President accuses BP of mistakes leading to drop in Azerbaijan’s oil output

President of Azerbaijan Ilham Aliyev has accused the BP-led
international consortium of the sharp decline in oil output on the
Azeri and Chirag fields in the Azerbaijani sector of the Caspian Sea.
According to Ilham Aliyev, for the reason of numerous mistakes of the
consortium, the oil production on Azeri and Chirag fields started to
decline over the past years.

According to President Ilham Aliyev, speaking at the session of the
Cabinet of Ministers of Azerbaijan, on results of socioeconomic
development of the country over the nine months of this year, the
consortium does not fulfill its forecasts on oil production.

Meanwhile, the head of state noted that the decrease in production
started after 2008 when in line with the contract, the volumes of
distributed revenues from oil production changed in Azerbaijan’s favor
and became 75 to 25.

Thus, according to Ilham Aliyev, the output forecast in 2009 made
46,800,000 tonnes, while in fact only 40,300,000 tonnes were produced.
In turn, the forecast in 2010 made 42,100,000 tonnes, while the real
production volume was at 40,600,000 tonnes. Similar situation was
observed in 2011: 40,200,000 tonnes were predicted and the real
production made just 36,000,000 tonnes.

According to the head of state, 33,000,000 tonnes will be producted at
2012 with the forecast at 35,600,000 tonnes.

According to President Aliyev, Azerbaijan did not receive the revenues
in the amount of $8.1bn based on the theoretical oil price in the
amount of $100 (while sometimes it was even higher) through these
years.

All the same the Azerbaijani leader recalled that by investing
$28,700,000,000 to the fields development, the consortium has already
received a revenue of $73bn.

`The promises and forecasts must be fulfilled’, the head of state said
especially noting that such an expected decline occurred solely due to
BP’s rude mistakes.

President Aliyev also reminded that Azerbaijan supported BP even in
difficult times.

`We expect the adequate attitude’, he said.

Noting that BP has already promised to put an end to such phenomena
and dismiss the employees responsible for these mistakes, the
president said with regret that the promises have not been fulfilled
yet.

The president noted that SOCAR has already given an instruction to
raise this issue officially and take necessary measures.

`Series measures will be taken’, the head of state said.

President of Georgia Mikhail Saakashvili had a phone conversation on
Thursday with Turkish Premier Recep Tayyip Erdogan.

`The sides discussed Parliamentary elections held in the country.
During the conversation, Recep Tayyip Erdogan thanked the President of
Georgia for the democratically held elections and promised him full
support in terms of Euro Atlantic integration.

At the end of conversation, Erdogan expressed a desire to meet with
Mikheil Saakshvili in the nearest future,’ says the statement posted
on Georgian leader’s official website.

Georgian Dream led by billionaire Bidzina Ivanishvili won the October
1 parliamentary elections. Saakashvili conceded defeat and announced
his party will become the opposition. Premier-designate Ivanishvili
has already named candidates for the Cabinet of Ministers.

Le patriarche arménien apostolique (orthodoxe) de Jérusalem, sa
Béatitude Torkom II Manougian, un des cinq custodes des lieux saints,
est décédé vendredi à l’ge de 93 ans, a-t-on appris de sources
arméniennes.

Figure respectée des Eglises chrétiennes de Terre sainte, Torkom
Manougian était dans le coma depuis le mois de janvier 2012 à la suite
d’un accident cérébral.

Elu 96e patriarche arménien de Jérusalem en 1990, il dirigeait les
communautés arméniennes orthodoxes d’Israël, des Territoires
palestiniens et de Jordanie.

Le patriarche était né le 16 février 1919 dans un camp de rescapés du
génocide arménien à Baqouba, au nord de Bagdad. Il fut ordonné prêtre
en 1939 après des études théologiques au séminaire du Patriarcat
arménien de Saint-Jacques à Jérusalem.

Il était ensuite parti en 1946 aux Etats-Unis pour devenir évêque
arménien de New York et primat du diocèse oriental de l’Église
arménienne d’Amérique du Nord. Il était connu à Jérusalem pour sa
culture et sa passion de la musique.

L’Eglise arménienne orthodoxe de Jérusalem, une fraternité monastique,
se partage la garde des lieux saints avec l’Eglise grecque orthodoxe
et l’Eglise latine (catholique romaine), les plus importantes, ainsi
que les Eglises syriaque et copte.

Le nombre des Arméniens vivant à Jérusalem est évalué aujourd’hui à
2.000. Selon des estimations, ils étaient 16.000 en 1948, au moment de
la création de l’Etat d’Israël. Présente en Terre sainte depuis le 5e
siècle, cette communauté cultivée, industrieuse et commerçante vit
dans l’un des quatre quartiers de la Vieille Ville de Jérusalem.

Les funérailles du patriarche Manougian auront lieu le 22 octobre dans
le cimetière arménien du Mont Sion à Jérusalem.

Son successeur sera élu par les membres de la fraternité monastique
arménienne dans une quarantaine de jours. Le nouvel élu doit être
approuvé par Israël et le roi de Jordanie. En attendant, l’intérim est
assuré par le vicaire patriarcal arménien de Jérusalem, l’archevêque
Nourhan Manougian.

Putin Set Against Erdogan

Vladimir Putin has postponed his visit to Turkey, which was planned
for 14-15 October. He will now go there no earlier than November, if
he goes at all, because relations between the two countries are
rapidly deteriorating. As is appropriate for the two biggest regional
powers in the Black Sea basin, Turkey and Russia have finally clashed
head-on over Syria, and neither side is likely to decide to moderate
its ambitions. Most likely, the hidden standoff will only increase and
will sooner or later turn into a direct political conflict.

The Bloomberg agency, citing the Turkish prime minister’s office,
reported that the Russian leader’s visit has been postponed until
November because of Putin’s busy schedule. That is also how the
Kremlin officially explains it. And an anonymous high-ranking Turkish
diplomat explained to the Hurriyet Daily News that the reasons for the
change of date are purely bureaucratic. In this way both sides are
giving an assurance that the two countries’ diametrically opposed
positions on the Syrian crisis are nothing to do with it.

However, that is simply impossible to believe. Most likely, Moscow and
Ankara are simply trying not to “wash their dirty linen in public.” A
Kremlin source suggested to the Vedomosti newspaper, for instance,
that the Russian president’s arrival in the territory of one of the
conflicting parties might have been wrongly interpreted in both Turkey
and Syria. Not to mention the fact that on Wednesday the Turks forced
an aircraft en route from Moscow to the Syrian capital Damascus to
land, searched it, and, it is reported, confiscated several sealed
containers supposedly containing either military cargo or dual-use
cargo, for instance communications equipment.

After that, Yelena Kara-Sal, chief of the consular section at the
Russian Federation Embassy in Ankara, told Interfax that the cargo
confiscated by the Turkish authorities from the Syrian aircraft is not
of Russian origin. And a source in the Russian military industrial
complex told the same agency: “Neither weapons nor any kind of systems
or components for combat equipment were or could have been on board a
passenger aircraft.”

These conflicting views most likely indicate that some kind of
dual-use goods, at the very least, were indeed found on board the
Syrian airliner. And even if they were not purchased in Russia, it is
highly probable, if only in view of the existence of a customs union
and the absence of barriers on the border with Kazakhstan and Belarus,
that, all the same, the attempt to import them into Syria took place
specifically through the Moscow airport.

>From the viewpoint of Turkey, which has in effect entered into a
limited but actual military conflict with the Syrian Army, responding
with strikes against mortar shells dispatched from Syrian territory,
the delivery of any military products to the Al-Asad regime is an
unfriendly gesture. And Moscow, for its part, is categorically
displeased with Turkey’s excessively active and aggressive role in the
Syrian crisis.

In effect, it is a question of a clash specifically between two
ambitious politicians – Vladimir Putin and Turkish leader Recep Tayyip
Erdogan, who claims a leading role in the Near and Middle East and
also in the Black Sea region. Previously their ambitions were rather a
reason for rapprochement. Relations between Russia and Turkey, which
Moscow had previously regarded with misgivings as a NATO country and a
traditional opponent in the Black Sea region, began to develop very
actively under Putin and Erdogan. In direct proportion to the decline
in the Turkish ruling elite’s interest in a strategic alliance with
Israel and in Ankara’s readiness to listen to advice from Washington.

Of course there could be no question of a Russian-Turkish alliance.
However, on such sensitive issues as the conflict in Nagorno-Karabakh,
the situation in Georgia, and the attitude towards a possible military
conflict between the West and Iran, Moscow and Anka ra understood one
another very well. As players of approximately equal weight in the
region, for the time being they treated each other with respect and
tried to decide the fate of “minor countries” on the basis of
consensus. Not even the pipeline projects in the Black Sea region
could make Putin quarrel with Erdogan.

But Syria could do so; here the interests of Russia and Turkey came
into such direct conflict that it cannot be concealed merely by
postponing an official visit “for technical reasons.” Both Erdogan and
Putin regard themselves as regional leaders, and moreover in a
personal capacity. And if the Turkish leader thinks that Syria, as, to
put it bluntly, a former Turkish colony, unconditionally falls within
the zone of Turkey’s vital interests and that the non-complaisant
regime of Bashar al-Asad should be eliminated, Putin believes that as
the heir to the USSR Russia has the right to respect for its interests
in Syria. Not only that, it has the right to the preservation of its
strategic allies in the region, of whom Bashar al-Asad is the last.
And Russia is prepared to fight for him, especially since the Syrian
president himself is displaying the readiness and ability to hold on
to power.

That being so, there is already a political conflict between Russia
and Turkey. The only question is when it will come to the surface and
be officially acknowledged by the two countries’ Foreign Ministries.
And this hypothetical conflict must clearly be taken into account in
formulating all strategic plans and analysing the situation in the
region. Although from a historical viewpoint it is only a return to
the status quo that existed during the period of existence of the two
empires – Turkish and Russian. And the resumption of imperial
ambitions leads inevitably to the revival of the conflicts of the
past.

Russian Federation : Russian Railways is to discuss investment in
Armenia-Iran railway construction

Transport Minister of Russia, Maksim Sokolov said Russian Railways JSC
will discuss possible investment in construction of Armenia-Iran
railway this December.

During the Armenia-Russia intergovernmental committee meeting held in
Yerevan the minister said they are in constant interaction with the
Russian Railways to coordinate the investment programs. He said
collaboration projects with foreign states will be considered in
December when 2013 investment program of Russian Railways is
confirmed.

Experts are of the opinion that construction of Armenia-Iran railway
will take five years. As per the initial assessment, the project is
estimated at $1.5-2 billion.

Centuries-long brotherhood and friendship between Armenia and Russia
create the foundation for interstate cooperation, Armenian President
Serzh Sargsyan said in the greetings message to participants in an
inter-regional forum, “Russia and Armenia: Inter-regional Dialogue
2012”, on Saturday.

The greetings message was read out by presidential chief of staff
Vigen Sargsyan.

“Centuries-long brotherhood and friendship unite Armenia and Russia.
Their relations create the foundation of Armenian-Russian interstate
cooperation, which develops dynamically on the principles of strategic
partnership,” the president said.

“We cooperate closely on the international arena and in different
fields – economic, scientific, technical and humanitarian ones,”
Sargsyan said.

“We praise an open and constructive dialogue with our Russian friends
and a dialogue, which is aimed at yielding concrete results. This will
give us new opportunities to intensify our partnership,” the Armenian
president stressed.

According to Sargsyan, “the Russian-Armenian inter-regional forum
became one of the most effective instruments of interaction between
our states.” In his words, “in the short period the forum has become
an authoritative platform for an open and direct dialogue between
representatives of state power, businessmen and experts.”

“It is very important that more and more regions – from the north-west
of Siberia and to the Far East – will be involved in such
cooperation,” the president stressed.

“Our task is to promote important projects, which are aimed at growing
our economies and strengthening competitiveness on world markets by
using innovation and high technology,” Sargsyan said.

The Armenian president said he is hopeful that the participants in the
forum “will exchange views in a fruitful manner in order to give an
impetus to new ideas due to be carried out for the benefit of
Armenian-Russian relations”. In his view, “the forum’s recommendations
will help intensify business-like relations, cultural and
inter-regional exchanges, and expand interaction between public and
youth organisations.”

The Armenian president “wished the fruitful work to all participants
and new achievements for the benefit of our states and peoples”.

Singer, composer Ruben Hakhverdyan will not participate in the events
dedicated to the 2794th anniversary of Armenia’s capital Yerevan, but
not because he was not invited, but because he does not want to.

`Should I sing today, because it is holiday? I appoint holidays for me
on my own and each day I spend in Yerevan is a holiday for me. I sing
when I want to,’ he said speaking to Tert.am.

`Taron [Margaryan] is my friend, he knows that I am not singing on
holidays. We have talked and I told him I have no mood,’ the singer
said.

Asked to extend his wishes on the occasion of the holiday, Hakhverdyan
said, `I would like the migration to slow down and congratulate those
residents of Yerevan who still love our city,’ he said.

Photos depict seminal events in İzmir’s past at an exhibition

Birzamanlar Publishing is hosting a new event designed to refresh
memories about İzmir at the beginning of the Turkish Republic through
the exhibition of historical postcards and photos from the Orlando
Carlo Calumeno Collection.

The exhibition, which opened Oct. 12 at Galatasaray’s Cezayir
Restaurant Meeting Hall, is titled `Once upon Time in İzmir: Postcards
from Orlando Carlo Calumeno’s Collection’ and consists of 60
historical photos. The exhibition will continue until Oct. 29.

`In this exhibition we would like people to stay alone with their
thoughts,’ Birzamanlar Publishing editor and exhibition curator Osman
Köker told the Hürriyet Daily News. `I want viewers to be alone with
the postcards and photographs, as they will refresh their memories
about İzmir.’

Exhibitions of Orlando Carlo collection

Köker has conducted a number of exhibitions of the Orlando Carlo
Calumeno Collection, including one that was titled `My Dear Brother,’
which attracted a total of 10,000 people in Armenia, the United States
and Europe with its depictions of Armenian life before 1915 that were
drawn from the large collection of postcards owned by Calumeno.

`These exhibitions help Armenian people remember their countries,’
said Köker. `With this exhibition, Turkish-Armenian dialogue
improved.’

Köker said the new exhibition would exhibit the history of İzmir, as
well as the important incidents that occurred in the Aegean city,
including the Great Smyrna Fire.

`We will not only exhibit the Great Fire of Smyrna, but we will also
make viewers refresh their memories about events in İzmir,’ Köker
said.

Explaining the beginnings of the fire, Köker said, `Turkish forces
regained control of the city [from retreating Greek forces during the
War of Independence] on Sept. 9, 1922. After that, the great fire
started in the city.’

The fire, also known as the `Catastrophe of Smyrna’ destroyed a large
portion of İzmir, including its port.

The photographs in the exhibition ultimately depict the lives of
non-Muslim people in Anatolia, he said, adding that they showed that
there have been always Syriac Christians, Greeks and Armenians across
the region.

Köker said his publishing house has previously published two books
about İzmir, including Hervé Georgelin’s `The End of Smyrna’ and `Once
Upon a Time in İzmir: Postcards from Orlando Carlo Calumeno’s
Collection,’ which forms the basis of the present exhibition.
