YEREVAN, JUNE 7, ARMENPRESS: International society must give
correspondent reaction to Azerbaijani provocations making that country
realize that such aggressive behavior is unacceptable. Such declaration
made pres secretary of Nagorno-Karabakh President David Babayan during
the talk with Armenpress. “They must affect Azerbaijan somehow using
financial, political leverages” he said.

Babayan mentioned that they should wait for some time in order to
understand whether actions of international society are satisfactory.

“Some statements have already been made in that direction, for example
Hillary Clinton’s statement when the latter was in Baku. Besides,
other statements have also been made about the fact that the military
way is unacceptable” he said. The effectiveness of international
society’s statements will be seen when cease-fire regime violations
are decreased.

Babayan also reverberated to the issue of Azerbaijan’s becoming
non-permanent member of UN Security Council this year. “It is
a ridiculous situation when member of Security Council himself
demonstrates behavior worthy to aggressor and terrorist”.

Such behavior of Azerbaijan not only lays obstacles in the path of
settlement of the conflict but also discredits UN, as such behavior
of a member of Security Council is unacceptable said Babayan.

Babayan mentioned that large-scale events must be undertaken in order
Baku stops his steps of aggressor.

Turkey’s leadership continues to surprise everyone with its statements,
with the world saying one thing about Armenian-Turkish normalization
and Turkey saying quite another thing, member of RPA parliamentary
faction Karen Avagyan told Panorama.am, commenting on Turkish FM
Ahmet Davutoglu’s statement.

Davutoglu had stated that “normalization of relations between Turkey
and Armenia is possible only after Armenia vacates the occupied
territories.”

“It is not accidental that U.S. Secretary of State Hillary Clinton
reiterated in Yerevan that “the ball is in Turkey’s field.” It means
that Turkey’s unfounded statements are unintelligible to the West
also. Turkey must show political will, stay loyal to its commitments
and ratify the Armenian-Turkish protocols,” Avagyan noted.

According to the parliamentarian, if Turkey were interested in the
resolution of Nagorno-Karabakh conflict and establishment of peace
in the region, it would spare no effort to restrain the aggressive
policy of its younger brother Azerbaijan.

Eldar Sabiroglu: “Armenian propaganda machine started again for
appeasing the Armenia’s wrathful population”

Baku – APA. The Defense Ministry commented on the reports of the
Armenian press about more losses of Azerbaijan during the skirmish
occurred in Gazakh front on June 5.

Spokesman for the Ministry, Colonel Eldar Sabiroglu told APA that
the reports released by the Armenian press were disinformation: “The
tensed situation continuing in the frontline for past few days can’t
over. As we reported, intensive skirmishes occurred in all directions
of the frontline at night yesterday and in the morning today. Though
the units of the Armenian armed forces violated ceasefire and attempted
to assault the Azerbaijani side, the enemy was repelled.

Armenian trick started again for appeasing the Armenia’s wrathful
population. Several Armenian mass media create fictitious names and
ranks and show that as if more than 10 Azerbaijani soldiers were
killed. These reports are wrong and incorrect. The enemy doesn’t use
this method for the first time. But unfortunately, there are websites
in Azerbaijan that took these incorrect reports to the spotlight and
give places to it. It hurts us. Nobody should be offended at my words.

They must think deeply than spending time to such incorrectness and
insidious reports – how can it be, that there are many losses, but
there is no talk about it and so-called “fact” is concealed.

Generally, it is impossible”.

The ministry’s spokesman said that Azerbaijan is not such a large
country and all corners of the country are informed about any incident
occurred in the remote regions: “The press is immediately informed
about any incident. If there were so losses as they reported, then
where are the bodies and where they were buried? We must be very
attentive. The enemy works with enough sly and mean principles. That’s
why it doesn’t need to spread any information on the basis of the
disinformation of the enemy. It complicates our work”.

YEREVAN: United States’ Secretary of State, Hillary Clinton has
voiced concern over border clashes between Armenia and Azerbaijan –
hours after three Armenian soldiers died in the latest skirmishes.

Speaking in Armenia, she warned that the clashes “could escalate into a
much broader conflict” in the Caucasus.The two former Soviet republics
fought a bloody war over the disputed region of Nagorno-Karabakh in
the 1990s.A formal ceasefire is now looking increasingly fragile.”I
am very concerned by these incidents and have called on all parties,
all actors, to refrain from the use or threat of force,” Clinton said
after her talks in the Armenian capital, Yerevan, on Monday.

“There is a danger that it could escalate into a much broader conflict
that would be very tragic for everyone concerned,” she warned.The
BBC’s Damien McGuinness, in neighbouring Georgia, says it is hoped
Clinton will ease tensions between the two countries.The region
is dependent on US aid, so Washington has much influence there, he
says.The conflict between Armenia and Azerbaijan erupted as the Soviet
Union collapsed and at least 30,000 people were killed by the time
the truce was declared in 1994.Since then, a simmering stalemate has
prevailed and both sides have reported sporadic breaches of the truce.

“The three Armenian soldiers were killed in clashes on Monday,”
Yerevan said. It remains unclear if there were any casualties on the
Azeri side.Both sides have been building up arms in recent months
and refusing to compromise. It is hoped Clinton will at least call
on both governments to tone down the rhetoric and hold peace talks.

Human rights groups also want Clinton to address alleged abuses in
the region. Azerbaijan’s harsh treatment of government critics has
been in the spotlight since it hosted the Eurovision Song Contest in
May.Authorities have dismissed criticism in the international press
as Armenian propaganda.”However, condemnation from the US secretary
of state will carry more weight,” our correspondent adds. A social
media activist was released early from an Azeri jail on Monday, for
good behaviour.Bakhtiyar Hajiyev had been serving a two-year prison
term on charges of avoiding military service. He told the AFP news
agency that his arrest had been “politically motivated”.He had used
Facebook to support anti-government protests. Last month a group of
US senators demanded Hajiyev’s release.Clinton travels to Azerbaijan

Within the framework of his official visit to Belgium on June 3-5,
Prime Minister Tigran Sargsyan visited the Centre for European Policy
Studies (CEPS) where he delivered a speech and answered the questions
of the guests.

Dwelling on cooperation with NATO and Russia, the Armenian prime
minister said that strategic partnerships with Russia, EU and the U.S.

cannot interfere with one another, but on the contrary, it only helps.

Last year, Armenia joined the CIS Free Trade Agreement which opened
all the markets of the CIS. Now, such negotiations are underway with
the European Union and if an agreement is signed, the European market
will also open for us, he said.

Besides, we have military cooperation with CIS and NATO. We are not
going to become members of new political unions. We are obliged to
lead wise and balanced policy which will ensure the security of our
citizens, noted the premier.

But we state that we are interested in the European integration and
we see it as an evolutional process.

Now, we are in a blockade by Turkey and Azerbaijan, while international
sanctions on Iran limit our diversification. This means that
we are forced to spend immense resources to ensure security and
diversification.

Force Arbitration Between Baku And Yerevan

Azerbaijan and Armenia blockade the work of the mediators and it
is time to shift from mediation to force arbitration, said Wayne
Merry on June 5 at Woodrow Wilson Center during a discussion of the
Karabakh issue. Merry is a Senior Fellow for Europe and Eurasia at
the American Foreign Policy Council in Washington. According to him,
the Minsk Group is unable to prevent escalation in the region.

Actually, the words force supposes deployment of troops in the conflict
zone. Now, we should suppose that competition will kick off between
the world centers for the right to fulfill the “force arbitration”.

It has already been stated in Armenia that such arbitration should be
carried out by Russia. However, it is evident that other OSCE members
would not allow a unilateral decision of this issue, though Russia’s
frontier guards are at the Armenia-Turkey border. Most likely, the
U.S. will state that the arbitration should be carried out jointly.

It is noteworthy that the Russian border guards defend only the
Armenian borders with Turkey and Iran, while the borders with
Azerbaijan and Georgia are controlled by the Armenian army. It is not
clear how Armenia and Russia made this division though we often come
across “external borders” of the CIS. In other words, the external
borders are defended by Russia, the internal ones by Armenia. But
Georgia has left the CIS, while the Armenian frontier troops are
still there at the border.

As to the border with Azerbaijan, though officially there is no war,
not the border guards but the Armenian detachments are at the border.

Actually, Russia is defending the “external” borders of CIS which
includes also Azerbaijan. In other words, the Russian border guards do
not perform the function of protecting the Armenia-Azerbaijan border.

It can hardly be a function of the Russian base of Armenia which
mostly targets “external enemies”, such as NATO as perceived by Russia,
a member of which Turkey is.

So, the Russian military forces cannot defend Armenia from Azerbaijan.

This means that other forces can assume such functions, the OSCE,
for instance. It does not have its own military detachments but it
can delegate the function to NATO.

Armenia has stated more than once that it is categorically against
such intervention because Turkey is a NATO member. There have been
discussions that the peacekeeping force should not be composed of
forces of regional countries.

Perhaps, the OSCE will finally negotiate the mechanisms of
investigation of border incidents. However, for full control, it will
perhaps need mobile forces.

We Can Break Azerbaijan’s Nose, But…

Secretary of “Heritage” party fraction Stepan Safaryan said today
during the press conference that visit of Hillary Clinton did not
soften the situation a bit, which means that either Azerbaijan does not
care about Clinton’s announcements made in Yeravan, or the situation
is not so alarming for USA.

He noted that it is early to say which of these variations is
more realistic, but current actions of Azerbaijan, starting from
“Eurovision”, show that they are too powerful to attack any time
they like.

Safaryan believes that acts of Azerbaijan are experimental. They try
to find out the reaction of the International society.

“In case of azerbaijani adventurism, Armenian side can break their
nose, but before that our authorities should solve the problem in
political field”, he said.

YEREVAN, JUNE 7, ARMENPRESS: Ceasefire violations in different parts
of Armenian -Azerbaijani border have been registered on June 7 night.

Information and public Relations Department of the Ministry of Defense
informed Armenpress Azerbaijani Armed Forces have repeatedly been
shooting in Armenian directions. There are no victims and wounded.

Senor Hasratyan press secretary of Nagorno Karabakh Defense Army
informed Armenpress that Azerbaijani Armed Forces have repeatedly
violated the ceasefire regime, 2000 shots are registered. ‘~RArtsakh
Armed Forces subdivisions conduct control along the whole line of
the border and in the case of necessity will give counter attack’~R
Hasratyan noted.

In the northeastern part of Armenian-Azerbaijani line of contact
Azerbaijani side took attempt to sabotage towards the front directions
of the Armed Forces of the Republic of Armenia, near the settlement
t of Chambarak on June 6, 17:00 pm.

Due to the vigilance of the Armenian servicemen, the group was
discovered and neutralized. In accordance with the preliminary data
having losses the enemy withdrew.

Azerbaijani Armed Forces intelligence diversion undertook infiltration
attempt to the combat positions of the Nagorno-Karabakh Defense Army
on June 6 night ; which resulted in the death of NK DA soldier.
