SUMMARY MEETING ON ECOLOGICAL INFORMATION AND PUBLIC AWARENESS
PROMOTION HELD

A seminal dealing the results of the TACIS regional project
“Ecological Information, and Public Awareness Promotion” took lace at
the Ministry of Ecology and Natural Resources. The project 2,5 mln
Euro has been implemented during 2 years in 6 CIS countries –
Azerbaijan, Georgia, Armenia, Belarus, Moldova and Ukraine by Dutch
company Royal Haskoning and Regional ecological Center for Central
and Eastern European countries with headquarters in Kiev and will be
finished in December 2004.
Head of the project Veronica Vann advised that officials, NGOs and
the public were provided assistance to implement the regulations of
the Orhus Convention.
In all the countries involved, the project resulted in forming of
national groups, developing regional training and information
packages, holding training courses, implementing pilot projects on
the national and local level etc.
Minister of Ecology and Natural Resources Huseyngulu Baghirov noted
that the Ministry is planning to open 10 regional information centers
to be provided with comprehensive and detailed information on Orhus
Convention and other ecological documents.

CONSTRUCTION OF “STEPANAKERT-SARUSHEN-KARMIR SHUKA” PART OF “NORTH-SOUTH”

“Hayastan” Pan-Armenian Fund informed that n November 8 the
construction of “Stepanakert-Sarushen-Karmir Shuka” part of
“North-South” Road is completed. This part of the road stretches
14kms.
In the course of the four years passed from the beginning
of the construction 57,2kms of the road have already been
constructed. Construction of 31,5 kms is ahead. The road stretching
from Stepanakert to Hadrut will pass though all the five regions
of Nagorno Karabakh Republic. In Stepanakert it will join “Goris
Stepanakert” road.
“North-East” is considered the skeleton of Artsakh and will pass
through over 20 dwelling places of the republic.

Irrigation line 135 kilometers at length was drawn for preservation
of the green zones and protection of them from fires. Romik Kosemyan,
head of Municipality Department on Conservancy, assures the action
will enable to take care of the green zone of about 600 hectares.
In case of illegal cutting of the trees registered in “The Red Book”
Municipality will apply a new price for damage compensation – $1000
for each tree cut. For the time being the old punishment is still
valid – a fine of up to 100,000 drams in case of causing damages.

Text of Tatul Akopyan’s report in Armenian newspaper Azg on 5 November
headlined “Afghanistan a possible alternative to the Iraqi adventure”
After being re-elected president, George Bush said in his first public
speech that, with the help of its partners, the USA will continue the
fight against terrorism and will support the development of democracy
in Afghanistan and Iraq.
Armenia is one of the 30 UN member-countries that promised to help the
Americans in the restoration of Iraq; to send a group of 50 sappers,
doctors and drivers to that country, where there is an Armenian
community of roughly 30,000. The issue of sending an Armenian group
is to be discussed in the National Assembly. One thing is clear: if
parliament says “no”, it will be official Yerevan’s “no”, because
today’s National Assembly votes how [President] Robert Kocharyan and
[Defence Minister] Serzh Sarkisyan want.
Azg daily has reported many times about the possible danger for
Armenia if it sends a group to Iraq. But this is only one side of the
problem. One should take into account that abandoning the promise may
also put Armenia up against serious problems. Undoubtedly, 50 people
more or less in Iraq is not so important for the USA, when about 50
people are killed in that country daily. Today the support of
different countries in the anti-terrorist fight is more important for
Washington, especially in conditions when six of its ally states have
withdrawn their troops from Iraq, and France, Germany, Russia, Turkey
and dozens of other states did not participate in the US aggression in
Iraq or condemned it. Undoubtedly, Armenia should avoid sending a
group to Iraq, but instead of that it is obliged to offer another
service to the Americans, as well as to explain (although Americans
need no explanation) what danger Armenia will have if it joins the
Iraqi march. If it abandons sending a group to Iraq, Armenia will
undoubtedly lose more weight in the region, especially when
neighbouring Georgia and Azerbaijan are taking part in the US
coalition troops in Iraq.
For Armenia to avoid Iraq, Afghanistan may become an alternative,
which is really a den of terrorism, where the coalition forces are
continuing their fight against Al-Qa’idah and other terrorist
organizations. Would it be not justified if Armenia announced that it
is ready to send, let us say, 500 people to Afghanistan, who should
fight against Al-Qa’idah and Afghan mojahedin, against the same
terrorists and mercenaries who at one time announced jihad against the
Armenians of Karabakh?
“Azerbaijan was the first to introduce ethnic cleansing to the
territory of the Soviet Union, first to engage mercenaries and
international terrorists in its own defence… [ellipsis as published]
Ten years ago Azerbaijan used the services of the most famous
mercenaries of our region and international terrorists,” Armenian
Foreign Minister Vardan Oskanyan said on 29 September in his UN
speech.
Apart from Afghanistan Kosovo, where Armenia has already had its
30-strong peace-keeping team for six months, may also be an
alternative for Armenia to avoid the Iraqi adventure. The Americans
may be offered a three- or fivefold increase in our team in Kosovo.
But is it really the case that the Armenian authorities want to send a
group just to Iraq and this decision, adopted some months ago, was not
forced by any party?

The Armenia-Azerbaijan conflict over Nagorno Karabakh will be discussed
at the January session of the Parliamentary Assembly of the Council
of Europe (PACE), Samad Seyidov, head of the Azerbaijani delegation
at PACE, told a meeting of the Milli Majlis (parliament) on Tuesday.
Seyidov stressed that the Azerbaijani delegation succeeded in adopting
a resolution on Azerbaijan at the last session of PACE. The document
appreciates ongoing developments in Azerbaijan. It contains critical
moments as well, he said.
Seyidov noted that the draft report prepared by PACE’s former
reporter on the Nagorno Karabakh conflict Terry Davis confirms the
fact of occupation of Nagorno Karabakh and stresses restoration of
Azerbaijan’s territorial integrity under international legal norms.
“The Council of Europe has always given priority to finding out
shortages and we should comprehend the logic of this organization,”
he underlined.

China backs the territorial integrity of Azerbaijan, Liu Yunshan, head
of the Publicity Department of the CCP Central Committee, said at a
meeting with Azerbaijani Speaker Murtuz Alasgarov in Baku on 9
October.
Every state has a duty to defend its territorial integrity,
international organizations should therefore support Azerbaijan’s just
position on the Nagornyy Karabakh problem and achieve a speedy
resolution of the conflict, he said.
In turn, Alasgarov accused the international organizations of dragging
out a peaceful settlement of the Armenian-Azerbaijani conflict for
more than 10 years. We think that the [OSCE] Minsk Group has failed to
fulfil its task, he said.

Shugarian received Iraqi FM’s advisor Tariq Mohammad Yahya. In the
course of the meeting the interlocutors underscored that Armenia always
abided by balanced policy on the Iraqi crisis and was for the soonest
and peaceful resolving of the problem accentuating the realization
of humanitarian actions and programs in the post-war period. Mustafa
Jaf, the Director of Novruz Group Holding, who was also present at the
meeting, expressed readiness to develop trade-economic relations with
Armenia and to found an Armenian-Iraqi joint venture and a bank, as
well as to export Armenian commodities to Iraq. The Iraqi party also
pointed out to the importance of launching Yerevan-Baghdad-Yerevan
direct air flights.

“Armenia cannot be intimidated by statements that it may remain
sidelined from regional oil, gas and transport projects,” Armenian
Foreign Minister Vardan Oskanyan said in Yerevan today.
The Armenian minister said that “Nagornyy Karabakh has no price and is
not an object of bargaining, therefore, we are rejecting suggestions
that by safeguarding its interests the Armenian side is depriving
itself of the opportunity to take part in major regional projects”.
Vardan Oskanyan added that if neighbouring countries were interested
in the rehabilitation of the Kars [Turkey] – Gyumri [Armenia] railway,
Armenia would welcome that.
“At the same time, if there is an intention to build the Kars-Tbilisi
railway, we have no objections to that. In fact, Armenia may even use
it itself,” Vardan Oskanyan said.
“We have never linked the Nagornyy Karabakh problem with regional
problems and have no intention of doing so in the future either,” the
Armenian foreign minister said.

Ninety-Nine Eyes to Go

As it rumbles down a narrow road in the West Bank, a steel-gray tank
confronts a boy in his early teens, his right arm cocked, ready to
throw a rock.
“This occupying army is supported by the West,” reads the caption
above the tank. Another caption to the rock-thrower’s left asks, “Who
is going to support this boy?”
That picture greets visitors to the Web site of the Islamic Human
Rights Commission, an organization with a noble title and an ignoble
purpose: to provide a front for anti-Western, anti-Semitic jihadism.
The IHRC, based in London and founded in 1997, adopts the feminist
and gay models for activism. The commission positions itself as the
defender of Muslims around the world who have been victimized by what
the group calls, “Islamophobia”.
How does the IHRC define “Islamophobia”? Just look at the “winners”
of the commission’s first Islamophobia Awards Ceremony late last
year.

Islamophobe of the Year: President George W. Bush.
To the IHRC, fighting “Islamophobia” means opposing laws that
prohibit Muslim women from wearing headscarves, boycotting companies
that do business in Israel and supporting radical Muslim clerics in
custody (such as Sheikh Abdul Kareem Obeid, the leader of Hezbollah
in Lebanon, who was freed in January), Chechen independence and the
Palestinian intifada.
The IHRC has even mastered the paranoid, hysterical rhetoric of its
models. Massoud Shadjareh, the commission’s chairman and co-founder,
told the Edinburgh newspaper The Scotsman in February that proposals
from Britain’s Home Office to strengthen anti-terrorism laws were
“the sort of legislation that in Germany led to genocide and
concentration camps.”
One example of the IHRC’s activism involves Iran’s Arash Miresmaeili,
the two-tim e world judo champion who refused to compete against an
Israeli in the first round of this year’s Olympic judo competition.
As Front Page Magazine reported in “All Free Men Are Israeli
Olympians,” Miresmaeili said he deliberately forfeited to support the
Palestinians. Olympic authorities considered expelling him from
Athens, so the IHRC asked supporters to send form letters to the
International Olympic Committee and the International Judo
Federation.
“That you should choose to differentiate between this political
boycott and others, such as the boycott of South Africa under the
apartheid regime, and of Serbia in 1992 for its commission of war
crimes in Bosnia, smacks of sheer hypocrisy,” part of the form letter
states. “Further, it demeans the plight of the Palestinians and
effectively legitimizes the Israeli policy of apartheid.”
Another example of IHRC activism is the work of lawyer Mudassar
Arani, who received an award in June for what the commission called
“challenging Islamophobia.” Arani represents Sheikh Abu Hamsa
al-Masri, who was arrested by British authorities and awaits
extradition to the United States to face charges of supporting
terrorism. The sheikh made these remarks in London’s radical Finsbury
Park Mosque one month before his arrest:
“The ideology of martyrdom is spreading now in our (Islamic) nation,
praise be to Allah,” reported the Middle East Media Research
Institute. “It exposes the (falsehood of the) People of the Book” –
the Muslim term for Christians and Jews – “especially the Jews, who
claim they are God’s deputies on earth, but they are lying.”
IHRC activism includes spinning world events to portray Muslims as
perpetual victims, never as perpetrators. Concerning the crisis in
Sudan, the IHRC’s Web site links to a story from Britain’s Leftist
newspaper, The Guardian, which reports that the European Union did
not consider the killing in Sudan’s Darfur region as genocide.
Another link to a story from another British newspaper, The
Independent, describes Sudanese Muslims being brutalized by
non-Muslim tribesmen. The story quotes one 23-year-old refugee, Asif
Omar Sayeed:
“The foreigners blame us for everything,” he said. “But I realize
what is going on. The Americans and the British want to use this as
an excuse to occupy our country, just as they have done in Iraq. Like
Iraq, we have oil. What has happened made me realize that, as a true
Muslim, I must fight for
my country when the foreigners come.”
An IHRC report from 1996 concerning Chechnya issues an intimidating
warning, particularly frightening in light of the massacre of
schoolchildren in Beslan. After calling Russia “the only colonial
dinosaur that remains in the modern world,” the report concludes
thus:
“If international law does not rise to the challenge in the killing
fields of Chechnya, it must prepare to be blown away in a cloud of i
ts own dust and dreams.”
A link to an editorial from Crescent International magazine published
after the Sept. 11 terrorist attacks proves even more chilling. Some
excerpts:
“We know from past experience that people who feel themselves and
their peoples to be under sustained and unrelenting attack can react
in the most unbelievable ways.
“The problem is that none of these (Americans) seem to realize that
America has long been at war with numerous peoples all over the
world. This is not the opening salvo of a new war; it is probably
likely a stunningly successful attempt by one of America’s many
victims to hit back – very, very hard.
“(The) argument is that democracy, freedom and civilization are under
attack and must be forcefully defended; such words ring hollow from
Ehud Barak, Ariel Sharon, Vladimir Putin, George W. Bush, Colin
Powell and Tony Blair, each of whom has been responsible for far, far
more death and suffering than seen in the US yesterday.”
By contrast, the IHRC shows no support for Muslims oppressed by
Iran’s brutal theocracy or by Syria’s occupation of Lebanon. Nor does
the group fight for civilians from Egypt, Kuwait and Turkey (let
alone from Western nations) who were abducted and murdered in Iraq by
ad hoc jihadists. That selective outrage accurately reflects the
agenda of the IHRC’s advisory board.
One advisor is Dr. Muhammad al-Massari, who heads a London-based
organization that seeks to overthrow the Saudi monarchy. Al-Massari
said the 2001 attack on the World Trade Center “was a counterattack
for the attacks on Iraq and Palestine,” he told Associated Press.
“One Muslim decided to take action,” al-Massari said about Osama bin
Laden. “He took one eye for a hundred. He still has 99 eyes to go.”
Another advisor is Hamid Algar, professor of Persian and Islamic
Studies at UC Berkeley. In an address honoring Ayatollah Ruhollah
Khomeini in 1994, Algar praised and advocated global jihad:
“Let us remember the comprehensive Jihad that starts with our own
persons and should also embrace our communal and political lives and
if necessary go to the point of taking weapons in our hands to defeat
the enemies of Islam.”
Algar immediately defined those enemies:
“Let us remember the clear analysis of the West that Imam (Khomeini)
gave us.. as a collection of international bandits.which has
consolidated itself since Imam’s death. Let us also remember his
insistence that the abominable genocide state of Israel completely
disappear from the face of the globe.”
In Algar’s universe, jihad has no innocent victims. Witness his
opinion of Palestinian suicide bombers.
“That term, an invention of the West. is not very helpful,” Algar
told California Monthly, UC Berkeley’s alumni magazine. “While no one
can take pleasure in the sight, as you say, of women and children
being killed, it seems to me th at a greater degree of moral
condemnation should be reserved for those who continue, daily, with
impunity, to kill and to humiliate the Palestinian people.
“In other words, there is definitely a cause-and-effect relationship
here, and to criticize or condemn an effect while overlooking the
cause is not very helpful.”
Algar’s support for violence is not always so polite. In 1998, he
verbally harassed and spat upon members of UC Berkeley’s Armenian
Student Association, who were commemorating the genocide of Armenians
by the Turks.
“It was not a genocide, but I wish it were, you lying pigs,” Shake
Hovsepian quoted Algar for Usanogh: Periodical of Armenian Students.
“You are distorting the truth about history. You stupid Armenians;
you deserve to be massacred!”
The students filed a grievance and Berkeley’s Associated Students
demanded that the administration force Algar to issue a written
public apology or censure him.
Another advisor is Mohammed al- Asi, a research fellow at the
Institute of Contemporary Islamic Thought and the imam of the Islamic
Center of Washington, D.C. Muslim student associations regularly
invite al-Asi to speak at their events, where he dispenses more
incendiary rhetoric.
“The Zionist-Israeli lobby is taking the United States . to the
abyss,” al-Asi said at UC Irvine in 2001.
“We have a psychosis in the Jewish community that is unable to
co-exist equally and brotherly with other human beings. You can take
the Jew out of the ghetto but you cannot take the ghetto out of the
Jew.”
During the 1990-91 war to free Kuwait from Iraq, al-Asi said, “If the
Americans are placing their forces in the Persian Gulf, we should be
creating another war front for the Americans in the Muslim world –
and
specifically where American interests are concentrated.”
The long-term goal of such military action is the imposition of a
worldwide Islamic state, as al-Asi stated in a paper presented in
2000. Some excerpts:
“…all the Muslims . are living in a kafir (unbelievers’) domain;
they are virtually adrift and homeless. The inherent condition of
today’s Muslims who have lost sight of a Prophet as commander is a
religious community of people who are beholden to the forces and
powers of kufr (apostasy): secular kufr and religious kufr, mental
kufr and military kufr, as well as kufr by choice and kufr by force.
“Never in the history of ijtihad (theological analysis) have we
Muslims had to live in a time in which we no longer have in our
possession a government which belongs to all the Muslims, or at the
very minimum which is open to the Ummah’s (community of believers’)
popular affiliation.
“We should not be studying hair-splitting fiqhi (legalistic) issues
in halaqat (study sessions and circles); we should be learning how to
consolidate our social will-power and how to form active and
status-quo-challenging units throughout our African and Asian lands
to reclaim them for Islam.”
The world has heard similar rhetoric before.
The Nazis cleverly manipulated the German people’s collective
frustration into a pervasive sense of victimization. Then the Nazis
offered the answer: Germans should embrace their inherent
superiority, forcefully claim their entitled power and destroy all
who oppose them – even, as history showed, children.
Given its selective outrage and its advisors’ values, the Islamic
Human Rights Commission is as much of a non sequitur as a National
Socialist Human Rights Commission would be.

ARMENIAN MEDIEVAL BOAT ARRIVES TO CYPRUS
Thursday September 9, 2004. Gibrahayer: – Following the ancient sea routes of
Armenian trade vessels the Armenian medieval sailing boat “Kilikia” anchored
at
Larnaca port. The 16-man crew – accompanied by Karabagh liberation activist
Zori Balayian – were greeted by the Armenian community of Cyprus who held a
special ceremony/reception last Tuesday September 6, 2004.
In his welcoming speech, Armenian representative in the Cyprus House of
Representatives Bedros Kalaydjian – after giving a brief history of the ship
and its mission, to the Greek Cypriot guests and degnitaries – noted the
importance o f the voyage and highlighted the common paths and common
tragedies
experienced between the people of Cyprus and Armenia during their turbulent
history.
Our representative Bedros Kalaydjian, presented the captain of the ship Garen
Balayian -  a certified captain – with a memento. According to Cypriot custom
given to visiting ships, the crew of “Kilikia” sailing boat was also
presented
by Cypriot red wine and dry fruit.
The captain of the ship in turn presented Kalaydjian with a replica of the
ship
engraved on black marble, sailing on Lake Sevan while activist Zori Balayian
thanked and addressed the gathered.
“Kilikia” arrived in Larnaca from the Aegean sea and will be heading to
Beirut,
Tartus (Syria) with its eventual destination being Venice.
Members of the crew, the captain and Zori Balayian were guests of the
Armenian
community at a dinner that was held on Wednesday at a restaurant in Larnaca.
They a lso visited The Armenian Church, the Melkonian and had meetings with
representatives of Armenian organisations in Nicosia.
“Kilikia” left our island yesterday.

CAMPAIGN TO SAVE MELKONIAN ENTERS NEW PHASE
Nicosia, September 6, 2004: Representatives of the worldwide Melkonian Alumni
met in London on Friday, September 3, 2004, and agreed to take joint action
to
challenge and prevent the implementation of the AGBU Central Boardâ^À^Ùs
decision
to close the Melkonian Educational Institute in June 2005.
     Taking part in the meeting were Alumni representatives from Cyprus, the
U.K., the U.S., Canada and Lebanon.
     Joining the meeting was Jack. R. Melkonian, representing the family of
schoolâ^À^Ùs founders, Krikor and Garabed Melkonian, who ag reed on the joint
strategic and legal action to be taken, on the advice of the legal counsel
hired by the umbrella organisation, the Melkonian Alumni and Friends, who was
also present at the meeting.
     In addition, expert legal advice was presented from law experts in
Cyprus
on further action to be pursued in Cyprus and other jurisdictions.
     The meeting concluded by expressing its sincere gratitude to the
Government of the Republic of Cyprus for its warm hospitality and assistance
it
has provided and continues to provide to the Melkonian Educational Institute
and the greater family of past and present Melkonian students.
WHO KILLED TURKISH DIPLOMAT?

     Someone knows who committed the cold-blooded murder of a Turkish
military
attache in Ottawa 22 years ago tomorrow.
     The question is whether the passage of time will give that person the
courage to come forward.
     “Hopefully some day we will get something solid to follow up on,” said
RCMP Sgt. Andre Bigras.
     Until then, the RCMP will continue to search for the killer of Col.
Atilla
Altikat, who was shot to death on Aug. 27, 1982, as he sat in his car st
opped
at a red light on the Ottawa River Pkwy. at Island Park Dr. The gunman
conducted the brazen killing in plain view of other motorists and disappeared
without a trace.
HISTORICAL FEUD
     “It was something you don’t expect to see in Canada,” Bigras said about
the assassination.
     The Justice Commandos of the Armenian Genocide claimed responsibility
for
the killing – another violent act in the longstanding feud between Turks and
Armenians.
     “These attacks caused by Armenians were a result of passing hate from
generation to generation,” said Dr. Kevser Taymaz, a representative of the
Federation of Canadian Turkish Associations.
     “Both sides lost lives and what we want is to commemorate those lives
together.”
     Armenians say the Turkish government of the Ottoman Empire carried out
genocide on the Armenian minority in Turkey from 1915-1916 and 1922-23.
     They say the massacre of more than a million Armenians was systematic
and
repeated to eliminate the Armenian minority and create space for Turkish
development.
COMMEMORATION
     Each year, Turkish mourners commemorate the anniversary of Altikat’s
assassination in Ottawa by gathering at the intersection where he was gunned
down. “We want to remind people that … we should raise our children with
tolerance and understanding” said Taymaz.

     Sargsian had already run out of steam even before the match against
Agassi
began, having played more than 13 sets and ten hours to get to the fourth

     In round one he beat Alex Corretja of Spain 2-6, 6-4, 6-0, 6-1 after
which
he defeated the 2004 Olympic Champion Chilean seed 10 Nicolas Massu 6-7, 6-4,
3-
6, 7-6, 6-4. His third round match against Paul-Henri M athieu of France –
the
second longest in US Open history at five hours and eight minutes – was a
thriller which produced five break points for Saragisian in the fifth set and
two match points for Mathieu before Sargsian could cheer in front of a strong
Armenian crowd waving the Armenian tricolour.
