman Ken Hachikian. “We want to thank all those in our community, in Congress, and – of course – in both the U.S. and Armenian governments who helped bring this agreement into being. We look forward, in the coming weeks and months, to building on this progress by securing a Double Tax Treaty and eventually a full-fledged Free Trade Agreement.”

In a letter sent this week to U.S. Trade Representative Michael Froman calling for a TIFA signing this week, ANCA Chairman Ken Hachikian outlined ten practical benefits of putting in place this government-to-government platform for dialogue about the growth of bilateral trade and investment. These benefits include:

— Improving the investment climate, identifying priority growth areas and building trade capacity

— Addressing regional trade issues, including the special hardships faced by Armenia due to the blockades imposed on its borders by Turkey and Azerbaijan

— Streamlining customs systems, and increasing the transparency of governmental processes related to imports and exports

— Discussing the effectiveness of current programs in Armenia of the U.S. Export-Import Bank, Overseas Private Investment Corporation, and U.S. Trade and Development Agency

— Expanding agricultural trade and investment

— Growing the level of trade in services, including banking, insurance, and tourism

— Promoting Diasporan trade and investment, with a special focus on expanding Armenian American trade and investment partnerships with Armenia

— Improving Armenia ’s use of U.S. Generalized System of Preferences benefits

— Addressing any outstanding problems in the area of intellectual property rights

— Exploring ways to deepen future U.S.-Armenia trade and investment

ANCA Executive Director Aram Hamparian joined Hachikian in welcoming the impending signing of the key bilateral trade agreement in a video message to the Armenian American community, calling it a “win-win” for US-Armenia economic relations.
