On 22 November President of the Nagorno Karabakh Republic Bako
Sahakyan received co-chairs of the OSCE Minsk Group Robert Bradtke
(USA), Igor Popov (Russia) and Jacques Faure (France), who arrived
in Stepanakert the day before, Central Information Department of the
Office of the NKR President reported.

Issues related to the Azerbaijani-Karabakh conflict settlement and
the latest regional developments were discussed during the meeting.

Bako Sahakyan said the glorification of the criminal who perfidiously
decapitated the Armenian officer, politicization of humanitarian
issues, militaristic and terrorist rhetoric of Azerbaijan is
unacceptable, adding that it was one of the most serious blows to
the negotiation process.

Within this context the President urged the mediators to take
appropriate measures to bring Azerbaijan to a constructive path.

President Sahakyan once again underlined that official Stepanakert
favors peaceful settlement of the conflict, restoration of the full
format of the negotiation process under the auspices of the OSCE
Minsk Group.

Bako Sahakyan reiterated that the conflict settlement will be possible
only when the reality is taken into consideration, when efforts are
concentrated on the causes rather than consequences, noting that any
attempt to return to the past is doomed to failure.

NKR Foreign Minister Karen Mirzoyan, Personal Representative of the
OSCE Chairman-in-Office, Ambassador Andrzej Kasprzyk, other officials
were present at the meeting.

Baku: Us Ambassador To Azerbaijan Finds Democracy Where None Exists

AMBASSADOR TO AZERBAIJAN FINDS DEMOCRACY WHERE NONE EXISTS
By Michael Rubin

AzeriReport
Nov 21 2012

WASHINGTON, DC. November 21, 2012: Azerbaijan is an important
American ally for a number of reasons. Unlike Turkey, it remains
true to its secular principles. Unlike neighboring Armenia-a country
which continues to occupy one-third of Azerbaijan-it remains firmly
oriented to the West and does not readily do Russia’s and Iran’s
bidding. And unlike Iran to its south, its majority Shi’ite Muslim
population realizes that empty religious rhetoric is no panacea.

Azerbaijan does have its flaws, however. Chief among them is its
leadership’s reticence to reform and failure to make much if any
progress in the Azeri peoples’ demands to move toward democracy.

Freedom House ranks Azerbaijan firmly in the “Not Free” camp.

Reporters Without Frontiers ranks Azerbaijani press freedom even below
that of Turkey and Russia, a depth which censors and security forces
must go out of their way to achieve.

How unfortunate, then, that Richard Morningstar, the U.S. ambassador
to Azerbaijan, has according to the Azeri press recently praised the
“democracy” which has taken root in Azerbaijan’s autonomous Nakhchivan
province. More from the Azeri Report. Morningstar last came to notice
last spring when, upon first traveling to Azerbaijan as ambassador,
he apparently bowed before the statue of modern Azerbaijan’s
less-than-democratic former leader.

It diminishes the achievement of democracies to pretend that democratic
systems exist where they clearly don’t, and it undercuts the reputation
of the United States among broad swaths of the Azerbaijani electorate
when our professional Foreign Service officers offer such empty and
demonstrably false platitudes (Commentary Magazine).

Baku: Azerbaijani Deputy Speaker: Armenia Stalls Talks On Nagorno-Ka

AZERBAIJANI DEPUTY SPEAKER: ARMENIA STALLS TALKS ON NAGORNO-KARABAKH CONFLICT

Trend
Nov 20 2012
Azerbaijan

Armenia is exerting efforts to persuade foreign countries to recognise
a puppet regime in Nagorno-Karabakh, but these efforts will not
bring any results, deputy speaker of the Azerbaijani parliament Bahar
Muradova said today.

The talks on the Nagorno-Karabakh conflict have stalled because of
Armenia, Muradova told media.

Regarding the visit of the chairman of the House of Representatives of
Uruguay’s parliament to Nagorno-Karabakh, she said that she supports
the Azerbaijani Foreign Ministry’s position in this regard.

“Uruguay’s attitude to this issue is also known,” she said. “They
tried to explain their actions. Anyway, we see the contradictions and
inconsistencies between their official position and real actions. We
believe that Uruguay will try to regulate its activity in accordance
with international laws and inter-state relations.”

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and surrounding
regions.
