YEREVAN. – Zhamanak daily’s Washington, DC correspondent, who has
active contacts with US officials and public activists, was able to
find out that WikiLeaks could soon disclose new documents on Armenia’s
politics, the daily writes.

“They will refer to Armenia’s individual officials’, oligarchs’, and
opposition members’ private meetings and conversations with American
officials and employees from the US Embassy in Armenia.

This disclosure scheduled before [Armenia’s 2013] presidential
elections could substantially impact Armenia’s domestic politics,”
Zhamanak writes.

Since 2008 VivaCell-MTS has given up AMD 165 million for the
installation of 23 “Zenith” hail suppression systems in Armavir region

June 5, 2012, Yerevan, Armenia Weather conditions are not always
favorable to Armenian farmers. The country’s agriculture sustains
huge material damage in terms of farmers’ crops and property each
year. And the hail is responsible for about 50% of the total damage
caused by different natural disasters. Very often hail precipitations
lead to significant or even total losses of crops. In addition, the
climate changes over the last decades have led to intensification of
the hail precipitations.

One feasible way to protect the cultivated fields from hail is the
installation of anti-hail stations. Within this year alone VivaCell-MTS
has made AMD 45 million of social investment in construction and
installation of 8 units of “Zenith” hail suppression systems in
Karakert, Lernagog, Shenik, Nor Artamet, and Argina villages of
Armavir region. The farmers in these villages know very well the
material damage hails can cause. During the last year, as per some
estimations, they lost almost 60% of all the agricultural products.

Automatically functioning Zenith hail suppression systems are
controlled remotely by sending SMS messages from mobile phone, via
cellular communication channels of VivaCell-MTS’ network, using a
specially-defined tariff. These systems are functioning autonomously
feeding from renewable energy source -solar power using solar PV
panels.

The Zenith hail suppression system is able to identify potential
hail-bearing clouds and put the system into operation automatically.

The basic technology of operation of such a system is well-known
and well-proven. It is based on influence of high-power, vertically
propagating shock waves on the atmosphere. Shock waves have impact on
the structure of cumulonimbus clouds, avoiding thus preconditions for
crystallization of water particles in the clouds and hail formation.

“Frequent heavy hails previous springs have caused serious damage to
farms in a number of villages. They cause serious damages to Armenian
agricultural sector, a priority and at the same time, one of the
most vulnerable and risky spheres of the economy, where the crops,
the output of time-consuming hard work and considerable investment,
can disappear easily as a result of natural disaster in just several
minutes. This is an enormous loss for both the national economy and
the private sector of farmers. Hail suppression systems will help
increase the profitability of agriculture, and create better quality
of life for the population of the region in the long run,” commented
VivaCell-MTS General Manager Ralph Yirikian.

For this purpose, from 2008 to 20101VivaCell-MTS has allotted AMD
120 million and AMD 45 million in 2012, thus totaling to AMD 165
million for 4 years. By making this considerable investment in rural
communities, VivaCell-MTS wants to reduce the loss of harvest to the
minimum and to help farmers draw themselves up to their full height
by generating income necessary for future sustainable development.

Thanks to the installation of anti-hail stations in 5 villages, working
with almost 90% efficiency, additional 800 hectares of agricultural
land in Armavir marz will be protected since now. The “Zenith” hail
suppression systems are developed and produced by “Barva” Innovation
Center that uses local intellectual and production resources.

LOS ANGELES-Dr. Frieda Jordan, president of the Armenian Bone Marrow
Donor Registry, will be honored with the St. Nerses the Graceful (St.

Nerses Shnorhali) Medal, which was bestowed on her by His Holiness
Karekin II, Supreme Patriarch and Catholicos of All Armenians.

The medal, accompanied by a Pontifical Encyclical, will be presented
to Dr. Jordan by Archbishop Hovnan Derderian, Primate of the Western
Diocese of the Armenian Apostolic Church, on Sunday, July 8, upon
the conclusion of the Divine Liturgy at St. Leon Armenian Cathedral,
in Burbank, California.

The St. Nerses the Graceful Medal is being conferred on Dr. Jordan
in recognition of her outstanding service to the Armenian nation
since 1999. That year, Dr. Jordan co-founded the Armenian Bone Marrow
Donor Registry (ABMDR), in order to help Armenians worldwide survive
life-threatening blood-related illnesses by recruiting potential
bone marrow donors, matching donors to those who require bone marrow
transplants, and raising public awareness of critical health issues.

Archbishop Derderian, who had recommended to the Catholicosate to
confer the St. Nerses the Graceful Medal on Dr. Jordan, said, “Dr.

Jordan, along with ABMDR’s corps of selfless volunteers, has helped
mobilize Armenian communities throughout the globe to advance
the life-saving mission of the registry. Moreover, thanks to
Dr. Jordan’s persistent efforts, the registry was able to establish
a first-of-its-kind Stem Cell Harvesting Center in Yerevan, and last
year Armenia became the first country in the Caucasus Region to host
an international meeting of the European Federation of Immunogenetics.

Given these accomplishments and the fact that she tirelessly helps
expand the ranks of ABMDR, Dr. Jordan personifies the highest ideals
of humanitarian service.”

After the Western Diocese announced that Dr. Jordan was to receive the
St. Nerses the Graceful Medal, she stated, “This is an extraordinary
honor, and one that I will cherish with the entire ABMDR family of
volunteers and supporters.”

Dr. Jordan continued: “I convey my profound gratitude to His Holiness
Karekin II as well as Archbishop Derderian, whose exceptional
support of the registry is an ongoing source of inspiration for our
entire community. By informing congregations about the ABMDR mission,
highlighting our work during special Days of Prayer, encouraging us to
make presentations before the public, and facilitating our recruitment
efforts at Diocese churches, Archbishop Derderian continues to be a
genuine pillar of our cause.”

The Divine Liturgy on July 8, starting at 10:30 a.m., will be
celebrated by Rev. Father Khajag Shahbazyan, Pastor of St. Leon

The following information was released by the Organization for Security
and Co-operation in Europe (OSCE):

Today the Armenian Human Rights Defender officially opened its
regional office in the Lori province, one of six regional offices in
Armenia. Human Rights Defender Karen Andreasyan, Ambassador Andrey
Sorokin, the Head of the OSCE Office in Yerevan, and Ambassador
Traian Hristea, the Head of the European Delegation to Armenia,
attended the opening ceremony.

“Establishing regional offices makes it easier for people in other
parts of the country to get help and advice if they feel their rights
have been violated,” said Sorokin, adding that this was particularly
important during the election period.

“Along with safeguarding human rights during the election periods,
the six regional offices are expected to become the human rights
“front desks’ for the Ombudsman’s national office,” said Hristea.

Andreasyan welcomed the participants, saying: “I am positive about
the establishment of regional presence. I am glad that with the
financial support of the European Union and the assistance of the
OSCE Office in Yerevan now we have six regional centres of the Human
Rights Defender’s Office in Armenia. At the same time, I sincerely
hope that in the nearest future the regional offices will be also
financially supported by the Armenian Government”.

Representatives of local civil society and media also participated
in the event.

Similar offices have been opened and became operational some two
months ago in five other regional centres – Gavar, Ijevan, Gyumri,
Yeghegnadzor and Kapan. Each of them has two lawyers and one manager.

The establishment of the regional offices is part of a 1.7 million euro
project on strengthening electoral processes in Armenia in line with
international standards, implemented by the OSCE Office in Yerevan
and financed by the European Union.

annuelle du genocide des grecs du Pont soutenant que la ceremonie
n’est pas basee sur ” la realite historique ” et est ” moralement
problematique “.

La declaration du Ministère turc des Affaires Etrangères indique ” les
activites tenues en Grèce encore une fois cette annee sous la bannière
du jour de la Commemoration du pretendu Genocide des Grecs du Pont est
base sur des allegations incompatibles avec les faits historiques et
sur une approche non scientifique et moralement problematique. Nous
condamnons et rejetons ces activites et l’etat d’esprit sous-jacent.

De telles initiatives sapent les efforts d’ameliorer les relations et
la cooperation entre les peuples Turc et Grec “.

YEREVAN, June 7. /ARKA/. Russian military experts think that Armenia
will inflict a military defeat on Azerbaijan if the latter unleashes
military operations, Igor Korotchenko, the editor-in-chief of National
Defense Journal, said in the interview with ARKA news agency.

Even though Azerbaijan outpaces Armenia in resources to purchase
armament and to form a national army, the Armenian army is much more
battle-worthy, according to the assessments of some experts.

“Armenian soldiers, officers are motivated for military operations.

Armenians have always been very good warriors, and Azerbaijani army
could boast of neither combat experience nor quality,” Korotchenko
said.

The expert noted that Azerbaijan is building up its military muscles,
augmenting defense expenses, however, the Armenian army is the second
most battle-worthy army among the post-Soviet countries after Belarus
Armed Forces.

“In general, we think that if Azerbaijan launches military actions,
Armenia will inflict a military defeat on Azerbaijan regardless the
supremacy in technology and army size of the latter,” Korotchenko
highlighted.

Referring to the situation on the Armenian-Azerbaijani border the
expert noted that any provocation on the border may grow into a
large-scale military conflict.

“Obviously, these provocations are initiated by Azerbaijan that is
actively boosting its defense expanses. When you have strong muscles
you want to test your neighbor,” Korotchenko added.

According to him, Armenia displays continence whereas Azerbaijan is
aggressive and often irrational.

“But in general, I really hope that Azerbaijani authorities will be
wise enough to refuse from the escalation of some further military
actions despite of some local border shootouts resulted in deaths,”
the expert said.

Over the last few days the skirmishes on the Armenian-Azerbaijani
border as well as in the contact line between Karabakh and Azerbaijani
forces resulted in deaths of soldiers.

The attempts of the Azerbaijani saboteurs to infiltrate Armenia’s
north-eastern Tavush region bordering Azerbaijan as well as
Nagorno-Karabakh borders caused in 25 deaths of Azeri soldiers. The
Armenian and Karabakh army lost four soldiers, eight were wounded.

STEPANAKERT. – Nagorno-Karabakh MP, presidential candidate Vitaly
Balasanyan commented on the statement made by Armenian Revolutionary
Federation (ARF) Artsakh Central Committee on Thursday. According
to the statement during the presidential elections in NKR ARF is to
support Bako Sahakyan.

“I started to cooperate with ARF in 2005 when I participated in the
parliamentary elections as member of the ARF-Movement-88 and have been
a member of the parliamentary group of the same name. Since 2010 I
have been a member of the ARF parliamentary group. Until now we had
good relations and I always felt the respect of ARF members towards
myself,” Balasanyan’s statement reads.

According to Balasanyan, he had informed ARF about his nomination as
presidential candidate and ARF replied that the party is not going
to support any of the candidates.

He considers ARF’s recent decision on supporting Bako Sahakyan to
be inappropriate.

Ankara is interested in improvement of ties with all its neighbors,
Minister says.

The contacts with Armenia can be established only after it demonstrates
respect towards peace in the Caucasus and withdraws from the occupied
Azerbaijani lands.

According to AzerTaj, speaking at the Grand National Assembly of
Turkey, the Foreign Minister of this country Ahmet Davutoglu said
that the main aim of the trilateral session of the foreign ministers
of Turkey, Azerbaijan and Turkey to be held in Trabzon on 8 June is
establishing peace in the South Caucasus.

According to the minister, Ankara is interested in improvement of
ties with all its neighbors.

“Despite all obstacles, the relations with Armenia can be restored
after it demonstrates respect towards peace in the Caucasus and its
withdrawal fro the occupied Azerbaijani lands”, Davutoglu said.

Answering deputies’ questions, the foreign minister dismissed
statements of tensions between Turkey and neighbor states.

“Thus, within the framework of cooperation, we have close ties with
Azerbaijan, Russia, Ukraine and Bulgaria”, he said.

Over the recent days the tensions on the line of contact of Armenian
and Azeri armed forces have escalated drastically, and although the
chronicle of all past years consists of reports on shootings on the
border, never before has it reached this scale.

More and more often Western experts speak about the real threat of
war. As experts at Stockholm International Peace Research Institute
say “the deals and orders for acquisition of arms and armament by
Armenia and Azerbaijan increase the chances for the resumption of
active hostilities between the two countries over Nagorno Karabakh.”

And, as reported by Eurasianet, at a conference in Washington, D.C.

Tuesday “regional expert Tom de Waal addressed the question of why
international officials can’t make more direct statements ‘naming
and shaming’ whichever side started the violence. The problem, de
Waal said, is that there’s no way for them to know. There are 20,000
soldiers dug into trenches on each side of the line, and six monitors
from the Organization for Security and Cooperation in Europe. Another
stark statistic: since the beginning of 2011, 63 people have been
killed in skirmishes between Armenia and Azerbaijan.

Commenting on the results of US Secretary of State Hillary Clinton’s
recent visit to Baku and Yerevan, Sabina Freiser, director of European
programs at the International Crisis Group, said in her interview to
Turan that the Karabakh conflict might get out of hand.

“There is a real threat that the conflict will get out of control,
and Armenia and Azerbaijan will start firing back as retaliation for
each loss. As soon as it happens, it’ll become very difficult for
the sides to step away from the brink of a precipice or win the war
in a short time,” she stated.

The present escalation of tensions started in April when the Azeri
armed forces opened a 30-minute non-stop fire at the border village
of Dovekh in Tavush province, damaging the kindergarten, school and a
shop. And between June 4 and 6 Azeri forces made several subversive
raids or opened fire at border villages and, as a consequence, both
sides have suffered losses.

Why is the sudden escalation of tension on the border? The thing
is that since January 1 of this year Azerbaijan has assumed its
non-permanent membership in the UN Security Council; the Azeri
authorities have promised to use this status to transfer the Karabakh
issue from the OSCE Minsk Group format to that of the United Nations.

Azeri politicians believe that if the UN, an organization that
recognizes Azerbaijan’s territorial integrity within its soviet-drawn
borders, takes up the Karabakh issue, the negotiation process might
undergo a drastic shift.

The predictions are that peacekeeping forces of UN might be placed
along the entire perimeter of the “internationally-recognized”
Armenian-Azeri border, in which case Nagorno Karabakh would de facto
be part of Azerbaijan.

Hence, Azerbaijan is highly interested in pumping up the situation
on the border, so that it can blame MG of inability to control the
situation and guarantee peace.

Obviously it’d be hard to choose better timing to demonstrate this
point than Clinton’s regional visit. That’s why the recent uneasiness
on the border “coincided” with the visit.

Azerbaijan keeps building its military potential with each passing
year, and some twenty military industrial entities function in the
country.

Recently it became know that Israel had supplied drones, anti-aircraft
and anti-missile defense systems to Azerbaijan, valued at $1.6 billion

As for official Baku’s policy of military built-up of recent years,
SIPRI experts state that “Armenia has a more limited circle of arms
suppliers and is heavily dependent on Russia”; they also emphasize
that Azerbaijan in this respect has an incomparably larger choice.

Nonetheless, Armenia isn’t just sitting back and doing nothing, it’s
developing bilateral military cooperation with Russia as well as
block cooperation within the Collective Security Treaty Organization.

“Over the past three years we have increased the level of our army
equipment as much as we had done during all previous seventeen years
since Armenia’s independence. We have imported to the Republic
of Armenia essentially and qualitatively new armament, equipping
our army with contemporary weaponry,” says Armenian Prime Minister
Tigran Sargsyan.

On the one hand, clearly Azerbaijan cannot be interested in war, as
it would pose a threat to the oil and gas pipelines passing in close
vicinity to the line of contact. They would be under the threat of
destruction in which case Azerbaijan would lose its vitally important
grounds for economic development and investments.

On the other hand, however, Azerbaijan’s political elite cannot keep
forever promising its people to “return the occupied lands whatever it
takes”, especially given that the opposition forming in that country
is stronger than ever in the past several years and that the criticism
against the current authorities takes more radical shape.
