AZERBAIJANI SOLDIER’S SUSPICIOUS DEATH PROMPTS ACTION BY ACTIVISTS

BAKU. January 10, 2013: Activists in Azerbaijan are calling for a
mass gathering on Baku’s Fountains Square on January 12 to raise
awareness about the deaths of young conscripts in the Azerbaijani army.

The activists put out the call on the Facebook social network on
January 10.

They have also been collecting signatures for an online petition
addressed to President Ilham Aliyev, urging him to address the
situation faced by army conscripts.

The action was prompted by the suspicious death of Private Ceyhun
Qubadov this week.

Army officials initially said that Qubadov unexpectedly died of a
heart attack.

His relatives challenged that statement and revealed photos of
Qubadov’s body that appeared to show evidence of violence.

Authorities launched an investigation after the photos were made public

Resource Center” public organization is organizing candle lighting
in front of Indian Embassy in Armenia.

As Armenpress has been informed from organization, candle lighting
which takes place on January 14 is dedicated to the rape case which
took place in India lately.

At the end of the lightening Ambassador will be handed a letter,
as well as addressed some questions considering further action of
Indian government.

Indian police have charged six men with murder, hours after a woman
who was gang-raped and thrown from a moving bus in Delhi nearly two
weeks ago died in a Singapore hospital.

Police spokesman said the men could face the death penalty if
convicted. Officials said that authorities would press for the harshest
possible punishment.

The announcement came as thousands of Indians gathered to mourn and
protest the death of the 23-year-old medical student. The woman,
who has not been named, sustained serious internal injuries after
being violated with an iron bar during the attack, which took place
on 16 December and triggered mass demonstrations calling for better
protection for women against sexual violence.

She died late on Friday in the Singapore hospital where she was
being treated. Her family had been keeping a bedside vigil after
she suffered severe organ failure. She was flown to Singapore
from India two days ago as her condition worsened. Authorities in
India reacted with statements of grief, calls for calm and a huge
security operation. The case has provoked an unprecedented debate on
sexual violence towards women in India. Sexual harassment – known as
“Eve-teasing” – is endemic and often accepted. A series of rapes in
rural areas in the state of Haryana, adjacent to Delhi, earlier this
year provoked suggestions from politicians and community leaders that
much sexual violence was consensual and that the age of marriage should
be lowered. Women who report rapes are repeatedly ignored or harassed
by the police themselves. The belief that women are responsible for
sexual assault is widespread.

NKR Minister of Foreign Affairs Karen Mirzoyan convened a press
conference in connection with his first 100 days in office during which
he summed up the results of 2012 and spoke about the tasks of 2013.

According to the minister during the year of 2012 the most important
event for Karabakh was the presidential elections which were not only a
significant stage in statehood creation and its further consolidation
but they also let us say that the democratic processes in Karabakh
are steadily developing. By the Minister’s estimation the election
results appeared to be quite close to international standards.

Speaking about the importance of the negotiation process Karen
Mirzoyan noted with regret that in 2012 again no essential progress
was achieved and the only reason for it was the position of Azerbaijan
that consistently aims to cease the negotiation process and lead it
to a deadlock.

He considers Ramil Safarov’s extradition and conferring a national
hero’s title upon him were a severe blow to the efforts of maintaining
peace and stability in the region.

Speaking about the programmes of 2013 Karen Mirzoyan noted, “We aim to
intensify the NKR Foreign Ministry’s policy which will be directed not
only to the regulation of the Ministry’s activity but also to making
it more visible both for the NKR society and for the foreign world.

Our main aim is to secure the active participation of the NKR in the
negotiation process”.

In 2013 the Foreign Ministry’s policy will be aimed at the
worldwide recognition of the NKR, the support of our people’s the
self-determination right and at the intensification of the connections
between the NKR and the Diaspora.

declared a whopping 63,230 Euros in revenue for the year.

40,000 was in the form of a loan and the rest, his salary.

That year, Shoyan purchased an Audi Q5 for 39,801 Euros. Pretty nice
ride, right?

His wife Lousineh Abrahamyan declared 37.669 million AMD in revenue
for 2011. Almost 22 million were dividends and the rest salary from
two jobs.

It seems that she too loves expensive cars. She purchased a $43,000
Toyota Prado in 2011.

It would appear that she was the one who loaned the ambassador the
40,000 Euros because her financial disclosure lists a loan in that
exact amount.

A group of young Azerbaijani people protesting Jeyhun Gubadov’s death
posted a message on social networks on holding a peaceful rally in the
Fountain Square tomorrow. Azerbaijani Press Agency informs about this.

According to the source Azerbaijani Interior Ministry stated that
any unsanctioned rally will be prevented.

At the same time the U.S. embassy has warned its citizens to be
cautious during the rally.

“Even demonstrations intended to be peaceful can turn confrontational
and escalate into violence. You should avoid areas of demonstrations,
and exercise caution if in the vicinity of any large gatherings,
protests, or demonstrations. Be vigilant!”, the message by the
Embassy states.

International Christian “Open Doors” Organization Has Published The
List Of Five Countries Which Chase Christians. Azerbaijan Is On The
38th Place.

According to the source Northern Korea is on the first place for
already 11 years old, then Saudi Arabia and Afghanistan come. Iraq,
Somalia, Maldivian islands Mali, Iran, Yemen and Eritrea are in the
top ten. Chases against Christians have become stronger in Tanzania,
Kenya, Uganda and Nigeria as well.

Syria has appeared in 11th place from 36th because of the clashes
in the country. The armed clashes cause chases against Christians in
this country for the last two years.

European Parliament-Armenia Friendship Group Established

BRUSSELS-The European Parliament-Armenia Friendship Group was
launched Wednesday inside the parliament building, headed by Dr. Eleni
Theocharous (Group of the European People’s Party, Cyprus) and with
the presence of 25 delegates from the Armenian National Assembly,
lead by Speaker Hovik Abrahamyan.

Also present at the announcement of the Friendship Group was Androulla
Vassilou, European Commissioner for Education, Culture, Multilingualism
and Youth. The official opening was followed by a reception for the
guests and the representatives of Armenian organizations in Belgium.

The idea of the European Parliament-Armenia Friendship Group was
proposed by the European Armenian Federation for Justice and Democracy
(EAFJD) in collaboration with the permanent representation of Armenia
in the EU. This initiative was succeeded Theocharous’ willingness to
take the responsibility and presidency of the group.

In her remarks, Theocharous said that she took this position with
great honor and this will bring the European Union and Armenia closer.

She expressed hope that this group will widely open the doors
of European Union to Armenia. She also mentioned that Armenians
experienced Genocide by Turkey in the past, were oppressed by Soviet
Union, and freed themselves from Azeri occupation by the independence
of Artsakh. Theocharous finished her speech by saying, that we will
only become richer by Armenian culture, music, art, poetry and magical
presence of the Ararat.

Abrahamyan praised the creation of this group and mentioned that it
will stimulate the European Union – Armenia relationship, which is
already on the highest level. The parliament speaker discussed the
constructive involvement of the Republic of Armenia in the different
EU programs, such as Eastern Partnership and Euronest Parliamentary
Assembly.

Armenia is also involved in the ongoing process of almost finalizing
the EU – Armenia Association Agreement, and the Deep and Comprehensive
Free Trade Agreement, as well as the visa free regime with the EU.

Abrahamyan emphasized the misinformation within the EU coming from
Azerbaijan, and hoped that Friendship Group members will do their
best to reveal the truth to the European Parliament.

EAFJD President Kaspar Karampetian welcomed the creation of the
Friendship Group and expressed his gratification that more than 30
members of the EU Parliament agreed to join; most of them were present
and ratified their involvement with the signatures and they would
continue their work to involve other members of Parliament as well.

Karampetian praised the collaboration between Theocharous, the Embassy
of Armenia and the EAFJD. He expressed confidence that this group will
have a successful working program and activity, bring closer Armenia
and the European Union through their parliaments. “A visit of Members
of the European Parliament to Armenia and Artsakh is already planned,”
concluded Karampetian.

The speaker of the National Assembly met with EU officials in Brussels
and assured them that the government of Armenia is committed to
European integration. Certainly, the European officials do not care
for these assurances. They have other mechanisms to ensure progress.

According to the official message, Hovik Abrahamyan attached importance
to the principle “more for more” for the EU-Armenia relations. This
principle is perhaps the most effective means of cooperation with the
governments of post-soviet states, and this is the only intelligible
European and Western “value” for the authorities of Armenia. So,
the Europeans have found the only effective method.

They know that the only drive is money since the government of
Armenia believes in neither the Armenian national nor any other
system of values. From this point of view, Hovik Abrahamyan is
the most appropriate person to “negotiate” with Europe. Unlike the
others, he is honest and straightforward. He has never denied that
his office is a means of solving personal issues and he has proved
this idea in his hometown. He has considerable experience of solving
issues with the help of Armenian cognac in Brussels. So, as of now,
he will not be exposed to Gagik Tsarukyan’s destiny. In Brussels,
the EU officials did not understand what Tsarukyan wanted. He spoke
about some values during his meetings which caused bewilderment
and concern in the European officials. So, Tsarukyan dropped out of
the political processes, though politics requires no brains, as his
relative Abrahamyan used to say.

PARIS (Combined Sources)-Three Kurdish women were shot dead in Paris
in killings that appeared politically motivated, police and other
sources said Thursday.

The bodies of the women were found at the Information Center of
Kurdistan, a police source said. The center has close links to
Kurdistan Workers Party (PKK).

The dead include Sakine Cansiz, one of the co-founders of the
PKK, currently in negotiations with Ankara to establish a cease
fire. The two others victims were Kurdistan National Committee (KNC)
representative and head of the Kurdish institute Fidan Dogan, and
activist Leyla Soylemez.

The French interior minister Manuel Valls said the three were
“summarily executed.”

“There is no doubt this was politically motivated,” center employee
Berivan Akyol told French broadcaster iTele.

Firat reported that two of those killed were shot in the head and one
in the stomach, and that the murder weapon was believed to have been
fitted with a silencer.

“A couple of colleagues saw blood stains at the door. When they broke
the door open and entered they saw the three women had been executed,”
French Kurdish Associations Federation Chairman Mehmet Ulker was
quoted as saying by Firat.

The Coordinating Council of Armenian Organizations in France (CCAF)
condemned the assassination on Thursday and offered condolences to
the Kurdish community of France.

“We believe that the attack bears the hallmarks of Turkish nationalists
who have highly structured networks in France and Europe.

The French government should take all necessary steps, including
extreme ones, to stop the Turkish paramilitary organizations that
operate outside the law,” said the CCAF statement.

“The ties of these Turkish nationalist organizations to the Turkish
state are well known to the public,” added the statement.

“The CCAF believes that the targets of Turkish nationalists are not
safe in France today and appeals to the French government to take
extraordinary measures to ensure the safety of individuals, activists
and Kurdish and Armenian institutions,” urged the statement.

The Turkish government and the jailed PKK leader Abdullah Ocalan on
Tuesday agreed on a framework for a plan to end the Kurdish-Turkish
conflict envisioning Kurdish disarmament in exchange for increased
minority rights, the Turkish Radikal reported.

The newspaper said senior intelligence officials had held meetings
with PKK chief Abdullah Ocalan in his island jail near Istanbul,
yielding a four-stage plan to halt the conflict.

In Election-Year Azerbaijan, Video Scandal Threatens To Rattle Regim

A series of videos purportedly exposing corruption among Azerbaijan’s
political elite has put pressure on Ramiz Mehdiyev (right), who is

Azerbaijan’s latest political scandal is equal parts Shakespeare and
soap opera — a tale of revenge, money, and possible murder that
threatens to unsettle the ruling regime ahead of the presidential
election this fall.

It began in September, when Elshad Abdullayev, a former university
rector, published what he says is a covert video of himself negotiating
the purchase of a parliament seat ahead of elections in 2005.

The video appears to show Abdullayev seated across a table from Gular
Ahmadova, a powerful lawmaker from the ruling Yeni Azerbaijan Party.

Ahmadova tells Abdullayev his seat in Azerbaijan’s parliament, the
Milli Majlis, is guaranteed — but only if he doubles the 500,000
manats (roughly $637,000) that he’s already paid.

When Abdullayev protests, Ahmadova — who refers to herself by
her nickname of “mother-in-law” — waves an angry finger, saying,
“That’s my price. It’s up to you to decide.”

Ahmadova and an assistant, Sevinj Babayeva, go on to assure Abdullayev
that his money has been delivered to “master Ramiz” — an alleged
reference to Ramiz Mehdiyev, the presidential chief of staff and
Azerbaijan’s second-most powerful man after President Ilham Aliyev.

Avenging A Kidnapping

Since then, Abdullayev has published a total of seven videos that
he says implicate the 74-year-old Mehdiyev as the head of a massive
corruption ring that often resorts to brutal methods to achieve its
ends. Abdullayev has also threatened to release more videos in the
weeks and months ahead unless Mehdiyev is removed from power.

In the most recent video released this week, Abdullayev offers a visual
explanation for his vengeful campaign — footage of his brother,
Mahir, a major in the National Security Ministry, who was arrested
and later disappeared in 2003.

Abdullayev says his brother is the victim of a kidnapping ring run
by security services acting at Mehdiyev’s behest, and claims to have
paid millions of dollars in ransom in a fruitless attempt to secure
his brother’s release.

Several of Abdullayev’s videos document his efforts to save his
brother. In one 2007 clip, he is shown speaking to a district court
judge overseeing the case.

The judge, Agababa Babayev, says he has personally intervened,
calling a private meeting with the interior minister to ask for Mahir
Abdullayev’s release.

Babayev — who is no relation to Babayeva — went on to rise through
Baku’s judicial ranks but was fired last month after the release of
Abdullayev’s video. He has rejected the content of the video as fake.

Abdullayev, who fled Azerbaijan several years ago and has since
settled in Strasbourg, France, now says he sought to buy a seat in
the Melli Mejlis only in order to help rescue his brother, who is
now presumed dead.

In an interview with RFE/RL’s Azerbaijani Service, Abdullayev said
he decided to go public with his videos because Azerbaijani officials
refused to investigate his claims of Mehdiyev’s ties to his brother’s
kidnapping and the vote-rigging ring.

“Law professors here, and my own lawyer, all say that if they had even
10 percent of the evidence that I have they could easily take this case
to court. Even before the European Court of Human Rights,” he said.

“They ask me why I even bothered coming to France. But my life was
in danger. I wasn’t left with any other choice. I wanted to file a
claim in court in Azerbaijan. But they began to terrorize my family.”

A Mysterious Death

Abdullayev, a rare university rector who is able to proffer up
million-dollar bribes, is far from an innocent whistle-blower. He is
suspected of profiting substantially from corruption while serving as
the head of Azerbaijan International University, which was shut down
in 2010 amid accusations of illegal admissions procedures and bribery.

But his video campaign, which captures everything from cold-blooded
ransom negotiations to eager bureaucrats using screwdrivers to pry
open locked suitcases of cash, is having a growing impact in Baku.

A suspicious death has also added to the stakes. Ahmadova’s assistant,
Babayeva — who is caught on one of the tapes referring to Mehdiyev
as a “greedy rat” for failing to deliver a $50,000 kickback — died
in a Turkish hospital on December 26, reportedly of heart failure.

Her son, Aykhan Mammadov, says he believes Babayeva was poisoned
and has accused Ahmadova of slipping a slow-working toxin into his
mother’s food during a dinner in Baku last autumn, just days before
the first video was released.

Mammadov said Babayeva soon fell ill and was sent to Istanbul for
treatment, at Ahmadova’s insistence. Ahmadova, he believes, knew about
the videos and wanted to remove Babayeva in order to appease Mehdiyev.

“She told my mother to go to Turkey for a while so things could cool
down. Days passed, more days passed, and now my mother is dead,”
Mammadov said.

“Gular Ahmadova called her every day and said that she had talked
to Ramiz Mehdiyev and that everything was going to be fine. She was
staying with Gular Ahmadova’s friends. She couldn’t go out by herself.

They accompanied her everywhere.”

Ahmadova rejected the allegations, describing Babayeva as “sick”
and “frightened” and telling RFE/RL she refused to comment on
“silly things.”

But with the impact growing in “Gulargate” — as the video scandal
has come to be known — Ahmadova has become the latest figure to fall
under suspicion. She has been stripped of her ruling-party membership,
and this week was placed under house arrest in connection with her
appearance in the Abdullayev video.

Closing In?

It remains uncertain whether Mehdiyev himself will fall under
scrutiny. A longtime member of the Azerbaijani elite, Mehdiyev was
a close ally of the country’s first post-Soviet president, Heydar
Aliyev, and is credited with personally orchestrating the controversial
handover to his son, Ilham, in 2003.

As kingmaker, Mehdiyev — who serves as the chair of the state
anticorruption commission and wields near-absolute control over
Azerbaijan’s internal affairs — has long been seen as politically
untouchable.

But he is also viewed with contempt by the formidable Pashayev clan
of Aliyev’s wife, Mehriban, whose members are rumored to resent his
old-school grip on Azerbaijan’s domestic affairs.

Abdullayev says he has personally appealed to Mehriban Aliyeva for
support in his campaign against Mehdiyev. This, combined with the heavy
coverage of Gulargate in pro-government media, has fueled rumors that
the Pashayevs are actively seeking the chief of staff’s ouster.

The scandal comes just months before Azerbaijan heads into an October
presidential election in which Aliyev is widely expected to stand
for — and win — a newly constitutional third term.

The publication of politically damaging videos ahead of the vote
is reminiscent of last year’s parliamentary elections in Georgia,
where the ruling party of Mikheil Saakashvili was rejected by voters
angered by a series of shocking prison-abuse videos released by an
opposition supporter.

Azerbaijan’s beleaguered opposition, sensing a rare opportunity to
chip away at the Aliyev monolith, have already sought to capitalize on
Gulargate. The Public Chamber, a gathering of the country’s mainstream
opposition groups, has publicly called on the government to investigate
Abdullayev’s claims.

Prosecutors have opened probes into both the vote-rigging allegations
and Mahir Abdullayev’s kidnapping. They are also examining the validity
of Abdullayev’s videos, which are seen as deeply compromising for
the ruling regime.

But political analyst Huseynbala Salimov says Abdullayev’s videos
are not likely to spark a Georgia-style electoral defeat in a country
like Azerbaijan, whose votes are seen as highly rigged.

Salimov says even in the event of a Mehdiyev ouster, there is no strong
opposition candidate to challenge Aliyev — and may not be for years.

“The government is represented by old people,” he says. “They’ll be
leaving the political scene very soon, as a matter of course. But if
the fundamental principles of the system don’t change, substituting
one official for another isn’t going to change anything.”
