Elman Abdullayev: `The European Union demonstrates nonobjective and
unfair position with regard to the happenings in Armenia’

Baku. Etibar Mammadov-APA. `The European Union demonstrates
nonobjective and unfair position with regard to the happenings in
Armenia and some neighboring countries,’ spokesman for Azerbaijan’s
Foreign Ministry Elman Abdullayev told journalists, APA reports.

Noting that the international community keeps silence with regard to
the political assassinations in Armenia and some countries, Elman
Abdullayev said the EU officials attempt to exert pressure on the
investigation in Azerbaijan.

`Nonobjective and unfair position is demonstrated in this regard. The
Foreign Ministry has especially underlined in its statements that the
European Union officials keep silence regarding the political
assassinations, shooting of presidential candidates in the neighboring
countries and Armenia. The officials of the European Union are
attempting to interfere in the investigation in our country. Of
course, this is unambiguously inadmissible for Azerbaijan. Those
living in Europe and considering it the cradle of democracy and human
rights must know that no one can exert pressure on the investigation,
nor interfere in the courts,’ he said.

Celebration of St. Vartanantz at St. Gregory the Illuminator Cathedral in
Antelias

“ST. VATANANTZ IS THE SYMBOL OF FAITHFULNESS TO OUR CHRISTIAN FAITH AND TO
OUR HOMELAND”

On Thursday, the Very Rev. Vaghinag Meloyan celebrated the Holy Liturgy of
the feast. For Armenians, St. Vartanantz is the symbol of preserving their
faith. It is the commemoration of the battle in 451 when the commander
Vartan Mamigonian and his soldiers fought against the Sasanid Empire.

At the end of the Liturgy, the clergy, the seminarians and the people walked
in procession to the Main Hall of the Catholicosate. In his message, His
Holiness said, “The celebration of the martyrdom of St. Vartan and his
companions each year should renew us in our Christian faith and lead us to
work towards building responsive communities.” During the gathering, the
seminarians sang spiritual hymns dedicated to the Vartanantz martyrs and
ended with the hymn exalting the Catholicos.

MEETS UNDER THE PRESIDENCY OF HIS HOLINESS ARAM I

Tuesday 5 February 2013. The Lebanese members of the Executive committee of
the MECC, its General Secretary Bishop Paul Rouhana and the Executive staff
held an extraordinary meeting presided over by His Holiness Aram I. During
the meeting they discussed procedures for the election of a new General
Secretary, studied the finances of the Council, planned humanitarian
assistance to Syrian refugees, and started planning a second “International
Conference on Christian presence in the Middle East.”

In his concluding remarks, Catholicos Aram I spoke of the important vocation
of the Middle East Council of Churches during the current difficult times in
the region and called upon the member churches to support the Council, which
is the only organized expression of the Churches in the region.

Osce Media Freedom Representative To Host Conference On Internet Fre

OSCE MEDIA FREEDOM REPRESENTATIVE TO HOST CONFERENCE ON INTERNET FREEDOM IN VIENNA

The OSCE Representative on Freedom of the Media, Dunja MijatoviÄ~G,
will host a conference on online freedom on 14 and 15 February
in Vienna.

The two-day event, “Internet 2013: Shaping policies to advance media
freedom,” will bring together some 250 policymakers and experts from
throughout the OSCE region to discuss the challenges to freedom of
expression and media freedom online, reports Armenpress citing OSCE
press office.

The conference will include 12 panel discussions on a wide range of
subjects regarding freedom of expression online, ranging from freedom
of expression and hate speech to the future of copyright online.

Dawn Nunziato, Professor of Law at The George Washington University Law
School, and Yaroslav Skvortsov, Dean of the International Journalism
Faculty at Moscow State Institute of International Relations will
give keynote speeches at the opening session.

Le president azerbaïdjanais Ilham Aliyev a depouille un romancier
de premier plan du titre ” d’ecrivain populaire ” ainsi que de sa
pension presidentielle pour avoir ecrit un livre qui jette une lumière
sympathique sur les Armeniens.

Les medias azerbaïdjanais ont declare jeudi soir que les mesures ont
ete prises contre Akram Aylisli en raison de sa nouvelle ” reves de
pierre ” qui a ete imprime dans un magazine populaire russe l’annee
dernière.

Le roman decrit les campagnes brutales par ses compatriotes contre les
Armeniens Azerbaïdjanais – y compris le fameux pogrom de janvier 1990 a
Bakou où les Armeniens ont ete assassines par dizaines et expulses de
la ville. Dans le meme temps, Aylisli evite de decrire les Armeniens
comme des agresseurs et les Azerbaïdjanais comme des victimes.

Les medias azerbaïdjanais citant le decret d’Aliev, disent qu’Aylisli a
ete puni ” pour avoir deforme les faits de l’histoire de l’Azerbaïdjan
et insulter les sentiments du peuple azerbaïdjanais “.

Akram Aylisli a declare au service azeri de RFE / RL que la decision
presidentielle est ” inattendu ” parce que son titre et pension lui
a ete attribue pour ses autres travaux dans le passe.

S’exprimant le 31 janvier, Akram Aylisli a defendu ” Reves de pierre
“, disant qu’il est de sa responsabilite, en tant qu’Azerbaïdjanais,
de reconnaître le rôle de son pays dans le conflit. ” Ce roman est
un genre de message aux Armeniens vivant dans Karabakh, en d’autres
termes, les citoyens armeniens de l’Azerbaïdjan ” a declare Akram
Aylisli. ” Le message est le suivant : Ne pensez pas que nous avons
oublie toutes les mauvaises choses que nous avons faites contre vous.

Nous les acceptons “.

” Vous avez aussi fait de mauvaises choses pour nous. C’est le
travail des ecrivains armeniens d’ecrire sur ces choses mauvaises,
sur le massacre de Khojaly [1992].

” Peut-etre qu’ils ont deja ecrit a ce sujet, peut-etre qu’ils vont
ecrire a ce sujet a l’avenir. Je ne sais pas. Parce qu’il n’est pas
possible pour toutes les personnes de commettre de telles cruautes
et ne pas ecrire a ce sujet. Ne pas politiser ces choses “.

” Si les Armeniens continuent a vivre dans la region du Karabakh de
l’Azerbaïdjan, nous avons vivre côte a côte. Ce roman est un message
pour eux. N’ayez pas peur. Ce n’est pas la fin. Nous pouvons vivre
ensemble “.

Le roman a incite des manifestations de colère a Bakou la semaine
dernière, avec des foules en colère rassembles devant l’immeuble
d’Akram Aylisli, en criant : ” Honte ! ” et mettant le feu a des
photos de l’auteur. Ali Ahmedov, le secretaire executif du parti au
pouvoir Yeni Azerbaycan, a declare qu’Akram Aylisli avait porte un
” coup au moral ” dans le pays et a meme accuse l’ecrivain d’etre
secrètement armenien.

Selon le service azeri de RFE / RL des deputes d’Azerbaïdjan lors
d’une reunion le 1er fevrier au Parlement sont alles jusqu’a appeler
a un test d’ADN pour determiner l’heritage ethnique d’Akram Aylisli.

D’autres ont appele a ce qu’il soit depouille de son statut d’ecrivain
d’Etat et meme de sa citoyennete.

D’autres critiques pro-Aliev ont compare Akram Aylisli a l’ecrivain
turc Orhan Pamuk, l’auteur de renommee internationale qui a essuye le
feu dans son pays pour des commentaires lies au massacre des Armeniens
a l’epoque ottomane, un sujet tabou en Turquie.

Akram Aylisli a rejete ces critiques et a accuse les fonctionnaires
azerbaïdjanais d’exploiter le conflit du Haut-Karabakh pour leur
propre gain politique. ” Il y a des gens qui ont fait fortune sur les
souffrances de deux peuples – les Azeris et les Armeniens ” a-t-il
declare a RFE / RL. ” Ils ont construit une carrière, sont devenus
riches, ont obtenu de bons emplois [au gouvernement] “.

Akram Aylisli, 75 ans, est diplôme du prestigieux Institut de
litterature de Gorki de Moscou. Il a gagne sa renommee pour ces
ecrits sur la vie rurale et provinciale, en fondant son nom de plume
– Aylisli – sur le nom de son village natal dans la region d’Ordubad
en Azerbaïdjan.

On the same day, when it became known that the National government
has issued 124 million drams for the purchase of two toilets, RA
Prime Minister Tigran Sargsyan announced another sensation in the
National Assembly.

First, the Minister announced that he would not yield dentists, and
the tax of 80 thousand AMD is not money, then when he began speaking
frankly, it was revealed the reason why he and his government had
armed themselves against dentists.

It turned out that the prime minister has received numerous complaints
about the fact that, here, you see how the dentists earn money,
but they’re not taxed, as we are, but you tax us.

Mr. Prime Minister, will you say who has complained to you?

– Taxi drivers, and why should taxi drivers are taxed, and dentists
not.

It was to restore social equality between taxi drivers and dentists
and the government of Tigran Sargsyan convened a special meeting in
December, during which and the law “On licensing fees” significantly
increased the amount of tax deductions for dental clinics.

Mr. Babloyan, it became clear from the Prime Minister’s statement that
the government does not intend to listen to the dentists’ complaints
while they were speaking in the National Assembly that draft would
have changes, but judging from what the Prime Minister said, they
are not going to do anything, are they?

-No. There will be amendments. We need to discuss some of the details
and make the appropriate changes in the bill.

-That is, is there hope, as the Prime Minister in his speech did not

its consent. We want to organize a hearing with the participation of
associations in order to know clearly who voted for or against.

-Premier compared dentists with taxi drivers, while these people get
professional education for 10 years and only then have the opportunity
to work and earn money.

know they have to pay taxes. Dentists know that they earn more than
a teacher, and therefore they have to pay more taxes, they clearly
agree with me.

Will eventually the above opinion and approval help the dentists,
will their opinion be taken into account, or the government will
again insist on not settle with whose opinion, will be seen later.

The situation in Istanbul’s Armenian-inhabited neighborhood of
Samatya is worrisome, Head of the Armenian Revolutionary Federation
Bureau’s Hay Dat and Political Affairs Office Kiro Manoyan told a
press conference today.

There is an atmosphere of fear and pressure there, he said. “Armenians
often say the law-enforcement bodies are doing their best to prevent
violence, but they have not reached any results,” Kiro Manoyan said.

According to him, the recent developments are expressions of the
atmosphere of hatred for Armenians. Moreover, this is an ideology
that dates back to the times of Young Turks. He recalled that no
high-ranking official in Turkey has spoken publicly about these
anti-Armenian steps.

Despite this, there are certain circles in Turkey, which accept that
hatred for Armenians lies in the basis of the problem. The Istanbul
branch of the Human Rights Union of Turkey has issued a special
report on this occasion, stressing that the probe into the issue
should be public.

Some are inclined to link the developments with the 100th anniversary
of the Armenian Genocide, which proves that the number of cases will
increase as the 2015 is approaching.

Kiro Manoyan urges not to reconcile with the situation. He believes
the incidents are the result of the policy of the Turkish authorities

YEREVAN.- Armenia’s Chairman of the Central Electoral Commission
Tigran Mukuchyan introduced on Tuesday a new type of ink that will be
used during the presidential elections. Thus, according to him, the
problem of “disappearing” ink, which emerged during the parliamentary
elections in 2012, will be solved.

The new ink imported from the UK, is to prevent fraud attempts and
to serve as a confidence-building measure between the government
and voters.

“We were impressed by the determination of the Armenian Central
Electoral Commission to hold presidential elections with as few
violations as possible,” said one of the members of the ICES observer
mission Baruch Ben Neria.

“Using the new ink is a step in the right direction. I hope that in
the future Armenia will weigh up possibility of abandoning use of the
ink in the elections, as most of the developed countries do. There are
other, more advanced methods, which should be studied and integrated.”

According to him, the country which has chosen a European way of
development, should implement the most advanced techniques used in
the world voting experience, Armenian News-NEWS.am was informed at

On 11 February President of the Artsakh Republic Bako Sahakyan met
with the health care system workers and discussed issues and existing
problems related to the development of the sphere and the prospects
for their solution.

Healthcare minister Zoya Lazaryan and responsible representatives of
the structure delivered corresponding reports.

The Head of State noted that Artsakh was always prominent for its
high-quality medical staff, well-known beyond its borders, which
creates reliable basis for maintaining the formed traditions and
imparting new quality to the development of the field.

Qualifying the health sector as one of the key national security
components President Sahakyan emphasized the necessity of elaborating
a health development doctrine based on securing appropriate healthcare
access to the broad population strata, increasing its quality and
efficiency, from primary medical care up to specialized medical
treatment, as well as issues related to the proper distribution of
material, financial and cadre resources.

According to Bako Sahakyan in recent years serious work has been
carried out by the state in the field of healthcare, directed towards
increasing financial resources allocated to the sector, improving the
building conditions of healthcare institutions, raising the employees’
salaries. Special attention was paid to the proportionate development
of healthcare in the regions.

At the same time the President noted that there was still a range of
unsolved pivotal issues related to realizing corresponding reforms,
outlining prospects for the sphere’s further development as well as
selection and proper distribution of cadres.

President Sahakyan considered important advocating healthy life-style
parallel with consistent rising of medical service quality, which
will enable to reach a qualitatively new level of public health care
and prevent numerous diseases. Within this context, the Head of the
State underlined the need for close cooperation with corresponding
structures and involvement of preschool institutions and schools as
the initial link adding that healthy population and preservation of
national gene pool is of sphere’s crucial tasks.

National Assembly speaker Ashot Ghoulyan, premier Ara Haroutyunyan,
other officials partook at the event.
