L’Arménie et l’Argentine vont coopérer dans la sphère économique

Le gouvernement arménien a approuvé un accord intergouvernemental de
coopération économique avec l’Argentine.

« Cet accord facilitera l’expansion de la coopération commerciale et
économique entre les deux pays » a dit le ministre de l’économie
Tigran Davtyan lors dune session du gouvernement.

Selon le projet de l’accord, les deux parties s’engagent à promouvoir
l’expansion et la diversification des relations économiques
mutuellement avantageuses en particulier en stimulant des activités de
coopération économiques, la création et l’expansion de relations de
travail et l’expansion d’investissements bilatéraux.

Construction de nouvelles retenues d’eau en Arménie

En 2013 l’Arménie va se doter de nouvelles réserves d’eau (lacs
artificiels) tandis que d’autres vont être rénovées. Déclaration
effectuée le 29 décembre à Erévan par Armen Kevorkian, le Ministre
chargé de la gestion du Territoire. D’après A. Kevorkian, un effort
particulier sera porté sur les chantiers des retenues d’eau de Kaps,
Yeghvart et Védi en cours de travaux depuis plusieurs années. De plus
le réservoir d’eau de Mastara dans la région d’Armavir, d’une capacité
de 10 millions de mètres cubes sera construit en 2013. La réserve de
Yeghvart aura une capacité de 90 à 100 millions de mètres cubes. La
réalisation de l’ensemble de ces projets permettront d’augmenter de
200 millions de mètres cubes les réserves en eau de l’Arménie.

The trial of Vahe Avetyan’s murder continues. The witnesses are
interrogated. During the previous hearing the director of Harsnakar
Restaurant was examined. The counsel for the defense was very cautious
about the questions. The director of the restaurant avoided some
questions. The counsel for the defense behaved especially aggressively
towards those questions referring to the process and requirements to
hiring the accused.

Advocate Tigran Yegoryan said the accused had not signed employment
contracts with the restaurant. Their contracts were signed after the
incident. One can see with the naked eye that the signatures are
false, and they demanded a graphological test. However, this and other
motions have been postponed until the study of written evidence.

Investigation was not carried out duly. The injured party made more
inclusive and substantial testimonies which the investigative party
had not found out and had not displayed due diligence.

During the cross-examination of the injured party the counsel for the
defense found discrepancies between the testimonies during the
investigation and the trial but those discrepancies were clarified
through consistent questions and the injured party gave different
clarifications.

It is notable that the witness Hrachya Zohrabyan denied at the
beginning that Harsnakar was owned by Ruben Hairapetyan whereas
according to its statutes, Ruben Hairapetyan owns 100 percent of its
shares. There are plenty of other facts and circumstances which are
being clarified. The investigation continues.

The Government decision from December 13 `About calling to the
military service the medical group officers of the RA AF reserve’ will
come in force since December 31. The RA Government decided to instruct
the Ministry of Defence to call 94 doctor-expert officers below 35 to
the RA AF reserve.

It is provided by the decision that officers of different categories
of first group of medical staff of the RA AF have the right for
postponement in accordance with the enforcement of the Article 11,
Point 4, Article 14, Point 1, sub-point `A’ and Article 16, Point 2 of
the RA Government decision `About military duty’ from January 13,
2000.

The officers of the first group of medical staff of the military
reserve with doctorate degree or any other scientific degree
(candidate of science, doctor of science) are called to military
service in accordance with their specializations. The officers of
military reserve who have degree in science are appointed at
corresponding positions of the hospitals’ system of the RA AF.

The RA MD is held responsible for decision enforcement.

mistakes. One of them was the dialogue with the authorities and the
other was the `political scientific analysis,’ ANC MP Nikol Pashinyan
said in a live broadcast by Radio Liberty.

According to him, not only the authorities but also the opposition is
responsible to people.

`Yes, we should apologize to people for failing to fulfill their
hopes. In fact, this is the first time when the Armenian society does
not pin its hopes on the presidential elections to bring changes. Yes,
and I apologize for it,’ said Pashinyan.

At a press conference on the Mataghis case on Friday, Zaruhi
Postanjyan, a Heritage parliamentary group member, stated that
Armenia’s former military prosecutor Gagik Jhangiryan, who is now a
member of the Armenian National Congress (ANC) parliamentary group, is
the main culprit in the 9-year-old case.

`However, if Gagik Jhangiryan is punished, others will have to appear
among the accused because he was not alone. All the persons involved
in the case are holding posts now,’ Mrs Postanjyan said.

She is sure that neither Gagik Jhangiryan nor the others will ever
`get rid of’ this case.

Armenia’s law-enforcement agencies must sober up and admit their
guilt. They must punish the army commanders that are responsible for
incidents. `It is impunity enjoyed by military commanders that results
in such incidents,’ Mrs Postanjyan said.

Razmik Sargsyan, Musa Serobyan and Araik Zalyan, who had been
sentenced to life imprisonment in the Mataghis case (death of the
soldiers Roman Yeghiazaryan and Hovsep Mkrtumyan in the Mataghis
military unit), were found innocent and released from custody in court
on December 18, 2012.

The investigative journalist Zhanna Alexanyan said that commanders
enjoy impunity in Armenia.

`If the commanders of the military unit are punished it will be a
great achievement for the army,’ Ms Alexanyan said.

The Mataghis case is among the cases that evoked public response, she added.

On December 28 the RA NA President Hovik Abrahamyan received the
delegation led by Mohamed Kamel Rezag Bara, Secretary on Coordinating
the Works of the Security Council of the Republic of Algeria, the
Special Advisor to the President of Algeria on Security and
Counter-Terrorism.

Welcoming the guests and highlighting their visit to Armenia, the NA
President expressed conviction that Mohamed Kamel Rezag Bara’s visit
would considerably promote the further development and deepening of
the relations between two countries. In Hovik Abrahamyan’s opinion,
there is big potential of cooperation development between Armenia and
Algeria in the political, as well as economic and cultural spheres.
The Head of the parliament also underlined the importance of the
development of the inter-parliamentary relations, noting that the RA
National Assembly was ready to have its contribution in raising the
relations of two countries to a new qualitative level. To his
conviction the Parliamentary Friendship Groups, as well as the mutual
visits at all levels greatly promote the effectiveness of the
inter-parliamentary cooperation. Hovik Abrahamyan asked Mohamed Kamel
Rezag Bara to convey his invitation of paying an official visit to
Armenia to the Presidents of two chambers of the Algerian Parliament.

The Advisor to the President of Algeria thanked for reception and also
highlighted the necessity of activating the cooperation with Armenia
in all directions. To his conviction, the activation of
inter-parliamentary relations would greatly promote the development
and strengthening of political relations.

In the course of the meeting the sides discussed the regional
security, the issue concerning the Karabakh problem and other issues
of bilateral interest. Both sides stressed that the conflicts should
be regulated as a result of peaceful negotiations.

Armenia’s market, head of Armenian Consumers’ Association said.
Armen Poghosyan slammed Armenian government’s policy not to set toy
certification as a mandatory requirement.
Representative of Reyma children’s clothing store Anna Alaverdyan, in
turn, noted realization of low-quality toys in Armenian market as
highly topical.
She stressed the need for toy certification and common testing to

No doubt that various types of public bodies in Armenia are infected
with corruption. However, in some of them corruption is deeply rooted
and widely spread. The corruption rooted in them results in public
dissatisfaction.

One of the above-mentioned public bodies was the medico-social agency
of the RA Ministry of Labor and Social Affairs, along with its
divisions and territorial bodies. Many people, who have the right to
apply to the mentioned body and obtain a disability degree, have
abandoned that idea being afraid of what they can face in the agency
without providing bribes. It’s not hard to understand that for many
disabled people it is quite hard if not impossible.

The RA Government made four decisions at the session on 06.12.2012,
which according to the Government webpage, are aimed at decreasing
corruption risks in the social, particularly medico-social sphere. The
RA Government assures or tries to assure that it will be possible to
avoid subjective approaches, ensure maximum transparency, which will
in its turn substantially minimize corruption risks. As the Government
webpage informs, `According to the Prime Minister Tigran Sargsyan the
issue has been much talked of in public. Studies had evidenced the
pervasive nature of corruption risks. The head of government asked the
Minister of Labor and Social Affairs to substantiate the efficiency of
the aforementioned measures. The Minister assured that the results are
encouraging.’

As the same source provides, the Social Affairs Minister assured that
`by adopting this decision, we have streamlined the legal field to
make a big step forward on our way to curbing subjective approach’.

The Minster also informed that 6 heads of committees were dismissed in
this period, there were also those who were dismissed based on their
applications, doctor experts.

According to the accusation conclusion Laura Hambardzumyan working at
the policlinic of `Armenia’ republic medical center as a therapeutic
told Levon Avetisyan’s wife Karine Hovhannisyan on 21.03.2012 who came
to the medical institution to obtain a disability degree that in order
to receive a reference for the medico-social expertise for L.
Avetisyan, it is necessary to pay AMD 20 thousand to the President of
medical expertise commission of the Policlinic Marietta Nahapetyan.

M. Nahapetyan was brought in an indictment for being the President of
medical expertise commission of the policlinic and realizing
administrative functions, illegally received AMD 20 thousand from L.
Avetisyan’s wife in exchange for providing the above-mentioned
document.

The employee of the medico-social expertise commission Maqruhi
Rostamyan was also brought in an indictment for urging L. Avetisyan’s
wife to commit a crime by bribing D. Manukyan in the amount of AMD 20
thousand.
