YEREVAN, SEPTEMBER 25, ARMENPRESS: Southern Connecticut State
University will inaugurate its 11th president, Mary A. Papazian,
Ph.D., on September 28. President Papazian is the first woman of
Armenian descent to serve as a college or university president in
the United States. As Armenpress reports citing Courant as part of
her inauguration week festivities, an exhibition of Armenian artwork
will be on display on the SCSU campus through October 21 in the
Lobby Gallery of the John Lyman Center for the Performing Arts. An
opening reception for the exhibit, which was curated by Vicki Shoghag
Hovanessian, will be held on September 27 from 4 to 6 p.m. in the
Lobby Gallery.

The exhibit presents paintings, drawings and sculptures by 13 leading
Armenian artists some currently or formerly based in Yerevan, Armenia,
while others are in the United States. The artists whose work appears
in the exhibit are Ashod Bayandour, Arshile Gorky, Sarkis Hamalbashian,
Hamlet Hovsepian, Gayane Katchadourian, Vasken Kalayjian, Reuben
Nakian, Vahan Rumelian, Ararat Sarkissian, Arthur Sarkissian, Shanoor,
Kegham Tazian and Paul Zenian. Hovanessian, a prominent collector,
curator and art adviser, was the former director of Vicki Hovanessian
Contemporary Art. She currently represents contemporary artists
of Armenia within Europe and America. Since 1995, she has regularly
curated exhibitions in Yerevan, Armenia, and the United States. In 2001
she curated a momentous exhibition at the Yerevan State Museum. In
July 2008 she curated an exhibition marking the 40th anniversary
of the consecration of St. Vartan Armenian Cathedral in Manhattan,
N.Y. In 2010, Hovanessian received the Gold Medal of Mkhitar Heratsi
from Yerevan State Medical University for curating an exhibition
dedicated to the 90th anniversary of the university. In 2011 she was
decorated by the Chief Justice of Supreme Court of Armenia for curating
a significant exhibition that celebrated the 15th anniversary of the
establishment of the Constitutional Court of the Republic of Armenia.

The human rights organizations of Armenia are a means of placement
for a contingent with norms and behavior introduced from outside. Not
a single human rights organization has ever advocated the rights of
the Armenians of Javakhk, Georgia.

In the meantime, the human rights organizations of the West interfere
with the problems of any foreign country, albeit selectively,
proceeding from certain political goals.

In fact, in Armenia there are no more or less independent human
rights organizations. These are rather branch offices and marionettes
of similar organizations abroad. At the same time, Armenia and the
Caucasian region need human rights organizations and their activities.

This could be an important resource of the policy of Armenia, enabling
to conduct an active regional policy.

There are a number of problems of discrimination and duress against
ethnic minorities in the Caucasus, first of all in Azerbaijan. The
West, Russia and Iran consistently get interested in the state of the
Talysh, Lezgi, Avar peoples and other ethnicities in Azerbaijan. The
existence of human rights organizations in Armenia dealing with their
issues would allow them to participate directly in international
discussions and protection of rights of those ethnicities.

However, the donors and sponsors of the Armenian human rights
organizations will hardly allow them to deal with these problems. It
is time to set up independent human rights organizations in Armenia
who would deal with the problems of ethnic groups in Azerbaijan,
Georgia and Russia, as well as other countries.

Universitarians Union” NGO has organized a march to Yerablur dedicated
to Armenian officer Gurgen Margaryan birthday on September 26. As
NGO informed Armenpress, the march is set to kick off in 12: 30
pm. The participants are scheduled to march from Yerablur back site
and head to Yereablur church; the march wil be concluded by a visit
to Margaryan tomb. Speeches are planned to be presented in the course
of the scheduled event. “Gurgen Margaryan” NGO is among the organizers.

Azerbaijani officer Ramil Safarov axed to death Armenian innocent
officer Gurgen Margaryan when the latter was sleeping , February 19,
2004 in Budapest . The two officers were taking a training program
in Budapest under the auspices of NATO’s Partnership for Peace Program.

Hungarian court sentenced Ramil Safarov to life imprisonment, without
a right to be pardoned during the first 30 years in jail. Yet the
criminal was extradited by Hungary Government on August 31, 2012. On
the same day the assassinate was granted pardon by Azerbaijani
President. Armenia has suspended its diplomatic relations with
Hungary. International community is coming forth with condemnation
statements.

Continuing its series of interviews with leading international experts
on the South Caucasus “First News and Analyses” interviewed George
Khelashvili, a keynote speaker at the leading U.S.-based think tank
/CSIS (Center for Strategic & International Studies)/ -organized
panel discussion titled “The Caucasus: A Changing Security Landscape”.

We asked Dr. Khelashvili for an interview to cover South Caucasian
security setting with the “big regional players” involvement in it.

Covering the issue at the panel Dr. Khelashvili had earlier noted that:

“To look back 20 years in the 1990s the general policy towards the
region was that strengthening of the states in the Caucasus was
a remedy for regional instability and lack of security because the
states were incapable of providing services to their populations and
therefore we got the situation which was characterized with strife,
conflicts, new security challenges, & general de-stabilization. By
the 2000s the situation changed and how the foreign outside powers
acted was that they targeted the states to somehow improve the
situation. In the 2000s state capacity in the South Caucasus` all
three cases, Armenia, Azerbaijan and Georgia improved greatly and
also what happened was the outside powers continued their efforts
directed at strengthening the states again and also at the same time
what happened was a certain pairing of regional and outside powers
in this process of increasing state capacity”

Dr. Khelashvili, in your talk at CSIS you mentioned that in 2000s
foreign players targeted state strength in the region (South Caucasus),
could you detail this idea of “strength aid” further in terms of
Russia-Armenia, U.S.-Georgia, Turkey-Azerbaijan relations?

Since the break-up of the Soviet Union, foreign powers, most
importantly the United States and the large European countries
tried to strengthen the statehood of the post-Soviet nations of the
Caucasus. This policy had a persuasive rationale – the governments
should have had enough power to control all existing armed units and
external borders in order to prevent potential threats to regional and
international security, such as terrorism, organized crime, illegal
drug trade and international trafficking. However, over time, certain
foreign states started to ‘specialize’ on specific countries with
respect to provision of external aid. Thus, the United States extended
substantial help to Georgia, Turkey provided military and economic
aid to Azerbaijan, and Armenia too received assistance from Russia.

How would you comment on the same-period relations between
U.S.-Armenia, U.S.-Azerbaijan and Russia-Azerbaijan, was there any
target in these relations and if yes, what did the foreign players
target?

In case of the United States, aid and political assistance was
distributed according to the degree of collaboration that Baku and
Yerevan were ready to reciprocate to Washington. These relations were
not particularly problematic but not especially cordial either.

Likewise, Russian relations with Azerbaijan were quite collaborative
and constructive, though deprived of any damaging intent.

Do you think there have been changes in the “target setting” since
2008 in terms of foreign player (U.S., Russia and Turkey) priorities
connected with each of the states in the region?

One of interesting consequence of the August 2008 war between Russia
and Georgia was that it changed little in the regional distribution
of power or amity/enmity patterns. Even though all great power players
involved (US, Russia, Turkey and the EU) admitted there was a systemic
failure of regional security in the Caucasus in August 2008, nobody
even attempted to create any kind of safety net in the region. As
far as I can tell, there is still minimal coordination of the great
powers’ external involvement in the Caucasus.

How do you evaluate EU presence in the region, what role does it play
and what does it target in the region?

The European Union’s involvement in the Caucasus is rather
uncoordinated and lacks the ‘grand strategy’ behind it. This may not
necessarily be a bad thing as the other great players’ involvement
is often perceived in geopolitical terms by other players and by
regional states as well. The European Union’s low-key approach to the
region contributed substantially to improving social and economic
conditions in the region and, thus, positively affected regional
security environment. However, there is little to say about the EU’s
role in constructing any semblance of regional security architecture
in the Caucasus.

Touching upon the post-2010 period, Dr. Khelashvili had noted that :

…Now in 2010s what happens is that as a consequence of the
strengthened state capacity the three states local regional states
gained a great deal of self-confidence in their domestic affairs
as well as external relations and they are increasingly displaying
certain independently-minded behavior on security and foreign policy
So I think what a crucial new variable here is not so much increase
of material power & resource base of the three states but that they
gained independence & confidence which very often is displayed in
disobedience to their respective mentors in terms of foreign policy
matters & this is happening in the background of a weaker or at least
not strengthened security architecture in the Caucasus.

Social Sciences: he holds a Dphil in international relations from
University of Oxford and currently serves as OSF HESP funded project
Graduate Programs at the Faculty of Social and Political Studies at
Iv. Javakhishvili Tbilisi State University.

YEREVAN, SEPTEMBER 26, ARMENPRESS: On September 25 the Ambassador of
the Republic of Armenia to Estonia Ara Ayvazyan met the President
of the Estonian Riigikogu Ene Ergma. As Armenpress was reported by
the Press, Information and PR Department of the Ministry of Foreign
Affairs of the Republic of Armenia, during the meeting the parties
expressed their satisfaction about the interstate relations between
Armenia and Estonia, emphasizing the necessity of further development
of interparliamentary cooperation.

The President of the Riigikogu of Estonia expressed her intention
to establish close business cooperation with the administration of
the National Assembly of Armenia on both bilateral and multilateral
platforms. The parties agreed on implementation of mutual visits in
the coming future.

The Ambassador of the Republic of Armenia to Estonia Ara Ayvazyan
and the President of the Estonian Riigikogu Ene Ergma touched upon
the regional issues, as well as the recent events in the framework
of the peaceful regulation of the Nagorno Karabakh conflict issue.

Within the framework of assistance program to homeless and needy
families, employees of Shirak Centre visited Vardbagh district,
5-7 kilometers off Gyumri.

According to the centre’s press release, the territory called Vardbagh
used to be a historic, beautiful site until the disastrous earthquake
of 1988.

After the earthquake few house districts were built there, afterwards
thousands of trees were cut. The site is rich in natural springs
and rills.

Shirak Centre claims the territory has still preserved its green
and beautiful appearance and may serve as a good rest place for
city residents.

The employees of the center inform that the road taking to Vardbagh
is completely damaged, in winter months it is impossible to pass.

The majority of the families living in the territory got apartments
during the recent years, ruined their small houses and left the
territory. But still there are families who have not been considered
homeless as a result of the earthquake and were not compensated by
the state. Many of them live in extremely poor conditions.

The reconstruction of Mahmutoglu tower built by the Armenian architects
in 1122-1123 has been completed in Å~^anlıurfa (Urfa), Turkey. The
tower has been reconstructed with the order of the town’s municipality.

The reconstruction of the 1000-year old tower lasted for two years.

Currently, the reconstructed tower will serve as history museum of
the town. It is considered the only standing tower of Urfa.

Armenian writs are seen in the eastern side of the tower. The writ
tells about the builders of the tower.

anniversary of the Armenian typography an exceptional exhibition
will take place in Bibliotheque Mazarine in Paris on October 26-30,
which will be organized with the assistance of the Bibliotheque
universitaire des Langues et civilisations (BULAC – Languages
and Civilisations University Library). In the framework of the
exhibition rare and precious Armenian books unknown to the public
will be exhibited, mainly collected from the authoritative libraries
and monasteries. This was reported to Armenpress by the responsible
for the exhibition Michael Nshanyan.

“The exhibition presents the wide geography of the Armenian
typography – Venice, Rome, Istanbul, Amsterdam, Marseilles and
Madras. It highlights the intellectual, technical and trade exchanges
between Europe and the East beginning from the Renaissance up to
the Illuminators Epoch”, – stated Michael Nshanyan, adding that this
exhibition was a great opportunity to present the public the exclusive
samples of the Armenian book.

On October 26, parallel to the exhibition, a symposium will take

Les autorites de securite d’alimentation armeniennes ont commence une
investigation complète de 4 entreprises aquacoles qui ont vu leurs
produits interdits par Rosselkhoznadzor de Russie, le Service Federal
pour la Surveillance Veterinaire et Phytosanitaire. Rosselkhoznadzor
a explique l’interdiction en raison de la presence de bacteries qui
ont ete trouves dans les poissons armeniens.

L’interdiction a pousse l’Association de la Peche armenienne
de demander au Service de Securite Alimentaire du Ministère de
l’Agriculture de faire une investigation independante.

Babken Pipoyan un officier du Service a dit que Rosselkhoznadzor a
trouve des bacteries dans les produits de quatre societes armeniennes
Akvatehavtomatka, Unifish, Dimitri et Gos. Il a dit qu’avant le
chargement de leurs produits vers la Russie ces societes les avaient
examines et aucune bacterie nuisible n’avait ete trouvee.

Il a dit que les experts du Service de Securite Alimentaire ont pris
des echantillons de l’eau et des poissons des quatre societes et que
des inspecteurs surveillent maintenant le processus de production de
ces societes. Pipoyan a dit que l’examen sera fini dans une semaine.

Il a dit que les resultats de l’inspection seront envoyes a
Rosselkhoznadzor et si aucune bacterie n’est trouvee que le Service
de securite Alimentaire demandera a l’agence russe de retirer
l’interdiction qui entrera en vigueur a partir du 27 septembre.
