YEREVAN, OCTOBER 4, ARMENPRESS: If it is true, that the members of
the Azerbaijani delegation to PACE have bribed their colleagues with
black caviar, then it is absolutely unacceptable. As reports Armenpress
referring to contact.az, this statement was made â~@~Kâ~@~Kat a press
conference on Thursday, by the Secretary-General of the Council of
Europe, Thorbjørn Jagland, answering journalists’ questions.

“Azerbaijani caviar is a treat against PACE independence. The
Parliament, as well as its members, should be independent, autonomous
and act on behalf of the organization, protecting its standards
and values. Therefore, it is totally unacceptable” noted the
Secretary-General of the Council of Europe.

Speaking about the possibilities to investigate the circumstances of
such cases, the Secretary-General said that he could not interfere
in the work of PACE, because it is an independent body, he said.

contact.az reports that in summer this year a group of PACE members
prepared a special report on the facts of bribing their colleagues
on the part of the Azerbaijani delegation.

The Parliamentary Assembly of the Council of Europe (PACE) has launched
debate on Ramil Safarov’s case.

Earlier, opening the autumn session, PACE head Jean Claude Mignon
said glorification of the heinous crime committed by Safarov is
unacceptable. “I deeply regret the obtaining of a pardon for a
criminal through the use of a legal instrument of the Council of
Europe developed for truly “humanistic” purposes,” he added.

Armenian News-NEWS.am reported earlier that Ramil Safarov, a lieutenant
in the Azerbaijani military, was extradited on August 31 from Hungary,
where he was serving a life sentence-and with no expression of
either regret or remorse-for the premeditated axe murder of Armenian
lieutenant Gurgen Margaryan, in his sleep, during a NATO Partnership
for Peace program in Budapest back in 2004.

As expected, Ramil Safarov’s return to Baku was welcomed, as was
his act of murder, by the officials of president Ilham Aliyev’s
government and much of Azerbaijani society, and the Azerbaijani
president immediately granted him a pardon.

Armenia’s President Serzh Sargsyan announced on August 31 that Armenia
is suspending its diplomatic ties with Hungary.

On October 2, the European Court of Human Rights (ECHR) revealed
decision in the case Virabyan v. Armenia.

Grisha Virabyan was a member of the People’s Party of Armenia. The
case concerns his allegation that he was tortured in police custody
in April 2004 following his arrest on suspicion of carrying a firearm
at a rally organized by the opposition parties in Yerevan.

In particular, he alleged that he was repeatedly kicked and punched
in the groin during his custody and, as a result, his left testicle
had to be removed. He further complained that the investigation into
his allegations of torture was ineffective and that his ill-treatment
was politically motivated.

According to ECHR decree, Armenian government must compensate 31,000
euros to Virabyan, including 25,000 euros for moral damage and 6,000
euros for court expenses.

Virabyan relied on Article 3 (prohibition of torture and inhuman and
degrading treatment) and Article 14 (prohibition of discrimination).

Further relying on Article 6 § 2 (presumption of innocence), he
also complained that criminal proceedings brought against him for
attacking a public official during his police custody were terminated
in August 2004 notably on the ground that he had also suffered during
the incident and that this had “atoned for his guilt, ” ECHR website
reported.

In an interview with Panorama.am, David Saganelidze, head of the
election headquarters of Georgia’s opposition coalition Georgian
Dream, said that the coalition had a convincing victory in the
parliamentary elections, facing struggle with Georgia’s ruling party
under extremely hard conditions.

“However, the Georgian people backed us and voted for us,” one of the
leaders of the opposition coalition said.

According to Saganelidze, leader of Georgian Dream, Bidzina
Ivanishvili, paid frequent visits to Georgian regions populated by
Armenians during the election campaign and met with electorate, so he
is well aware of the problems faced by the region.

“Georgian Dream will assist in solving problems of Armenians in
Javakheti, Tbilisi as well as other Georgian regions compactly
populated by Armenians,” Saganelidze noted.

Speaking on the perspectives of development of relations between
Georgia and Armenia, the Georgian politician noted that these two
states are linked by centuries-old good neighborly relations and
friendship.

“Besides, problems of the South Caucasus are common for everyone, be
it the conflict between Armenia and Azerbaijan or Georgia’s
territorial problems. Therefore, good relations between our states
will help in solving regional problems,” said the head of the Georgian
Dream election headquarters and took this opportunity to convey his
warmest wishes to Armenian people and his Armenian friends.

The clashes in Syria’s Aleppo continued all night long and now as well.

The military clashes between rebels and government forces are taking
place very close to Armenian districts.

Speaking to Tert.am, Zhirair Reisyan, leader of the Armenian diocese in
Beirut, said the situation is very tensed near Bostan Pasha district,
where Armenian old people’s house is. Explosions occurred in suburbs
of Nor Gyugh as well.

Reyisyan said the community has not suffered human losses during
these days.

He said Armenian guys working on ambulance helped the population
during the fire in Nor Gyugh, luckily no human losses were registered.

He said they consider it unnecessary to speak of material losses,
saying they first of all rate human lives, though the exploding bombs
have caused essential material losses.

YEREVAN. – Close to 5,000 Syrian Armenians have come to Armenia in
the past ten months, Diaspora Minister Hranush Hakobyan stated at
the National Assembly (NA).

At the NA, the Minster was introducing the bill on making amendments
in Armenia’s Law on State Duty, whereby it is proposed that Syrian
Armenians be exempt from payment of visa fees.

By and large, the Syrian Armenians had entered Armenia for a short-term
stay and their visas were issued accordingly. But due to the ongoing
developments in Syria, the majority of the Syrian Armenians are not
planning on returning just yet, and therefore their visas need to be
extended. This also refers to the extension of the residency status
document.

In this connection, the aforesaid bill proposes to fully exempt those
people of Armenian origin from payment of visa and other similar
document extension fees, if the lives and health of those Armenians
are under jeopardy in the country of their permanent residence.

Christians in Aleppo are being dragged in to the increasingly
sectarian civil war in the country, straining the leadership’s policy
of neutrality, writes The Daily Star of Lebanon.

Persistent reports from Armenian Christian residents and media
activists in Aleppo say some Christian groups are arming in the city.

Several sources told The Daily Star the Armenian leadership turned
down a government offer to arm the Armenian Christian community,
but say some Armenians are accepting weapons from the regime to join
pro-government militia groups known as the “popular committees.”

“They paid around 15,000 Syrian Pounds ($22) to every guy who wanted
to join the popular committees,” explained activist George, who asked
that his surname not be used, adding that around 400 men had taken
up the offer.

“The regime tells them: These terrorists are backed by Turkey and
this is your chance for revenge on Turkey.

“In this way they exploit the Christians’ loyalty, but I think it’s
failed.”

The Armenian community in Aleppo, numbering some 80,000 and whose
roots extend as far back as the first century B.C., has enjoyed broad
cultural autonomy and benevolent ties with the Alawite regime – a
relationship often cited as part of the government’s policy of courting
the country’s ethnic and religious minorities to counter-balance the
Sunni majority.

As they moved into central Aleppo, the majority Sunni Free Syrian
Army issued repeated assurances that minorities will not be harmed and
has called on Christians to join their fight against the government.

However, recent accounts from residents in the city say Islamist
fighters are increasingly targeting Christians for their perceived
support of the regime.

“They demanded the Armenian community give up those who were joining
the shabbiha,” said one man, using a pseudonym of Firas.

On September 14, the leaders of the three Armenian churches in Aleppo –
Armenian Catholic, Armenian Orthodox, and Armenian Evangelical – issued
a joint statement aimed at clarifying the position of the community:

“As the bloodshed continues unabated in our dear country … what
adds to our anguish are the unsuccessful attempts of presenting the
Syrian Armenians as taking part in the armed battles of the current
Syrian crisis or trying to actually drag them into such a conflict,”
the statement said.

“We reiterate today, that the peaceful co-existence that the Syrian
Armenians have cultivated throughout the decades continues … and
it will definitely stay against all kinds of violence and armed
collisions.”

Speaking via telephone from Aleppo, spokesman for the Armenian
Prelacy of Aleppo Jirayr Reyisian told The Daily Star churches as
well as mosques, schools and residential buildings had been damaged
by government shelling and in clashes between groups, insisting he
did not believe Christians were being targeted.

He outlined the prelacy’s work in providing humanitarian aid and
shelter to all victims of the fighting.

“Bombs don’t differentiate between sects,” he said.

On the question of arms in the community, he said “some armed groups
are supporting the army and there are some Armenians among them. We
have nothing to do with that.”

“We are not worried. We fear the situation for the whole country, for
all the people in Syria. But we are not taking sides in this crisis.”

That sentiment was echoed by members of the Lebanese Armenian
community, who adopted a policy of neutrality during the Lebanese
Civil War.

Hagop Pakradounian, Tashnag party MP for the Metn, notes that as the
conflict in Syria has escalated traditional positions of loyalty toward
the Syrian state among the Armenian community have been compromised.

“Wherever Armenians have been they have supported the country,
the state, but with the mutual killing in Syria now we have seen the
abolition of the concept of the Syrian nation as it has descended into
civil war,” says Pakradounian. “The idea of Syria has disappeared …

If someone attacks their [an Armenian] family, home or business then
they are obliged to defend themselves, not for the government nor
the opposition.”

At the social club of the Armenian Tashnag party in Bourj Hammoud,
Ogsen, 56, [an alias] struggled to contain his emotions. He fled
to Beirut from Al-Midan just over a week ago, along with his mother
and nephew. His brother, paralyzed from the waist down, remains in
Syria’s second city.

“We couldn’t take him,” Ogsen says with a shake of his head, recalling
his 14-hour journey to Beirut and his fear approaching checkpoints,
unsure whether they were controlled by Assad forces or the opposition.

“When a checkpoint was controlled by the army, then I felt relaxed,”
says Ogsen, “but if it was an opposition checkpoint I was terrified.”

“I love my country, I love my president but I had to leave,” Ogsen
says almost apologetically. “Everyone was leaving. I saw a young
girl die in front of my house, a soldier shot her through the head
by a sniper. So many people …,” he tails off, his dark curly hair
drooping over his brow as he bows his head toward the floor.

Amin, 26, from the Suleimaniyah district of Aleppo similarly uses
the word “terrorist” when referring to the Syrian opposition.

Amin arrived in Beirut two months ago after the car factory in which
he worked shut down and he was unable to find work.

“I left [Aleppo] because I wasn’t going to wait and die but now I am
running out of money. I don’t know if I can stay but I don’t want to
go back.”

“Maybe I would return to sell my house but then I would leave. I
wouldn’t live there.”

post-graduate students and researchers may apply for German Academic
Exchange Service (DAAD) scholarship program.

The number of Armenians to have been granted DAAD scholarships in
2012 exceeded 80.

The German Academic Exchange Service or DAAD is the largest
German support organization in the field of international academic
co-operation.

DAAD is a private, federally funded and state-funded, self-governing
national agency of the institutions of higher education in Germany,
representing 365 German higher education institutions (100 universities
and technical universities, 162 general universities of applied
sciences, and 52 colleges of music and art) [2003].

Since RA independence, more than 1800 Armenians have been provided
with DAAD financial assistance for conduction of their research works.

Azerbaijani Armed forces killed at least 36 Armenian servicemen on
the frontline during the last 9 months.

APA reports quoting Armenian Mass Medias, and social networks that
at least 22 Armenian soldiers were wounded as a result of skirmishes
and mine explosion.

3 of them were killed on the frontline as a result of mine explosion.

Armenian servicemen, who died because of diseases or by falling in
avalanche, are not included into this list. Besides it, 5 Armenian
vehicles (1 in Khojavand, 2-Fuzuli and 2-Gazakh) were shot and
broke down on the frontline. These vehicles carried out passenger
transportation and engineer-fortified on the frontline.

Armenians suffered serious loss in June, April and February.

Azerbaijani Armed forces killed 11 Armenian servicemen in June,
9 in April and 5 in February. 8 Armenian servicemen were wounded on
the frontline in June, 4 -in April and 1 -in February. Azerbaijani
snipers killed 5 Armenian servicemen within the last two months.

Armenian Mass Medias refuse to give any information on the death facts
among Armenian men bound for military service in Karabakh. During
the case-studies it was revealed that sometimes the Armenian Defense
Ministry confirmed the information on its loss a week later.

Robert Kocharyan Expresses His Sympathy And Support To Vartan Oskani

Armenian second President Robert Kocharyan has issued a statement
today, criticizing the parliament’s decision to strip ex-Foreign
Minister Vartan Oskanian of parliamentary immunity. The statement
reads, in part:

“I attentively studied the materials of the “case” and couldn’t find
the answer to the key question: what do the National Security Service,
the Prosecutor’s Office and the parliament have to do with good
relations between John Huntsman, Vartan Oskanianand his “Civilitas”
Foundation? This way the parliament has discredited itself, which
entails negative consequences for the country’s image. This is
not what Armenia needs today. Vartan Oskanian was one of the most
successful Armenian ministers and one of those political figures who
have withstood the challenge of the Armenian power.

He was effective and honest both before, when he was in power, and
today. He is extremely decent, which is a rare quality in today’s
political reality. People with such qualities and virtues should
be cherished, not prosecuted even in the name of own reputation,
especially considering that he represents a party which has a serious
electorate. The nonsense of this story is disappointing. I am sorry
for what has happened and express my sympathy and support to Vartan
Oskanian.”
