On December 19, during the press conference the Director of the
“Armenian-American Health Center” Khachanush Hakobyan said that for
the implementation of the normal radiation therapy the statesmanship
and enormous financial resources are required.

“Our government has begun to worry about it, and soon in the Institute
of Physics all the equipment necessary for the treatment of cancer
will be installed,” she said.

Another participant of the press conference, the head of the Department
of Gynecology of “Armenian-American Health Center” Marina Voskanyan
noted the signs of cervical cancer development. In particular, she
noted that the disease cannot be discovered by self-inquiry.

“Women should not wait for any symptoms. They should take an
appropriate medical examination every year,” Voskanyan said.

According to her, cervical cancer may be prevented on time. With
proper diagnosis and surgery the inflamed part of the uterus can be
completely eliminated.

“After the treatment, women, without any complications can give birth
to perfectly healthy children,” Marina Voskanyan concluded.

German-Armenian professional boxing champion Arthur Abraham, who is
now in Armenia, met reporters on Wednesday to speak of his future
plans and achievements of the past year.

“I am very happy to be in Armenia. I became a super middleweight
champion on August 25 and protected the title on December 15. It was
a big honor to me. You are always happy when you are the best.”

“Which battle was the most difficult: the one with Stiglitz or the
one with Baudlan?”

“It was more difficult with Stiglitz because he was stronger;
his tactics is on a higher level. If someone is a world champion,
he cannot be underestimated. He has proven, throughout his career,
that he is a good boxer.

Buadlan too, had a heavy weight of blow but I won thanks to my
experience. He was tired at the end and unable to hit a blow …”

“Hasn’t Stiglitz called for a revanche battle?”

“We have a contract with Stiglitz; there will, very probably, be a
revanche battle. We have that contract. If our promoters reach an
agreement, the battle will take place in March.”

“What plans do you have in Armenia.”

“That’s my number one problem: a revanche battle is taking place
in March. I am going to celebrate New Year in Armenia in a couple
of days. And I wish to relax. Things are harder in Germany; the
situation is more practical there. But it’s different here; I am
trying to relax.”

“What would you say about professional boxing in Armenia?”

“We have good boxers in Armenia, but it is not enough. One person
alone cannot develop all that. Nothing will come out of without TV
companies. Professional boxing has developed in Armenia to a certain
extent, but we cannot be said to have a professional ring. The
infrastructure is not developed yet. That has to do with very large
sums. It’s not up to one person to sponsor all that. The Universum
Club, for example, closed in Germany because its contract with the CDF
TV had expired. With no payment from a TV channel, the company cannot
pay boxers. My company has concluded an agreement with the AFD TV,
which is to pay ~@51 in three years.”

“Who do think are Armenia’s best 2012 sportsmen?”

“I can name only one; Arsen Julfalakyan is the top sportsman of the
year. But I cannot talk about the rest.”

“You have once expressed a desire to fight with Kelly Pavlik…”

“In 2013, if his promoter agrees. I will fight with Pavlik in either
Germany or the US.”

“Can you name the top three boxers?”

“Floyd Mayweather, who has won all his 46 battles, is the best boxer.

I will also name Klichko Jr. Well, Markes? I don’t think he is among
the best. Mayweather has knocked Markes out. Yes, Markes knocked out
Pacquiao, but he was no longer the same Pacquiao …”

“Is there a boxer you would like to fight with?”

“There is a desire for a revanche battle, but I will not give specific
names.”

“What dreams do you have for the New Year?”

“I don’t have a dream. I would like the coming year to be as good as
the previous one.”

“What’s the reason the European boxers do not manage to fight well
in the United States?”

“That’s due to the jet lag. The time difference between Europe and
America is 12 hours. The organism is used to sleeping during the
hours you have to fight. That’s the main reason. But I also agree to
the idea that if one wishes to become a legend, one has to ‘seize’
all the continents.”

“How long are you planning to remain in boxing?”

“I will fight for three more years. I will not manage to engage in
a coaching activity as it is among the world’s hardest jobs. A coach
has to think about 10-15 people. I remember my coach, and to be frank,
I feel sick at heart. He spends 10-11 months abroad.”

“Do you wish to found a boxing school in Armenia? At what stage is
the plan?”

“We have already purchased the premises. And we are expanding the
territories. That’s the main information I can give now. Sincerely
speaking, I will be more serious about that after I quit boxing.”

Serzh Sargsyan Is Not A Friend Of Dashnaktsutyun

SERZH SARGSYAN IS NOT A FRIEND OF DASHNAKTSUTYUN

The Armenian Revolutionary Federation – Dashnaktsutyun is the third
major force in Armenia not to contest the 2013 presidential election.

Aghvan Vardanyan, a senior representative of the party’s Supreme Body
says there is no need to rig similar elections though ~QDashnaktsutyun
knows people who would try to.’

On Tuesday evening the Supreme Body convened a meeting to decide the
format of the party’s participation in February’s election.

Forty-five speeches were made at the meeting with most of the
attendees suggesting that the party should not nominate a candidate
in the election.

To participate in the election, the results of which are predetermined,
would mean to become a part of a well-thought-out scenario. Among
the reasons, the party also cited the corrupt election practice in
Armenia, as well as shadow economy.

The party representatives confess that they have been unable to teach
people to make a righteous choice during the elections. Nor have been
able to unite the political forces.

“They wanted us to support their candidates – something inadmissible
for us as we announced from the very beginning that we are not
interested in personalities,” said Arsen Hambardzumyan, another
representative of the party’s Supreme Body.

The party does not exclude the possibility of supporting other
candidates, but it cannot be the pro-government candidate.

Though Dashnaktsutyun is not going to boycott the elections, it will
actively participate in the campaign, maintaining its slogan chosen
during the parliamentary elections: “We are your friend!”

during official and non-official meetings over not spreading export
restrictions on Armenia. Armenpress reports this was noted by Armenian
Minister of Economy Tigran Davtyan.

Minister has also underlined that this is not an easy issue to solve
because export restrictions of Iran are applied to all states without
any privileges.

“It is a very difficult to reach special treatment but we spare no
effort to do it,” Minister highlighted.

In Tigran Davtyan’s words nowadays every item may be purchased from
any other country especially form CIS and European countries. He also
stressed the importance of having alternative ways.

Cec To Invite International Observers

CEC TO INVITE INTERNATIONAL OBSERVERS

YEREVAN, DECEMBER 26, ARMENPRESS: Central Election Commission of
Armenian Republic made a decision during December 26 session to
request International expert Center for Electoral Systems to take the
observation mission during upcoming presidential election on February
18, 2013. Armenpress reports CEC President Tigran Mukuchyan informed
during May 6, 2012 parliamentary elections ICES was the one to send
20 observers to Armenia.

According to Mukuchyan, this time center wants to have 35 observers
during presidential elections who will implement not only short-term
but also long-term observations.

“CEC may also invite some observers. Taking into account the experience
of that center our commission decided to request it to implement
Election observation mission during February 18, 2013 presidential
elections,” he said.

Armenian And European Designers To Have A Joint Exhibition

ARMENIAN AND EUROPEAN DESIGNERS TO HAVE A JOINT EXHIBITION

YEREVAN, DECEMEBER 26, ARMENPRESS: In frames of “Fashion road; dialogue
across borders” program British council is organizing inclusive fashion
show which will be held in Yerevan Museum of Modern Art on December
27. As Armenpress was informed from Armenian branch of British Council
in frames of “Fashion road”, unique collection of Armenian and European
designers will be donated to Museum of Modern Art.

For the first time models having some disabilities will participate in
the exhibition. It will be full of traditional costumes of Armenia, UK,
Germany, Romania, Denmark and Czech Republic, participants will explore
the role of those costumes in contemporary society, and how people
associate that costume with their national identity and heritage.

The project was officially launched on 4 and 5 May, 2011 with an
international seminar followed by the residency programs in Armenia
for the European designers and in Europe for the Armenian designers.

The designers were paired to work together to prepare their collections
which would contextualize the cultural heritage, values and traditions
of the participating countries which they explored during their
residencies. The collection will be put into an exhibition in Armenia
and in the participating European countries.

The collection, prepared by the designers, raises understanding
and appreciation of European cultural values and identity among
the Armenian public, as well as the Armenian cultural history and
heritage among Europeans. It also serves as a forum for discussions
about the importance of cross-cultural cooperation and exchange as
well as the fusion of cultural traditions and heritage with modern
trends and technological developments for more creative and innovative
approaches in fashion. The project received the support of the European
Union through the Culture Fund. The project is also supported by the
European Cultural Foundation.

Elections Never Change Regime In Armenia, Says Ex University Chief

ELECTIONS NEVER CHANGE REGIME IN ARMENIA, SAYS EX UNIVERSITY CHIEF

The Armenian society has grown mature enough to realize that elections
can never change the regime, says a former rector of the Yerevan
State Linguistic University.

Prof. Suren Zolyan believes the Armenian society no longer wishes
elections, the process no longer being in demand.

“If only one candidate is participating in the election to become a
president, with all the other playing the clown’s role – being either
self-nominated or appointed – the parties too, feel the public moods,
and no longer wish to act in the role,” he told Tert.am.

It comes after the opposition Armenian Revolutionary Federation
Dashnaksutyun decided at a recent meeting not to nominate its own
candidate in the upcoming presidential polls.

First President Levon Ter-Petrosyan, who heads the opposition Armenian
National Congress, and Prosperous Armenia party leader Gagik Tsarukyan
had earlier declared plans for not joining the race.

Zolyan, who is a political scientist by profession, doesn’t think
Armenia has a political experience or political parties.

“There are single-person parties, and that person guides himself with
his own desires, not the logic of the political developments. I could
not absolutely realize which party’s leader decides whether or not
to nominate himself,” he said.

Zolyan thinks parties should replace a leader who is passive in
political processes, a practice, which he said, is uncommon in Armenia.

Fifteen Syrian Armenians Already Employed By Healthcare Centers In A

FIFTEEN SYRIAN ARMENIANS ALREADY EMPLOYED BY HEALTHCARE CENTERS IN ARMENIA

YEREVAN, December 26. /ARKA/. Fifteen Syrian Armenians are already
employed by healthcare establishments in Armenia, Armenian Health
Minister Derenik Dumanyan said Wednesday at a news conference. Half
of them are successfully working in provinces.

The minister said that Armenian provinces are still in want of
medical specialists.

“There are 86 doctors per every 10,000 people in Yerevan, while
in province only 17.7,” he said adding that 259 doctor jobs remain
vacant in provinces. Anesthesiologists, pediatricians, cardiologists,
neurologists, surgeons, obstetrician-gynecologists are highly demanded
in provincial medical centers.

“We have sent 25 young specialists to provinces in September and
other 29 to regions for one-to-three-month terms,” he said.

Duman said that the problem can be solved by increasing the number
of state-paid students in the Yerevan State Medical University to
send them to provinces after graduation. -0-

completing the creation of a new remote earth probe satellite,
according to the corporation’s chief designer Vitaly Lopota.

He says that the optical part of the satellite is being manufactured
jointly with the Peleng Belarusian Company and the EADS-Astrium
European space company.

The agreement on setting up in Russia a Russian-European joint venture
to manufacture communications satellites was signed in 2011, Vioce
of Russia reported citing Interfax.

OBITUARY:
FIRST OFFICER HOVAG KORTMOUSIAN

We regret to announce the death of First Officer Hovag Kortmousian,
who was killed while serving as an officer of the Syrian National
Army. He was the brother of Very Rev. Fr. Varant Kortmousian, a member
of the Brotherhood of the Holy See of Cilicia.

Funeral services took place last Friday, December 23, at Sourp
Asdvadzadzin Church in Kessab. His Eminence Archbishop Oshagan has
instructed all Prelacy churches to offer a Requiem Service for the
soul of the Hovag Kortmousian this Sunday, December 30.

OBITUARY:
ARMEN BABAMIAN

With deep sadness we announce the passing of Armen Babamian, who
served the Armenian Church for more than 60 years. Mr. Babamian died
on December 24, at age 97. Archbishop Oshagan, Prelate, will officiate
at funeral services tomorrow morning at 10:30 at Sts. Vartanantz
Church, 461 Bergen Boulevard, Ridgefield, New Jersey. Interment will
follow at George Washington Memorial Park, Paramus, New Jersey.

Mr. Babamian’s beautiful mellow voice was perfect for the Armenian
Church’s exquisite hymns and Liturgy. He served as the choir director
at St. Illuminator Cathedral, New York, for 25 years, and choir
director of Sts. Vartanantz Church, New Jersey, for 35 years. He was a
well-known soloist and began his career in 1949 with the Armenian
National Chorus of New York. In 1999 he was awarded the Mesrob
Mashdots insignia by His Holiness Aram I, Catholicos of the Holy See
of Cilicia, in recognition of his outstanding contribution to the
arts.

Mr. Babamian is survived by his wife of 71 years, Rita, his daughter
Carole Abbatiello and her husband Joseph, and his son Armen and his
wife Amelia, as well as five grandchildren and ten
great-grandchildren.

ELIZABETH AMIRIAN

We regret to announce the passing of Elizabeth Kazigian Amirian who
died last Thursday, December 20. Funeral services took place on
Saturday, December 22, at Sts. Vartanantz Church, Ridgefield, New
Jersey. Mrs. Amirian was an active member of the Armenian Relief
Society and served several years as a member of the ARS/NGO team of
representatives to the United Nations.

She is survived by her husband, Vahe, who served as a member of the
Prelacy’s Executive Council for several years and as a member of the
Prelacy’s Building committee. She is also survived by her children
Neiri and Armen, grandson Garen, and sister Anna.

Archbishop Oshagan and Bishop Anoushavan attended a requiem service
in memory of Ignatius IV, Patriarch of Antioch and All the East, at
the Antiochian Church’s St. Nicholas Cathedral in Brooklyn on Sunday,
December 16. The late Patriarch was a champion of ecumenical and
inter-religious dialogue and was a respected leader in the Middle
East.

HOLY APOSTLES JAMES AND JOHN

This Saturday, December 29, the Armenian Church commemorates the
apostles James and John (Mark 10:35-41), called the Sons of Thunder by
Jesus because of their passionate and quick-natured character. James
was a Galilean fisherman, who was called along with his brother John
to be two of the twelve apostles. They, together with Peter, formed
the inner core among the twelve who were present at the raising of the
daughter of Jarius, the Transfiguration, and the agony of Gethsemane.

James is sometimes referred to as `James the Greater’ to differentiate
from the younger apostle also named James. James was the first of the
apostles to be martyred by order of Herod Agrippa (Acts 12:1-2). He is
considered to be the patron saint of Spain and according to tradition
his body was brought from Jerusalem to Spain to Santiago de Compostela
that became, and remains, a popular destination for pilgrims.
John is also called `The Divine.’ It was to John that Jesus on the
cross entrusted the care of his mother. Paul names Peter, John, and
James as the `pillars’ of the church (Galatians 2:9).

Nativity, the third and final fasting period during Advent begins
leading us to the celebration of the birth and baptism of our Lord and

ST. STEPHEN COMMEMORATION OBSERVED

All of the parishes of the Eastern Prelacy observed St. Stephen’s
feast day last Sunday with colorful ceremonies. St. Stephen was the
first deacon and proto-martyr and his feast day is a day to honor
deacons serving the Armenian Church. On this special day, the deacons
are permitted to wear crowns.

BARNABAS FOUNDATION MEETS WITH HIS HOLINESS

The executive staff of the Barnabas Foundation, accompanied by the
former General Secretary of the Middle East Council of Churches,
Dr. Riad Jarjour, met with His Holiness Aram I and Bishop Shahan
Sarkissian, prelate of the Peria (Syria) Diocese. Following a
discussion of the problems of the region, Catholicos Aram spoke about
the challenges facing the region’s Christians, asked the visitors to
assist the Armenian community’s humanitarian, social, and educational
efforts.

HIS HOLINESS VISITS PATRIARCH OF GREEK CHURCH OF ANTIOCH

His Holiness Aram I visited the new Patriarch of the Greek Orthodox
Church of Antioch, Yohanna X, at the Balamand Monastery on December
19. After congratulating the new leader, the Catholicos spoke of the
long relationship between the two churches and expressed the wish to
strengthen that relationship, especially in view of the current
difficulties for Christians in the Middle East. The Patriarch thanked
Catholicos Aram and confirmed his commitment to work together with all
the churches in the region to strengthen the Christian presence and
witness in the region.

Soviet Russia’s Decree on Turkish Armenia (December 29, 1917)

The Russian October Revolution (October 25/November 7, 1917)
introduced sweeping changes in the situation of Armenia. At that
moment, Russian troops occupied part of Western Armenia, mostly
emptied of its Armenian population due to the genocide.

However, Vladimir Lenin, the head of the Bolshevik (Communist) party
which had initiated the October Revolution, was against the
imperialist process that had marked the `long nineteenth century.’ He
had already demanded the withdrawal of Russian armies from Western
Armenia. The reason behind this demand was
self-determination. However, if such a demand had been executed, it
meant that Ottoman Turks would be allowed to re-enter the area and
continue their genocidal campaign. Lenin’s hope that `an independent
Armenian republic’ would be established, as enunciated at the first
All-Russian Congress of Soviets (22 June 1917), was equally illusory,
given the menace of a powerful Turkish army against such a
hypothetical republic.

After the revolution, Communist policy was consistent with Lenin’s
views. A decree, `On Turkish Armenia,’ was issued on December 29 and
published two days later in Pravda: it declared that Russia `defended
the right of the Armenian people to free self-determination in
Russian-occupied Turkish Armenia, including even total independence.’
It also called for the withdrawal of Russian troops, the establishment
of a local Armenian militia, and the return of refugees. However, it
did not take into account the menace posed by the Ottoman Empire.

It is important to mention that the decree had been drafted by poet
Vahan Terian (1885-1920), who worked at the Commissariat for Armenian
Issues. His draft included a temporary stay of Russian troops, which
was actually left out of the final text because of the opposition of
Joseph Stalin, Commissar for Nationalities and Terian’s superior.

Stalin published an article in the same issue of Pravda where he
scorned `the voracious diplomatic appetites of the West and the bloody
administrative exercises of the East,’ whose outcome had been
=80=9Cpogroms and massacres of Armenians, on the one hand, and the
hypocritical `intercession’ of the diplomats of all countries as a
screen for fresh massacres,’ and `a blood-soaked, deceived, and
enslaved Armenia as a result.’ He assessed that `the old path of
diplomatic scheming is not the path to the liberation of Armenia.’
That path, Stalin assured, `lies through the workers’ revolution

that was started in Russia in October,’ which `has broken the chains
of national oppression.’ He concluded by writing that the decree was
`particularly necessary today, when the German and Turkish
authorities, true to their imperialist nature, make no secret of their
desire forcibly to retain the occupied regions under their sway. Let
the peoples of Russia know that the striving for conquest is alien to
the Russian revolution and its government. Let everyone know that the
Council of People’s Commissars counters the imperialist policy of
national oppression by the policy of complete liberation of the
oppressed peoples.’

Of course, this was just rhetoric: there was no mention of any
practical means to counter `the imperialist policy of national
oppression’ that the Turks would soon unleash again over Western and
Eastern Armenia. The call for Russian troops to withdraw from the
Caucasus had already been issued. Less than three months later, on
March 3, 1918, when Ottoman forces had already advanced and mostly
overrun the Armenian resistance in Western Armenia, Soviet Russia
would be forced to sign the Treaty of Brest-Litovsk and cede, on
behalf of the nationalities she no longer dominated, Batum, Kars, and
Ardahan to Turkey. The theoretical `self-determination’ of Western
Armenia had been left on a piece of paper.
