High qualified films will compete for `Golden Apricot’

YEREVAN, JUNE 15, ARMENPRESS: The program of the 9th international
film festival Yerevan `Golden Apricot’ will present its 4 traditional
competitions.The selected 150 films will be presented in the feature,
documentary, `Stone’ (short films) and `Armenian Panorama’ sections.
The chief of Yerevan international film festival program Michael
Stambulcyan told Armenpress about this on June 14. He said, that the
films were selected after long discussions, they have a perfect
quality, the whole amount of the films is 150, from 44 countries. `We
cannot select more, as the halls are not so many. Everybody will find
a film , that he will like a lot’- he said. Michael Stambultcyan
mentioned, that the competition jury has to work very hard,as the
selected films have a great quality, it will be hard to select the
best one. But this does not mean, that the prize sections will be
added. `We deliberately do not add the prize sections, in order the
value not to fall down’- said Stambultcyan. There is not an Armenian
film among the competition film list, because there can not be found
any Armenian film of such a good quality. `If there was such a film,
there is no doubt, we would include it’- said he. The head of
international program of feature films jury will be worldwide famous
film director, Cannes festival prizewinner, and a member of 2011 jury
Viktor Erise. French film critic Charles Teson, German film critic
Fred Kelemen, Polish film critic Hanwus Kazda and sound director
Roland Ghazaryan will also be among the jury stuff. The 9th
international film festival of Yerevan `Golden Apricot’ will be
implemented by the support of Armenian Ministry of Culture.

U.S. Ambassador to Armenia John Heffern told Lragir.am today that he
has nothing new to say after his yesterday’s visit to Civilitas.

`We are following the developments. If a criminal case has been
launched, we expect an investigation matching the international
standards. We hope the entire process relating to Mr Oskanian and
Civilitas will be transparent and fair’, he said.

At the same time, he noted that they are following the development
hoping everything will be done within the rule of law.

John Heffern didn’t answer the question if his talk with Oskanian
clarified whether or not the processes has political grounds.

The number of employees in Armenia’s newest technology sphere is equal
to the number of employees in the mining industry, Prime Minister
Tigran Sargsyan said today at the Digitec technology 2012 business
forum.

`This traditional forum in the newest technology sphere has its unique
place, gathering the specialists of the spheres in one place,’ Tigran
Sargsyan said. The latter noted that Armenia has no other way but
create a knowledge-based economy.

`According to the World Bank report, Armenia has overcome the
financial-economic crisis becoming more stabilized and acquiring
higher resistance. It proves us able to confront world risks,’ Tigran
Sarsgyan said.

Referring to the IT sphere, Tigran Sargsyan said there is lack of IT
specialists in Armenia with the graduates of universities not
satisfying the local market.

`As of now the staff does not satisfy the demand. We lack 20-30 per
cent of the demanded staff,’ the premier said.

The goal of the business forum is to assist the development of
innovative economy on the basis of digital solutions, present all the
IT products and services for economy’s upgrading.

This year the number of participant organizations increased by 48%
against the 2011.

ARMENIAN AGRICULTURE MINISTRY STARTS COMBATING PEST AND FOREST DISEASES

YEREVAN, June 14. /ARKA/. Armenian agriculture ministry has embarked
on struggle against pest and forest diseases.

Gevorg Harutyunyan, acting chief of the agriculture ministry’s
division in charge of plant cultivation, forestry and plant
protection, told journalists on Thursday that the struggle that
targets 9,000 hectares in Syunik, Vayots Dzor, Aragatsotn and Kotayk
provinces will be launched on June 14 and wrapped up on June 26.

He recommended that residents of nearby settlements should refrain
from entering these areas in the next 20 days to avoid poisoning.

Harutyunyan said that the campaign will be run also against locusts
and rodents.

He said that more than 3 tons of zinc phosphide had been distributed
among villagers for combating gophers, mice and rats.

To fight locusts in Ararat and Syunik provinces, the government has
released pesticides to process around 1,000 hectares of land.

According to the latest data, Armenian forests occupy 332,000
hectares, 11.17% less than in 1993. M.V.-0–

Baku. Victoria Dementieva – APA. `I hope the OSCE Minsk Group
co-chairs and the foreign ministers of Azerbaijan and Armenia will
have an effective meeting’, OSCE Chairman-in-Office Eamon Gilmore said
in the press conference in Baku.

He said the OSCE supported the peaceful settlement, but the sides need
to demonstrate political will for the settlement of the Nagorno
Karabakh conflict. He said the main solution principles must be
territorial integrity, self-determination and non-use of force.

On June 18, the foreign ministers of Azerbaijan and Armenia, OSCE
Minsk Group co-chairs will meet in Paris. US Secretary of State
Hillary Clinton said during her visit to Baku that the mediators and
the sides will discuss new approach to the settlement of the Nagorno
Karabakh conflict.

`Turkey Took No Heed of European Court’s Verdict’

Turkey failed to take any concrete steps to execute the verdict passed
by the European Court of Human Rights (ECHR) over the murder of
Turkish-Armenian journalist Hrant Dink, case lawyer Fethiye Ã?etin told
the Committe of Ministers of the Council of Europe in a letter.

Dink family’s lawyer Fethiye Ã?etin penned a letter to the Committe of
Ministers of the Council of Europe, arguing that the Turkish
government had failed to implement any serious, concrete or frank
steps to execute the verdict issued by the ECHR and that it rewarded
the responsible parties by promoting rather than trying them in a
court of law.

The Turkish government updated its action plan dating to June 27, 2011
once again on Oct. 19, 2011 due to the finalization of the European
Court’s verdict on Dec. 14, 2010, she said, adding that both action
plans included contemporary developments under the titles of
independent and general measures and ongoing trials rather than the
verdict’s execution.

“The written [contents] of the government’s action plan clearly
indicate [they] took no concrete or serious steps to execute the
verdict. The government did not attempt anything positive since the
time of the last action plan either,” Fethiye Ã?etin said.

Turkish-Armenian journalist Hrant Dink, the chief editor of the
Armenian weekly Agos, was shot dead on Jan. 19, 2007 in broad daylight
before his office in Istanbul’s Å?iÅ?li district.

“The [action] plan elucidated at length over measures allegedly taken,
ongoing trials and investigations not yet complete, but [it] divulged
no concrete information over the execution of the [European Court’s]
verdict on Dink or a renewal of the trial,” Ã?etin said in her letter.

“The government did not choose to opt for remission to execute the
verdict, failed to bring those responsible before justice and
continued its rhetoric and actions [intended to] pave the way for new
violations by reproducing the [same] structure that spawned the
violations [in the first place,] she said.

The ECHR had convicted Turkey of violating the second article of the
European Convention on Human Rights over the right to life, the 10th
article on the freedom of speech and the 13th article over the right
to an effective remedy in the lawsuit filed by the Dink family.

A court had sentenced Dink’s murderer Ogün Samast to a total of 22
years and 10 months in prison on charges of “premeditated murder” and
“possession of unlicensed weapons.”Instigator Yasin Hayal also
received a life sentence, while Erhan Tuncel was acquitted. All the
defendants, however, were acquitted of charges of membership in an
illegal organization due to lack of evidence, and a number of
officials implicated in the affair also received promotions. (AS)

scholarship opportunity for 2012-2013 academic year. The scholarships
cover the whole tuition fee to encourage both excellent and needy
students.

State university students in the second year and higher are eligible
for the program except for those whose profession was not included
in AEF scholarship program’s list of professions.

The scholarships are open to RA citizens, as well as Artsakh and
Javakhk-based Armenian students, whose GPA totals at least 3. 7,
15 or 74 points.

Recent legislative efforts in Azerbaijan to protect the privacy of
President Ilham Aliyev and his family are coming at the expense of
investors, both foreign and domestic.

The Azerbaijani parliament voted June 12 to restrict public access
to information about the registration, ownership structure and
shareholders of Azerbaijani corporations. In addition, legislators
granted President Aliyev and his wife, First Lady Mehriban Aliyeva,
lifetime immunity from criminal prosecution.

The immunity provision for the Aliyevs was not unexpected: the proposal
had been under consideration for a year. But the corporate secrecy
amendment was added to parliament’s agenda only after the conclusion
of the May 22-26 Eurovision Song Contest.

The pop-music festival, which brought unprecedented international
attention to Azerbaijan, was preceded by a series of articles by RFE/RL
investigative journalist Khadija Ismayilova, who highlighted alleged
conflicts of interest involving mining rights granted to a gold-mining
companyowned by President Aliyev’s two daughters, Leyla and Arzu, and
Eurovision construction workby a company linked to the two Aliyevas
and First Lady Mehriban Aliyeva, the head of Eurovision’s organizing

By law, officials’ relatives may own businesses, but members of
parliament – the First Lady sits in the legislature for the ruling
Yeni Azerbaijan Party – cannot.

In public statements, government officials have asserted that such
investigative coverage violated the presidential family’s right
to privacy. The articles followed earlier pieces that examined the
Aliyeva daughters’ investments intelecommunications, airport operations
and banking.

Under the terms of the secrecy amendment, obtaining information about
such investments now could prove more difficult. The government will
release information about the registrations of for-profit companies
only upon request by a court, law-enforcement agency or Central Bank
monitors investigating suspected money-laundering or the financing
of terrorist groups.

Journalists and the general public would be denied such information if
its distribution “contradicts the national interests of Azerbaijan in
political, economic and monetary policy, the defense of public order,
the health and moral values of the people and harms the commercial
and other interests of individuals.”

In addition, corporate records will be provided only if the petitioner
has the consent of those individuals named in the data.

Information about registered Azerbaijani companies’ ownership and
shareholders previously had been publicly available on the Ministry
of Taxes’ website. The ministry was required to provide registry
details to citizens within a week of receipt of a written request.

All but four of the 103 members of parliament present voted in favor
of the restrictions. Another two MPs did not vote; First Lady Aliyeva
was not present.

President Aliyev is expected to sign the secrecy and immunity
amendments into law this week.

Government officials have not commented on the amendments, but one
senior Yeni Azerbaijani Party MP who backed the new restrictions
claimed the measure does not limit Azerbaijanis’ right to information.

In June 6 comments to the Azeri-language service of Radio Free
Europe/Radio Liberty, Ali Huseynly, chair of the parliament’s Committee
on Legal Policy and State Building, claimed that the amendment
“clarifies the frameworks for the right to receive information.” The
lack of such “frameworks” often leads to “violations,” Huseynly added.

Parliamentarian Fazail Agamaly, a member of the pro-government Ana
Vatan (Motherland) Party, asserted that “[j]ournalists should be
satisfied with the information about a company provided by its owner.”

“Otherwise, the release of some information could create financial
problems for businesses,” Agamaly reasoned.

Civil society and media-rights watchdogs counter that the secrecy
amendment, indeed, is designed to prevent problems – namely, for
Aliyev’s friends and family members.

Lawyer Intigam Aliyev [no relation to the presidential family],
director of the Legal Education Society, a Baku non-governmental
organization that monitors legislation implementation, asserted
the amendment is “a response of corrupt authorities to a number of
articles in local and foreign media about the large business assets
of the ruling family in Azerbaijan and oligarchs.”

Opposition MP Igbal Aghazade, a member of the Umid (Hope) Party, who
voted against the amendment, said the measure only “serves the idea
of keeping information about the commercial interests of a group of
high-ranking government officials a secret.”

Restricting the availability of company data from the public can
harm the country’s ability to fight corruption, noted Media Rights
Institute Director Rashid Hajily. In 2011, Azerbaijan ranked 143rd out
of 183 countries in a corruption index compiled by the international
watchdog group Transparency International.

“Citizens will be deprived of public [oversight] over officials’
links with businesses,” Hajily said. “It creates a strong foundation
for the proliferation of conflicts of interest.”

Meanwhile, activists who tried to highlight Azerbaijan’s spotty
civil-rights record during the Eurovision contest say that they will
fight back against the “business secrets” amendment. “We will campaign
both locally and internationally, will demand in public debates
the annulment of this legislation, will raise the issue at related
international conferences and in interviews with foreign media,”
pledged Rasul Jafarov, head of the Human Rights Club, a Baku-based
non-governmental organization.

The efforts of Russia and France to resolve the Nagorno-Karabakh
conflict within the OSCE Minsk Group have not yielded any results,
that is why Turkey hopes that France will strengthen its role in
the resolution of the conflict, Turkish minister for EU Affairs
Egemen Bagis said in an interview with French La Croix newspaper,
the Turkish Internethavadis website reported on Wednesday.

“Instead of discussing Armenian genocide France should take up the
settlement of the Nagorno-Karabakh conflict and think about the fate
of Azerbaijani refugees who were left without shelter as a result of
Armenian aggression,” Bagis said.

The minister also notes that Turkey does not abandon its history and
once again urged Armenia to establish a commission to investigate
the events of 1915.

“Turkey has repeatedly called on Armenia to open archives and to
begin historical investigation. We agree to France’s participation
in these investigations,” Bagis said. Since 1992 the OSCE Minsk
Group represented by co-chairs from Russia, U.S. and France has been
mediating in resolution of the conflict unleashed by Azerbaijan in
1988. At present the peace process is based on the Madrid Principles
suggested by the OSCE MG in 2007 in Madrid and renovated in 2009.

Today, the government of Armenia adopted projects on Lake Sevan and
restoration of the ecosystem of Lake Sevan which will supply irrigation
water to the lands fed by Sevan-Hrazdan energy-irrigation system.

According to Prime Minister Tigran Sargsyan, an emergency situation has
occurred due to the lack of water which threatens the farming areas
of Ararat valley, so the government is forced to ask the National
Assembly’s permission to take 150 mln cubic meters of water from Lake
Sevan for this purpose.
