"Electron states and the Stark shift in narrow band quantum spherical
InSb layers are considered in frameworks of Kane model with respect to
non-parabolicity of the dispersion law. An exact analytical solution of
the corresponding Klein-Gordon equation for the model of impenetrable
walls is obtained, and in addition to that a transcendent equation
for determination of electron energetic spectrum is derived as well,"
scientists in Yerevan, Armenia report (see also Physics).

"The influence of the electric field is considered in frames of the
perturbation theory, it is also shown that the value of the Stark shift
is proportional to the second power degree of the field. Dependences of
the electron energy versus the internal field values, external radius,
and electric field are presented," wrote M. Zoheir and colleagues,
Yerevan State University.

The researchers concluded: "The obtained results are compared with
results obtained for the case with standard dispersion."

Zoheir and colleagues published their study in Physica E – Low –
Dimensional Systems & Nanostructures (Electronic states and the Stark
shift in narrow band InSb quantum spherical layer. Physica E – Low –

STATE COUNCIL DISCUSSED CONSEQUENCES OF THE WAR IN THE CAUCASUS:
RUSSIA IS TO REVISE ITS FOREIGN AND DOMESTIC POLICIES; Russia intends
to revise its foreign political strategy and concentrate on national
security.

President Dmitry Medvedev and Russian governors discussed consequences
of the war in the Caucasus in Moscow, last Saturday. Russia will revise
its foreign political strategy and strengthen national security in
the military, industrial, and food spheres. All of that is expected
to result in re-orientation of the military-industrial complex to the
needs of the Russian Armed Forces, stiffening of state control over
economic assets, increase of state investments in agriculture and
infrastructure, and emphasis on the Eurasian vector of the foreign
policy.

Speakers at the State Council meeting stated that the United States
continued to arm the Georgian regime (using relief aid as a cover)
and that NATO retained a naval group in the Black Sea. Since all of
that could renew the war in the Caucasus, Russia ought to concentrate
on its security. A source close to one of Russian governors told RBK
Daily that the State Council resolved to finally have the national
military-industrial complex concentrating on the needs of the Russian
Army and Navy. "The State Council was enraged that Georgian tanks
and aircraft could operate round the clock and ours couldn’t… that
the Georgians were using GPS while our vaunted GLONASS remained
inoperable," the source said.

"Emphasis was made on military, food, and industrial security," Moscow
Region Governor Boris Gromov said. (Agriculture Minister Aleksei
Gordeyev announced that 102 billion rubles would be channelled into
beef and dairy production additionally.)

Russia’s foreign policy is to be revised as well. "We should draw
conclusions that will affect our foreign political strategy," Medvedev
said. "Political pressure is being applied to us. We are used to
it, actually, and there is nothing they could do. August 8 changed
the world, and we have the support of the millions of people," the
president declared. As a matter of fact, Russia changed its foreign
political concept only recently. Promoting a multi-polar world order,
the previous concept was actually centered around Europe. A genuinely
multi-polar world is to be in the focus of the new foreign political
concept.

Experts offer different opinions on the State Council meeting and
its decisions. Liberal analysts warn about negative consequences
of isolation for Russian economy and society. Dmitry Yevstafiev
of PIR-Center in the meantime suggests erection of a monument to
Mikhail Saakashvili and George W. Bush for forcing on Russia a swift
adaptation to the new reality. "The stock market would have crashed
even without the war," Yevstafiev said. "As soon as the United States
showed the first indications of stabilization, the capitals that had
abandoned it for Russia chose to go back. Same with food: everyone
invests in basic sectors nowadays." Yevstafiev called the behavior of
the Turkish president quite symptomatic (he came to Moscow with the
idea of a trade alliance in the Black Sea region during the war, and
he is trying to make peace with Armenia nowadays – RBK Daily). "The
era of protectionism and trade alliances would have begun anyway. The
war merely became a catalyst," the expert said.

of the September 7 elections of head of Yerevan’s Erebuni community,
21 184 voters voted for and 1 215 against the only candidate, current
deputy prefect, RPA member Armen Haroutiunian.

As Noyan Tapan correspondent was informed by Tatev Ohanian, the
Spokesperson of the Central Electoral Commission, 23 060 out of 85 277
voters of the community took part in the elections. 628 ballot-papers
were invalidated.

The number of inaccuracies is 119.

Saturday as Turkey won 2-0 in their opening FIFA World Cup qualifier
against Armenia, explaining: "My players gave me a watch but that win
was the real present for me."

The UEFA EURO 2008??¢ semi-finalists kicked off Group 5 with a
morale-boosting win in Yerevan, with Tuncay Sanl?Ä?± and ?Å?emih
Sent?Ã?¼rk scoring to give coach Terim a nice bonus gift following his
55th birthday celebrations on Thursday. "We carried on from where we
left off at the EURO," he said. "It was my birthday on 4 September and
my players gave me a watch but that win was the real present for
me. We had eight clear scoring chances and did not give Armenia one
opportunity."

Terim had done his homework before the game, saying: "I watched six
Armenia matches on video. I always take our opponents seriously. We
guessed ten of their starting XI correctly. We analysed them a lot and
it was an enjoyable win in the end." He added: "We’re happy to have

qualifying campaigns are always hard and it is not easy to start a new

INVESTIGATION COMPLETED INTO CASES OF ALL 7 PERSONS UNDER PRELIMINARY
ARREST BY CASE ON MARCH 1-2 EVENTS

YEREVAN, SEPTEMBER 5, NOYAN TAPAN. The RA Special Investigation Service
(SIS) has completed the investigation into the cases of 7 accused
persons held under preliminary arrest by the criminal case on the March
1-2 events in Yerevan. The period of becoming acquainted with the
criminal case materials has been established. SIS investigator for
especially important cases, head of the investigation group Vahagn
Harutyunian announced this at the September 5 press conference.

According to the investigation body, enough evidence has been obtained
that NA deputies Myasnik Malkhasian, Sasun Mikaelian and Hakob
Hakobian, former foreign minister of Armenia Alexander Arzumanian, as
well as Shant Harutyunian, Grigor Voskerchian and Suren Sirunian
committed actions subject to criminal prosecution. H. Hakobian, A.
Arzumanian, S. Harutyunian, G. Voskerchian and S. Sirunian have been
charged under the RA Criminal Code’s Article 225 Part 3 and Article 300
Part 1: organization of mass disorder accompanied by murder and
usurping state power. In addition to charges envisaged by the above
mentioned articles, M. Malkhasian and S. Mikaelian have been charged
under one of the following articles, respectively: Article 38-316 Part
2 – committing violence (dangerous to life and health) against a
representative of authorities, and Article 235 Part 1 and 2 – illegal
obtaining and keeping of weapons and ammunition with a prior agreement.
Operative search measures are underway to find Nikol Pashinian,
Khachatur Sukiasian, Hamlet Hovhannisian and Virab Manukian who are
wanted by the police.

According to the investigation body, it has been substantiated that "
after the obvious defeat of L. Ter-Petrosian in the February 19, 2008
presidential election, Myasnik Malkhasian, Sasun Mikaelian, Hakob
Hakobian, Alexander Arzumanian, Shant Harutyunian, Grigor Voskerchian,
Suren Sirunian, Nikol Pashinian, Khachatur Sukiasian, Hamlet
Hovhannisian, Virab Manukian and others made sure that it is impossible
for them to come to power by the procedure envisaged by the RA
Constitution, so with the intention and purpose of usurping state power
in Armenia and coming to an agreement, each of them, according to the
role assigned to him, organized and directly took the deliberate
actions aimed at overthrowing the constitutional order by violence and
usurping state power by violence by destabilizing the internal
political situation in the country and ruining the state system."

According to the investigation body, by using various methods: exerting
personal and office influence on their surroundings, compelling, giving
promises and gathering large crowds for certain payments, the above
mentioned persons organized and held mass public events in Yerevan
during a long period after February 20, 2008, during which "by
provocative speeches, calls and demagogical passions, they instigated
the crowd to actions aimed at usurping the state power by violence."
"With the aim of committing mass disorder in Yerevan, the group
members, themselves and through the persons, who had agreed to
cooperate wit them, formed groups of people ready to commit mass acts
of violence and organized the distribution of illegally obtained
fire-arms, ammunition, explosives, as well as various objects for
infliction of bodily injuries. Early in the morning of March 1, at
order of the organizers of the mass events, a large crowd in Liberty
Square offered resistance to representatives of authorities – policemen
with the use of the indicated objects and committed violence dangerous
to life and health." By the charge, Myasnik Malkhasian "himself led the
actions of the crowd offering resistance to policemen." A. Arzumanian,
N. Pashinian and other indicated persons instigated, organized and
diretly headed the mass disorder in the area near Monument to
Myasnikian in Yerevan, they called on people to arm themselves with
objects fit to cause bodily injuries and commit violence against
policemen protecting the public order.

10 people, including 8 civilians, were killed as a result of the mass
disorder. 187 servicemen and policemen, 32 civilians, received
injuries. RA police, citizens and transporting companies suffered
losses of 70,854,525 drams (about 236 thousand dollars) as a result of
the deliberate destruction and plundering of property.

In response to questions, V. Harutyunian said that there is no
contradiction between the announced purpose of the police actions in
Liberty Square – search for arms and ammunition and the purpose of his
decision to open a criminal case – to desperse the demonstration
forcedly: the final aim is noted in the decision which was the
consequence of meeting a resistance and finding arms and ammunition in
the square. V. Harutyunian also said that the investigators know those
persons who carried fire-arms but so far it has been impossible to
reveal who exactly fired the shots that killed and injured people. The
investigation is continuing, expert examinations will be made to reveal
these circumstances.

Moscow draws no parallels between the situation around Abkhazia and
South Ossetia and Nagorno Karabakh conflict settlement, Minister of
Foreign Affairs of Russia Sergey Lavrov stated at a press conference
on Sep 4 following meeting of foreign ministers of Collective Security
Treaty Organization (CSTO) member countries.

Lavrov said that the regime of Saakashvili in the cases of Abkhazia and
South Ossetia led to destruction of all negotiation formats and other
mechanisms of the conflicts’ settlement; it consistently aggravated
the situation in the conflict zones, trying to affect the situation
in security zones created in early 1990s.

Worthy of note, the truce in Nagorno Karabakh conflict zone is
maintained exclusively by the balance of powers between the conflicting
sides. There are no third countries’ peacekeeping contingents in the
Karabakh conflict region.

ALIYEV: Dear Mr. Vice President, I’m very glad to see you again,
and welcome to Azerbaijan. We pay very big importance to your visit,
and today we’ve had the good opportunity to exchange views on our
bilaterals on our relations, issues, on regional development. And
once again, the successful development of our relations continues
and empowers many more areas.

Our relations really have a long history, and they started mainly with
energy issues, and those were projects which were implemented in our
region, initiated by Azerbaijan with the strong support from the United
States — and so are implemented. It’s a real success story. And we
are working now on the further development of energy partnership and
diversification of energy supplies, which is important not only for
consumers but also for producers like Azerbaijan’s.

And after that, relations between our countries started to develop also
in different areas. Now, they cover a very broad orbit of cooperation:
political relations developed successfully, are very strong; economic
ties; relations in security issues, in defense issues; relations
in peacekeeping operations in around the world. Of course, issues
of settlement of Armenia and Azerbaijan in the Nagorno- Karabakh
conflict are very important for us, and the United States as — along
with the Co-Chairs of the Minsk Group plays a very important role in
helping both sides to find a solution to the conflict. But, of course,
solution must be based on international laws, as every other conflict,
with respect to the territorial integrity of Azerbaijan and to the
territorial integrity of all the countries in the region and in
the world.

Of course, regional development here was discussed, and Azerbaijan
initiated many projects which have a broad regional dimension, and
maybe importance even beyond the regional scale. And here also,
relations between the United States and Azerbaijan play a very
important — I should say, decisive — role in implementing of all
these projects.

So far we’ve been very successful, and worked with plans we
implemented, and I’m sure that a strong partnership between the United
States and Azerbaijan and other countries in the region will lead to
more successes in the future, will lead to a strengthening of security
measures, peace, stability, and prosperity for all of us.

CHENEY: Well, thank you very much, Mr. President, and it is a pleasure
to see you again. And we remember very fondly your visit to the
States two years ago. Of course, we met some years in the past when
we were both in the energy business. It’s a pleasure to be here and
to take up a longstanding invitation to visit. This is a trip that was
planned some time ago. I want to thank you for the hospitality you’ve
shown me, and my wife, and our delegation. And I’m honored, as well,
to bring good wishes to the people of Azerbaijan from President Bush
and the people of the United States.

The U.S. and Azerbaijan have many interests in common. We both seek
greater stability, security and cooperation in the vital region of
the world. We share the goal of energy security for ourselves and
for the international community. And we are both devoted to the
cause of peace. One of the basic foundations of security and peace
is respect for national borders — a principle that is endangered
today. Mr. President, although we decided on this visit months ago,
we met this evening in the shadow of the recent Russian invasion of
Georgia — an act that has been clearly condemned by the international
community. President Bush has sent me here with a clear and simple
message to the people of Azerbaijan and the entire region: The
United States has deep and abiding interests in your well being
and security. For almost two decades, we have stood by you to help
your people build and consolidate their independence, sovereignty
and integration as valued, respected members of the international
community. Today, we reaffirm that commitment, and our determination
to strengthen relations between our countries — not just today,
but for the long term.

America strongly supports the sovereignty and territorial integrity
of Azerbaijan. We are committed to achieving a negotiated solution
to the Nagorno-Karabakh conflict — a solution that starts with the
principle of territorial integrity, and takes into account other
international principles. Achieving a solution is more important now
than ever before; that outcome will enhance peace and stability in
the region, and Azerbaijan’s security, as well.

America also appreciates Azerbaijan’s commitment to working with
Western countries on energy issues. All peoples are best served when
market principles are allowed to work; when there is transparency of
information; when energy export routes are diverse and reliable. The
United States strongly believes that, together with the nations of
Europe, including Turkey, we must work with Azerbaijan and other
countries in the Caucasus and Central Asia on additional routes for
energy exports that ensure the free flow of resources. Energy security
is essential to us all, and the matter is becoming increasingly urgent.

Finally, Mr. President, I want to express my country’s appreciation
for the brave contributions that Azerbaijan is making to the
fight against the global terrorism problem. Our forces have worked
together in Afghanistan and Iraq. We cooperated to foil plots by
violent extremists. Our countries are united in recognizing the
threat posed to Azerbaijan and the world by the proliferation of
nuclear weapons to dangerous regimes. America deeply appreciates
Azerbaijan’s contributions to the cause of peace and security, both
in this volatile region and internationally. And we support the people
of Azerbaijan in their efforts, often in the face of great challenges,
to strengthen democracy, the rule of law, and respect for human rights,
and to build a prosperous, modern, independent country that can serve

operator carried out co-branding of VivaCell and renamed it
VivaCell-MTS, General Director of the company Ralf Yirikyan reported.

>From now on the company will be combining VivaCell and VivaCell-MTS
logos, he said at the opening of a new round-the-clock service center
of the company in Yerevan.

Yirikyan said that co-branding will allow the company applying the
extensive experience of the basic company – MTS – to the Armenian
market.

In his turn, Vice-President of "MTS Zarubejniye docherniye kompaniyi"
(MTS daughter companies abroad) business unit Oleg Raspopov made
appraisal of professional skills and management experience of VivaCell
staff. The results achieved by the company during this short period
of time are impressive indeed, he said.

Mobile Telesystems open joint stock company (MTS) is the owner of
VivaCell’s control stock and the biggest mobile operator in Russia
and the CIS.

VicaCell provides coverage of all the territory of Armenia and has GSM
900/1800 standard license valid till the end of 2019. The company’s
subscribers database had included 1.56mln people by the end of July
this year.

CSTO Security Councils Secretaries Meet In Yerevan

today’s meeting of Secretaries of the CSTO Security Councils.

"The most important of them referred to training of personnel and
financing of CSTO programs for 2008-2012," RA SC Secretary Artur
Baghdassaryan told a news conference today. "The role of CSTO should
be strengthened, particularly in connection with the Georgian-Ossetian
conflict."

He also reminded that Armenia will assume CSTO presidency during the
meeting of CSTO leaders in Moscow on Sept. 5.

Secretaries of the CSTO Security Councils discussed the political
situation in the CSTO area and possibilities to resist challenges. An
agreement on creation of information security system and project of
Collective Action Plan for realization of UN global counter-terror
strategy was also signed.

Secretary of the Russian Security Council Nikolay Patrushev presented
a report on causes of the South Ossetian tragedy.

in Armenia on September 3, head of media relations division at the
RA MFA Tigran Balayan told a PanARMENIAN.Net reporter.

"During a meeting with Armenian Foreign Minister Edward Nalbandian,
the officials will exchange views on regional security issues. They
will also touch upon the Caucasus Cooperation and Stability Platform,"
he said.

Yesterday Turkish media reported that a delegation of Turkish diplomats
will travel to Yerevan this week to assess the security measures for
the potential visit of President Abdullah Gul on Sept. 6.

Unal Cevikoz led the Turkish delegation at talks with Armenian
diplomats in Bern in July 2008.
