The authorities of Armenia have been covering criminality and
developing total lawlessness in the country, chairman of Armenian
Pan-National Movement, secretary of the parliamentary faction
of Armenian National Congress, Aram Manukyan, said at today’s
press-conference when commenting on the incident in Harsnaqar
restaurant.

“When servicemen are killed by the enemy, the society raises noise and
expresses its protest. But in case of Vahe Avetyan, intelligentsia
are silent as they understand who they are dealing with, and if the
incident happened in another restaurant, its owner would be eliminated
long ago. In this case local enemy is more dangerous. The society
should fight total absence of authority”, – he said.

He also added that the atmosphere of lawlessness and impunity is the
main reason of outflow of population, as the developing criminality
frightens parents and makes them think about the future of the growing
up generation.

YEREVAN. – Armenian capital city Yerevan’s public transport stops will
be installed with European standard electronic schedules, which will
enable the commuters to get information on the arrival of and the
intervals between their expected public transport vehicles. Yerevan
Mayor Taron Margaryan stated during the Municipality’s working
consultation on Monday.

Also, he instructed that, in parallel with the implementation of
the new route network, the respective plan for these schedules be
presented.

And the Transport Committee Chairman reported that the new tenders
were conducted for Yerevan’s public bus and minibus commuting routes.

In addition, it was reported that the improvements being carried
out at the frontal parts of the capital’s buildings will end ahead
of schedule.

First president of Armenia Levon Ter-Petrosyan sharply criticized the
current authorities starting a recent speech with the Karabakh issue
with implications that the conflict settlement is in a deadlock and
that the situation might change if leaders of Armenia and Azerbaijan
continue rejecting mutual concessions.

With reference to the OSCE Minsk Group co-chairs’ recent statement at
Los Cabos, Ter-Petrosyan said: “The point presidents Obama, Putin and
Hollande made is as follows: ‘Mr. Serzh Sargsyan and Mr. Ilham Aliyev,
we’ve had enough of you trying our patience and mocking at us. Either
come to your senses or we’ll talk differently to you.'”

The first presidents’ speech was immediately followed by former
foreign minister, Prosperous Armenia MP Vartan Oskanian’s comment on
his Facebook page.

“It’s obvious today that the Karabakh issue settlement has reached a
deadlock. I don’t recall any such period when the deadlock was this
deep,” wrote Oskanian.

He named two reasons for the deadlock one of which is obstinacy
of the Armenian authorities, which is approximately the same thing
Ter-Petrosyan said in his speech.

“Azerbaijan’s ten amendments unacceptable for the Armenian side
were introduced in Kazan,” said Oskanian adding that during her
recent regional visit US Secretary of State Hillary Clinton must
have suggested that Azerbaiajn withdraw the greater part (8-9) of
the amendments and that Armenia accept one or two of them.

“I am deeply convinced that Clinton left Armenia empty-handed, as the
Armenian side was unable to add anything new to what was accepted in
Kazan,” Oskanian wrote.

Oskanian’s words “As the first president of Armenia mentioned in his
speech, the three co-chairs’ statement in Los Cabos was stricter than
the previous ones.” has received he biggest resonance.

What stands out about this part of Osklanian’s comment is that never
since 1998 had he made any reference to the first president.

Moreover, when in 1998 he became foreign minister he sharply criticized
Ter-Petrosyan’s position on Karabakh.

In February of 2008, prior to the presidential elections, Oskanian
stated that in 1997 Ter-Petrosyan agreed to the ‘phased’ option
suggesting transfer of the “safety belt” under the control of Nagorno
Karabakh’s Defense Army to Azerbaijan.

He stated back then that Ter-Petrosyan was leading a dirty game
turning national issues into subjects of campaign rhetoric:
“My conviction grows with each day that Ter-Petrosyan will stop
at nothing for fulfilling his political ambition of becoming the
president of Armenia.”

However, on his Facebook page Oskanian has now cited the first
president.

Head of the presidential apparatus, Vigen Sargsyan, responded to this
on June 30 on his FB page:

“Mr. Oskanian, I’d like to remind you that you used to view
Ter-Petrosyan’s position on Karabakh as defeatist and leading to a
deadlock,” he wrote.

Vigen Sargsyan believes that “the pivot of Oskanian’s comment is not
Nagorno Karabakh, but rather, “as the first president said in his
latest speech”, a turn of formulations. The goal is one – letting
Levon Ter-Petrosyan know that he is ready to cooperate with him.”

It’s hard to say whether it’s true or not.

There are speculations that during the forthcoming presidential
elections Oskanian might become the one and only single candidate of
Armenian National Congress and Prosperous Armenian Party.

Although Karabakh is a foreign political issue, it has never ceased
to be a highly important domestic political issue in Armenia.

Suffice it to say that it was due to the wave of national movement
for Nagorno Karabakh that Ter-Petrosyan came to power, so did the
second and the third presidents.

Hence, today, too, the Karabakh issue is one of the most decisive
factors in the domestic political battles.

French MP Valerie Boyer is reportedly drafting another bill
criminalizing denial of the so called Armenian genocide. According to
Turkish Cihan news agency, she promised that the new bill will be in
line with all constitutional demands.

On January 23, the French Senate passed the bill making it a crime to
deny the so called Armenian genocide. The bill envisaged imposing a
45,000 euro fine and a year in prison for anyone in France who denies
this event.

Later, the French Constitutional Council ruled that the bill as
anti-constitutional. In a statement the Council said the document
represented an `unconstitutional breach of the practice of freedom of
expression and communication.’

It is with utmost sadness that Policy Forum Armenia has learned of the
death of Major Vahe Avetyan, head of the ENT Department of the Yerevan
Garrison Hospital, on June 28, 2012. He was severely beaten along with
two other doctors on June 17 (on the premises of `Harsnaqar’
restaurant owned by governing Republican Party MP, Ruben Hayrapetyan)
by a large group of restaurant employees and Hayrapetyan’s personal
bodyguards.

Policy Forum Armenia strongly condemns Major Avetyan’s brutal murder
and extends its deepest condolences to the Avetyan family. We reject
the reprehensible atmosphere of impunity that has created a breeding
ground for incidents like this and leaves irreparable personal wounds,
shatters social cohesion, and undermines national security.

We call upon all friends of Armenia – individuals as well as political
and civic organizations with stake in Armenia’s development, in and
outside of Armenia – to help bring about the long-overdue change in the
country that would help prevent events like these from taking place
again.

With the holiday season drawing near, officials from different circles
are thinking about their plans for summer rest.

Citing its sources, the paper says that the members of the ruling
Republican Party of Armenia (RPA) prefer the European countries as the
best place for holiday.

The RPA top circles have grown to realize that it isn’t worth to
travel to Turkey as that might be a black PR for the party, says the
paper. Although the Republican has also recommended its coalition
partner, the Rule of Law, against spending the summer in Turkey, the
party’s leader, Arthur Baghdasaryan, appears to be powerless to do
anything, the paper comments further. The Rule of Law members have
reportedly complained that their leader can interfere with their plans
for summer holiday.

Yesterday the military doctor Vahe Avetyan died. Vahe Avetyan was in
coma. The doctor, 33 had severe brain injuries.

He was brutally beaten in Harsnakar Restaurant owned by Ruben
Hairapetyan by the bodyguards of the member of parliament on June 17.

After the incident the case was sent to the investigative department
of the Ministry of Defense, then the prosecutor general transferred
the case to the police. The army leadership announced that it was
a matter of honor but honor lasted for only a few hours which were
used by the system to reach an agreement and proceed with the case
along the agreed path.

In fact, the criminal oligarchic system again demonstrated that its
will dominates everything, including the honor of the army and the
life of the officer. The representatives of the system announced that
Ruben Hairapetyan should not be linked with his bodyguards or security
guards of his restaurant and he did not order them to beat the doctors.

Welcome to Armenia where nobody has to do with anything when specific
responsibility is concerned. Galust Sahakyan even states that we all
are guilty.

The incident shocked the society. The discussion in press and social
networks forced the system to keep at least the cover of the case.

A wave of protest was expected from the army, Vahe’s colleagues.

Meanwhile, it became known a few days ago that the doctors celebrated
the doctor’s day in the same restaurant. It is not important if it
is true or false. The system once again humiliated the society with
this information.

The criminal oligarchic system in Armenia has usurped all the spheres
of life, dominates all the leverages and keeps people in slavery. Each
and every representative of the system is directly or indirectly
related to a murder case. It is a cannibal system, even though its
analysts and minstrels try to present a different picture. Once they
even stated that the oligarchs are not to blame, the government forced
them to act so. As if the government is not part of this system.

Here are those guilty mentioned by Galust. Meanwhile, the society
and people must ask themselves how come some hundreds of people
dominate the country, sending others into misery and humiliation,
forcing them to emigrate, commit a suicide or reconcile with the
reality. This already the society’s fault.

Chypre, qui va prendre la presidence semestrielle de l’Union europeenne
le 1er juillet, est pret a organiser avec ses partenaires europeens
une operation d’evacuation de ressortissants etrangers de Syrie,
indique la ministre des Affaires etrangères chypriote. “Nous sommes
seulement a 100 kilomètres des côtes libanaises et syriennes.

Quoi qu’il se passe la-bas, cela nous affectera”, souligne Erato
Kozakou-Marcoullis dans un entretien accorde a l’AFP.

“Nous sommes extremement preoccupes par la situation, surtout en Syrie,
et c’est pourquoi nous avons pris dès le debut la position que nous
devions eviter a tout prix une intervention militaire. A notre avis,
une operation militaire en Syrie creera une situation explosive dans
toute la region, qui ne se limitera pas a la Syrie”, ajoute-t-elle.

Rappelant le rôle de Chypre dans l’evacuation de 65.000 ressortissants
etrangers du Liban en 2006 lors de la guerre entre ce pays et Israël,
elle precise avoir rappele a ses homologues europeens la situation
geographique de l’île face a une telle eventualite. “Nous passons
notre temps a leur rappeler. Lors de chaque Conseil des ministres
des Affaires etrangères, je rappelle non seulement notre proximite
geographique mais aussi les dangers et les menaces”, lance Mme
Kozakou-Marcoullis.

“Si ces refugies potentiels et demandeurs d’asile n’arrivent pas par
la mer, ils arriveront par le biais des zones occupees et c’est notre
plus grand problème actuellement”, declare la ministre. La Turquie
occupe depuis 1974 le tiers nord-est de Chypre qui est separe de
la Republique de Chypre par une “ligne verte” dont la surveillance
est confiee aux Nations Unies. La partie nord-est de Chypre s’est
auto-proclamee Republique turque de Chypre-Nord (RTCN) mais n’est
reconnue que par Ankara.

Dialogue avec la Turquie

“Imaginez qu’il y ait un bouleversement gigantesque au Moyen-Orient,
la plupart des refugies arriveront par cette voie”, redoute Mme
Kozakou-Marcoullis.

Evoquant le recent “afflux de refugies en Italie et a Malte” a la
suite des “soulèvements en Afrique du nord”, elle estime que dans ce
contexte un des dossiers prioritaires dont elle heritera a la tete
de l’UE est la politique commune en matière d’asile.

Selon elle, “le fardeau doit etre partage entre les pays du sud de
l’Union europeenne et les pays du nord”, les premiers supportant
l’essentiel du coût de l’accueil des refugies chasses de leur pays
par le Printemps arabe.

“Nous avons recemment pris la decision de ne pas renvoyer en Syrie
les demandeurs d’asile et les immigrants illegaux qui sont ici,
tant que la situation ne s’eclaircira pas. Mais il y a une limite a
ce que nous pouvons faire, nous sommes un petit pays”, ajoute-t-elle.

“Nous nous preparons maintenant avec nos partenaires de l’UE pour
une possible evacuation (de Syrie). Nous avons un centre de gestion
de crise que nous avons renforce”.

Concernant le règlement de la question de la partition de Chypre, Erato
Kozakou-Marcoullis indique ne pas s’attendre a ce qu’il soit favorise
par le fait que Chypre exercera pour six mois la presidence de l’UE.

Ankara a decide de geler les contacts avec la presidence de l’UE tant
qu’elle sera exercee par la Republique de Chypre.

“Cela n’a jamais ete a l’agenda et cela ne nous appartient pas en
tant que presidence de l’inscrire a l’agenda”, assure la chef de la
diplomatie chypriote, tout en precisant que le thème des relations avec
la Turquie est regulièrement evoque lors des reunions des ministres
des Affaires etrangères et des chefs de gouvernement de l’UE.

“Nous avons toujours souhaite un dialogue avec la Turquie. Le problème
est que la Turquie a construit une barrière, une barrière en beton,
et non seulement ils ne nous reconnaissent pas mais ils ne veulent
meme pas nous parler. Il y a donc une impasse totale en ce qui concerne
un dialogue avec la Turquie”, constate Mme Kozakou-Marcoullis.
