Armenian PM vows to promote ties with China

YEREVAN June 14

Armenian Prime Minister Tigran Sargsyan said Wednesday that his
government is committed to further enhancing relations with China.

“Our bilateral fraternal and friendly relations have been developing
dynamically recently,” he said while receiving Tian Changchun, China’s
ambassador to the South Caucasian country.

“Our government will do its best to deepen those relations, because it
is in the interests of the Armenian people,” added the prime minister,
who also spoke highly of China’s various assistance to his country.

Sargsyan was reappointed prime minister early this month after his
party won the parliamentary election in May.

Tian conveyed Chinese Premier Wen Jiabao’s congratulations to
Sargsyan, and expressed his confidence that bilateral cooperation will
further expand in different fields in the future.

Syrian Armenians return

The number of Syrian Armenians willing to return to Armenia has
increased, as stated by Armen Akopyan, Deputy Chief of the Department
for Passports and Visas of Armenian police. 422 Armenians in Syria
requested citizenship in 2010, over 3000 in 2011, Armenia Today
reports.

1554 Armenians requested citizenship in Q1 2012. Artur Saakyan, head
of the section for foreigners of the department, said that 300 Syrian
Armenians received residential permission in the last 2 years.

Father Andranik, head of the Armenian Catholic Community of Syria,
noted that more Armenians are returning. But the situation in the
northern part of Syria has improved. Most Armenians living near the
border of Turkey and Lebanon have left.

Dink family’s lawyer Fethiye Çetin penned a letter to the Committee of
Ministers of the Council of Europe, arguing that the Turkish
government had failed to implement any serious, concrete or frank
steps to execute the verdict issued by the ECHR and that it rewarded
the responsible parties by promoting rather than trying them in a
court of law, bianet.org reports.

The Turkish government updated its action plan dating to June 27, 2011
once again on Oct. 19, 2011 due to the finalization of the European
Court’s verdict on Dec. 14, 2010, she said, adding that both action
plans included contemporary developments under the titles of
independent and general measures and ongoing trials rather than the
verdict’s execution.

“The written contents of the government’s action plan clearly indicate
they took no concrete or serious steps to execute the verdict. The
government did not attempt anything positive since the time of the
last action plan either,” Fethiye Çetin said.

Turkish-Armenian journalist Hrant Dink, the chief editor of the
Armenian weekly Agos, was shot dead on Jan. 19, 2007 in broad daylight
before his office in Istanbul’s ªiºli district.

“The[action plan elucidated at length over measures allegedly taken,
ongoing trials and investigations not yet complete, but it divulged no
concrete information over the execution of the European Court’s
verdict on Dink or a renewal of the trial,” Çetin said in her letter.

“The government did not choose to opt for remission to execute the
verdict, failed to bring those responsible before justice and
continued its rhetoric and actions intended to pave the way for new
violations by reproducing the same structure that spawned the
violations in the first place,” she said.

The ECHR had convicted Turkey of violating the second article of the
European Convention on Human Rights over the right to life, the 10th
article on the freedom of speech and the 13th article over the right
to an effective remedy in the lawsuit filed by the Dink family.

A court had sentenced Dink’s murderer Ogün Samast to a total of 22
years and 10 months in prison on charges of “premeditated murder” and
“possession of unlicensed weapons.”Instigator Yasin Hayal also
received a life sentence, while Erhan Tuncel was acquitted. All the
defendants, however, were acquitted of charges of membership in an
illegal organization due to lack of evidence, and a number of
officials implicated in the affair also received promotions.

Armenia celebrates the Day of National Symbols

The Day of National Symbols will be celebrated in Armenia today. A
march, featuring representatives of 38 student unions and public
organizations, about 4,500 young peoples from Armenia and Artsakh,
will take place in Yerevan.

The march will be accompanied by performances of brass bands of RA
Armed Forces, the Police and the ministry of Emergency Situations.

The event will be completed by a demonstrative flight of the Air
Forces of the Republic of Armenia.

The Day of National Symbols of Armenia is celebrated on June 15, as it
was on this day in 2006 that the laws on RA Flag and RA Coat of Arms
were adopted.

The national symbols of the Republic of Armenia re the Tricolor Flag,
the Coat fo Arms and the National Anthem.

YEREVAN, JUNE 15, ARMENPRESS: Azerbaijani hackers broke the websites
of `Blognews’ and `United Armenians’ weekly June 15. As Armenpress
reports, they have left a note in the homepage of the latter,
according to which the website of the Armenian Ministry of Foreign
Affairs will be the next they will break.

`Azerbaijan Black Hats’ has written that the attacks are governmental
and will be continued on Armenian news websites.

`We promised and we are fulfilling our task. During these days we have
broken 8 Armenian well known sites and this is just the beginning. You
cannot stop us, and in future we are going to make more powerful
attacks at Armenian websites. This is not a joke, a game, but a war.
Our next target will be the official website of the Armenian Ministry
of Foreign Affairs – mfa.am. Wait for us!’ the message reads.

Armenpress’ website too was hacked by the Azerbaijani group June 13.

YEREVAN. – Azerbaijani FM testified once again that it is common to
voice contradictory statements, neglect principles accepted by the
OSCE Minsk Group and hold a fascist policy on highest level towards
own people simply to keep authority, Armenian Parliament Deputy
Speaker, ruling Republican Party of Armenia (RPA) member Eduard
Sharmazanov told Armenian News-NEWS.am. His comments came after
Azerbaijani FM Elmar Mammadyarov commented on adopting mechanisms to
investigate line of the contact incidents.

Contradiction is very characteristic to that country’s authorities and
far from diplomatic ethics, stressed Sharmazanov. At first,
Mammadyarov agreed to adopt the mechanisms, but later contradicted to
himself by claiming that it will work only after removing Armenian
troops from `occupied territories’ of Azerbaijan. As a matter of fact
the second part of Mammadyarov’s claim is too dangerous, as it
neglects the statement made by the OSCE Minsk Group Co-Chairs.
Azerbaijan applies fascism not only against Armenians but also against
own servicemen died on the border with Armenia during the recent
ceasefire violation cases by Azerbaijan.

To note, Baku media outlets claimed that Azerbaijnai side is allegedly
ready to adopt the mechanisms but only after Armenian troops will be
withdrawn. Otherwise it will mean to strengthen the status-quo, which
is not acceptable for Baku.

The criminal case regarding “Civilitas” Foundation hits the image of
Armenia and its law-enforcement agencies, director of the foundation,
Salbi Kazaryan, told journalists today.

To note, today she was called to the National Security Service to be
questioned like a witness on a lawsuit filed against the foundation by
the third point of the 19Ã?Â?th clause of the Criminal Code of Armenia
(money laundering).

Kazaryan said that just the same way as the founder of the foundation,
ex-foreign minister of Armenia, Vardan Oskanyan, she also refused to
give evidence, as the statement of the National Security Service was
formed in such an absurd way, that it is simply senseless to discuss
it. She stood in the NSC for an hour, during which some documents
connected with activity of the foundation were checked, she said and
added that it is clear that this checking process which is absolutely
senseless hinders natural work of the foundation.

To recall, yesterday ambassadors of several countries to Armenia
visited the foundation and were presented the details of the process
around it, as well the financial sources and expenses of the
foundation as well as its main directions.

Kazaryan told journalists that she hopes that the visit of the
ambassadors will positively affect the course of the case. “The
authorities as well as the law-enforcement agencies should understand
that such a wrong approach and such an absurd blaming of the
foundation hits the image of the country. The “Civilitas” has been
functioning rather transparently and had no violations. Any accusation
and suspicion is groundless. We are confident that finally this case
will find its fair settlement, as the foundation has been working as
transparent as possible”, – director of the foundation said.

The criminal case against the Civilitas Foundation concerns the $2mln
transaction for the sale of Huntsman Building Products, an
Armenia-based company owned by US-based Polymer Materials and Huntsman
International, says the National Security Service of Armenia.

“As a result of some inaccuracies in the contract, the transaction was
not submitted to the tax authorities and therefore left untaxed. Of
the charity funds left in Armenia according to the wish of the
American side, as much as $1,135,000 was not spent for charity but was
transferred to accounts opened by the founder and president of the
Civilitas Foundation Vartan Oskanian and the Foundation’s trustee
Tigran Karapetyan, with part of the money used for personal needs. In
its turn, contrary to its own charter, the Civilitas Foundation failed
to report on the taxation of the $2mln provided to Polymer Materials
and Huntsman International for charity,” says the NSS, adding that the
case stipulates tax inspections, trade analyses, interrogations.

In response to the NSS’s report, Vartan Oskanian has repeated that the
case is clearly politically motivated. “I want to say the following:
money laundering, Oskanian, Huntsman are words that cannot be placed
together in one sentence. In order for there to be money laundering,
there must first be dirty money. In this case, the source of the funds
are known, the buyer is known, the transfer of the funds to me and to
Civilitas according to the donor’s wishes have been transparent and
electronic. The attorneys have said that no tax obligation was created
as a result of the transaction. And the donor’s funds “shall be
considered as a donation and the Recipient has the right to use in its
discretion and for the implementation of its statutory objectives.
Only those with political motivations will attempt to reduce a good
man’s good work to political currency,” says Oskanian.

Gagik Margaryan, head of customer care department of Yerevan Jur
Company (Yerevan Water Company) and Karapet Ohanyan, managing director
of Yerevan Jur for the eastern districts stated at a press conference
on Friday that recent drops in water supply are connected with the
start of the intensive irrigation season.

Margaryan was responding to some press reports in which two amusement
attractions — Jrashkharh (Water World) and Dolphinaruim – were blamed
for a reduction in water in some residential areas.

Although water delivery as mostly improved in recent years, summer
typically brings a slow down, due to the demand for crop irrigation.

Ohanyan explained that there are some hours during the day when `the
water supply network is being overloaded’.

He says that that water supply is decreased before reaching Yerevan,
because during this period of the year residents of the villages near
Yerevan also use the water of the same springs which supply water to
Yerevan Jur. Ohanyan says that Water World buys water from Yerevan Jur
for consumer needs only, which is of the same amount as a small
multi-apartment residential apartment would normally use. In other
cases, according to Ohanyan, Water World uses the water taken out of
its own wells. And as for the dolphinarium, Ohanyan says that only
twice a year it takes substantial amount of water from Yerevan Jur.

If in Yerevan people complain about the decrease in drinking water,
then for the residents of villages the lack of irrigation water is an
issue. This is the reason why they do not cultivate almost 30 percent
of their agricultural lands. On June 14, the Government of Armenia
aiming to solve this problem approved a package of proposals that
would approving releasing up to 320 million cubic meters of water from
Lake Sevan. Previously the volume of water permitted by the law to be
used from the lake was 170 million cubic meters.

However, environmentalists do not welcome the initiative of nearly
doubling the strain on Lake Sevan, because according to Ecolur NGO `it
contains high risks for the ecosystem of Lake Sevan, connected with
the violation of the regime of constant rise of the lake’s level and
its sharp fluctuation.’

1,400 girls not born in Armenia annually because of sex-selective
abortions – report

YEREVAN.- The report issued by the United Nations Population Fund
(UNFPA) says 1,400 girls are not born in Armenia every year because of
sex-selective abortions.

The report was prepared by UNFPA with the assistance of Armenia’s
Health Ministry and the Institute of Reproductive Health,
Perinatology, Obstetrics and Gynecology.

According to official statistics, since 1993 the ratio newborns makes
110-120 boys per 100 girls which is significantly higher as compared
to the average that is seen as a biological norm (102-106).

Sociologist Artak Saghatelyan the reason for such figures is sex
selective abortion. The study was conducted in 2011 in 2830
households, among ever-pregnant women aged 15 -49.

According to Saghatelyan, the study suggests that within the last 5
years 0.8% of 2,925 women of reproductive age (15-49 year-olds) in
2,830 households covered by the survey had a sex-selective abortion.

Abortion is most often carried out during the third and fourth
pregnancies often by women living in urban areas as well as women with
higher education and high income (100,000 AMD and more).

However, 44% of respondents stated they do not care about the sex of
the child during the first pregnancy.

Azerbaijan and Nakhichevan Susanna Melikyan said.

According to her even the visits of the US State Secretary do not halt
Azerbaijan. `It is painful and wrong the super states try to balance
the victim and the aggressor,’ said Susanna Melikyan stressing that
the events that take place on the border are within the interests of
the super states.

S. Melikyan expressed her and the congress’ complaints about the
treatment and disposition of the international institutions, `I think
that the international community presses the Armenian side with its
statements and doesn’t give right solution.’
