UE/AZERBAÏDJAN/ARMÉNIE : BAKOU ET EREVAN PRIÉS DE METTRE FIN AU
CONFLIT DU HAUT-KARABAGH

L’Arménie et l’Azerbaïdjan sont appelées à mettre un terme immédiat au
conflit du Haut-Karabagh qui les oppose toujours malgré un
cessez-le-feu signé en 1994. L’UE réaffirme que ” le statu quo est
inacceptable et que la solution de ce conflit reste une priorité
absolue “, indiquent les conclusions du Conseil publiées le 17
décembre à l’issue du 13e Conseil de coopération UE-Azerbaïdjan.

L’UE se dit ” préoccupée ” par les incidents à la frontière et exhorte
les deux parties à maintenir la stabilité sur le terrain et à ”
s’abstenir de déclarations belliqueuses agressives, et d’actions qui
pourraient accroître la tension.”

Sur une note plus positive, l’UE a exprimé sa satisfaction au sujet
des négociations en cours concernant l’accord d’association avec
Bakou, et souligné la nécessité d’accélérer leur rythme. Elle a salué
le début des négociations pour la signature d’accords de facilitation
des visas et de réadmission. L’Azerbaïdjan est invité à accélérer les
réformes dans le cadre du Partenariat oriental, en particulier pour ce
qui est de la préparation et la conduite des élections présidentielles
prévues en octobre 2013.

S’agissant de l’Arménie, qui a également fait l’objet d’un Conseil de
coopération le 17 décembre, l’UE a décidé la signature d’un accord qui
rendra l’obtention de visas pour les citoyens arméniens souhaitant
effectuer de courts séjours dans l’UE (90 jours sur une période de 180
jours) plus facile et moins coûteuse. L’accord – qui ne lie pas le
Royaume-Uni, l’Irlande et le Danemark – est transmis au Parlement
européen pour approbation. Il entrera en vigueur le premier jour du
deuxième mois suivant la date à laquelle les deux parties se seront
informées mutuellement de l’achèvement des procédures internes.

*Yerevan State University Students, Working on PhD Theses at the Cosmic
Ray Division of Artem Alikhanyan National Laboratory, Awarded Kirakos
Vaporciyan Scholarship.*

Hasmik Rostomyan and Hripsime Lazarian, final-year PhD students at the
Cosmic Ray Division (CRD) of the Artem Alikhanyan National Laboratory
(formerly Yerevan Physics Institute), are the recipients of the Kirakos
Vaporciyan Scholarship for the 2012-2013 academic year. Their award was
granted on December 14, 2012

Kirakos Vaporciyan, the late husband of Mrs. Sandi Vaporciyan and the
brother of Mr. Harutyun Vaporciyan, strongly believed that supporting
education and world-class science in Armenia is of critical importance
to Armenia’s future.He was an unwavering supporter of the Cosmic Ray
Division and made several personal pilgrimages to CRD’s high-altitude
research stations on Mt. Aragats.His legacy includes the support of the
brightest students at the Cosmic Ray Division and a very important
project allowing the Cosmic Ray Division to analyze, display, and share
its state of the art research and data with the rest of the world’s
scientific community. In his honor, CRD has named this project the
Vaporciyan Maltivariate Analysis and Visualization (VMAV) platform. When
this project is completed next year, it will break new ground in
web-based scientific “ecosystems”.

Hasmig Rostomyan and Hripsime Lazarian are currently two of the six
bright PhD students at the CRD.Hasmig and Hripsime are in their final
year of studies and are working hard on their experiments and data
analysis to write their PhD theses by the summer of 2013. As is the
tradition at the Cosmic Ray Division, their theses defense will be
attended and judged by top cosmic ray scientists from around the
world.Naturally, they are taking their work very seriously and aim to
impress the judges and make proud their advisor, Prof. Ashot
Chilingarian, and the Vaporciyan family.

Hasmik, Hripsime, and Prof. Chilingarian are grateful to the Vaporciyan
family for diligently carrying out the wishes of Mr. Kirakos Vaporciyan
and for their own generous support of the CRD and its students year
after year, and also to the Armenian General Benevolent Union for
managing the Kirakos Vaporciyan Scholarship fund for CRD’s students.

Mr. Kirakos Vaporciyan was a member of the greater Detroit Armenian
community and the Armenian Engineers and Scientists of America —
Michigan Section.

Earthquake registered near Armenia’s Ararat

A 5.2 magnitude earthquake hit today the Iranian north-eastern sector
near the border with Turkey, US Geological Service has reported.

The quake’s epicenter is 11 km south-west from Iranian Khoy settlement
which is rather close to the Armenian town of Ararat, Ararat province.
Armenia’s Emergency Situations Ministry has too reported about the
earthquake.

The quake has been registered at 10.38 am local time. The hypocenter
was in 2.8km depth. No casualties have been reported yet.

Abundance of armament never brought anything good to Greater Caucasus.

Azerbaijan has now another cause of `pride’; it is recognized one of
the world’s most militarized states. Azerbaijan is ranked 8th by the
annual Global Militarization Index compiled by Bonn International
Center for Conversion. A key indicator representing the level of
militarization of a country is the comparison of military expenditures
with its GDP. The U.S. which outstrips all other states by its total
military spending is placed only the 30th. Another indicator which is
taken into account in the Index is the number of the reserve.

PanARMENIAN.Net – No wonder Israel tops the list here: being in a
totally hostile environment, the Israeli Defense Forces must be fully
armed. The number of their reserve army ready to arrive at respective
military units within an hour is simply amazing; Israel’s reserve
accounts to approximately 400 000.

Strange enough, Singapore comes second in the ranking. A city-state
would hardly need so much armament; however, the proximity of China is
perhaps troublesome for Singapore. Syria and Russia are placed third
and fourth, respectively, which is quite natural and requires no
explanations. Jordan, Cyprus and Kuwait come next, with Azerbaijan
ranking 8th. Bahrain and Saudi Arabia are the last ones in the top ten
of most militarized states worldwide.

Now let’s get back to Azerbaijan. Its military spending in 2012 hit $
3,2 bln, while the GDP made $67,5 bln. In 2011, Azerbaijan signed a
major military agreement with Israel accounting for $1,6 bln. In
addition, it imported arms from Russia and several other countries.
The targets of this armament are obvious: not only Armenia, but Iran
as well, in case the war is really unleashed. Apparently, hostilities
against Nagorno Karabakh won’t require such amount of armament. Still,
the forces that turn Azerbaijan into a powder-barrel go for much risk.
The social tensions in the country along with anti-Armenian statements
and increasing hysteria can finally blow up namely Azerbaijan. In some
hands, the blast might hit Armenia and Karabakh. However, realization
will soon follow the euphoria, and the same blow may turn against the
Aliyev family as well.

Meanwhile, we’ve repeatedly mentioned that oil production is steadily
declining in Azerbaijan. Richard Morningstar, the U.S. Ambassador to
Azerbaijan declared that Azeri-Chirag-Guneshli oilfield reserves will
be depleted, and the energy sector revenues have already fallen. In
this regard, he stressed the need to diversify Azerbaijan’s economy
saying the country should abandon its oil-dependency within the coming
10 years. If Aliyev’s clan maintains power for another 10 years, it
risks facing financial and moral bankruptcy. Most likely, Baku is
rushing to buy expensive toys, being perfectly aware that it soon will
not be able to afford even an Ð?Ð?-47. This is an exaggeration, of
course, but this is the current situation in Baku now, and it should
hardly be proud of being the 8th among the most militarized countries
of the world.

Also, it should be noted that abundance of armament never brought
anything good to Greater Caucasus. It never did, to either the buyers
or the suppliers.

Vice President of National Security and Foreign Policy Commission of
Mili Mejlis of Iran Islamic Republic Mansour Haghighatpur said that
there was no name `Azerbaijan’ in the history and that it is a fake
name.
Iranian MP noted: `According to historical documents the land North to
Araks River was called Aran and the land to the South was called
Azarbaijan. Aran and Azarbaijan were parts of Iran. Araks River was
renamed to Azerbaijan; there was one purpose to name Northern and
Southern parts of Araks River Northern and Southern Azerbaijan.
Democratic party was created for that purpose which had an aim to
divide Iranian Azerbaijan’.
Remind that recently head of Defense Army HQ of Iran Islamic Republic
general of a brigade Seed Hasan Firuzabani had called Azerbaijan Aran
in his address to Ilham Aliyev concerning anti-Islamic policy:
`Iranian MPs and analyzers call Aran talking about the creation of
Azerbaijan Republic and note: `Present Azerbaijan’s territory had
another historical name. According to Turkmencha and Gulistan
agreements lands in Northern Araks separate from Iran, inhabited by
shias, become under the Russian governance. On 1911 Musavat party is
created in Baku which was founded by Rasul Zadeh, Kazem Zadeh and
Sharif Zadeh, coming out of Pan-Turkism ideology, were sponsored by
the Ottoman Turkey and in 1918 the land between Aran and Shirvan a
republic was declared which was given `Azerbaijan Republic’ fake
name”.

The healthcare problems among conscript personnel and soldiers will
grow in 2013, the head of the Vanadzor office of Helsinki Civil
Assembly, Artur Sakunts, made such a prediction today when presenting
a report “Medical violations among conscript personnel and
servicemen”.

He said that at present a big number of young people with various
illnesses have been serving in the army, but the legislation did not
strictly fix in what case a young man may be demobilized. He also
added that there are cases when one conscript suffers from several
illnesses, which may result not only in worsening of his health but
even in death. “24 soldiers applied to the Vanadzor office of the
Helsinki Civil Assembly in 2012, 16 of which with a complaint for
medical service, 2 of them were demobilized and one got determent”, –
he said and added that after demobilization citizens do not pass
medical examination. “It turns out that the state displays consumer
approach to the conscript personnel”, – he said and added that various
diseases beyond cure and avoked diseases were the reason of the great
part of 45 death cases in the army in 2012.

Information and Public Relations Department of the RA Police informed
`Pastinfo.am’ that on December 19 at 23:50 information was received in
Malatia police division that patient’s relatives attacked doctors and
beat them in `Sebastia’ maternity hospital.

According to the same source operative group that left for the scene
found out that fetus died during Ovsanna M. born in 1991 giving
childbirth and a dispute arose in chief doctor’s office where Ovsanna
M.’s husband Yervand A. born in 1986 with his 3 relatives beat the
doctor causing physical injuries and breaking the glass of the door in
the corridor.

Forensic examination is appointed. Measures are taken to find Yervand
A. and his 3 relatives.

Investigation is carried out.

Armenia.Italy’s Ambassador to Armenia Bruno Scapini speaks about his
experience, Italian cuisine and secrets of a good diplomat.

Did it happen that you personal opinion differ from the official
position of your country?

Sometimes it may happen that what your government asks for does not
comply perfectly with your ideas. But generally speaking Italy is a
democratic country, and the decision the Italian government makes is
mostly based on what Ambassadors on the spot refer. There is a
continuous exchange of views between the diplomat and the government
to make decision-making process effective.

What is the most difficult thing about your work?

The most difficult thing about diplomatic job is to find the right
balance in everything you do, because this is a kind of profession
that has to deal with a lot of people and with a lot of matters. In
particular, any kind of matter can be within the competence of a
diplomat, when we work abroad. In this case you must have a very open
and wide mind in order to better understand the overall situation and
all its profiles. A balanced evaluation is the secret of a good
diplomat.

You have been to many countries: Ghana, Luxemburg, Slovenia, etc. Do
you think the diplomat must set a goal coming to a new country?

If you mean a professional goal that is something that has to do with
the particular mission you are entrusted with by the government. Each
country has its own characteristics and each government, or the
sending state let’s say, has a particular policy. The diplomat
whatever his rank is has to comply with this particular mission. This
is the professional goal. If you mean a personal goal, that depends on
the single personal disposition. You may like some kind of experience,
for instance in an African country the experience of a safari can be
curious. If you go to a northern country where you can find icy
landscape, there will be a different type of experience. So it depends
on personal disposition. But I do feel that when you go to a country
you must make the most of this experience and you should not lose
time. Ever since you arrive, since you put the first step on the new
floor you must go around, see what that country can offer you and get
into contact with it.

Is there any word or phrase the diplomat must never say?

Well, they say that a diplomat should never say `no’. But I think it
is better for modern diplomacy to be frank, open and sincere because
today the world is so interconnected and there is a way to find the
truth always. If a diplomat is a liar or tries to cover up some facts,
he can be proved as a liar and the person does not become trustworthy
any more. In order to be trustworthy, the diplomat should be like
that, sincere, especially in a foreign country.

You visited many countries. Did you change as a person?

This is a very difficult matter for a diplomat, because actually a
diplomat, through his experience in foreign countries, changing place
many times (we usually change destination every 2-3 years), can be
faced with a lot of challenges. A new experience in a new country can
pose a challenge to the personality and even to the character. That is
where integrity of personality comes in. If a diplomat has also a
strong identity, this identity can be changed or somehow affected by
the experience in the foreign environment, but if the person is strong
in terms of character, it can not be affected by foreign experiences.
Sometimes you can find a person who found a new faith abroad. There
are some diplomats in Italy who changed religion, becoming, for
instance, Muslim, or, in some of the cases they acquired new habits.

Is there anything you miss being out of Italy?

No, I do not miss anything. In Armenia I feel as if I were at home.
Even about food. As Ambassador of Italy I am organizing many cultural
events, and one of the events is the week of Italian cuisine Festival.
Though I got a little experience in this field I and can say that
Armenian cuisine is a sort of Mediterranean cuisine, but you do not
have a code for your cuisine. To have a code means to develop a
specific culture for gastronomy. In Italy we have done this, we have
reached qualification of regional cuisines at the end of 19th century.
But most of the dishes you have are of Mediterranean style and in some
cases are close to some Italian dishes we usually have in southern
regions.

They say Armenians and Italians have much in common. Do you agree?

It is true. I was quite amazed when I came here for the first time.
When I arrived in Armenia, first I thought I would find people with a
mentality and culture much closer to Asian. To my great surprise I
found instead that Armenian mentality is close to Europe and
particularly it is very close to Italy. We can share the common
religious values, the same views about morale, ethics, the same kind
of approach to family matters and we share the same traditions in most
social experiences. So, I think between Armenia and Italy there is a
very, very special tight relationship.

Do you like football as every Italian?

I am not a strong sportsman. I follow important international matches
but I do not follow football every day. I do not like to side with any
kind of regional team, only with the national one!

Did you watch Armenia v Italy qualificational match?

Yes, of course. I was present. I was very enthusiastic as I noticed
that the Armenian football team was playing very well and cleverly.
Even Italy’s coach Prandelli made positive comments about the quality
of the Armenian national team.

Ambassador is – he should be a friendship maker. There are also
peacemakers, but for a diplomat it is better to say he is a friendship
maker.

Robert Bradtke will be likely appointed as ambassador, or a senior
official at Department of State

Baku – APA. The Co-Chair of the OSCE Minsk Group Robert Bradtke of the
United States of America may soon leave the office, APA reports
quoting Armenian media.

According to information, current co-chair Robert Bradtke is expected
to leave the office. He will be likely appointed as ambassador, or a
senior official at Department of State. Armenian sources report that
it is not known who is going to replace Bradtke at the OSCE Minsk
Group.

Note that Bradtke was appointed as co-chair of the OSCE Minsk Group in
autumn of 2009, replacing Matthew Bryza.

Envoy: Iran Attaches Great Importance to Relations with Armenia

TEHRAN (FNA)- Iranian Ambassador to Yerevan Mohammad Rayeesi stressed
the age-old and close ties and cooperation between Tehran and Yerevan,
and said the relations with Armenia are of great importance to Iran.

The Islamic Republic of Iran welcomes expansion of ties with Armenia,
Rayeesi said on Thursday, adding that Iran is willing to develop
cooperation with Armenia in all areas on mutual interests.

He made the remark during his tour of Yerevan College for
International Relations Studies.

The ambassador said that given the age-old relations and the cultural
affinities with Armenia, Iran attaches importance to upgrade economic
cooperation with Armenia.

In recent years, Iran and its Northern neighbor Armenia have boosted
cooperation, signed agreements on energy cooperation and agreed to
cooperate in technology and research and to enhance ties in commerce
and economy.

Iranian President Mahmoud Ahmadinejad and his Armenian counterpart
pledged in December 2011 to further expand “high-level relations”
between their nations and, in particular, give new impetus to the
implementation of joint energy projects that have fallen behind
schedule.

In early October, Iranian Foreign Minister Ali Akbar Salehi and his
Armenian counterpart Edward Nalbandian met at the UN Headquarters in
New York to discuss bilateral ties and regional and international
issues.

In a relevant event in June, a senior Iranian official announced Iran
and Armenia’s plans to establish a joint free trade zone.

Caretaker of Aras Free Trade Zone Sadeq Najafi made the remarks in a
meeting with the governor-general of Sionik province, during which the
two sides inked a Memorandum of Understanding (MoU) on cooperation in
investment, trade and environmental sectors.

“In this MoU, it was agreed that an Iranian-Armenian free trade zone
will be established for joint investment by Aras Free Trade Zone and
Sionik province,” Najafi said.

The two sides also agreed to create a joint border market at Nordouz
border which is located within the boundaries of Aras Free Trade Zone,
he added.
