On Saturday, free plants will be distributed in Mashtots Park. One
can take a seedling and plant it wherever they want. Then, they will
need to take care of the trees.

Will the City Hall pull out the planted trees? What is it going to do
against the “forced planting” of trees? Will the Mayor personally
come to the park and call on the environmentalists not to make
“provocations”? Or, the Mayor will take a shovel and plant trees too.

The movement in the Mashtots Park is growing stronger: there are
already 5 brigades ready to dismantle the illegal constructions. The
Facebook group of the initiative has more than 5300 members. Almost
everyday people who are not indifferent towards the situation in
the city hold concerts in the park. The atmosphere, which reigned
in the park during the concerts of the Karin dance group and Hover
choir can’t be compared to anything. Today, the representatives of
the Alpinism Federation will visit the Park.

Yesterday, addressing the meeting in Erebuni, Serzh Sargsyan, for
the first time, has dwelt on the issue of the environment and urban
planning. According to him, in the context of the solution of economic
issues, very often, the ecological priorities and the necessity to
preserve the look of Yerevan are forgotten. “Today, we are shifting
the arrows and saying: the economic priorities don’t prevail over
the task to keep the look of Yerevan. I’m promising, it will not be
so any more”, pledged the president and added: “We legally rule out
any construction in Yerevan center if it does not correspond to the
appearance of the city. A couple of more years and the preservation
of the look of the city will win in Yerevan”.

The words “couple of years” are the key of this statement. Actually,
Serzh Sargsyan acknowledges the rightness of the government and the
municipality, which affirm, that the constructions in the Park should
stand there “a couple of years”.

But, the fact that Serzh Sargsyan dwelt on this issue means the
Mashtots Park movement can’t be ignored. Along with the growing number
of protesters, its atmosphere is also expanding. On Saturday, it may
cover the whole city.

If previously, people needed courage to join the movement, now, when
they are just proposed to plant a tree, thousands of people are likely
to join the movement.

Who will head the government after the parliamentary elections? This
question becomes urgent in the light of the possibility that the
elections may result in change of balance of power in parliament,
depriving the Republican Party of majority and the right to form
government. Apparently, Tigran Sargsyan will not remain prime minister.

What will the change of prime minister change in the everyday life
of the Armenian citizens? We tend to think that nothing will change
but in reality it will take only several abrupt moves to make the
Armenian economy advance.

The opposition parties point out among the main shortcomings of
the government the lack of clear steps to attract investments. The
government hails its undertakings but even official statistics claims
the opposite.

Foreign investments in Armenia amounted to USD 1.65 billion in 2011.

They increased by 6.3%. Direct investments, i.e. remittances, amounted
to USD 813.3 million (growing by 15.1%). In the same period, USD 115.8
million (22.4% growth) was exported from Armenia. No comments. In fact,
the government boosted remittances rather than investments.

Addressing the RPA session, Serzh Sargsyan did not deny that the
government could work better. He said the government is able to save
the financial and banking system “which would otherwise have left
us under its ruins”. Most probably, Tigran Sargsyan, an ex-banker,
told him about it who actually did everything he could to leave only
banks in the economy of Armenia.

No investments in Armenia are not only an economic but also a
political and national shortcoming. Investments are a guarantee of
security and stability for each country. Azerbaijan, for example,
is totally barred from military venture because billions have been
invested in this country.

Investments are also demography. In the end, lack of investments and
development of industry forces people to leave Armenia. Though Serzh
Sargsyan says people leave the country to avoid military service,
a 45-year-old man in his heyday will hardly leave the country to
avoid military service. They are simply jobless.

Tigran Sargsyan says Armenia is an offshore zone and is open to
investments. Facts prove the opposite though. It is notable that
all the opposition parties state the necessity to boost investments
mainly by the Diaspora. Serzh Sargsyan refuses to use the experience
of Singapore where he has recently been.

In this regard, the next government may open the market for the
Diaspora, without being afraid of local monopolists and Russian
investors and create a real offshore in Armenia. This would be
a revolution.

Who will head the government? Are there people in Armenia who are
capable of such an economic revolution?

BAKU: Azerbaijani Film Festival To Be Held In Armenia

AZERBAIJANI FILM FESTIVAL TO BE HELD IN ARMENIA

Baku. Victoria Dementieva – APA. Azerbaijani films will be shown in
Gyumru on April 12.

APA reports quoting the Caucasus Centre for Peacekeeping Initiatives
as saying that 4 short films (1 documentary, 3 feature films),
made in Azerbaijan in 2007-2008, will be shown in Gyumru Journalists
Club. One of the films will win “Audience sympathy” award. The films
were translated into Armenian language. The festival is held under
auspices of UK and US embassies in Armenia.

Though the center wanted to hold the similar event in Yerevan in 2010,
the festival didn’t take place because no venue was allocated for
the organizers without any reason.

The Communist Party wants to use achievements of the Soviet times.

Leader of the Democratic Party Aram Sargsyan reminded about God’s
commandments and urged people to make the right choice.

Armenian parties will have 2 minutes of free TV agitation and 4 paid
minutes on April 8-22.

Former Armenian Foreign Minister Condemns Ruling Party

Oskanyan, former Foreign Minister, member of the Prosperous Armenia
Party, has spoken out against the current policy. He noted the role of
parliamentary polls on May 6 and analyzed the situation in the country.

The former minister pointed out the poor socio-economic situation
and has not improved in the last 4 years. The GDP dropped, compared
with 2008, poverty increased by half a million people, foreign debt
will exceed $4 billion by the end of the year, increase of income is
below the inflation rate, Armenia Today reports.

Oskanyan pointed out 5 reasons for such problems. Firstly, the
government has no forecasting skills. Secondly, there is no republican
or regional program. The Armenia-Iran Railway, the new nuclear power
plant, the North-South Highway, the All-Armenian Bank, the Technical
Park in Gyumri, have not been realized. Thirdly, management is
inefficient. Fourthly, the government did not realize reforms of the
second and third generations. Fifthly, economic solutions were wrong.

High inflation levels have not been prevented in the last 4 years.

FINDING ADVENTURE IN ARMENIA

Greg Bilazarian appeared to be building a career as a TV reporter,
chasing stories at stations in Ohio and Florida.

But the Mount Laurel native was looking for something different –
and he’s found it almost 6,000 miles from home.

Bilazarian, 28, is living in Armenia, helping to build an online
media outlet providing news of the Maryland-size nation.

Now, if you’re like me, the question occurs:

Where the heck is Armenia?

Well, it’s south of Georgia – but not that Georgia.

It’s also wedged between Turkey and Azerbaijan. Yes, that Azerbaijan.

And, for now, it’s right where Bilazarian wants to be.

“There is an excitement being in a developing country that you don’t
always feel in many parts of the United States,” he said in an email
interview last week.

He noted Armenia – although a historic culture with its own language
and alphabet – is a relatively new nation. The country broke free of
the Soviet Union in 1991.

“So things are changing rapidly,” Bilazarian wrote from the capital
city of Yerevan. “A very small group of people can make major changes.”

The Lenape High School graduate arrived in May 2011 through a program
that recruits young foreigners of Armenian descent. Participants
provide volunteer service for two months, while the program –
Birthright Armenia – covers expenses and provides free language
classes and other support.

“I had quit my job as a television reporter about four months before
and was looking for a bit of an adventure,” said Bilazarian.

The newcomer said his Armenian now is “functional,” but that some
areas, like transportation, remain a challenge.

“All the signs are written in Armenian letters, there is no map,
and asking the bus driver to stop is the most intimidating thing in
the world,” he told me.

And while the local cuisine is tasty, attempts to import exotic dishes
can fall flat.

“I ordered a ‘Philly Cheesesteak’ one day here,” he said. “It came on
a circular bun with some weird cheese and hardly any meat. I wanted
to cry. Actually, I think I did cry.”

But Bilazarian, who signed a one-year contract at the end of his
volunteer stint at the website, finds much to like in the “incredibly
beautiful and unique” nation.

“This country changed my life significantly for the better,” he said.

“I can’t believe the ways I’ve grown personally and the breadth of
adventures I have experienced.”

Bilazarian plans to return to the United States in August, when he’ll
begin classes at Yale University’s School of Management. Eventually,
he hopes to become an entrepreneur “creating businesses in Armenia.”

But Bilazarian believes he’s already learned a key lesson.

“I took a huge risk leaving a solid career in the US with no guarantees
except a plane ticket and a bed to sleep [in] for two months,” he said.

“I would just encourage anyone who is not happy (or feels stagnant)
in their current situation to take that big step.”

But, he adds, “It doesn’t have to be as drastic as mine.”

Interview with Levon Zurabyan, the coordinator of the Armenian
National Congress, head of the campaign headquarters of the Armenian
National Congress

The exaggerated voters’ list is discussed intensively. What is the
remedy to this exaggerated voters’ register?

The strategy depends on what problem we are addressing and what
problem the society needs to mobilize for, not only the Armenian
National Congress supporters but a possibly wider circle. This
problem is simple. If we demolish the confident majority of the
Republican Party, and hands-on tool for Serzh Sargsyan’s government,
new political prospects and opportunities will open up for the Republic
of Armenia. Hence, the problem must be set out publicly – demolish the
Republican majority ensuring the impunity of the punishment machine.

If we lay out the problem this way, we must bring together the society,
NGOs, political forces. The guarantee of our success is to create a
black and white image. The movement struggles the regime. But we must
understand what strategy is right, a black or white situation – the
Congress vs. Republicans and BHP, etc. or a black or white situation
with a broader consolidation of forces. We think the second approach
is realistic when all the political forces join against the main actor
of election fraud to clean the political stagnation in Armenia. The
Republican majority in the next parliament will continue stagnation.

Are the political forces ready to unite against the Republican Party?

We see the interest, we see that the other forces are ready to do
everything they can to ensure more or less free and fair elections. It
would be too lavish to miss this chance which we cannot afford to do.

This is the reason why the Armenian National Congress had a
constructive approach to the creation of campaign headquarters, and it
was eventually possible to sign the declaration on the establishment
of the headquarters.

Do you think the PAP is independent enough to be in government and to
act against the other government wing, the Republican Party? Is this
a put-up job ahead of the elections, with Serzh Sargsyan cultivating
a new Arthur Baghdasaryan with the help of the Congress?

This situation cannot be compared with Arthur Baghdasaryan’s phenomenon
because he acted in the opposition camp and created controversies
in the opposition camp. The difference is that the PAP is in the
government camp. We can see controversies in the government.

The first is that they cannot resist to pressure on behalf of Serzh
Sargsyan and lose their independence. Roughly speaking, they are being
subdued by the regime. In this case, however, the electorate which
was gained through independence turns to the opposition. The second
way is to deepen independence, and they are somehow separated from the
criminal regime of which they were part. The second development will
foster the fulfillment of the goals of the Movement. It means that the
government will be divided, and Serzh Sargsyan’s regime will weaken.

Hence, I do not see what we can lose. Moreover, I am sure that our
strategy is right.

Don’t you fear that the BHP will take the votes of the opposition?

How can a party making part of the government which bears
responsibility for the government take the votes of the opposition?

The electorate and resource of the government are divided rather than
that of the opposition.

You reported violations by the Republicans to the Central Election
Commission. The same is done by the PAP. The Prosperous Armenia
committed the same violation. But the Congress criticized the
Republicans only. Why?

We explained that our strategy is to target the Republican Party. And
this is the way we act. Certainly, our approaches are based on
legal and political concepts. After all, the government bodies are
responsible for eliminating election fraud.

Will you dwell on violations by the PAP? For instance, they offer
election bribes calling them charity.

We do not tolerate any violation, irrespective of the author. We will
voice concern about everyone. But our criticism will focus on the
Republicans, we will collect information against the Republicans. This
is our strategy. And very soon the society will see the effectiveness
and fruits of this strategy.

I wanted to ask if you consider this strategy as effective.

Once what we call consensus 1, that is an anti-Republican camp,
is formed if everyone stands up against election fraud, it will be
effective, won’t it?

When 4 political forces, including the Congress, signed a document on
the creation of a joint campaign headquarters, first the Republican
speaker Samvel Nikoyan announced that an advisory body was set up,
then Member of Parliament Davit Harutiunyan proposed that the political
forces sign a code of conduct. Will the Congress join the Republican
initiatives? If not, why?

After the creation of the joint campaign headquarters of four political
forces the government is in panic. During the signing of the document
the Republican representative left the table of the talks.

Then fussy and nervous comments followed, aiming to take the initiative
into their hands. Nikoyan’s proposal to set up a monitoring group
in the National Assembly and Davit Harutiunyan’s proposal to sign
a code of conduct indicates attempts of Republicans to escape the
isolation. Now they are trying to take initiatives, as if for ensuring
the legality of elections. In reality, their purpose is to thwart the
initiative of these four. They will try to influence the political
forces, come up with distracting initiatives. They do not understand
one thing though. Their initiatives are unacceptable. Election fraud
must be punished, prosecuted rather than offered cooperation. What
should we cooperate on when they collect passports, pledge election
bribes? They have already published the illegally formed voters’
register. What shall we cooperate on with this force? Election fraud?

We pinpoint this fraud. They are free to eliminate. Let them withdraw
over 700,000 non-existent names from the register. When the society
sees them commit fraud, is it possible to trust offers to form joint
structures? Of course, not. Nobody believes it. This is pharisaic. We
were ready to negotiate democratization with the regime, which requires
a comprehensive solution. The regime refused. No cooperation is
possible because cooperation is not participation in their propaganda
show. It won’t do. We need free and fair, lawful elections.

The PAP also offers election bribes calling it charity but, on the
other hand, signs the document on the set up of the headquarters.

We agreed to the proposal of incorporating a provision on election
bribes in the declaration of forming the headquarters. We are ready
to discuss every issue in the united headquarters. We are ready to
sign every draft. However, the creation of a joint headquarters is
important at least in order to be able to act against such election
fraud as ballot stuffing, violations in polling stations, miscount. In
other words, together we can cope with the election fraud organized
and monopolized by the Republicans. But we must understand that an
election bribe is the most difficult to evidence and to prove. In fact,
it can be revealed by way of the measures of the police, national
security service and law enforcement bodies. In other words, in the
long run Serzh Sargsyan’s regime is responsible.

achieved with the authorities of the Nagorno Karabakh (Artsakh)
Republic, the OSCE Mission will hold scheduled monitoring of the
contact line between Nagorno Karabakh and Azerbaijani armed forces
in the Askeran direction.

>From the positions of the NKR Defense Army, the monitoring group will
comprise Field Assistants of the Personal Representative of the OSCE
Chairman-in-Office Antal Herdich (Hungary) and Irjie Aberle (Czech
Republic), as well as representative of the OSCE High-Level Planning
Group (HLPG) Colonel Andrey Barashkin.

On the opposite side, the monitoring is to be led by Coordinator of
the Office of PRCiO Peter Kee (Great Britain), Field Assistant of
the OSCE PRCiO Hristo Hristov (Bulgary) and representative of HLPG
Ilhami Deirmenoghlu (Turkey).

The NKR authorities expressed their readiness to assist the monitoring
and to ensure security for the OSCE mission members.

ARF Dashnaktsutyun Still Accepts Woodrow Wilson’s "Map Of Armenia"

ARF DASHNAKTSUTYUN STILL ACCEPTS WOODROW WILSON’S “MAP OF ARMENIA”

YEREVAN. – Armenia’s opposition ARF Dashnaktsutyun Party demands
not to sign any document which would put under doubt the legality of
former US President Woodrow Wilson’s Arbitral Award of 1920, states
the Party pre-election program-for the upcoming National Assembly
elections-which was formally introduced on Monday.

President Wilson’s Arbitral Award-which was not put into force-included
several areas of Western Armenia in the territory of the Republic
of Armenia, thereby the latter’s total area was brought up to 104
thousand km2, instead of the present-day 30 thousand km2.

According to the ARF’s program, the mutual concessions to be carried
out with Azerbaijan-and with respect to the Karabakh conflict-shall
not be inconsistent with the results of the Nagorno-Karabakh Republic’s
(NKR) independence referendum of 1991 and the NKR Constitution. These
concessions must be equivalent to Azerbaijan’s concessions. Karabakh
must become a negotiating side with equal rights, and Armenia must
become the guarantor of its security.

In Armenia’s relations with Turkey, as per the ARF, the Armenian
people’s interests and principles must be taken into account to the
utmost. It is suggested to carry out lively activities toward the
passage of bills that criminalize the Armenian Genocide’s denial.

Also, Armenia’s signature under the Armenian-Turkish protocols must
be withdrawn.

It is necessary to speak from the precepts of lifting-and without
any preconditions-Azerbaijan’s and Turkey’s land blockade of Armenia.

In good neighborly relations with Georgia, the importance of securing
the Georgian Armenians’ rights and potentials-specifically in the
country’s Armenian-populated region of Samtskhe-Javakheti (Javakhk)-is
underscored.

There is another important matter in regards to Armenia’s relations
with Azerbaijan, and that is Nakhichevan. The latter likewise is
envisioned to be kept at the focus of attention.

“Since Nakhichevan was annexed to Azerbaijan, the clear awareness of
its [Nakhichevan’s] Armenian belonging must be kept among the society,”
the ARF Dashnaktsutyun’s pre-election program also states.

Azerbaijan’s Ministry of Culture and Tourism does not support a
festival of Azerbaijani films, planned for the Armenian city of Gyumri.

“I don’t understand how the Armenians are going to get those films.

They are all stored in our State Film Foundation and no film can ever
be taken without state consent,” the head of the ministry’s cinema
section, Yusif Sheikhov, said.

“Because of Armenia’s policy of occupation, the Ministry of Culture
and Tourism of Azerbaijan does not take part in joint actions with
this country and is not going to do so in future,” Sheikhov said.

He said involvement in joint projects was a matter for the conscience
of non-governmental organizations.
