Conference named “Promoting freedom, peace and prosperity in the
Caucasus”, attended by the representatives of liberal parties from
Armenia, Georgia and Azerbaijan, took place in Georgia’s capital city
Tbilisi from July 13 to July 15.

“The meetings were held in “Chairperson +2″ format,” member of
the Republican Party of Georgia Ivlian Khaindrava told Armenian
News-NEWS.am.

The conference had several sessions, and during the last session the
members of liberal parties discussed the possible ways of cooperation,
and joint participations in certain activities in future. In response
to the request on how effective similar meetings might be especially
when considering that “South Caucasus” liberalism and liberalism in
general in developing countries is very different from the one in
developed states, Ivlian Khaindrava answered that being a liberal in
South Caucasus was quite difficult, and was not always supported by
the wider society. However, liberalism is the path to a better world,
and is a goal that should be reached by all means.

Yerevan, July17, ARMENPRESS: “Armavia” airlines participated in the
air-exhibition held on July 9-15, Great Britain, Farnborough and
met with the leadership of the companies “Airbus” and “Boeing”. As
“Armenpress” was informed by the company’s press service, after the
negotiations the “Armavia” decided to obtain an Airbus 320 and two
Boeing 737-700 and 737-800 types of aircraft.

“Thus “Armavia” continues to replenish its airpark with economically
more efficient and profitable planes”, the message reads.

“Armavia” has recently refused to purchase the second plane of the
Russian “Sukhoy Superjet” model.

Yerevan, July 17, ARMENPRESS: The “Zvartnots” Customs-House has set
a task to render a high-class service consonant with international
standards.

As “Armenpress” was informed by the Armenian SRC Information and Public
Relations Department, the measures on service quality improvement
and technical re-equipment take a permanent turn.

“Passengers service process has quickened with 50% due to the
technical re-equipment, and the additional films contribute to the
customs officers to follow the process with six points at the same
time through a special technique unnoticeable to the passenger”,
noted the head of the Customs Safaryan adding that the technique used
in the customs-house is regularly changed with modern technologies.

“There is also a bank branch in the customs-house, which makes it
possible to fulfill the registrations in case of excess baggage
without leaving the customs-house”, Safaryan mentioned.

Innovations in the passenger service hall are also expected. The
customs officer should show his exceptionally friendly and courteous
attitude towards the passenger.

“This problem is under my direct and consistent control, as each and
every visitor or tourist gets his first impression here”, assured
the head of the customs.

Fast service is primary for the customs cargo room also especially
in summertime. The customs deputy head Armen Poghosyan stated that
the passengers are informed about their baggage through the regularly
broadcasted video monitors.

The improvements in the “Zvartnots” customs-house made the reformation
process easier, service quality higher, minimized the custom officers
‘contacts with passengers not reducing the control.

Yerevan, July 17, ARMENPRESS: The Foreign Minister of Armenia Edward
Nalbandian accepted the European Parliament Deputy Eleni Teocharous
and the EU and Bundestag former member Hans-Jurgen Zahorka accompanied
by the head of the “European Friends of Armenia” organization, July 17.

As “Armenpress” reports minister Nalbandian expressed satisfaction
with the upward development of the Armenia-EU cooperation stressing
the importance of the inter-parliamentary contacts in this sense as
an urgent format of the bilateral cooperation.

Foreign Minister of Armenia highly appreciated the long-term
humanitarian activities and the consistent attitude of Eleni Teocharous
towards the important issues of the Armenians.

Edward Nalbandian also welcomed the participation of the European
political figures in the Artsakh election observation mission,
assessing it as the best opportunity to get acquainted with the
reality at first hand.

Armenia will restore its former industrial potential in the coming
ten years, Minister of Economy Tigran Davtyan said during today’s
meeting with businessmen in Charentsavan. According to the Minister,
the volume of exports will triple in the same period.

Last year the Government adopted an industrial policy strategy, which
envisages re-launching of tens of industrial enterprises every year.

The new strategy envisions implementation of new technologies, and
the Government will postpone the payment of VAT for three years for
the companies that import new technologies.

The Ministry of Economy plans to establish technological centers
in Charentsavan and Vanadzor in cooperation with the World Bank. A
similar center has already been launched in Gyumri.

Besides, the Ministry plans to implement the project of establishment
of a corridor from Charentsavan to Aghveran.

Nagorno-Karabakh Republic created the angriness of Azerbaijani
authorities. Armenpress reports calling izrus information portal that
on this occasion even to the Israeli Ambassador in Azerbaijan has
been sent a note of protest. Ambassador Michael Lottem informed local
Medias that the visit of Israeli tourists to Nagorno-Karabakh had a
personal character and did not reflect the official position of Israel.

Director General of the company Magma-Travel LTD Menahem Abady which
organized journeys to Nagorno-Karabakh Republic informed Izrus that
Ambassador Michel Lottem did not apply to him to exclude journeys to
Nagorno-Karabakh. “He only wanted to know the purpose of our visit and
I answered that it was tourism. Before journeys we check everything.

There was not any reason for not going there” said the director of
the company. In his words official Israel did not create any obstacles
to visit Nagorno-Karabakh.

Today is the last day of the presidential election campaign in
Karabakh. Tomorrow is the silence day, the day after tomorrow, on July
19, the people of Karabakh will vote for president. The favorites are
the incumbent president Bako Sahakyan and the retired general Member
of Parliament Vitali Balasanyan.

The current presidential campaign in Artsakh has had a lot of
particularities. First of all, as it was found out, there is opposition
in the country. Masis Mayilyan and Eduard Aghabekyan joined Vitalis
Balasanyan, who is a retired general who didn’t enrich on account
of the post-soviet “privatization”. The diplomatic experience of
Masis Mayilyan, Eduard Aghabekyan’s democratic election and Vitali
Balasanyan’s positive image have led to the situation when his
candidacy is seen as a real alternative to the acting president and
his administrative system.

The second particularity of this election campaign is the active
use of the social nets. First, Vitali Balasanyan opened an account
on Facebook, which enabled him to propagate his ideas and to reveal
breaches. Then, Bako Sahakyan opened an account, which was later
closed. Large groups for Karabakh were established which announced
themselves as Bako Sahakyan’s supporters and had aggressive positions.

The psychological characteristics of the campaign started showing up
in these groups. First of all, Sahakyan’s supporters had waited but
ever saw black PR against their candidate. They saw no kind of PR:
even the Karabakh parliamentary groups, which stated about their
support to Bako Sahakyan, didn’t bring weighty grounds for their
decision. The only argument they brought was that Bako Sahakyan needs
to continue the already started plans.

Apparently, whole teams were prepared to deal with the “black PR”
but its absence has led to the acceptance of any mention of Bako
Sahakyan as Black PR, and the entire team of Artsakh Facebook of
defenders of Sahakyan raised a storm in one glass of water.

The last “touch” of Bako Sahakyan’s campaign was his meeting with the
famous businessman-philanthropist Levon Hayrapetyan. At the beginning
of the campaign sounded a hint that Levon Hayrapetyan supports Vitaly
Balasanyan, and the meeting with him, apparently, was to make it
clear that Hayrapetyan will be on the side of Bako Sahakyan.

However, the lack of arguments by the end of the election campaign
becomes more natural. It came to the point that sociologist Aharon
Adibekyan was even used who “destroyed” Vitali Balasanyan. Adibekyan’s
moral image can hardly be called flawless, but his support to Bako
Sahakyan proved the weakness of the arguments of the latter.

Nevertheless, Vitali Balasanyan’s nomination and the active campaign
have done the most important thing: they stirred up the almost sunken
into a coma Karabakh society, removed from the glasses of people and
forced them to see the reality in its color. That’s what was missing
in Karabakh: during the 5 years of tenure of President Bako Sahakyan,
the principle of consolidation against the real and virtual enemy made
Karabakh indifferent to the common destiny. Everyone was satisfied
with his little “stable” world, closing their ears and eyes.

Sure, the active election campaign and the probably second round
may change the relation of the world and the international community
to the democracy in Karabakh. After all, the active fight is a sign
that the “client is alive”. In this sense, Karabakh has already shown
it viability.

The draft bill on making amendments to the Law “On Information”
adopted at the State Duma of Russia last week will enable limiting
access to Internet content without judicial procedures.

The supporters of the draft amendments believe that it will be
possible to control materials of pornographic content, propaganda of
narcotics, etc.

Those who are against the draft bill believe that it will result in
censorship, because the control will be done by companies authorized
by the government.

Such websites as the Russian version of Wikipedia and Life Journal
bloggers’ service are among the opponents of the draft bill.

The Armenian ‘Internet Society’ NGO is also against the draft law
and hopes that Armenia will not copy Russia.

“In 2006, Armenia along with 40 countries, signed the convention
against cyber crimes, according to which no limitation can be imposed
on a website without a court decision,” says Grigor Saghyan, deputy
chairman of ‘Internet Society’ NGO, adding that blocking a website
without a court decision is against Armenia’s Constitution, too.

According to Saghyan, control over Internet content has become a daily
issue, and the matter is being discussed on the international level,
and some countries even suggest passing the Internet content control
to the International Telecommunication Union (ITU), which is part of
the United Nations (UN).

Saghyan says that Armenia only once imposed limitations on Internet
content on March 3-20, 2008, when a state of emergency was declared
in Armenia. No other limitations have been imposed under state bodies’
order.

The initiative of the Armenian National Congress (ANC) to call
a special session of the National Assembly (NA) related to the
Harsnakar restaurant case failed, as the petition gathered only
21 of the 44 necessary signatures. Significantly, only seven of
Prosperous Armenia Party’s 37 deputies joined the initiative. PAP is
the largest parliamentary political force which is not part of the
ruling coalition.

(ANC called for the special session to discuss a murder that took
place at the restaurant owned by a Parliament Deputy.)

The lack of PAP cooperation has again raised debate on whether the
party considers itself “opposition” even though it chose to not join
the ruling coalition.

PAP faction secretary Naira Zohrabyan stated that currently the NA is
enjoying a “semi-holiday” period, and it is not realistic to collect
44 signatures.

“Those PAP lawmakers who are in Armenia and found it expedient,
have joined the petition,” Zohrabyan says.

Vahan Hovhannisyan, head of the Armenian Revolutionary Federation
(ARF, Dashnaktsutyun), says that the petition itself is a political
act even without an NA session.

“People must finally understand the difference between the opposition,
authorities and a new political term – an alternative [this is the
way the PAP calls itself]. How do they correlate with each other,
and where is it possible to expect cooperation? Had there been a
desire to join the petition, they [PAP lawmakers] would have done it,”
Hovhannisyan says.

Former NA lawmaker, member of Heritage Party Armen Martirosyan says
that the PAP has never announced that it is an opposition, and only
the ANC wants to see it as such.

Zohrabyan says that when the Parliament Speaker turned down the
suggestion of the four NA factions to call the representatives of the
law enforcement system to provide some clarification on the Harsnakar
case, then the next step should have been sending written inquiries
to the law enforcement bodies.

“When the parliament starts working in autumn, the parliamentary
hearings, as well as issues related to calling a special session will
be discussed,” Zohrabyan says.

Levon Zurabyan, head of the ANC faction, does not believe that the
inability to collect 44 signatures is a failure, but instead he states
that the initiative was a kind of indication that the non-coalition
factions can cooperate.

“The number of collected signatures is a serious warning message
addressed to these authorities, and if the authorities do not learn a
lesson from it, in a few weeks we may collect more than 44 signatures,”
Zurabyan says.

Extraction Of Minerals To Be Registered Daily In Armenia

EXTRACTION OF MINERALS TO BE REGISTERED DAILY IN ARMENIA

YEREVAN. – Companies extracting useful minerals in Armenia must
register the extracted and repaid minerals daily in special journals
from now on.

The registrations also indicate losses while processing the minerals.

The draft of such a decision will be submitted to the Government
seating on Wednesday. The decision is based on the Code ‘On Subsoil’,
adopted in November, 2011. For metallic deposits the registration
of recovered reserves is needed to calculate royalty. Regulations
apply to deposits of metallic and nonmetallic minerals, as well as
groundwater wells.
