L’opposition boycotte les séances du conseil municipal d’Erevan

Le Congrès National Arménien (HAK) a déclaré mercredi 22 août 2012
qu’il ne reviendra sur sa décision concernant le boycott des séances
du conseil municipal d’Erevan qui a été élu il y a trois ans. Le HAK a
remporté 13 sièges au sein du conseil lors des élections municipales
tenues en mai 2009. Il avait rejeté les résultats officiels à
l’époque, les qualifiant de frauduleux et avait refusé de se joindre
au conseil.

Le HAK a toujours gardé le contrôle sur les sièges qu’il occupe au
conseil.« Je ne pense pas que nous allons participer à des séances du
conseil », a déclaré Levon Zurabian du parti HAK.« À un moment
donné, on a parlé de l’engagement de nos jeunes militants dans ce
travail. Mais cette idée est un peu difficile à mettre en `uvre et est
perçue de différentes manières. » « Nous considérons que le dossier
est clos », a déclaré Lévon Zurabian. « Nous sommes tournés vers
l’avenir. Le Congrès doit faire face à des problèmes beaucoup plus
graves et urgents », a-t-il ajouté.

Le conseil, qui élit les maires de la ville, est contrôlé par le parti
républicain du président Serge Sarkissian (HHK) qui 35 sièges. Les 17
sièges restants sont contrôlés par le parti Arménie prospère (BHK).

Malgré son appel au boycott, le HAK a présenté des candidats pour les
conseils municipaux des autres grandes villes, qui seront élus le 9
septembre.

Matthew Bryza
Former U.S. Ambassador to Azerbaijan Matthew Bryza has joined the
members of the board of US research organization Jamestown Foundation.
The press service of the Foundation describes his position as a
experienced American diplomat, who made a great contribution to the
formation of U.S. policy in the South Caucasus region, its national
interests in the region.

American NGO Jamestown Foundation was founded in 1984, and considers
its mission to inform political community and people that affect
decision making on developments and trends in the countries that are
strategically important to the United States.

The presence of Bryza in the board will help the Foundation to carry
out more in-depth research and analysis of developments in Eurasia,
said the head of Jamestown Foundation Glen Howard.

As noted by former CIA Director Michael Hayden, one of the members of
the Foundation, Matthew Bryza is a great addition to the important
work being done by the Jamestown Foundation.

Hairapetyan’s bodyguard, alarm that the Head of the Investigation
Department of Cases of Special Importance of RA, Vahagn Harutiunyan
and the head of Important Cases of General Investigation Department of
RA, Arsen Ayvazyan reported in documents without any ground that Arman
Khachatryan, one of the accused, is a security guard of the
aforementioned restaurant.

While Kachatryan’s said he has been working as Ruben Hairapetyan’s
bodyguard for 3-4 years. This fact is proven also by the testimonies
of waiter David Adamyan.

But, Khachatryan’s testimonies are contradictory: once he said he is
unemployed and then changed his testimony saying he is the director of
Elmir JSC.

Hence, the above-mentioned police functionaries have assumed the role
of Ruben Hairapetyan’s defenders trying to involve Hairapetyan less
possible by rendering his bodyguards security guards of the
restaurant.

OSCE to conduct monitoring of contact line between Armenian and
Azerbaijani troops

Baku – APA. Under the mandate of the Personal Representative of the
OSCE Chairman-in-Office, monitoring of the contact line between the
Armenian and Azerbaijani troops near Mireshelli village of
Azerbaijan’s Aghdam region will be conducted on August 23.

Press service of the Defense Ministry told APA that monitoring will be
conducted by field assistant to the Personal Representative of the
OSCE Chairman-in-Office Anthal Herdic and office coordinator Peter Key
on Azerbaijani side, by Personal Representative of the OSCE
Chairman-in-Office Andrzej Kasprzyk, field assistant Jiri Aberle and
personal assistant William Pryor on the opposite side of the contact
line.

Yerevan to host meeting of Turkmen-Armenian intergovernmental commission

A delegation from Turkmenistan will travel to Yerevan on September 5
to attend the fourth meeting of the intergovernmental Turkmen-Armenian
commission on economic cooperation, Trend reports with reference to an
official Turkmen source.

At the government meeting the Turkmen leader said that Turkmenistan
attaches special importance to building mutually-beneficial
cooperation with other countries, including Armenia.

He said the joint intergovernmental commission plays an important role in this.

Armenia is interested in the purchase of Turkmen electricity. This
question was raised during the official visit of Armenian President
Serzh Sargsyan to Ashgabat in November 2010, during which agreements
were signed in the humanitarian, economic and trade areas.

The two countries have experience of cooperation in the field of
electricity supply through Iran. Turkmenistan’s power system is
connected to the United Energy System of Central Asia and is able to
export surplus electricity to other countries – Afghanistan, Iran,
Turkey, Tajikistan and others. The agenda includes access to the
markets of the Caucasus region, Kazakhstan and Pakistan.

According to national programme of socio-economic development of
Turkmenistan energy production in the country, in 2030 it will reach
25.5 billion kilowatt / hours per year and exports will exceed 11
billion kilowatt / hours per year.

Gazprombank vice president may become candidate for president of Armenia

Karen Karapetyan, former Mayor of Yerevan and First Vice President of
Gazprombank, may become a candidate for President of Armenia in 2013,
News Armenia reports.

Prosperous Armenia and the Armenian National Congress may for a
consensus around the official. Russia may also encourage Karapetyan to
go ahead.

Karen Karapetyan resigned as the Yerevan Mayor on October 28, 2011,
staying in office less than a year. He used to be the Director General
of ArmRosgazprom, the monopolist of gas distribution in Armenia.

Tajiki and Armenian citizens died in S Kordofan’s plane crash

On Monday the Tajiki Ministry of Foreign Affairs announced that a
Tajiki citizen died in a plane crash in South Kordofan on Sunday. An
Antonov airplane crashed on Sunday morning, the first day of
Eid-al-Fitr.

At the same time, the Armenian Ministry of Foreign Affairs announced
an Armenian citizen also died in the crash.

The plane crash killed 32 people, mainly Sudanese government
officials. The Russian Embassy in Khartoum confirmed on Monday that a
Russian pilot also died in the crash.

Azeri side fires at villages of Armenia’s Tavush region

Yerevan/Mediamax/. Yesterday night, the Azeri side again opened fire
at Aygepar and Nerqin Karmraghbyur villages of Armenia’s Tavush
region.

As the head of Aygepar rural administration Andranik Haydinyan told
Mediamax, the fire lasted from 22:00 to 23:00.

`Fortunately there were no casualties and wounded. The roofs of houses
were only damaged,’ Andranik Haydinyan said. According to him, the
situation in the village is now calm.

The head of Nerqin Karmraghbyur rural administration Manvel
Kamendatyan told Mediamax that the enemy fired at the village from
21:30 to 22:00 yesterday. There were no casualties or wounded in this
village either and only the roofs of the houses were damaged. –0–

YEREVAN. – The investigators have rejected the demand by the lawyers
of Vahe Avetyan’s supporters to bring the restaurant owner, Ruling
Republican Party of Armenia member Ruben Hayrapetyan as a suspect in
the Harsnaqar bearing case, as well as decoding his phone calls. The
lawyers claim it brings forth serious doubts whether the Harsnaqar
case is investigated fairly.

To note, the Attorney General’s Office and the Ministry of Justice
have answered to the questions by several MPs. Opposition ARF
Dashnaktsutyun MP Armen Rustamyan, Armenian National Congress MP Aram
Manukyan and Heritage MP Ruben Hakobyan applied the state bodies,
trying to find out whether Hayrapetyan is involved in the death of
Vahe Avetyan.

In response the agencies said no one ordered to beat Avetyan.

As Armenian News-NEWS.am informed earlier, an incident had occurred at
Yerevan’s Harsnaqar Restaurant on June 17, where several military
doctors including Edgar Mikoyan, Arkadi Aghajanyan, Garik Soghomonyan,
Artak Bayadyan and Vahe Avetyan were brutally beaten by Hayrapetyan’s
security personnel. Vahe Avetyan died in hospital on June 29. The
Police have detained six people.

YEREVAN. – Monaco has recently become the most-loved elite vacation
spot for Armenia’s officials. According to Zhoghovurd daily, National
Assembly (NA) Speaker Hovik Abrahamyan, his in-law, namely, Prosperous
Armenia Party Chairman Gagik Tsarukyan, and National Security Council
Secretary Arthur Baghdasaryan were all in Monaco this summer.

`According to the same sources, Tsarukyan and Abrahamyan regularly met
while vacationing in Monaco. So far only Abrahamyan has returned from
vacation and personally visited yesterday [Tuesday] his detached home
being constructed similar to the NA building.

Tsarukyan’s spokeswoman Iveta Tonoyan said Tsarukyan is vacationing
abroad with his family, but she did not say where. Tonoyan solely
denied the news of him [Tsarukyan] being in Monaco and meeting with
Abrahamyan. Tsarukyan will return today,’ Zhoghovurd writes.
