LEBANON TUNES IN TO THE SPACE RACE

At the heart of every strong documentary, you could argue, there~Rs
a great story. In the old days, the story was probably more important
to documentary film than fiction, because fiction filmmakers have an
array of formal bells and whistles at their disposal to ensure that
the way a tale is told can be as interesting as the tale itself.

You can no longer make blithe distinctions between fiction and
documentary film. With ~Sfacts~T more slippery that they used to
seem, many documentary-makers mobilize fiction film techniques ~V
foregrounding cinematography or making use of re-enactments, scripted
dialogues and such ~V to depict truth that transcends verifiable fact.

There is a great story or two at the heart of ~SThe Lebanese
Rocket Society.~T The latest work by the artist-filmmaking team
Joana Hadjithomas and Khalil Joreige had its world premiere at the
Toronto film festival earlier this year. Now, in the wake of its
Middle East premiere at the Doha Tribeca Film Festival, it~Rs taken
DTFF~Rs $100,000 award for best feature-length documentary

The story at the heart of this film is Lebanon~Rs little-known space
race. Starting in 1960, Manoug Manougian, a professor at the then-newly
founded Haigazian College, began to experiment with building rockets
on the university grounds.

His labors attracted the interest of his students and the university~Rs
Rocket Society was born. The research faced several obstacles.

Materials were available for the construction of only very small
rockets, and fuel was inaccessible to anyone but the Lebanese military.

Manougian and his students went ~Sback to chemistry,~T experimenting
with homemade chemical fuels with which to propel their handmade
rockets. From these modest beginnings, the rockets became larger and
flew further.

During one test flight, a malfunction saw a rocket take off in the
wrong direction, crashing onto the grounds of a Greek Orthodox church
in the middle of Mass. At that point, the state (it was the era of
Prime Minister Fouad Chehab, so Lebanon could be said to have had
a state of sorts) intervened. The Army was tasked with ensuring the
tests took place out of harm~Rs way.

Soon the Army became an active collaborator in the project. Over
two years, 1962-63, the state donated LL50,000 to assist in
funding the experiments, envisioned to be among Chehab~Rs several
~Snation-building~T programs. Manougian~Rs club duly changed its
title to the more official-sounding Lebanese Rocket Society.

By this point Manougian and his colleagues were building and testing
relatively advanced hardware. The state funding saw the development
of the Arz (Cedar) 3 and Arz 4 rockets, in 1963 and 1964 respectively.

These were the first rockets of their size to be tested in the Middle
East ~V earlier even than those of the security-obsessed entity to
Lebanon~Rs south.

At this point, the Zionist state had little need to fear the LRS~R
tests. Manougian and his colleagues professed an interest in scientific
research alone, so the rockets weren~Rt designed to carry a payload. In
any case the tests launched the Arz into the Mediterranean. That~Rs not
to say the tests didn~Rt come close to causing a diplomatic incident.

When the researchers determined that the thrust on the latest
generation of Arz would carry it to Cyprus, they simply shifted the
launch trajectory slightly, assuming this would be enough to prevent
the thing hitting Cypriot soil.

Yet the rocket did drop perilously close to a U.K. vessel off the
Cypriot coast, close enough for the British envoy there to register
a complaint with his Lebanese counterpart on the island.

By 1964 the Lebanese military had come to dominate the project. By 1966
Lebanon~Rs neighbors had become so concerned with the tests that the
Chehab regime had to put a stop to them. The president explained to
Manougian that requests had come to him ~Sfrom the north, the south
and far away~T to end the program.

For Hadjithomas and Joreige, the strength of this story is compounded
by its having slipped completely from Lebanon~Rs collective
consciousness. A project whose tests received front-page coverage
(in this newspaper among others) seems not to have been discussed
after 1966.

Anyone aware of Joreige and Hadjithomas~R past work will recognize
the allure of a story like this one. The filmmakers are part of
a generation of visual artists whose practices heavily reference
archival and collection practices.

These matters have special resonance in a country where the Civil
War and state neglect have left it bereft of an institutional past
~V in the sense that ~Sthe archived past~T is understood in Europe
and North America.

The vacuum where the Rocket Society should be in Lebanon~Rs national
memory also speaks to much contemporary artistic practice, in which
absence has acquired great conceptual weight. As the story of the
Rocket Society testifies, such absence has a unique corporality
in Lebanon.

Under these circumstances, it was impossible for the filmmakers to
make a simple investigative documentary on this neglected episode of
the country~Rs national history. Instead, their investigations into
the history of the society have themselves been documented and folded
into the film alongside the tale of Manougian himself.

The filmmakers invite the audience to try Googling ~SLebanese Rocket,~T
just to see what comes up. Their fascination with the LRS story sends
them on a search for traces of the tests in Lebanon~Rs film archive ~V
which provides an opportunity to cast a lens over the institution~Rs
sad (or, as their guide puts it, ~Scriminal~T) state of disrepair.

Their investigation then takes them to Tampa, Florida, where Manougian
is now a college professor. There is a peculiar, almost childlike,
delight in the filmmakers~R voiceover narration as they relate
how Haigazian College~Rs former rocket scientist has preserved a
photographic and film archive of nearly every aspect of his rocket
program.

In the penultimate act, the artists turn their research into visual
art ~V which (as anyone visiting their Beirut Exhibition Center show
last year can testify) has by now become an extensive part of their
oeuvre. One piece of this work is a life-sized replica of the Arz
4, which they donated to the courtyard of what is today Haigazian
University.

The filmmakers~R Kon-Tiki-style narration of the bureaucratic obstacles
they faced in transporting the rocket facsimile across Beirut brings
the work a bit of eleventh hour comedy. The effect of all this is
to contextualize the contemporary Lebanese condition in the story
of the LRS, and vice versa. In the film~Rs final act, the filmmakers
(in collaboration with animator Ziad Halwani) envision an anime-tinted
future that might have been, had the LRS~R work not been stopped.

Obviously ~SThe Lebanese Rocket Society~T speaks very clearly to art
lovers of various nationalities who follow Joreige and Hadjithomas~R
work, as well as Lebanese audiences generally.

Whether this amusing, intriguing and artful bit of research finds
an audience beyond that broad land depends on how that audience is
defined. You~Rd hope it finds some purchase in the brains of any
open-minded filmgoer who likes a good yarn.

The Doha Tribeca Film Festival runs through Nov. 24.

TURKISH PM CRITICIZES POPULAR TV SERIES “THE MAGNIFICENT CENTURY”

Turkish PM Recep Tayyip Erdogan harshly criticized Turkey’s most
popular television drama series “The Magnificent Century,” and
called upon the country’s judiciary to investigate this program which
“insults Ottoman morals and manners.”

Erdogan stated that he strongly criticizes the creators of this series
and the heads of the television company that airs this program.

“Even though we cautioned in this regard, everything still continues.

We are waiting for the decision of the judicial system. In reality, the
events that occurred in the [Ottoman Sultan Suleiman the Magnificent’s]
palace did not transpire the way they are portrayed in this TV series,”
Recep Tayyip Erdogan said, Milliyet daily of Turkey informs.

To note, aside from Turkey, “The Magnificent Century” is broadcast
in the Arab and Balkan countries, and, according to Turkish sources,
it has a TV following of close to 150 million.

Let’s take a look at the finances of the sons of Galoust Sahakyan,
leader of the parliamentary faction of the ruling Republican Party
of Armenia.

Sahakyan can always be spotted in front of the press cameras, espousing
the government’s position on this or that issue. Lately, he’s been
busy defending the government’s proposal to raise the minimum wage
by 2,500 AMD per month.

So what about Galoust Sahakyan’s sons who serve in the upper echelons
of government?

Arman Sahakyan heads the Department of Management at the State Property
registry. In 2011, he declared annual revenues of 24.394 million AMD,
of which 22.2 million was rental income. The balance was his salary. As
of the end of the year, he had 95 million AMD in the bank.

Just two years ago, in 2009, the young government official declared
a mere 3.323 million AMD in bank deposits.

Tigran Sahakyan, a Deputy Minister of Health, declared revenues of
29.7 million AMD for 2011 – 2.8 million was in the form of wages and
the rest was rental income.

The deputy minister started 2011 with 19 million in the bank, rising
to 43.7 million by year’s end.

We can only guess if Arman and Tigran can survive on the 35,000
monthly minimum wage so fervently defended as “fair” by their father.

Armenia Joins European Audiovisual Observatory

ARMENIA JOINS EUROPEAN AUDIOVISUAL OBSERVATORY

The European Audiovisual Observatory has just welcomed Armenia as a
new member.

This brings the number of members up to 40. Armenia will be represented
on the Strasbourg-based Observatory’s executive council by Gevorg
Gevorgyan, president of the National Cinema Centre of Armenia.

“Armenia is proud and honored to become the 40th member of the
European Audiovisual Observatory in its 20th anniversary year, an
organization, which is involved in extremely significant activities in
the audiovisual sector, thus assisting the work of the professionals
in the sphere,” said Gevorgyan in a statement.

“Research and analysis carried out by the Observatory’s experts are
of crucial value and play a great role at the international level. Our
membership will allow European media professionals and decision makers
to obtain valuable data and legal analysis of the audiovisual sector
in Armeniaas well.”

Wolfgang Closs, Observatory’s executive director, added “it’s very
positive for the Observatory to welcome Armenia as a new member. We
have become familiar with the films of Armenian-Canadian director
Atom Egoyan, for example. Now we look forward to learning more
about Armenia’s cinema and television industry and learning how its
regulatory structures function.”

The Strasbourg-based European Audiovisual Observatory is part of the
Council of Europe and celebrates its 20th anniversary this year.

ARMENIA TO LIKELY ENGAGE INVESTORS IN CONSTRUCTION OF NEW NUCLEAR POWER PLANT, PM SAYS

Russia will finance 50% of the construction of new nuclear power
plant in Armenia and the Armenian side will ensure the rest 50%.

Speaking to Russian Interfax news agency, Armenian Prime Minister
Tigran Sargsyan said the arrangement has been reached with the
Russian side.

“We may probably review our share of participation and engage private
investors. In any case our Russian partners are ready to discuss the
variant as we have received interesting proposals from big investors,
searching for sector to invest their capital. So, we do not exclude
such variant. We also do not exclude taking a loan,” the Armenian
PM said.

According to the project, the construction of the plant was to start
in 2014 but the case with Japan Fukushima delayed the process.

Tigran Sargsyan said investors from the USA, Japan and Middle East
expressed interest in the project, but negotiations are not being
held with them.

The PM did not exclude the possibility of taking Russian loan for
the implementation of the project.

“It is one of the alternative ways. Opportunity of getting loan from
European anti-crisis foundation is also being viewed. We are viewing
all the possible variants,” he said.

The PM stressed Russia’s Rosatom is being viewed as an investor as
well. “It is our main partner,” he said.

Anc Australia Advocates For Allocation Of $24.5 Million In Aid To Sy

ANC AUSTRALIA ADVOCATES FOR ALLOCATION OF $24.5 MILLION IN AID TO SYRIAN ARMENIANS

The Armenian National Committee of Australia (ANC Australia) has
announced it is working with the Australian Agency for International
Development (AusAID) and the Department of Foreign Affairs & Trade
(DFAT) in securing an aid package for Syrian-Armenians who have fled
to the Republic of Armenia.

Australia has become the third-largest international donor of aid to
victims with a current assistance package of $24.5 million.

On November 22, the Hon. Walt Secord MLC, Parliament of New South
Wales, added his voice in support of the Syrian-Armenian community,
and the efforts to deliver to them some of the Australian government’s
assistance package.

Secord said: “I will note my concerns regarding the plight of Armenians
in Syria as events continue to unfold. Just last month an important
Armenian church in Aleppo was set ablaze and Armenians were kidnapped.”

“I know that members of the local Armenian community are worried about
their loved ones in Syria. My thoughts are with them at this time.”

He added: “I support the Australian Government’s commitment through
AusAID, pledging $24.5 million to help refugees in the region.”

“I also acknowledge efforts by the Armenian National Committee of
Australia to extend that support to Syrian refugees who have fled to
Armenia in their thousands.”

ANC Australia Executive Director, Vache Kahramanian stated: “The
conflict in Syria is grave and we are engaged with the Australian
government to ensure an allocation of the $24.5 million is provided to
aid agencies in Armenia. Full details will be announced in due course.”

Après la décision controversée du tribunal [le 22 novembre 2012],
Pinar Selek s’est exprimée pour la première fois sur le programme
” Actualités et économie ” de skyturk360. Elle a répondu aux
questions d’Aram Ekin Duran. ” ” Je suis encore sous le choc,
a-t-elle dit, mais dans quelques jours je serai mieux a même de
commenter ce qui s’est passé ”.

Pinar, la Cour locale a une nouvelle fois cassé la décision
d’acquittement en votre faveur. La 9e Cour Criminelle de la Cour
de Cassation a demandé que l’opposition qui lui avait été faite
[par la cour locale] soit levée, ce qui a été fait. Vous risquez
une peine de prison encore aggravée. Qu’en dites-vous ?

Pınar Selek: ” Ce n’est pas exactement cela. Pour autant que je
sache, pour l’instant c’est simplement la décision antérieure
[l’opposition a la Cour de Cassation] qui a été levée. ”

Mais est-ce que cela n’implique pas une nouvelle fois que soit requise
une peine de prison a vie ?

Pınar Selek: ” C’est ce que le procureur a continuellement requis.

Mais pour l’instant on ne parle pas du réquisitoire : c’est
l’acquittement qui a été cassé ; mais bon ! Casser une décision
d’acquittement !… Je suis vraiment perplexe. J’ai beaucoup appris
de ce que j’ai vécu. Il y a beaucoup d’éléments dans le droit
turc qui ne devraient plus étonner. Mais voila, l’homme n’est pas
une machine, il s’étonne ! Voila ce que je pourrais dire : je ne les
laisserai pas me transformer en une femme désespérée et a bout de
forces. Je préserve précieusement ma capacité d’espérer. Il y
a un principe qui me plaît beaucoup et que j’essaie d’appliquer :
” Ma raison est pessimiste, ma volonté est optimiste ”. Je suis
encore sous le choc mais dans quelques jours je serai mieux a même
de commenter [ce qui s’est passé]. ”

Est-il exact que la décision a été prise par des juges suppléants
parce que le président titulaire était en congé ?

Pınar Selek: ” Oui, c’est exact. J’ai du mal a comprendre. Les idées
qui me viennent sont très confuses mais a ce stade, simplement, c’est
un scandale de toute facon. Mais j’ai du mal a interpréter. Après les
tortures que j’ai subies j’ai recu un nouveau rapport psychologique.

Il évoque également les préjudices psychologiques subis a cause
de ce procès [depuis 14 ans], et m’invite a m’intéresser a autre
chose. Oui, j’essaie de sortir de ce mauvais film, mais est-ce un film
? Puis-je vraiment en sortir, et comment, je n’en sais rien. C’est
difficile de se relever d’une telle chose. D’un côté je me dis :
” Il faut que tu sois forte, tu ne dois pas te laisser aller. ”
Mais je ne suis pas un robot, je suis un être humain, et ce n’est
pas facile de faire front.

”

Je crois que vous vivez en Allemagne depuis un bon moment ?

Pınar Selek: ” Je suis en France depuis un an, plus précisément
a Strasbourg, pour faire ma thèse de doctorat. J’y suis entant que
chercheuse. En ce moment je suis en Allemagne pour faire des lectures
de mon roman qui vient d’être traduit en allemand. Dans un moment,
d’ailleurs, je vais devoir sortir de l’état psychologique imposé
par le procès pour aller parler de mon roman… ”

Allez-vous retourner en Turquie après cette décision du tribunal ?

Pınar Selek: ” Cela va faire bientôt quinze que dure cette
affaire. Il n’est pas facile de faire face a une chose pareille. Je ne
sais pas si je vais retourner en Turquie. Sur le plan psychologique,
en vérité, je ne vais pas très bien. Mais je fais face tout de
même ! ”

RAFFI HOVANNISIAN’S LETTER TO ICAPP CO-CHAIRMEN

Yerevan–On November 25, upon his return to Armenia’s capital, Raffi
K. Hovannisian addressed an official letter to the co-chairmen of the
International Conference of Asian Political Parties, the 7th General
Assembly of which Hovannisian had addressed in Baku on November 23.

The full text of the letter follows.

Dear Sirs:

I herewith formalize my oral remarks made during and after the closing
session of the 7th General Assembly.

The `Baku declaration’ is a sham and a forgery. It was imposed upon
the delegates to the Assembly in flagrant disrespect of their rights
and dignity; in intentional violation of the procedures of the
organization which required a) adoption by consensus (at least I
opposed it publicly and in no uncertain terms) and b) distribution of
its final draft to all delegates before the closing session (which was
purposefully not done); and in what appeared to be a premeditated
conspiracy of commission (at least by the distinguished senator from
Pakistan who headed the drafting committee and was informed in advance
that I demanded, in accordance with the aforementioned procedural
preconditions, to see the draft declaration and to speak in reference
to it if it turned out to be one-sided, partisan and/or untruthful)
and of silence (both of you sat quietly by as the ICAPP rules and
regulations were being railroaded by the Azerbaijani delegation and
the senator in charge of drafting the resolution).

As you well know, not only was I denied the right to reply when during
the 4th plenary session at least five Azerbaijani delegates attacked
me by name with slanderous falsehoods and calls to arms, but I was
expressly refused my fundamental prerogative to express my position on
participating in, or opposing, the consensus required for adoption of
the declaration.

In short, there was no consensus; the rule of law was mocked in broad
daylight; and, what is worse, the text of the `final’ document
included a section on Mountainous Karabagh which was stealthily added
at the last moment, hence rendering it a declaration of standard
Azerbaijani propaganda which not only was spurious and self-serving
but effectively supported their war rhetoric and incitement to
violence (as manifested in the most uncivil banging of fists to which
all of us can testify) instead of the cause of peace, security, and
reconciliation. How ironic.

I do not know if this was the price the ICAPP leadership had to pay in
exchange for the arrangements and other undisclosed benefits delivered
by the host state and its ruling party. Frankly, that is not my
concern, but rather a matter for your conscience and of your own
fidelity to the high principles and values of ICAPP.

I hereby demand that you do the right thing, correct your misconduct,
and cancel the corruption called the `Baku declaration,’ as well as
its publication, forthwith and in toto.

That failing–and even if no other delegate of good conscience
registers his or her protest in formal fashion–I demand that you
remove the word `Armenia’ from that falsified piece of paper.

If the ICAPP leadership wishes to remain complicit in this deceitful,
bellicose affair, and wants to associate itself with war and not
pacific settlement, that is your choice. I will not be a part of it.

In closing, I thank you for your kind invitation and the opportunity
to attend the 7th General Assembly, but painfully must underscore that
under your `guidance’ I have borne witness to one of the greatest
frauds and most egregious breaches of human trust over my entire
career in politics and diplomacy.

I attach a copy of my address to the General Assembly for the record,
for your reference, and for a reflection of the spirit in which I came
to Baku. And I regret that this letter has become necessary.

The Globe Spots has included Armenia in the list of top ten countries
it recommends the tourists to visit in 2013. Armenia is the 5th in
list topped by Portugal. Mozambique is second. Kyrgizstan and
Panama come third and fourth respectively. The list includes also
Rwanda,Cuba,Ukraine,Malawi and Canada.

“Despite its rather well developed tourism infrastructure, Armenia
still flies under the radar of most travellers. Boasting having been
the first to embrace Christianity, the country provides ample proof
of that assertion,” the Globe Spots says.

“Fortunately, those willing to dig a little deeper will discover
a truly amazing country with a beautiful landscape, but will also
encounter genuinely nice people always ready to offer them a shot
of aragh (introduced by never-ending toasts), or welcome them at
their khorovats picnic… or both,” the website writes.

The Globe Spots reminds that “with visa requirements being lifted
for EU citizens, starting in January, there’s even less reason to
pass on this one.”

THE PRESIDENTS OF ARMENIA AND LEBANON PUT A HEAVY EMPHASIS ON THE EXPEDIENCY OF THE DEVELOPMENT OF THE RECIPROCAL RELATIONS

YEREVAN, NOVEMBER 26, ARMENPRESS. The Presidents of Armenia and
Lebanon highly appreciated the efficiency of their meeting held in
Beirut. The Presidents underlined the expediency of the development of
the reciprocal relations and the necessity of strengthening ties with
each other. As reports “Armenpress” citing Lebanese media, in frames
of the joint press conference the President of Lebanon expressed his
gratitude to Serzh Sargsyan for supporting Lebanon. President Suleiman
manifested his willingness to strengthen ties with Armenia both in
political and economic spheres and cultural and social realms. He
also emphasized the necessity of collaboration on the international
level against terrorism.

Among other things the Presidents referred to the international
and regional issues and stressed the Arab-Israeli conflict and the
strong necessity to find solution of the Palestinian issue. The
sides expressed conviction that the aforesaid questions alongside
with the Syrian crisis can be regulated by means of dialogue without
the military interference of the foreign powers.

In turn the President of the Republic of Armenia Serzh Sargsyan
also thanked the Lebanese president for the invitation to visit
their country and warm reception. Sargsyan stated: “Last year we
hosted the President of Lebanon in Armenia and this year we visited
Lebanon. This certifies our willingness to continue the dialogue
between our countries.”

In addition he said that they had very efficient discussions with
President Suleiman regarding the development of Armenian-Lebanese
relations. Serzh Sargsyan said: “This year we celebrate the 20th
anniversary of the Armenian-Lebanese relations. We have signed 30
agreements and this number have increased during this meeting.” In
addition Serzh Sargsyan suggested Michel Suleiman to cooperate in
the international realm.

In the course of the conference President Sargsyan expressed his
deep anxiety with the current situation in Syria saying that Armenia
is always against the bloodshed and adheres to the solution of the
problems by means of dialogue. He also announced that Armenia spares
no effort for the stability in the South Caucasus and noted that
Azerbaijan takes no notice of all the suggestions of the OSCE Minsk
Group and draws its people into a new war. The mere fact of releasing
the criminal is to prove this.

The President of the Republic of Armenia Serzh Sargsyan paid a
three-day official visit to Lebanon.
