YEREVAN. – The situation that was created in Armenia was foreseeable,
Nagorno-Karabakh Republic former FM and Armenia’s presidential
candidate Arman Melikyan said during a press conference on Tuesday.

In his words, he held hopes until the end that the political forces
would not boycott the forthcoming presidential elections.

“Today, second-echelon representatives have entered into the election
campaign. I mean [political] party leaders. Today, we have reached
the finish line, when no chance is left to form a government by way
of elections, and the victim is the body politic,” Melikyan added.

He noted that, considering created situation and the challenges,
he decided to run for president.

During the press conference, Arman Melikyan also signed a letter, which
was addressed to the Central Electoral Commission (CEC), whereby he
proposed the CEC to publicize the data on those that no longer live
in Armenia, those that have been issued Armenian citizenship but
do not live in the country, and on those that have renounced their
Armenian citizenship.

“We believe 35-40 percent of Armenia’s population does not live in
Armenia,” Arman Melikyan added.

issues concerning demarcation and security guarantees must be solved
through talks between the two nations,” Hovannisian said during an

Ukrainian AeroSvit Airlines still experiences problems, Interfax
reported. According to the online flights board of Kyiv Boryspil
airport, the fate of 18 departing and 19 arriving flights is still
unclear. The airport provides no information on canceled or delayed
flights, offering passengers to contact the air company.

On Wednesday the air company canceled Yerevan-Kyiv-Yerevan flight,
too. Later the company said it would operate additional flights,
including those from Kyiv to Yerevan. The departure is scheduled for
11:05 p.m. Kyiv time. However, it is still unclear whether the flight
will be operated.

The air company is experiencing financial difficulties. Starting from
Tuesday, the air company has canceled dozens of flights. Numerous
passengers got stuck in the airports.

Russian troops at base in Armenia practise high-altitude warfare

Tank troops of Russia’s 102nd military base, located in Armenia, are
practising manoeuvres at high altitude and in poor weather conditions,
the Ministry of Defence TV channel Zvezda reported on 25 December.

One of the aims of the exercise is to lay siege to an enemy and then
attack from the flank, operating in thick fog and minimal visibility,
the TV said.

An officer explained that tank drivers have to be aware that at
altitudes of 2,000 metres or more above sea level engines rev faster
and can overheat if not treated with care.

Baku doesn’t regard elections in Azerbaijan and Armenia as reason to
slow down Karabakh settlement

The upcoming presidential elections in Azerbaijan and Armenia in 2013
should not become a pretext for slowing down the process of peaceful
settlement of the Nagorno Karabakh conflict, head of the political
section of the Azerbaijani presidential administration Ali Gasanov
believes.

“We are not supporters of linking the election process with the
process of peaceful settlement of the Karabakh conflict. If you wish,
in addition to Azerbaijan and Armenia elections are held in each of
the three countries that are cochairmen of the OSCE Minsk Group,”
Gasanov told Interfax commenting on the opinion of several experts
that the negotiations may slow down due to the elections in the
conflicting countries.

“The conflict should be settled in the framework of international law
whoever may be elected president. Therefore irrespective of
presidential elections activities aimed at stopping the status quo in
the conflict must be supported in the nearest future,” he added.

The recent change by Washington of its cochairman of the OSCE Minsk
Group will have no impact on the Karabakh settlement, Gasanov said.
“The main thing is the attitude of the presiding country to the
problem. We have excellent relations with all three countries and we
believe that these countries are capable of helping to resolve the
conflict,” he said.

The official expressed confidence that the presiding countries will
bend efforts to stop the status quo in the conflict.

The official news agency of Iran (IRNA) has issued following news:

Iran’s East Azarbijan province and Republic of Armenia’s Armavir
province signed here Monday a 25-article MOU.

East Azarbaijan’s Governor General Ahmad Alirezabeigi in a meeting
with reporters pointed to his recent trip to the Republic of Armenia’s
Armavir Province and called the establishment of joint economic zones
in the two countries’ borders as one of the subject of discussions
between the two countries’ officials.

‘Iran and Armenia officials have declared the prospect of 3 billion
dlrs for the two countries’ trade exchange and East Azarbijan is
trying to do its best to have a role in achieving this national
economic prospect.’

Alirezabeigi underlined that this was the third meeting among Eest
Azarbijan and Armenia economic activists adding that there were good
agreements between the two countries’ officials in all fields and in
particular in the field of agriculture.

‘Aras Free Zone has a good capacity to be used as a joint economic
zone between Iran and Armenia and can help facilitate business between
the two countries.

In recent years, Iran and its Northern neighbor Armenia have boosted
cooperation, signed agreements on energy cooperation and agreed to
cooperate in technology and research and to enhance ties in commerce
and economy.

Iranian President Mahmoud Ahmadinejad and his Armenian counterpart
pledged in December 2011 to further expand ‘high-level relations’
between their nations and, in particular, give new impetus to the
implementation of joint energy projects that have fallen behind
schedule.

In early October, Iranian Foreign Minister Ali Akbar Salehi and his
Armenian counterpart Edward Nalbandian met at the UN Headquarters in
New York to discuss bilateral ties and regional and international
issues.

In a relevant event in June, a senior Iranian official announced Iran
and Armenia’s plans to establish a joint free trade zone.

Caretaker of Aras Free Trade Zone Sadeq Najafi made the remarks in a
meeting with the governor-general of Sionik province, during which the
two sides inked a Memorandum of Understanding (MoU) on cooperation in
investment, trade and environmental sectors.

‘In this MoU, it was agreed that an Iranian-Armenian free trade zone
will be established for joint investment by Aras Free Trade Zone and
Sionik province,’ Najafi said.

The two sides also agreed to create a joint border market at Nordouz
border which is located within the boundaries of Aras Free Trade Zone,
he added.

Geptim plans to raise over $400 mln for gold production in southern Armenia

CJSC Geotim plans to put upwards of $400 million in the Amulsar gold
deposit in southern Armenia, the company’s general director, Aik
Aloian, told Interfax.

“We plan to invest more than $400 million during the entire phase of
construction and production at the deposit,” Aloian said.
Reconnoitering work at the deposit has already cost the company around
$46 million, he said. During the construction phase, the plan is to
make additional investments of $270 million. Investments will be
raised after the construction is complete, in the period when the
deposit is being developed and operated, he said. The preliminary
results of research work allows for the conclusion that gold reserves
in the deposit could amount to some five million ounces, although that
needs to be confirmed with additional geological surveying, he said.

Aloian said that in 2013 the company plans to increase investment and
the number of jobs and to continue to present the Amulsar program on
the international investment market with the aim of raising financing.
At the present time, the results of work on an international
evaluation of the environmental and social impact are being summed up.
The Armenia government requires this document to undergo independent
analysis, after which the company figures to move to the next project
development phase and to the construction itself, having received
financing from the European Bank for Reconstruction and Development
(EBRD) and other donors.

CJSC Geotim was set up in Armenia in 2005. Lydian International, a
geological prospecting company founded in Britain that year, owns 95%
of its stock. Lydian got itself listed on the Toronto Stock Exchange
in January of 2008. Among its shareholders are the International
Finance Corporation (16.5%) and EBRD (7.5%).

In Armenia, Lydian obtained an exploration and evaluation license in
March of 2006 and in mid-year revealed the Amulsar deposit’s
gold-bearing potential. Geological prospecting drilling began in 2007.
Subsidiary Geotim received a 25-year production license in May of
2009.

Amulsar is an epithermal, high sulfide deposit located 170 km from
Yerevan. Preliminary data show that the deposit has gold reserves of
about 40 tonnes that could double following additional exploration.

The village of Zuar in Artsakh (Nagorno Karabagh Republic), situated
near the Tatar stream in the Tutkhuni valley, 40 kilometers from
Kalvachar, was founded in June 1997. With a population under 100, the
locals make their living by animal farming and making honey. Because
of the village’s proximity to `*Tak Jur*’ (Hot Springs’), the
area has become one of t= he centers for Artsakh tourism.
