PanARMENIAN.Net – The Central Bank of Armenia (CBA) board has resolved
to declare Zolotaya Korona Russian payment system’s license for
transactions in the Republic of Armenia expired.

According to CBA official website, the inspections revealed that
Zolotaya Korona has repeatedly restricted Armenia-based banks’ access
to its payment system without issuing any explanation.

The CBA filed a note to the operator, urging it to immediately fix
the problem. The payment system was also warned of the possible
consequences in case of failing to address the violations.

Seven partner banks currently make money transfers through Zolotaya
Korona system, with 260 outposts operating in the republic.

YEREVAN. – Session of the Armenian Genocide 100th Anniversary Regional
Coordination Central Committee of Brazil was convened Monday, during
which its Board members were approved and the Committee’s challenges
and objectives were discussed.

The Board members includes virtually all of the Brazilian-Armenian
community’s main unions, the traditional political parties, heads
of spiritual institutions, Armenia’s Ambassador to Brazil, and the
Honorary Consul General in Sao Paulo, MFA press service informs.

Also, it was proposed to form an auxiliary committee which will be
made up of separate subcommittees.

The Central Committee’s next session is scheduled for the latter half
of November.

The Ministry of Foreign Affairs of the Nagorno Karabakh Republic has
circulated a letter to the UN General Assembly and the Security Council
in response to the letters of the Azerbaijan Representative to the UN
regarding the presidential elections held in the NKR on July 19, 2012.

“The formation of state structures through free and transparent
expression of the popular will has become an inseparable part of
the political culture in the Republic,” the document of the Foreign
Ministry reads

It is also noted that the July 19, 2012 presidential elections
in Artsakh were yet another step towards deepening the democratic
traditions and universal values in the country that was affirmed by
the high assessments given by the international observers, including
members of the European Parliament, journalists and public activists.

“The Nagorno Karabakh Republic expects the international community
to demonstrate an appropriate response to its ongoing democratic
processes, which will send the proper signal to the developing
democracies around the globe.

Any allegations by Azerbaijan that the democratic development of the
Nagorno Karabakh Republic hampers the peace process are illogical,
and are solely aimed at distracting the international community away
from factual obstacles in the negotiation process,” in particular
reads the NKR MFA letter.

According to the NKR Foreign Ministry, it is the refusal of Azerbaijan
to commit to its obligations undertaken within the OSCE Minsk Process
that undermines stability, peace and security in the region.

Le Parti republicain (HHK) a refuse mardi 9 octobre 2012 de se laisser
entraîner dans des speculations quant a savoir si son ancien allie
rejoindrait l’opposition pour la prochaine election presidentielle. Le
HHK et le Parti Armenie prospère (BHK) partagent le pouvoir dans le
cadre d’un gouvernement de coalition forme en 2007. Les deux partis
ont soutenu un candidat unique a la dernière election presidentielle
en 2008 qui a ete remportee par le leader du HHK et l’actuel president
Serge Sarkissian.

Mais les deux partis ont pris des divergences depuis les dernières
elections legislatives de mai dernier dans laquelle le HHK a remporte
une majorite absolue a l’Assemblee nationale. Le BHK dirigee par l’
homme d’affaires et millionnaire Gagik Tsarukian a refuse de former
une nouvelle coalition avec le HHK et n’a donne aucune indication
concernant son soutien a la candidature de Sarkissian en 2013.

Les medias et les analystes observent un fosse qui est train de se
creuser entre les deux anciens allies. Certains representants du BHK
ont affirme avoir subi dernièrement des pressions du gouvernement
sur leurs activites politiques.

Vartan Oskanian (BHK), qui a perdu son immunite parlementaire et
qui est poursuivi pour blanchiment d’argent, est considere comme une
victime de ces pressions gouvernementales car il a refuse de s’engager
a soutenir le president sortant pour les prochaines elections.

Oskanian, qui a ete formellement accuse, lundi, a declare dans une
interview accordee a une chaîne de television locale que le BHK pouvait
presenter son propre candidat a la presidentielle. Il a egalement dit
qu’il serait pret a devenir ce candidat si Tsarukian ne souhaitait
pas se presenter. En faisant cette declaration, Oskanian a toutefois
pris soin de souligner que c’etait son ” opinion personnelle “.

Eduard Sharmazanov, un porte-parole du HHK et vice-president du
parlement, a minimise l’ampleur de l’annonce d’ Oskanian qui a
donne lieu a des predictions de la part des medias au sujet de la
course presidentielle. S’exprimant lors d’une conference de presse
mardi 9 octobre 2012, Sharmazanov a dit : ” C’est le point de vue du
chef du BHK, Gagik Tsarukian, qui a ete et qui demeure un point de
vue officiel du parti du BHK pour nous “. ” Et je ne pense pas que
quiconque en Armenie doute de la reelection du president Sarkissian
“, a-t-il ajoute.

Attempts to commission Khankendi airport in the occupied
Nagorno-Karabakh seriously harm the settlement of the conflict through
peaceful negotiations, said the chairman of the Coordination Council of
“Azerbaijani community of Nagorno-Karabakh” Orkhan Akbarov.

“National borders and airspace of Azerbaijan shall be inviolable,
these boundaries can not be used without permission of Azerbaijan. Any
activity carried out by Armenia in the occupied Nagorno-Karabakh and
surrounding areas is illegal,” – he said.

Azerbaijani state is entitled to use any mechanisms to prevent illegal
flights over Azeri lands, said Akbarov.

“Nagorno-Karabakh and surrounding areas are legitimate territories of
Azerbaijan recognized by the international community. Standards of
civil aviation in the matter are entirely on the Azerbaijani side”,
– said the Chairman of the Coordination Council of the community.

Earlier, Armenian media reported about the commissioning of the
airport in Khankendi.

Commissioning of an airport in Khankendi is an open violation of
the Convention on International Civil Aviation, representatives of
Azerbaijani MFA noted.

Azerbaijan has banned the use of the airspace of Nagorno-Karabakh
occupied by Armenia, as no one can guarantee flight safety in the
area, the head of the Azerbaijani Civil Aviation Administration,
Arif Mammadov said.

He said Armenia’s steps directed to the operation of the airport in
Khankendi are attempts to violate international legal norms. This
air space belongs to Azerbaijan, so its use by Armenia is impossible.

The International Civil Aviation Organisation (ICAO) and the European
Civil Aviation Conference (ICAC) also support the position of
Azerbaijan on this issue.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. –
are currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

Last week, the Armenian Parliament ratified a protocol that would allow
Russia, along with other members of the Collective Security Treaty
Organization (CSTO), to veto any foreign military installations in
its territory. This prompted another discussion among the Armenian
political elite regarding whether or not this poses a serious threat
to national sovereignty. What is important here is that the ratified
protocol refers to “military installations” rather than “military
bases.” The former is a broader term, including any military base,
camp, post, station, yard, center or other activity.

In some sense this development could be seen as unremarkable, but a
closer look at the importance of this protocol and other developments
in CSTO member states will reveal more.

For starters, at their top-level summit meeting in Moscow on Dec. 20,
2011, CSTO leaders unanimously agreed that countries outside the
regional security bloc will only be able to establish military bases
in the territory of a member-state with the consent of all members.

This development led Uzbekistan to suspend its CSTO membership in late
June this year because it saw the agreement as an impediment to its
“independent decision making.” This decision [the Dec. 20 agreement
between CSTO member countries] is based on three lines of strategic
thinking:

First, it is to show that the CSTO is not simply a “paper tiger”
but an effective entity able to make significant contributions to
the security affairs of member countries. Indeed, rendering the CSTO
a fully-fledged military-political bloc cannot be achieved just by
means of re-structuring; this is a serious challenge.

The second reason is mainly linked to NATO forces’ scheduled withdrawal
from Afghanistan after 2014. Until then, Moscow’s main concern is
to block any unilateral action by the US; for example, obtaining
military bases or prolonging current lease agreements in Central
Asian countries, as Moscow has its eye on Uzbekistan, Kyrgyzstan
and Tajikistan, all of which are on the US agenda for military
cooperation. With regard to the US, the short-term threat for Russia
is in fact Iran. If the US is strengthening its military position in
Central Asia, this could send an urgent signal on the Iran issue.

Thirdly, the main deficiency of the CSTO is that the organization is
based more on members’ pragmatic considerations than a commonality
of interests or consensus on external threat perceptions. Arguably,
the same is true for NATO nowadays, but the difference is that NATO
was at least established based on common interests and values. In
the CSTO, whether cooperation with NATO or catering to the political
interests of CSTO leaders dominates is likely to depend on Putin’s
immediate interests.

Of course, this development hampers the effectiveness of the CSTO;
these are mostly “stimulus-response” steps by Russia. Until now, the
CSTO’s functionality has been based on responding to NATO’s enlargement
rather than building its own strategy, but now this is changing. In
a general sense, the situation can be explained as a “billiard ball
model” in international relations where the movements of states can
be fully explained in terms of the movements of other states.

With this in mind and considering the Armenian Parliament’s
ratification of the above-mentioned protocol, the next move is
Tajikistan. Russian President Vladimir Putin, visited Dushanbe,
finalizing an agreement with Tajikistan to extend the lease of Russia’s
military base there for another 30 years. Moscow recently sealed a
similar deal with Kyrgyzstan in September, extending the lease of
the Russian air base near the capital Bishkek as well as a number of
other military facilities until 2032.

What is interesting in this respect is that Kyrgyzstan remains the
only country in the world to host both Russian and US military bases.

The US’s current lease on the Manas Air Base expires in 2014, and US
Defense Secretary Leon Panetta travelled to Kyrgyzstan in March in
an effort to persuade the local government to leave the door open to
renewing access to the base after 2014. But in September, the Kyrgyz
government stated that after 2014 there are plans to make Manas a
civilian air base, indicating that Moscow has prevailed in this game.

According to this year’s data (January-September), the total economic
impact of Manas Air Base for the US is $116 million; however, the jet
fuel payment is $163 million, i.e. more than the total economic impact
— and the fuel, of course, comes from Russian energy company Gazprom.

On the other hand, every deal between any Central Asian country and
Washington is based on “Nasser style” neutrality and pragmatism. Gamal
Abdel Nasser was a Cold War-era Egyptian leader famous for his
“neutrality” in the geopolitical game between the US and the Soviet
Union; this strategy indicates a proven general “bandwagon” policy,
too, where states join together when useful allies are unavailable,
for they will face the threat alone if they choose to resist.

Meanwhile, Moscow’s tactics in Central Asia today are not the same as
in the 1990s, where for the sake of regional dominance Russia pursued
a policy of aggressive reintegration. Nonetheless, the results are
the same: Members of Moscow-led multi-state organizations are weak
and susceptible to manipulation.

During the Cold War, Dwight D. Eisenhower’s motto for NATO was, “No one
can defeat us unless we first defeat ourselves;” ironically, Putin’s
current motto seems identical — the “us,” however, is Russia alone,
not the CSTO collectively. And following recent developments, the
updated slogan of the CSTO could be “Americans out, some post-Soviet
countries in and everyone else down.”

LOS ANGELES-From Nov. 10-11, the Richard Hovannisian Endowed Chair in
Modern Armenian History at UCLA will host an international conference
titled “Port Cities and Printers: Five Centuries of Global Armenian
Print” in honor of Prof. Richard Hovannisian.

NICOSIA. – The members of Pan-Armenian Games World Committee, which
started works in Larnaca, Cyprus, have met the Cyprus diocese spiritual
leader of the Armenian Apostolic Church (AAC) Varuzhan Herkelian, later
they laid a wreath in the memory of the Armenian genocide victims.

The delegation also visited the Armenian General Benevolent Union
(AGBU) Nicosia branch, where the AGBU organized a reception.

To note, the executive meeting of Pan-Armenian Games World Committee
started its work on Oct. 5 in Larnaca, Cyprus. One of the participants
is Armenian ambassador to Cyprus Gagik Ghalachyan.

The participants decided to hold the first Pan-Armenian Winter Games
in 2014 in Armenia’s Tsakhkadzor, Armenian MFA reports. The Games
will include skiing, alpine skiing, snowboard and hokey events.
