times, noting that such acts are illegal and seriously damage the peace
talks towards the peaceful solution of Nagorno Karabakh conflict”,
the spokesman for the Ministry of Foreign Affairs of Azerbaijan Elman
Abdullayev said while commenting on the newly opened Khankandi airport.

He mentioned that this step by Armenia clearly shows that it has no
intention to show its political will towards the settlement of the
conflict: “it makes me to ask again why the international community
hasn’t given an adequate reaction towards the issue. The international
community has discussed this issue for many times. Azerbaijan has never
made illegal actions. Our steps are always based on the international
norms. I hope that international community will give an adequate
response to such step made by Armenia. The above mentioned territory
belongs to Azerbaijani air space and the opening of an airport in
this area contradicts Chicago Convention on Civil Aviation.

The transfer of Ramil Safarov to Azerbaijan was the Hungarian
government’s “correct and right” decision, enabling Hungary to get out
of the Azeri-Armenian conflict, Hungarian Prime Minister Viktor Orban
told Parliament, reported.

The premier responded to critical remarks by Socialist MP Laszlo
Kovacs, former Socialist foreign minister.

Orban said the government had made a correct and right decision that
complied with the rules of international law and Hungary’s legal
practice.

“Hungary should follow its own interests rather than those of Armenia
or Azerbaijan,” he said.

Orban said that the decision had not been motivated by the promise of
any short-term benefits.

In the long term, however, it will have a benefit, the premier said.

As long as Safarov was here, he caused plenty of conflicts and
difficulties and the situation would not have changed in the future
either,” he said.

Ramil Safarov was born on August 25, 1977 in the Jabrail region of
Azerbaijan. Safarov 34, who participated in NATO exercises in 2004 in
Hungary, was charged with the murder of Armenian officer Gurgen
Margaryan, who insulted the Azerbaijani flag. As the result of the
verdict by the Budapest court, Safarov was sentenced to life
imprisonment without the right of pardon during 30 years.

Immediately after the Azerbaijani officer’s release, Armenian
President Serzh Sargsyan announced that Armenia suspends diplomatic
relations and all official contacts with Hungary.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. – are
currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

The Armenian attacking midfielder has been one of the revelations of
the 2012-13 European season and Juventus will need to treat him with
caution when Shakhtar visit Turin tonight

Donbass Arena in Donetsk is a very musical stadium. Every goal by
Shakhtar is greeted with tunes from the country of the scorer.

Ukrainians are getting their national hopak, but most of the time
the crowd naturally listens to samba.

Almost all of Shakhtar’s midfield and attack is based on Brazilians.

Luiz Adriano, Willian, Fernandinho, Ilsinho, Alex Teixeira,
Douglas Costa – the veteran Romanian coach Mircea Lucescu must
speak Portuguese quite fluently by now. This season, however, samba
is less frequent, and its place is taken by the Sabre Dance. Aram
Khachaturyan is Armenia’s finest composer, and Henrikh Mkhitaryan is
the man responsible for him being celebrated in eastern Ukraine.

The 23-year-old midfielder has been unplayable in recent months. After
scoring just four goals in his first year at Shakhtar in 2010/11,
and netting 11 times in all competitions last season, Mkhitaryan
has amazingly put 15 balls past opposing keepers in just 11 games
since July. His 13 goals in the Ukrainian league include a hat-trick
versus Chernomorets Odessa and doubles against Arsenal Kiev, Volyn and
Vorskla. Add four assists, and you get a player who is pretty much
unstoppable. Tonight, Juventus could experience difficulties trying
to deal with the Armenian, who struck twice in the 2-0 win against
Denmark champions Nordsjaelland on the Champions League opening day.

Those who have followed Mkhitaryan’s career are not surprised by
these exploits. His outrageous talent has been there for all to
see for a long time now. Hamlet Mkhitaryan, Henrikh’s father, was
the biggest star of Ararat Yerevan in the Soviet league during the
1980s, scoring 46 goals for the club. At the beginning of the 1990s,
Mkhitaryan Sr moved to France, where he helped the now defunct Valence
to be promoted to the second division. That’s where Henrikh spent
his early childhood. Tragically, Hamlet Mkhitaryan died of a brain
tumor at just 33, and never witnessed his heir developing into an
outstanding footballer.

Unlike his father, Henrikh has mostly played in midfield since starting
his career at Pyunik Yerevan aged 17. By 2009, he had won four Armenian
league titles and was quite clearly too good to stay.

Many teams tried to acquire his services, and Mkhitaryan was tempted
to go to France, where he would have no language problems. Lyon and
Lille were realistic options, while there was also interest from
Lokomotiv Moscow and Boca Juniors. The youngster said at the time:
“It is an important dilemma, as I must choose a team where I will be
assured of a starting place.”

This logic led to Mkhitaryan signing for unfashionable Metallurg
Donetsk, where Yaya Toure spent more than a year at the beginning of
his career. The Ivorian was sold to Olympiakos for ~@2 million in 2005,
the Armenian’s price was [email protected] when he joined city rivals Shakhtar
in 2010. One could claim that was still a bargain. In his only full
season at Metallurg, Mkhitaryan was the unquestionable leader, scoring
14 goals from midfield, guiding the team to the Ukrainian Cup Final,
and eventually being named team captain. Shakhtar beat Tottenham and
Werder Bremen to his signature, and those clubs will regret missing
out on him.

At first Lucescu used Mkhitaryan in a slightly withdrawn position,
where his vision and precise passing were very useful. Towards the
end of last season, though, the coach moved the Armenian higher up the
field, handing him the free role behind the striker, and the results
were stunning to say the least. Magically two-footed, calm in front of
goal and extremely confident, Mkhitaryan flourished, and after being
voted Shakhtar’s player of the season by fans he stated: “I definitely
feel more comfortable close to the attack, even though I don’t mind
playing as a holding midfielder if that’s what the team needs.”

Modesty is one of Mkhitaryan’s main qualities, as he states that he
“doesn’t feel like a star”, even though he is one of the best players
in the most successful outfit in Ukraine, winning two league and cup
doubles in his two seasons at Shakhtar. His willingness to play for
the team can be highlighted by a beautiful example from the last
day of 2011-12. With the title already assured, Shakhtar led 2-0
against Oleksandria when Mkhitaryan, who scored in the first half
with a header, got an opportunity to claim a very easy brace. Despite
having just the keeper to beat, the Armenian chose to pass to Yevhen
Seleznyov, so that his fellow striker could become the league’s top
scorer. As unselfish as he is talented, Mkhitaryan is very much liked
and respected in the dressing room.

As well as starring for Shakhtar, Mkhitaryan also hit the headlines
by scoring no less than six goals in Armenia’s sensational Euro 2012
qualifying campaign. Armenia were one of the biggest surprises of
the tournament, beating Slovakia twice, including a 4-0 stunner in
Bratislava. Only an unlucky defeat in Dublin on the last day meant
they lost out on a playoff place. Mkhitaryan, who made his national
team debut before he was 18, is already one of his country’s leaders,
partnering in attack the Russian Premier League’s top scorer Yura
Movsisyan of Krasnadar.

Armenia might not be so prolific in the World Cup 2014 qualifiers,
having been handed a tough draw with Italy, Denmark, Czech Republic and
Bulgaria. Nevertheless, the Italians should be aware of his impressive
potential. The goal against Dnipro last week was Mkhitaryan’s 100th in
his rising career, and he is quite clearly the most in-form player in
the whole of Europe. Juventus’ Gianluigi Buffon, Giorgio Chiellini,
Andrea Barzagli and Leonardo Bonucci will take him on tonight in the
Champions League, before meeting the young prodigy again in Yerevan
next Friday, wearing Squadra Azzurra shirts.

They will have their hands full on both occasions.

NEWS.am reports that the UN General Secretary greeted Nalbandyan and
sent his best wishes to President Serge Sargsyan. He also noted that

The Foreign Minister presented the current stage of the settlement
of the Nagorno-Karabakh conflict.

The sides shared views on the UN problems, on the process of the
organization’s reformation, realization of the stable development
program and the annual report by Armenia.

Mikhail Sebastian was looking for a beach getaway. Now he may be
stuck in American Samoa for the rest of his life

Mikhail Sebastian’s trip to American Samoa redefines the term
nightmare vacation.

Instead of a five-day holiday to the lush, tropical US territory in
the South Pacific, the 39-year-old has spent more than nine brutal
months there caught in an immigration law hell. Experts agree it’s
an unprecedented illustration of America’s broken immigration system.

The key sticking point: Though he’s lived legally in Houston and
the Los Angeles area for years under a special arrangement with the
Department of Homeland Security, Sebastian is stateless, with no
citizenship at all. The federal government argues that during his
vacation he “self-deported” from the United States – despite the fact
that American Samoa is a US territory.

Now the part-time travel agent and barista is stuck on the
76-square-mile island as federal and local officials hash out what
to do with him. Though the local government is putting him up with a
local family and giving him a $50 weekly allowance, Sebastian can’t
work under American Samoan laws and can’t travel off the island.

Most days, he can be found at the local McDonald’s using an internet
connection to post online appeals, while drawing the sympathy of
doting locals, who have been circulating petitions to get him back
home. He’s living a sweaty Pacific island version of “The Terminal,”
the movie in which Tom Hanks plays a traveler who loses his citizenship
and is stuck in an airport.

“It’s horrible here, it’s hot it’s making me sick, I can’t stand it
anymore,” Sebastian told GlobalPost over Skype recently. “I just want
to go home.”

Charity Tooze, a spokeswoman for the United Nations High Commissioner
for Refugees’ (UNHCR) office in the United States, which is advocating
for Sebastian, said: “There’s a big gap in the legal structure of
the United States when it comes to stateless people, and Mikhail has
fallen right through it.”

Stateless in America

To understand Sebastian’s case, one has to grasp the problem of
statelessness in America.

At least 4,000 people in the United States don’t have citizenship
in any country, through no fault of their own, according to advocacy
group Refugees International.

In some cases, countries use nationality as a political tool, stripping
people of their citizenship when they’re abroad. Other times states
simply cease to exist, and no one will recognize their former citizens.

That’s what happened in Sebastian’s case, which is no simple matter.

He is an ethnic Armenian born in what is today Azerbaijan, but when
the Soviet Union broke up, Azerbaijan refused to issue him a passport
because, he claims, of his Armenian background.

But Sebastian adds that he has been unable to convince Armenian
authorities to grant him a passport either. The explanation, he says,
is that Armenia isn’t convinced of his ethnicity and won’t grant him
citizenship under its laws.

The US immigration system can offer stateless people a path to legal
residency and possible citizenship if an asylum claim is accepted.

But often, as in the case of Sebastian, stateless people end up in
a legal twilight zone of sorts. His asylum application was rejected
in 1996, the year after he came to the US on a business visa in his
USSR passport and decided he wanted to stay in the country.

After a judge ruled in 2002 that he should be deported, Sebastian
was jailed for six months. But since no country would accept him,
officials released Sebastian with a work permit and the stipulation
that he regularly check in with immigration authorities, records show.

“People like this find themselves in a very precarious position,
where there aren’t really any remedies for them at all,” said Maureen
Lynch, an expert on statelessness affiliated with the International
Observatory on Statelessness in the United Kingdom.

They can end up living in permanent quasi-legality – often until
their deaths, Lynch said.

More than 70 countries have signed on to two international conventions
that bind them to provide a way for the stateless to regularize their
legal status.

But the United States never has.

And though lawmakers have introduced legislation in the past to offer
a pathway to immigration regularization, it has failed each time.

Seeing the world

Because he can’t travel outside the United States, Sebastian says he’s
been visiting the most exotic American destinations he can find – Guam,
Puerto Rico and Hawaii, among others. To facilitate his travels, he has
a so-called “World Passport” from the World Service Authority, which
David Gallup, the group’s president, describes as a global-governmental
organization. A World Passport is a document that’s supposed to confer
world citizenship; it can be issued to anyone, other than criminals,
terrorists and citizens of certain countries, like Cuba and Iran,
Gallup says.

Last December, he decided, the South Pacific was next on his list. He
says he checked with US immigration authorities and was told that
visiting American Samoa wouldn’t cause him any problems. The American
Samoans sent him an authorization to travel with the World Passport –
because of American Samoa’s unusual relationship to the United States,
everyone traveling there and back passes through customs.

Here’s the chain of events no one disputes: After visiting American
Samoa, Sebastian took a side trip to the neighboring independent
country of Samoa before crossing back into the US territory. When
he tried to board a plane on the way back to the mainland, airline
officials called US immigration authorities. They decreed that a
World Passport wasn’t a valid travel document and he couldn’t board
the flight back.

That doesn’t make sense to American Samoan officials, who wonder how
Sebastian can be considered deported from the United States if he is
now on American territory.

In a written statement to GlobalPost the Department of Homeland
Security’s Immigration and Customs Enforcement agency wrote that
Sebastian had, in effect, self-deported himself: “In 2002, an
immigration judge with the Executive Office for Immigration Review
(EOIR) ordered Sebastian to depart the United States. At that
time, he was not in ICE custody as the agency had deferred action
on his removal. In the meantime, he had been granted employment
authorization. In December 2011 when Mr. Sebastian traveled to American
Samoa and Samoa, he was prohibited from returning to the United States
due to the immigration judge’s order.”

Stuck forever?

On the island, authorities have been appealing to the highest levels
of the federal government. The territory’s governor, congressional
delegate and the local Office of the Attorney General have all begged
the US to take Sebastian back.

And a thick web of pro-bono immigration attorneys and UNCHR have
taken up Sebastian’s case.

But Homeland Security won’t give in and Sebastian’s supporters worry
that he could be stuck forever. If that happens, American Samoa
would have to change its laws to allow Sebastian to work or own land,
officials say.

“As a US territory we can’t tell the US what to do. And we don’t have
the same influence a state does,” said Vincent Kruse, a lawyer with
American Samoa’s Attorney General who has been working on Sebastian’s
case. “It’s definitely very frustrating because we just want to help
Mikhail go home but we’re starting to think about the possibility
that he may be here for the long run.”

In August Eni F.H. Faleomavaega, American Samoa’s delegate to
the US House of Representatives, appealed directly to Secretary of
Homeland Security Janet Napolitano in a letter, calling the situation
“unprecedented.”

“There are no pre-existing cases that would provide a better
understanding in addressing his situation,” Faleomavaega wrote,
asking her to resolve the situation.

But in a Sept. 13 letter, the Department of Homeland Security rejected
that appeal, prompting strong words from Faleomavaega as he once more
demanded Napolitano’s personal intervention.

“It is clear to me that the US Department of Homeland security has
no sense of compassion for Mr. Sebastian,” he wrote Napolitano last
week, citing Sebastian’s “extreme” living conditions and calling his
treatment by federal authorities “inexcusable.”

Sebastian just wants to get back to California to reopen his asylum
case – records show federal officials had previously approved its
reopening but rescinded the offer after they realized he was stuck
in the South Pacific.

Back in McDonald’s, Sebastian says he isn’t reveling in his
mini-celebrity on the island of just 55,000 people. He’s feeling
powerless and at his lowest points has even contemplated suicide.

“This whole situation is like a hell for me,” he said.

Armenian President Serzh Sargsyan visited the Chinese embassy here on
Monday to mark the 63rd anniversary of the founding of the People’s
Republic of China.

Sargsyan said the Chinese people turned over a new leaf 63 years ago,
and Armenia values its friendly relations with China. He said his
country hopes to maintain a sustainable development of the bilateral
ties.

The president said the two countries have conducted productive
cooperation in economics in recent years with increased bilateral trade
volume, which is expected to reach 500 million U.S. dollars next year.

Tian Changchun, the Chinese ambassador to Armenia, said the two
countries have maintained good relations since the establishment of
their diplomatic ties 20 years ago.

The Chinese government and people, Tian said, are glad to have such
a good partner as Armenia and appreciate the Armenian government and
people for their support on international affairs.

Meanwhile, both nations have also conducted active people-to-people
exchanges. The Chinese Culture Days will be held in Armenia in October,
which will build up the understanding between the two peoples,
Tian added.

Armenia and China forged diplomatic relations on April 6, 1992.

TBILISI. – Change of power in Georgia will lead to positive movement,
an activist in Javakhk David Rstakyan told Armenian News-NEWS.am
adding he expects improvements in all fields, including political,
economic and cultural.

In response to the question why the Saakashvili-led party received more
votes in the areas mostly populated by ethnic minorities, Rstakyan said
that they, as a rule, prefer to vote for the incumbent authorities,
that is why they do not participate actively.

To note, Akhalkalaki, mainly populated by Armenians, gave 70 percent
to the United National Movement and 30 percent to the Georgian Dream
bloc. The data on Armenians’ vote in Tbilisi is not available yet.

Javakhk (Georgian name Javakheti) is a predominantly-Armenian-populated
part of Georgia’s southeastern Samtskhe-Javakheti Province.

de son parti aux legislatives remportees contre toute attente par
la coalition d’opposition du milliardaire Bidzina Ivanichvili, qui
a exige la demission du chef de l’Etat dont le mandat s’achève en 2013.

La defaite lundi du Mouvement national unifie met fin a la domination
du parti de M. Saakachvili, arrive au pouvoir en 2003 après la
“Revolution de la rose” qui a chasse l’ancien president Edouard
Chevardnadze, ex-chef de la diplomatie sovietique.

“Il est clair que (la coalition d’opposition) le Reve georgien a

election constitue “un developpement monumental” dans ce petit pays
du Caucase qui a connu dans le passe de nombreux episodes violents.

“Il s’agit d’un evenement sans precedent dans une ancienne republique
sovietique, a l’exception des pays baltes”, a declare M. Sheets

Les observateurs de l’Organisation pour la securite et la cooperation
en Europe (OSCE) ont indique que ces elections avaient constitue un
“pas important” pour la democratie.

Les Etats-Unis ont felicite la Georgie pour une election “qui fera
date”.

“Les Georgiens ont donne l’exemple a la region et au monde en
organisant une campagne ouverte, en exprimant librement leurs
droits democratiques, et en insistant sur leur engagement envers une
transition pacifique”, a affirme le porte-parole de la Maison Blanche,
Jay Carney, dans un communique.

De son côte, l’Union europeenne a dit vouloir poursuivre son “etroite
cooperation” avec la Georgie et rester engagee vis-a-vis de Tbilissi
“tant sur le plan de l’association politique que sur celui de
l’integration economique”.

La repartition des sièges depend cependant d’un système electoral mixte
qui accorde aussi 73 sièges au scrutin majoritaire, pour lesquels,

un bastion traditionnel de l’opposition.

Ces elections etaient cruciales pour le chef de l’Etat, alors que
des modifications dans la Constitution vont accroître les pouvoirs
du Parlement et du Premier ministre en 2013, annee qui marquera la
fin du second et dernier mandat possible de M. Saakachvili.

Son arrivee au pouvoir en 2003 avait ete fondee sur la promesse de
la democratie, mais il avait par la suite fait face a des accusations
d’autoritarisme lancees par l’opposition.

M. Ivanichvili a aussi accuse le president Saakachvili d’avoir
declenche la guerre avec la Russie de l’ete 2008 qui a conduit a
la perte de l’Ossetie du Sud et de l’Abkhazie, deux territoires
secessionnistes où Moscou maintient depuis lors des troupes.

M. Saakachvili a en retour accuse son rival, qui a fait fortune en
Russie dans les annees 1990, de faire le jeu de Moscou.

En abordant ses priorites en matière de politique etrangère, M.

Ivanichvili a indique que la Georgie entendait ameliorer ses relations
– aujourd’hui execrables – avec la Russie voisine et rejoindre l’Otan,
une ambition vue d’un mauvais oeil par Moscou, et conserver aussi de
bonnes relations avec son allie americain.

Suite a la realisation du projet De la terre a l’assiette. Dvd
pedagogique sur l’agriculture familiale en Armenie, nous sommes
heureux de vous inviter a la première presentation publique des 4
courts-metrages qui composent cette serie.

De la terre a l’assiette est une serie audiovisuelle composee de
courts-metrages d’une duree de 12 minutes chacun. Reunis au sein d’un
Dvd, les films ont un caractère pedagogique, un but d’information
et de transmission des methodes agricoles et des savoirs culinaires
traditionnels pour les jeunes generations. Inspire par l’essor des
reportages sur la gastronomie et le jardinage, le projet va plus loin,
en montrant l’association de ces deux activites au sein de familles
paysannes vivant dans des conditions de vie difficiles.

Pour le premier volet de la serie, nous avons selectionne quatre
familles d’agriculteurs en Armenie. Les spectateurs suivent ces
familles, depuis le potager jusqu’au salon, du travail de la terre
a la recolte, de la cuisson a la degustation.
