Yerevan Prospects Festival will become a guest of European festivals.

Director of the Yerevan Prospects Festival Stepan Rostomyan told
ArmInfo’s correspondent that the negotiations are being held with the
international festivals of Berlin, London and Edinburgh. It is
noteworthy that the honorary chairman of the International Edinburgh
Festival is Valery Gergiev. To recall, last autumn the Mariinsky
Theatre conducted by Gergiev gave a concert on the margins of the
Yerevan Prospects Festival.

Rostomyan said that the participation of the Yerevan Prospects in the
European festivals is a good chance to present the works of Armenian
composers and musicians on the best stages of Europe. He does not rule
out that the “the festival in festival” may develop into the Days of
Armenian Culture.

YEREVAN.- Political council of the opposition Armenian National
Congress (ANC) bloc held a meeting on Wednesday to discuss principles
of cooperation with other political forces.

The members also discussed ANC’s participation in the upcoming
elections to local self-government bodies.

The Armenian National Congress (ANC) is an opposition bloc founded in
2008 after presidential elections. During the August 1, 2008, rally in
Yerevan the first President of Armenia and ANC leader Levon
Ter-Petrosyan announced formation of the bloc. ANC comprises 18
parties and political forces.

As a result of the May 6 parliamentary elections ANC has seven seats
in Armenia’s National Assembly.

Q: What is the cause for conflicts in the South Caucasus?

A: The Caucasus region has an ancient history. As a rule, problems
emerged in some parts of the region subsequently cover it completely.
The cause for these conflicts is that the people of Azerbaijan,
Georgia and Armenia do not consider their region as a whole. That is,
the populations of these countries do not view the Caucasus as a
single region.

These countries are still searching for an outside force to solve
their internal problems. If in the Soviet period, the Caucasian
republics looked to Moscow as a force capable of solving their
problems, now they look also to Washington and Brussels. The Caucasian
countries still link their future, the future of their ties and
relations to countries outside the region.

One of the major problems of the Caucasus in early years of
acquisition of the countries’ national independence was the lack of
complete clarity in matters relating to their administrative
boundaries. Naturally, this situation led to conflicts. Thus, the
“Cold War” carried out by the Great Powers was replace with local wars
for countries of the Caucasus.

We can definitely say that countries in the region since the early
days of their independence, intentionally or due to ignorance, made
a very big mistake when they refused to support each other and began
to look for allies outside the region. This was also due to the fact
that the countries of the South Caucasus after the collapse of the
Soviet Union entered the transitional stage of development. In other
words, countries went through a transition from one party to a
multiparty political system.

Q: Is there a way out of this situation?

A: The South Caucasus region needs a concept of development. This
concept should include a suspension of all existing conflicts in the
region, in particular, the Karabakh conflict. This, in turn, leads to
the Russian intervention in the affairs of the region, which is not a
positive fact.

I think that the Karabakh problem is not just a conflict between
Azerbaijan and Armenia. It involves another 2-3 states. Each party of
the conflict only uses the facts of its historical past, which
correspond to their interests. Armenia is a very weak country,
compared to Georgia and Azerbaijan. Azerbaijan’s development will be
ongoing. Georgia, in turn, will also develop even in the absence of
Abkhazia and South Ossetia.

During the presidency of Levon Ter-Petrosyan, the periods were
reviewed in which Armenia could develop and become a normal country.
However, obstacle to this was the presence of conflict with Azerbaijan
and Turkey. The reality is that development can only be achieved in
the presence of good relations with neighboring states. In this
regard, the conclusion of peace is of great importance for Armenia.
However, some forces in Armenia forced Levon Ter-Petrosyan to resign
in 1997.

Q: How do you see ways to resolve the Karabakh conflict?

A: The parties of Karabakh conflict should be aware that they have
limited time to resolve the problem. But, anyway, today time works for
Azerbaijan. However, another argument might be that time also works
for Armenia. Calculations are not always accurate. The Azerbaijani
side can say we have oil, a strong army, etc. However, Azerbaijan is
not sure how processes will go further, how a new war can turn.
Experts conducting calculations give the advantage to Azerbaijan. But
a new generation of Armenians are forming up in Karabakh. In Karabakh
people who are 30 do not remember themselves in the part of
Azerbaijan.

Azerbaijan and Armenia should develop a formula that would ensure the
development of the region. Indeed, the presence of conflict reduces
the level of democracy, which impedes development. These countries
should find a formula for peace. The condition for such peace is that
each party agreed to a compromise. After all, the ceasefire between
Azerbaijan and Armenia is temporary. I don’t trust the mediators, I
prefer direct negotiations.

am glad that the negotiations on Associative Agreement and creating
Free and Comprehensive Trade Area are moving forward’ said Rompuy.

At the moment, hundreds of citizens are protesting in front of the
National Assembly. They are holding up posters ‘The society won’t stop
pressure’, ‘You will not digest the blood’, ‘Fair investigation’, etc.

They demand to name Ruben Hairapetyan as a suspect; to involve all the
persons related to the June 17 crime, to dismiss Ruben Hairapetyan
from the position of president of the Football Federation of Armenia.

The protesters say they won’t keep silent only because Ruben
Hairapetyan resigned since there is the precedent of Gagik Beglaryan
who resigned from the post of mayor but was later appointed as
minister of transport and communication.

Yesterday Ruben Hairapetyan resigned from parliament due to the
incident of June 17 in Harsnakar restaurant where his bodyguards beat
up military doctors, killing one of them.

As always, the legal, political and moral aspects have been intermixed
in the case of Vahe Avetyan’s murder. If any worker of Aravot I own,
God forbid, kills someone, it doesn’t mean that I am a murderer and
that anyone has the right to call me so. However, naturally, I am
morally responsible, because I should know whom and why I employ.

Ruben Hayrapetyan certainly is under that heavy moral burden and I
can’t imagine yet how he is going to pull through this situation.

About the political aspect: it is clear that political forces will
squeeze everything, to the last drop, out of this tragedy for reasons
of propaganda. It is also clear that for the politically active youth,
shouting “Nemets, the murderer” is a way of maturing and showing
courage. However, when representatives of the government call for
not politicizing that terrible crime, it is also hypocrisy. I cannot
help but politicize for two reasons: 1. Murder is a result of the
system created and maintained since the 1990s (so-called period of
the Yerkrapah) – the government has bred its favorites, first of all,
oligarchs, who don’t give a damn about the law and the latter have
bred zombies who are called bodyguards; 2. The president’s bodyguard
who committed a similar crime at Aragast Cafe received a three-year
suspended sentence, since Cuckoo has “got away” with that, they can
do the same thing with this murderer too.

And eventually about terrorism: first of all, it seems to me, if
a person has decided to blow up a building, he blows it up and not
enters the premises and states that he wants to blow it up, engaging
in some incomprehensive negotiations. Let’s put this aside, however.

Say the threat of terrorism is real. What is to be welcomed and to
be happy about here? If the restaurant was really blown up and let’s
say a maid of Harsnakar was killed, what is she guilty of, why should
she compensate? Would that crime differ from Vahe Avetyan’s murder
in any way?

We seem to struggle against violence in general and in order that
laws are in force in Armenia. I cannot understand appeals for arson,
blowing up and quartering against that background. One shouldn’t do
anything with criminals but what is provided for by the law and what
will be voiced in the court as a verdict. The very problem is that such
verdicts have not been brought in so far. What was voiced wasn’t in
any way proportionate to the crimes committed. The Norwegian society
doesn’t protest against the fact that Breivik will not be executed.

YEREVAN (A.W.)-Ruben Hayrapetyan resigned from Parliament on July 3,
following a meeting with President Serge Sarkisian. Hayrapetyan is the
owner of Harsnakar restaurant in Avan, Armenia, where three military
doctors were beaten on June 17. One of the doctors, Major Vahe Avetyan,
died on June 29 from severe head trauma. A public outcry, and petitions
demanding his resignation ensued.

“I can’t forgive myself and I don’t know how to ask for forgiveness,”
Hayrapetyan said in his resignation letter. “I would have given
anything to be there on that ominous night, to grab the fists that
hit those young men, and to stop this tragedy that stole a life,
destroyed families, and left children orphaned. But I cannot. Vahe
is no longer with us; and I have to live with that; and I have to
look in the eyes of his family members. I don’t know how,” he added.

Hayrapetyan noted that although those responsible will be held
accountable by law, the issue is more complicated than that. “Now a lot
of people are blaming me, even for things that I’m not responsible for
or that are made up. They are probably right. But I’m first to blame
myself. I hereby announce that I feel morally obliged to relinquish
my parliamentary mandate. I ask for forgiveness from my voters,
because I will not be able to realize their expectations, but I am
certain that I am obliged to take this step,” said Hayrapetyan.

“I hope one day Vahe’s family will forgive me; I will do everything
to that end regardless.”

Harsnakar is a grand-scale restaurant and function hall owned by
Hayrapetyan, also known as “Nemets Rubo,” a known oligarch. It is where
the wealthy hold extravagant wedding parties. Hayrapetyan owns numerous
business ventures, among them the Bjni mineral water company (which
bottles Bjni and Noy), a hotel also called Harsnakar on Lake Sevan,
and a bank. He is also the president of Armenia’s Football Federation.

Although Hayrapedyan maintains he had no connection with the beating,
his personal bodyguard, Garik Markaryan, allegedly inflicted the
fatal injuries on Avetyan.

Exactly what happened on June 17 between the quarrelers remains
unclear. Words were exchanged at two separate times between the
servicemen and staff over an apparent dress code violation, the second
conflict occurring after Avetyan returned to the premises, having gone
home to change out of his athletic clothing. Just why Markaryan felt
obligated to severely beat Avetyan has yet to be revealed. Accounts
from eyewitnesses have yet to come to light, probably due to fear of
retaliation against them.

elected governor of Vayots Dzor Edgar Kazaryan, as well as local
administration members, representatives of local NGOs and Oxfam
programs beneficiaries.

Oxfam is an independent international charity organization, that
was established in Great Britain (Oxford) in 1942. The organization
operates in over 70 countries of the world. In Armenia the program
was approved in March of 1993; it supports Armenian government in
implementing priorities of the national development.

Pastinfo Agency studied the situation in the real estate market
in Yerevan.

Head of Gug real estate agency Iskuhi Melikyan says nothing has
changed this year in the market. “We’re not doing well this year,
prices did not drop,” she says.

Prices remain at the same level but the number of transactions fell,
says Nran real estate agency. According to its manager, dropping number
of transactions is due to dollar rate fluctuations. According to him,
the residents of the center of Yerevan sell their apartments to buy
apartments on the suburbs.

The head of the National Union of Employers of Armenia Gagik Makaryan
says the real estate market is in a marsh and transactions are frozen.

He says they hoped for investments from Iran and Syria but they
preferred investing in Europe.

The RoA State Cadastre confirmed lack of positive change in the real
estate market this year.

The number of transactions in 2012 April decreased by 16.9% against
the same month last year. The number of sold apartments in April 2012
decreased by 17.6% against the same months last year.
