Cent cinquante personnes ont assiste samedi 8 decembre a Paris a la
reunion-debat organisee par NAM autour d’Alec Yenikomchian, sur ”
la situation alarmante de l’Armenie, les moyens d’en sortir et le
rôle de la diaspora “.

Le militant, une des figures de la lutte de liberation des annees
75 et aujourd’hui membre du mouvement Sardarabad, s’est livre deux
heures durant a une critique corrosive du système en place en Armenie,
qualifiant de coup d’etat permanent le trucage des elections qui n’a
pas cesse depuis 1995.

Cette situation, qui se double de violations permanentes des lois du
pays, depuis plus de 15 ans, par ceux-la memes qui les ont adoptes,
est porteuse de desespoir et pousse la population a l’emigration,
laquelle pourrait atteindre un seuil critique pour la viabilite et
la securite du pays.

Cependant Alec Yenicomechian a souligne qu’il existait aussi en Armenie
des forces vives, notamment dans la jeunesse, qui ne se resignent pas
a cet etat de dereliction, et qui organisent des contre-pouvoirs au
sein de mouvements citoyens. Selon Alec Yenikomchian, ce mouvement
porte en germe les espoirs d’un veritable changement de fond dans
le pays. Il ne croit pas, compte tenu des methodes de plus en plus
sophistiques des tricheries electorales a grande echelle ( selon lui,
le pouvoir dispose d’un reservoir de 500 000 voix frauduleuses),
au changement par les urnes.

Cette reunion, accompagnee d’un dialogue riche et anime avec la salle ,
participait du debat et de la reflexion necessaire sur les evolutions
du pays.

Alec Yenikomchian, donnera une nouvelle conference a l’initiative de
NAM, le vendredi 14 decembre, au centre culturel de la JAF a Marseille,
47 avenue de Toulon 1306.

Du 5 au 9 decembre, a l’invitation du maire de Lyon Gerard Collomb,
le maire d’Erevan Daron Markarian etait a Lyon où il a notamment
assiste a la Fete des Lumières.

Le 8 decembre, il etait recu par le maire de Lyon. Les deux hommes ont
discute sur le developpement de la cooperation entre Lyon et Erevan.

Ils ont egalement prevu la mise en place d’une certain nombre de
manifestations en 2013 a l’occasion du 20e anniversaire du jumelage
entre Lyon et Erevan. Gerard Collomb a annonce qu’il effectuera l’an
prochain une visite officielle a Erevan. Les maires de Lyon et d’Erevan
ont par ailleurs rencontre les membres de la communaute armenienne
de Lyon. Daron Markarian a remercie cette dernière d’avoir favorise
le jumelage entre Lyon et Erevan ainsi que le soutien permanent au
cours des dernières annees pour le developpement des relations entre
les deux villes.

The Court of General Jurisdiction of Syuniq region presided by justice
Sergey Aghabekyan continues preliminary investigation of the criminal
case imitated against Davit Avtandilyan.

The latter was accused for the fact that being a Head of Air Defence
with Major military rank and hosted by Karen Qosyan, Lieutenant
Colonel, Head of Air Defence, stole Nokia C 1-01 and Samsung X-160
cell phones causing a considerable property damage in the amount of
26000 AMD.

Davit Avtandilyan is charged on the grounds of article 177 section 1.

Signature on not leaving was chosen as a preventive measure.

December 10 marks Human Rights Day. On this occasion Armenian
Ombudsman Karen Andreasyan presented the statistics of human rights
violations by state bodies.

The Human Rights Defender’s Office issued 31 decisions on human rights
violation this year. According to Karen Andreasyan, the General
Prosecutor’s Office and the Ministry of Defense violated human rights
six times each. The Ministry of Labor and Social Affairs and the
Ministry of Justice violated the human rights four and three times
respectively.

Other state bodies, which have violated and have failed to restore
human rights, include the Yerevan City Hall, the Police, the Ministry
of Education and Science, as well as the Ministry of Foreign Affairs,
the State Revenue Committee and the Department of State Property
Management.

Assessing the overall human rights situation in the country, Karen
Andreasyan said: “Courts must be the main guarantors of human rights
protection, while in reality the judiciary is one of the most
vulnerable points in Armenia.” Among other challenges the Ombudsman
pointed to social-economic conditions, poverty rate, lack of free
competition and mistrust in electoral processes.

CEREMONY OF COMMEMORATION OF SPITAK EARTHQUAKE VICTIMS WAS HELD IN BATUMI

YEREVAN, DECEMBER 10, ARMENPRESS. A ceremony in commemoration of 1988
Spitak earthquake innocent victims was held in Batumi on December 7.

The Department of Press, Information, and Public Relations of the
Ministry of Foreign Affairs of the Republic of Armenia informed
“Armenpress” that Consul General of the Republic of Armenia to Batumi
Aram Grigoryan, the Spiritual Leader of the Armenians of Adjara Deacon
Ararat Gambalyan and a number of Armenians from Batumi spoke about the
disaster, which happened 24 years ago, its consequences, the valuable
support provided by the entire world and particularly by the fraternal
Russian nation. Afterwards, the attendees put flowers at the
Cross-stone.

Georgian rescuers and constructors, who had stretched a helping hand
to our nation during the days of disaster, also attended the ceremony.

Armenian Artist’s Works To Go On Display At Modern Art Museum

ARMENIAN ARTIST’S WORKS TO GO ON DISPLAY AT MODERN ART MUSEUM

Yerevan’s Modern Art Museum will open next week an exhibition
dedicated to Kamo Nigaryan, an outstanding representative of the
Armenian contemporary painting art.

The display, which will run from December 11 until 15, will feature
49 abstract canvasses that have never been showcased before.

“Kamo Nigaryan was a very modest and taciturn person. He didn’t
normally like organizing an exhibition of his own works. When we
found out last year that he also has photos, we decided to arrange
the exposition. But he wouldn’t wish it and felt uncomfortable”
the Museum’s director, Noune Avetisyan, told reporters on Monday,
noting that the artist held his first exhibition at the age of 17.

Avetisyan particularly praised the artist’s contribution to the
development of the museum art. “He wouldn’t arrange things at the
exhibition just for the sake of doing that. He had a creative approach
to everything. In Armenia, it was a new word in the museum design,”
she said.

Avetisyan added that an illustrated book, containing 83 pieces by
the author, is also going to to be showcased at the exhibition.

The statement by U.S. Secretary of State Hillary Clinton that
Washington will openly oppose Russia’s attempts to re-integrate the
post-Soviet countries into a new USSR-type union has caused a stir in
the expert world.

Clinton made the statement about this attempt to “re-sovietize” the
former USSR space last week at a meeting of the OSCE Ministerial
Council in Dublin, Ireland.

“It’s not going to be called that [USSR]. It’s going to be called
customs union, it will be called Eurasian Union and all of that,” she
said, referring to Russian-led efforts for greater regional
integration. “But let’s make no mistake about it. We know what the
goal is and we are trying to figure out effective ways to slow down or
prevent it.”

Armenia, as one of the allies of Russia that also has made noticeable
progress it its relations with the European Union and the West in
general, recently, is likely to adjust its foreign policy to this new
reality as well.

Following Clinton’s statement, experts began to speak more definitely
about the U.S. now reconsidering its 2009 “reset” policy in relations
with Russia. The so-called Magnitsky list adopted in Washington also
evidences increased U.S. pressure on Russia. According to this
legislative act, the United States bans entry to the country to
Russian officials who violate human rights.

Russia, meanwhile, retaliated by passing a similar ban, and for
greater assurance also introduced a ban on imports of meat from the
United States. Washington is now likely to sue Russia at an
international court for breaking the rules of the World Trade
Organization that Moscow acceded to only this year.

Apparently, the fight for the post-Soviet space between the West and
Russia has entered its decisive phase. Everything will depend on 2013,
when several former Soviet republics, including Armenia, are expected
to sign association agreements and agreements on the establishment of
free trade zones with the European Union.

Moscow is trying to entice these republics to the Customs Union
(currently comprised of Russia, Belarus and Kazakhstan) before such
documents are signed. Apparently, this was the main issue raised
during the Commonwealth of Independent States summit in Ashgabat,
Turkmenistan, last week, which was followed by the top U.S. diplomat’s
statement. Officially, no statements were made after the summit, but
Russian President Vladimir Putin must have demanded integration in
stronger terms than he has done ever before.

While some of the former Soviet states’ leaders were meeting in
Ashgabat, U.S. Ambassador to Armenia John Heffern traveled back home
to persuade the Armenian-Americans to invest in Armenia. And Prime
Minister Tigran Sargsyan went to Germany and then to the United States
also for the purpose of soliciting investment.

The U.S. appears to have decided to test the method of so-called
“investment expansion” in Armenia. This method implies a large inflow
of Western investment which would help not only transform the business
culture in Armenia, which Washington appears to be unhappy with, but
also prevent the “sovietization” of the South Caucasus country. Russia
now is still the leader in terms of investments in Armenia, but this
year the volumes of its investments have decreased.

Now it is a guessing game for local analysts as to what President
Serzh Sargsyan will decide in this respect. He is unlikely to change
his European integration course before the presidential election that
has been slated for February 18, as such a change of policy would
deprive him not only of key support from the West, but also a weighty
argument in the unfolding election campaign. It is not excluded that
Sargsyan will build his whole campaign on the idea of European
integration, and his main rival, Prosperous Armenia Party led by
affluent businessman Gagik Tsarukyan known for his ties with Russia
and some autocratic post-Soviet leaders, yields to Sargsyan in this
respect.

Andrew Weiss, who served as director for Russian, Ukrainian, and
Eurasian Affairs on the National Security Council staff under U.S.

President Bill Clinton and now heads the RAND Center for Russia and
Eurasia, believes that elites in post-Soviet countries are “not in a
rush” to give their sovereignty back to Moscow.

It is obvious that in order to promote its “Eurasian integration”
Moscow will use the “stick” because it does not have enough “carrots”
even for itself, and especially that the “carrots” in the West taste
better. Meanwhile, the West seems to have set itself the task of
stopping Moscow from intimidating former Soviet republics into taking
action for reintegration. In this context Clinton’s statement means
that the West is ready to defend the post-Soviet countries from
Russian encroachments.

The incumbent authorities of Armenia have not given up the policy of
intimidating the citizens fighting for their rights and civil freedoms,
for consolidation of the principles and standards of democracy,
Levon Zurabyan, Coordinator of the Armenian National Congress (ANC),
Head of the ANC Parliamentary Faction, said on Monday.

Zurabyan stressed that by intimidating the voters and applying the
practice of repeated voting, the authorities rule out any possible
political competition and deprive the Armenian people of the right
to choose their own power. “The ruling regime keeps on preparing for
large-scale fraud at the presidential elections. Moreover, television
also remains under complete control of Serzh Sargsyan’s regime, our
citizens are denied the right to life, as the 1 March 2008 crimes that
took 10 lives are still undetected. All this vividly demonstrates
the real situation of the human rights and freedoms in Armenia. We
demand that the international community should do its best to make
the Armenian authorities implement all their commitments concerning
human rights”, he stressed.

He also called on the people and political forces of Armenia to
correctly assess and realize the importance of the moment on the
threshold of the presidential elections and join forces to get rid
of the ruling regime.

Armenia on December 13-15. In the framework of the visit Thomas Melia
will have meetings with a number of high officials of the Republic of
Armenia, political figures and representatives of the civil society,
and discuss issues regarding human rights and democracy. The Embassy

Deputy Assistant Secretary Thomas Melia, who will arrive in Armenia
on December 13, is the official in the foreign administration o
the United States, who is responsible for a row of issues regarding
democracy and human rights in Europe and Central Asia.
