YEREVAN. – The Azerbaijani side yet again violated on Wednesday – and in
the direction of the villages in Armenia’s Tavush Region – the ceasefire
at the line of contact between Armenia’s and Azerbaijan’s armed
forces, Armenian Defense Minister’s Press Secretary Artsrun
Hovhannisyan told Armenian News-NEWS.am.

He added that there were no casualties from the Armenian side, and
stressed that Azerbaijan violates the ceasefire on a regular basis.

As Armenian News-NEWS.am informed earlier, an Azerbaijani diversionary
operation had claimed the lives of three Armenian soldiers and wounded
six others – one of whom, an officer – in the early morning hours of June
4. The operation was carried out in the direction of the bordering
Chinari and Berdavan villages of Tavush.

The killed soldiers were Hrach Sargsyan, Zohrab Balabekyan, and Karen
Davtyan. And the wounded military servicemen were Senior Lieutenant
Mushegh Nurbekyan, and conscripts Igit Hovhannisyan, Maxim Melkonyan,
Sedrak Shahbazyan, Artak Mnatsakanyan and Koryun Iritsyan.

Un homme d’affaires pressenti pour devenir le prochain maire de Gumri
a catégoriquement nié mardi 21 août les allégations concernant son
adhésion au parti du président Serge Sarkissian après les élections
locales qui se tiendront dans la deuxième ville de l’Arménie le mois
prochain. Samvel Balasanian a insisté sur le fait qu’il n’a pas
l’intention de quitter le Parti Arménie prospère (BHK), ancien membre
de la coalition gouvernementale qui l’a désigné comme candidat à
l’élection le 9 septembre.

La nomination a été annoncée le mois dernier, peu après que S.
Balasanian a rencontré le président Serge Sarkissian. Le HHK, dont
Sarkissian est le président, a continué à soutenir officiellement le
candidat du BHK et a tourné le dos au maire républicain de Gumri,
Vartan Ghukasian. Ce dernier a annoncé la semaine dernière qu’il ne se
représenterait pas aux élections.

« Ces ragots sont dépourvus de logique », a déclaré Balasanian à RFE /
RL (Azatutyun.am). « Pourquoi je ferais ça ? … N’oubliez pas que je
suis vice-président du Parti Arménie prospère », a-t-il dit.

S. Balasanian est en concurrence avec un candidat de l’opposition (
Fédération Révolutionnaire arménienne ) et trois autres prétendants,
théoriquement indépendants. Il est largement considéré comme le favori
du scrutin.

Submission deadline for Junior Eurovision 2012 song contest was over
for the Armenian participants on Monday. The contest is scheduled for
Dec. 1st in the Netherlands, head of the Armenian delegation to the
Eurovision Gohar Gasparyan told Armenian News-NEWS.am.

She also said that there were lots of applications, however, many of
them simply did not meet the necessary criteria. After all, 20 songs
were selected. The jury will select the top ten from those twenty
applications and the Armenian national final will be aired in the
midst September. The jury and the audience will select the best
participant by 50/50 voting, who will later present Armenia in the
Junior Eurovision-2012.

In addition, there are celebrity applicants this year, including
Armenian Police Chief Vladimir Gasparyan’s daughter Angelina
Gasparyan. To note, Junior Eurovision 2011 Song Contest was held in
Armenia’s capital, Yerevan, and the winner was the group `Candy,’ from
Georgia, one of whose members was an Armenian girl by the name of Anna
Khanchalyan. Armenian Police Chief’s daughter to participate in Junior
Eurovision national selection.

Iran Accused of Looking to Armenia for Bank Partners to Dodge Sanctions

Iran is allegedly looking to expand its banking activities with
Armenia in a bid to circumvent the sanctions that are blocking
international banks from doing business with the Islamic state and
fund nuclear development.

A Reuters article, which cites diplomats and documents, asserts that
Iran is attempting to augment its existing trade links with Armenia in
a bid to “deceive Western intelligence agencies trying to prevent it
from expanding its nuclear and missile programmes”.

The article cites a Western intelligence report, dated May 2012, which
claimed Iran was seeking fresh locations for banking partnerships away
from the scrutiny of spies and regulators. The report cited Armenia as
a key target.

“The Central Bank of Iran (CBI) has been operating for years to
establish and develop concealed infrastructures to enable Iran to
continue trading with foreign countries,” the article said.

“The increasing pressure on the banks has forced CBI economists to
seek financial alternatives in countries that do not work according to
the dictates of the West.”

Armenia and Iran already enjoy a strong relationship. Armenia has
announced that it will send around $139,000 in humanitarian aid to
Iran and offer further assistance if necessary.

Armenia’s government has drawn up a law that will provide tax
exemption for an electricity supply line to Iran.

However Stephan Gishian, chief executive of key Armenian bank ACBA –
cited as a key target for Iran in the Western intelligence report –
said: “We finance exclusively the economy of Armenia. We don’t have
any relationship with Iran. We never have, we don’t now and
furthermore we don’t plan on becoming a channel for financing Iran.
What you’re saying is complete nonsense.”

Stringent sanctions

Iran is the subject of stringent sanctions by several countries,
notably the US, and a number of international banks have been
investigated for allegedly dealing with Tehran in defiance of the
restrictions.

Standard Chartered revealed this month that it will pay a civil
penalty of $340m to the New York State Department of Financial
Services (DFS), in order to settle the regulator’s charges that it hid
at least a quarter of a trillion US dollars’ worth of transactions to
Iran.

Meanwhile, Lloyds and Barclays have been fined a combined total of
almost $650m for engaging in “wire stripping” – concealing the
identity of foreign clients in a number of countries, including Iran,
by forging wire payment records.

In an interview with IBTimes UK, Stuart Miller, who has experience
with the United Nations money-laundering sanctions list and the UK and
EU regulatory environment, explained how difficult it has become for
Iran to fund itself.

Miller, managing partner at law firm Miller Rosenfalck, said: “It is
pretty clear, with the US, EU and UN Iran sanctions, coupled with
international bilateral agreements and agreements between others such
as the Commonwealth countries, that much of the world is looking to
isolate Iran.”

Referring to specific financial restrictions, Miller added: “The US
has imposed its own sanctions on Iran, restricting virtually any kind
of financial or political activity with certain countries, even down
to individuals and companies.

“Last year, the US even implemented a ban of US parties trading with
Tidewater Middle East Co and Iran Air, as well as Iran’s Revolutionary
Guard Corp. In February 2012, the US went even further and banned
activities with Iran’s Central Bank.”

YEREVAN. – Twenty-seven people suffered from mushroom poisoning in
Armenia this year, expert of hygiene and anti-epidemic department at
the Armenian Ministry of Healthcare Margarita Babayan told Armenian
News-NEWS.am.

According to the specialist, the first sign of the being poisoned
include nausea, vomiting, dizziness, and digestive tract disorders. It
is necessary to immediately turn to the doctor in case one of the
signs is observed.

The Ministry also advises that people should not pick, buy and eat
unknown mushrooms.

Harutyunyan received on Tuesday the Chinese Ambassador to Armenia Tian
Changchun.

They emphasized the active development of the Armenian-Chinese
relations in the legal field within the recent years, the Court press
service informs.

The Constitutional Court head invited the delegation of the law
committee at the Chinese parliament. The Committee implements the
mission of constitution control in China. The sides also discussed
issues on further development of bilateral cooperation.

Ex-chief of Armenia’s traffic police Margar Ohanyan, who was
imprisoned for huge embezzlement last year, has made a clemency plea
to Armenian President Serzh Sargsyan, Azatutyun Radio reports, citing
its sources.

Ohanyan’s lawyer Mkrtych Vasakyan told Tert.am that he got the
information from mass media.

`I am not informed that Margar Ohanyan made a clemency peal to
President Serzh Sargsyan. He has not told me. He could do that without
consulting his lawyer,’ Vasakyan said.

Last August, Ohanyan was detained. This May he was sentenced to
6-years’ imprisonment for huge embezzlement.

As to whether the former police official’s plea will be answered,
Vasakyan said: `It is up to the amnesty commission and president to
decide. Nothing can be said before.’

Ministry of Foreign Affairs Consular Service, 10 thousand 667 foreign
citizens visited the Nagorno-Karabakh Republic as of August 21, 2012.

Armenpress was informed from NKR MFA Press-Service that in July, 2012,
3 thousand 723 people (2 thousand 165 people in July of 2011) arrived
in the republic; and since August 1 – 21, the number of visitors
amounted to 3 thousand 124 people (2 thousand 870 people in August of
2011).

In the first half-year of 2012, 3 thousand 820 foreign citizens
visited the NKR, which exceeds the index of the same period in 2011 by
874 or 29,6%. If in 2011, the ten thousandth foreign visitor crossed
the NKR border in October, this year – in the beginning of August.

Despite the obstacles created by the Azerbaijani authorities the flow
of tourists in Artsakh – Karabakh from all the continents continues to
grow every year. It is no coincidence that the region is being more
often included into the ratings of the most attractive tourist corners
of the world.

Tourists are attracted by the ancient historical monuments, the
magnificent nature and picturesque canyons, the healthy environment,
as well as by the friendliness and hospitality of the people of
Artsakh.

PanARMENIAN.Net – 10 667 foreign citizens visited the Nagorno Karabakh
(Artsakh) Republic as of August 21, 2012, according to NKR Ministry of
Foreign Affairs Consular Service.

In July 2012, 3 723 people (2 165 people in July of 2011) arrived in
the republic; and since August 1 – 21, the number of visitors amounted
to 3 124 people (2 870 people in August of 2011).

In the first half-year of 2012, 3 820 foreign citizens visited the
NKR, which exceeds the index of the same period in 2011 by 874 or
29,6%.

Despite Azerbaijani-created problems tourist inflow to Artsakh
continues to grow, with the region listed among top tourist
attractions in the world.

Tourists are attracted by the ancient historical monuments, gorgeous
nature, picturesque canyons, as well as the friendliness and

óRIMEA. – The center of Armenian studies at the Armenian Union of
Ukraine holds the fifth international workshop titled “Armenians of
Ukraine: yesterday, today, tomorrow.” The conference is scheduled for
Oct. 15-17 in Simferopol, Ukraine.

The conference will be preceded by an exhibition of documents
displaying the history of the Armenian Church in Crimea, as well as
books about the Armenians in Ukraine.

The leadership of the Armenian Union of Ukraine, representatives of
State Archival Service of Ukraine, as well as the Armenian delegation
of the National Archive of Armenia will take part in the conference,
head of the center Oleg Gabrielyan told Analitika.at.ua.
