Heritage Party MP Zarouhie Postanjyan told the thousands gathered in
Freedom Square this evening that Serzh Sargsyan was afraid to show
his face.

Directing her words at Sargsyan, Postanjyan exclaimed, “You didn’t
show up her tonight because you fear the just vote of the people.”

She said that the Republican Party leader had surrounded himself with
people who had “lost their conscience” and that Sargsyan embodied
“evil”.

Afterwards, Raffi Hovannisian expressed the hope that leaders of the
ARF would join the rally.

Earlier, Hovannisian declared that he welcomed all who stood by the
people, whether the ARF, HAK, Prosperous Armenia and others.

ARMENIAN CANDIDATE FOR PRESIDENT OVANISSYAN REQUESTS ADDITIONAL SECURITY

Leader of the Heritage Party Raffi Ovannisyan got about 37% of the vote
at the recent presidential polls in Armenia and requested the police
to provide additional security for him. His request was motivated
by numerous reports about attacks on officials of candidates and
journalists. The police have started 24/7 patrolling of his house.

According to reports on February 18, violations of electoral rules
were massive. Ovannisyan was ahead of Sargsyan even in Shirak Province.

Supporters of Ovannisyan plan protests at Freedom Square in the center
of Yerevan at 5.00 pm today. He became the main opposition force
after withdrawal of the Armenian National Congress, Dashnaktsutyun
and prosperous Armenia from the elections.

The CIS and OSCE recognize the victory of President Serzh Sargsyan
at the elections.

Alexander Skakov, coordinator of the working group of the Center
for Studies of the Caucasus and Central Asia of the Institute of
Oriental Studies of the RAS, told Vestnik Kavkaza that the elections
were peaceful.

Alexey Vlasov, Editor-in-Chief of Vestnik Kavkaza, Executive Director
of the North-South Center for Political Analysis, predicts no major
changes in the domestic or foreign policy after the elections. He
assumes that the main intrigue is the success of Yerevan in European
integration and realization of the multi-vector policy. The only
path of Armenia in the security field is cooperation with Russia,
Vlasov says.

Regarding socio-economic cooperation, the efforts to improve ties
with Brussels are obvious, the expert notes.

Explaining the withdrawal of some opposition leaders from the
elections, Vlasov believes that the decision to quit the elections
of Gagik Tsarukyan, leader of the Prosperous Armenia Party, was a
business decision. The expert adds that the candidate could have
gained many political dividends. Regarding first Armenian President
Levon Ter-Petrosyan, leader of the Armenian National Congress, Vlasov
says that the candidate probably got tired and lost his old drive.

CIS MONITORING MISSION CALLS ARMENIAN PRESIDENTIAL POLLS LEGITIMATE

Executive Secretary of the CIS monitoring mission Sergey Lebedev
said today that the presidential polls in Armenia were free, open,
competitive and met demands of the international norms. No facts
casting doubts in legitimacy of the elections have been registered,
although minor violations happened, the official says, NEWS.am reports.

The CIS monitoring mission consisted of 212 officials from 8 states.

They visited over 1000 polling stations on February 18.

Head of the OSCE PA monitoring mission Tonino Picula said that
the elections lacked competitiveness. There was no separation of
political activists of the incumbent president and officials of state
structures. This means that administrative resources and pressure
on functionaries were used to involve them in voting and agitation,
News Armenia reports.

Agitation was well-organized, but the decision of some parties to
abstain from running for president provoked empathy among voters.

The International Expert Center for Electoral Systems (ICES) calls
the elections legitimate. Alexander Zinker, ICES president and MP of
the 15th calling, called the elections legitimate, democratic and said
that they met the international norms. The problems he pointed out were
power cuts, high density of people at some polling stations, lack of
authorized officials of candidates and reports about disappearances
of marks in passports 2 hours after voting.

35 independent experts of the EU, US and Israel were monitoring the
elections within the framework of the ICES. The mission monitored
134 polling stations and gave a positive rating to work at 65% of them.

Not a single polling station got a negative rating.

Lidia Lawson, President of the Independent US Center for Political
Monitoring, emphasized the high grade of readiness of electoral
commissions. Vote-counting was tranquil and without incidents.

Electoral Commission checked vote results of 1988 polling stations
and says that President Serzh Sargsyan got 58.64% (861,378) votes,
followed by Raffi Ovannisyan, leader of the Heritage Party and
ex-Foreign Minister of Armenia, with 36.74% (539,674) votes.

Former Prime Minister Grant Bagratyan got 2.15% (31,643) of votes,
leader of the Union for National Self-Determination Paruyr Ayrikyan
got 1.23% (18,093), head of Radio Hay Andrias Gukasyan got 0.57%
(8,328), epos researcher Vardan Sedrakyan got 0.42% (6,203) and former
Foreign Minister of Nagorno-Karabakh Arman Melikyan 0.24% (3,520).

– Most of reports about vote buying ahead of Armenia’s presidential
palls have not been confirmed, a police spokesman said on Sunday.

“In the recent days, a number of mass media and social networks have
been disseminating reports about vote buying in various settlements
of the republic,” the spokesman said. “The police are taking prompt
steps to verify such information.”

“The checks held within the legal procedures have proved that reports
about vote buying were nothing more than mere rumors or assumptions,”
the spokesman stressed.

“Some of such reports were of such a general nature that had no
reasonable information about exact facts or people,” the spokesman
went on. “In a number of cases, people who reported about violations
refused to provide materials to prove their allegations or collaborate
with the police.”

“In any case, the Armenian police will continue to do its best to
ensure the lawfulness of the election process and hope for cooperation
from individuals, mass media, public organizations and political
parties,” the spokesman added.

Armenia will elect its president on February 18. It will be the sixth
presidential elections since Armenia gained independence. A law on
institution of the president’s office was passed in June 1991.

The ballot papers carry the names of 7 candidates. They include
Armenia’s incumbent President Serzh Sargsyan, the leader of the
ruling Republican Party of Armenia, who is hot favorite to win the
elections; Grant Bagratyan, the prime minister of Armenia in 1993-1996,
who is now a deputy of the Armenian parliament and the leader of an
non-influential opposition Svoboda (Freedom) party; the former U.S.

citizen Raffi Ovanesyan, the head of the Naslediye (Heritage)
opposition party; ex-dissident Paruyr Hayrikyan, who spent about 18
years in Soviet prisons, labor camps and exiles.

Revenues Of Yerevan Zoo Increased In 2012

REVENUES OF YEREVAN ZOO INCREASED IN 2012

YEREVAN. – In 2012, the revenues of the only zoo in Armenia, Yerevan
Zoo, totaled in 377 million AMD, which is, compared with 2011, by 19%
more (61 million), the National Statistical Service of Armenia informs.

More than half of funds of the zoo – 194.6 million AMD – are
traditionally covered by the state budget -. For several years,
the amount of state funds remains unchanged.

In 2012, Yerevan Zoo revenues from ticket sales amounted in 105 million
AMD, or 28% of total revenues. Compared to 2011, it increased by 6.1
million AMD.

Revenues of the only zoo in Armenia have also increased due to paid
services and totaled in 77.3 million AMD, compared with last year’s
73.2 million.

Note that the zoo spends as much as it profits.

Cec Receives 10 Appeals For Election Recount

PanARMENIAN.Net – As of Feb 19, 6 pm, the Central Election Commission
of Armenia (CEC) has received 10 appeals for election recount and
47 appeals for announcing the election results as invalid, CEC
spokesman said.

As Hermine Harutyunyan told a PanARMENIAN.Net reporter, the final
data will be released on Feb 20.

It’s noteworthy, that only members of election commissions, authorized
representatives and candidates are entitled to submit appeals to the
CEC, with Feb 19, 6 pm set as the deadline for appeals for election
recount and appeals for announcing the election results as invalid.

The oppositional Armenian National Congress (ANC) has made a statement
on February 19 urging the world community, particularly, the observer
missions, to stop ‘indulging the criminal authorities of Armenia’
and refuse from the practice of presenting the legislative “tricks”
of the authorities as positive reforms.

“It is time to realize that the problem of the Armenian elections
is not in legislative omissions, violations or illegalities, but in
system mechanisms such has inclusion of nearly 700,000 citizens living
outside the country in the voter rolls and in the unwillingness of
the authorities to take any serious measures against multiple voting,”
the statement reads.

ANC says it has verified more than enough cases of election
violations to classify the election results as a distortion of the
truth. The state reads that the ruling regime has proven that it
has no inclination at all to back down from the use of the system
it created to carry out election fraud, despite the promises it has
given to the contrary.

To note, by preliminary results of the election, the incumbent
President of Armenia Serzh Sargsyan obtained 58.64% (861,160 votes),
the leader of Heritage Party Raffi Hovannisian – 36.75% (539,672),
Hrant Bagratyan – 2.15%, Paruyr Hayrikyan – 1.23%, Andreas Ghukasyan
– 0.57%, Vardan Sedrakyan – 0.42%, Arman Melikyan – 0.24%. The CIS
and European observers gave generally positive assessment of the
presidential election, calling it democratic and legitimate despite
some insignificant violations.

Interview with ethnographer Aghasi Tadevosyan

Aghasi, the Armenian government was again reproduced. In your opinion,
did we get stuck again or is change inevitable?

It is possible that the Soviet generation is using its last resources.

The former communist party traditions which were expressed in the
face of the RPA and its candidate Serzh Sargsyan in this election
are stagnant. The RPA which is the heir of the Communist Party of
Soviet Armenia displayed its bankruptcy and helplessness to cope with
innovation in this election. This bankruptcy is especially evident
in the process of generation change in the RPA. Their young activists
remind me of the bores of Young Communists of my student years. Eduard
Sharmazanov, for example, reminds me the last secretary of the Young
Communist Party Hranush Hakobyan. Karen Avagyan who is distinguished
for his talent for organizing marches with balloons reminds of a
mediocre organizer dating to Brezhnev years.

A typical expression of Soviet stagnation is the historic answer of
the RPA leader to the journalist on hitting numbers. This answer
reveals the irony of the RPA and its presidential candidate to
the reality. Interestingly, not only the RPA leader’s perception is
ironical but also he thus presents his and his party’s ironic attitude
to Armenia. The tragedy of this self-irony is the lack of awareness.

Being the president and the candidate of the ruling party, thus the
one who bears responsibility, Serzh Sargsyan does not understand that
his irony is first of all aimed at him and his party. This is the
symptom of stagnation of the oligarchy and the RPA which represents
its interests. It is not accidental that the president is giving out
medals to ministers and other officials. It is not accidental that
rich people have created another party – the PAP. It is a hopeless
attempt to tackle the crisis. It is hopeless because this party and its
president have appeared in an even more awkward state of self-irony.

In any case, it is time consuming to get rid of the Soviet Heritage.

It is not good that it is reproduced among youth and unfortunately
it will be the future of Armenia. It is hard to imagine the ways of
overcoming this situation. But we need that badly.

Is the collapse of the RPA possible? Will new forces appear and
implement change in this way?

I am aware of these opinions that the RPA may modernize. They say a
lot that Serzh Sargsyan is taking steps towards modernization. The
problem is that independent Armenia has never gone through a
pre-modern stage. Soviet Armenia was a modern society. The problem
is that Armenia is the heir of Soviet modern and transition must be
transition from Soviet modernism to capitalist modernism. Are Serzh
Sargsyan, the representative of the middle generation Tigran Sargsyan,
young adepts of the RPA Armen Ashotyan, Eduard Sharmazanov, Karen
Avagyan and others able to ensure this transition? The controversy
is that though the candidates protect the interests of new Armenian
capitalists, their methodology is based on the modern Soviet spirit.

In other words, the interests of capitalists are often protected in
the Soviet modern style. This is the inner controversy, as well as
the funny aspect of Armenian capitalism and the party and figures
representing its interests.

It does smell capitalism but the problem is that no candidate has
every stated that Armenia must be a capitalist country. When I hear
such a phrase from any political figure, I will be able to think
that these people figure out what modernism they mean. As to the RPA,
nationalism played in the spirit of Soviet dissidence is still very
vague. Its internal controversy comes from the problem of reproduction
of government. This party does not have the resource to nominate a
new president in the next election. Everyone else is weaker than Serzh
Sargsyan. Hence, Robert Kocharyan or his protege is the option. This
election showed that Kocharyan is a loser, too old and lacks capacity.

As to a protege, it always deepens crisis or causes a crisis.

The system is in crisis which is expressed in stagnation and may later
collapse because such systems lack mechanisms for confidence building
due to the deficit of internal confidence resource. I think this will
be the main reason of collapse of the oligarchy. However, the issue
is that the Armenian society is not ready for such collapse. I think
the Armenian society is not ready for change of government along the
path of development. In other words, the main issue of the upcoming
post-electoral years is to form a force which will be able to assume
responsibility for transformation of Armenia to a modern capitalism
and the complex process of transforming nasty and untidy rich people
to capitalists. I sincerely wish this process were conscious and
planned for which all the resources of the society would be deployed.

It is in the interests of Serzh Sargsyan, the rich, our society and
the state.

Is it possible to form new elite in the next few years?

I think formation of elites is not an independent process. Elites
form in a well-established environment. In Armenia the process of
forming such environments is underway. People tend to think that the
Armenian elite are major businesses, the so-called oligarchy. However,
it is hard to call it elite. They are people who have money, who have
parties which protect their interests. Our oligarchs understand the
world in a simple pitch.

There are different ways of thinking in arts, science indeed. There
are civic activists which is good. There is a shortage of styles,
monotony and boredom must be overcome. Because more or less there are
elites. I personally do not like them. That is the elite formed by
rich people. The problem is not to create elite but to form thinking.

I do not link change to creation of new elites. New forms of life
are more important. Individuals and social classes with their own
identity and position are able to form them. They can create demand
for new realities which will diversify the political processes. For
Armenia the key problems are set in culture.

Can you see any movement in this aspect? Even Facebook diversity has
disappeared and has been replaced by expressions of hatred.

The most important thing that I see is the appearance of bright people
in Armenia. They are individuals who think, create, form new meanings,
discourse which differs from that of the government and elites,
raise issues at new levels, such as ecology, freedom of individuals,
culture, style of life. However, frankly speaking, the present is grey
in Armenia. Armenia is a colony veiled with formal independence. The
government cannot resist to this status quo because it is not in the
interests of oligarchic capitalism in Armenia.

Serzh Sargsyan disclaims responsibility for emigration. Who is
responsible for emigration?

High-ranking officials and political forces are responsible for all
kinds of processes. The situation is getting worse in Armenia. The
world develops fast, while we are outrageously behind.

One of the ways out is an active public discourse on the prospects of
development to underlie new forms of government. We need to understand
not only what country we don’t want to have but what country we want
to have. As soon as we understand and define it and agree on that
definition, we will be able to make action plans to achieve them.

Russian Nezovisimaya Gazeta newspaper referred to the presidential
elections held in Armenia and the developments that followed the polls.

“Armenia’s Central Election Commission has presented the results
of the Monday presidential polls in Armenia. Like it was expected
the winner became the incumbent president Serzh Sargsyan polling a
little less than 60%. But the unexpected outcome was the number of
votes former foreign minister of the country, Heritage party leader
Raffi Hovhannisian has got polling more than 36%. It means that a
new opposition force has appeared in Armenia and its leader seems to
be able to seriously challenge the ruling authorities,” the Russian
paper writes.

The paper says Raffi Hovhannisian was expected to be the 2 but not
to register such a result. “During the previous presidential poll
when the tension was much higher and the situation unpredictable,
Levon Ter-Petrosyan, who was the second too, received less than 25%
of votes, according to Armenia’s CEC,” the paper says, explaining
Hovhannisian’s success with three factors.

First, his election campaign was more mobile and more available for
electorate, brighter and humane as the Heritage party’s leader was
speaking with people about common things, on common language, avoiding
demonstration of aggression toward the authorities. His meetings with
the heads of regional administrations, and some of them he arranged
thanks to his stubbornness, created impression that his figure is
more or less acceptable in the tops.

The second factor of Hovhannisian’s success is the long discontenting
Gyumri. Armenia’s second largest city fully destroyed as a result of
devastating earthquake in 1988 has not cured its wounds till now.

There are a number of unsolved issues in Gyumri that has formed
critical attitude of its residents toward the authorities. The
Armenian opposition has always relied on Gyumri residents more than
the residents of any other community. This time the local residents
decided not to disperse votes. In Gyumri Raffi Hovhannisian received
more votes than Serzh Sargsyan did.

The third factor of success is the ‘modern technologies’. Activists
of Heritage party made a great use of social networks calling on to
vote for Hovhannisian.

The Russian paper also says that the Armenian authorities as well
must be happy with Hovahnnisian’s such a good result. Who will now
say that the elections lacked competitiveness?

“All the participants of the campaign, besides the winner, as it is
usually being done in the post-soviet territory, named the results
announced by the CEC falsified, claiming additional 15-20% votes. But
it is just a play for public. Serzh Sargsyan will serve his second
term,” the paper says.

“The Armenian authorities face a complicated issue – prepare a strong
candidate for the next elections. The situation shows that in five
years Raffi Hovhannisian may be the favorite. Until the next elections
he may successfully raise a political capital. Armenia faces a lot
of issues and the authorities should exert enough efforts for their
solution. In the opposite case the current state of affairs in Gyumri
may spread throughout the whole country. Russia will more probably
have to exert efforts in Armenia’s direction. If of course, because
of some reasons it won’t like the reinforcement of US positions in
the South Caucasus. Raffi Hovhannisian, of course cannot be called
Washington’s protege but the fact that his second citizenship is
American, says something,” the Russian paper stresses.

YEREVAN, FEBRUARY 20, ARMENPRESS: The bill criminalizing the denial
of Armenian Genocide should be definitely accepted by hundred
year anniversary of Armenian Genocide, 2015, April 24. Francois
Roshblua, member of the National Assembly of France, Vice President
of France-Armenia Parliamentary Friendship group told Armenpress,
he would like to be in Armenian on that decisive day.

“I have been in your Homeland in the 90 th anniversary of Armenian
Genocide as well, witnessed the dense crowd stretching the Monument
dedicated to Genocide victims and honoring the memory of the innocent
victims. Francois Roshblua hopes the bill criminalizing the denial of
Armenian Genocide will not be denied. ” I was one of the initiators and
responsible of introducing the bill in 2011. I am too much proud of it,
then I personally brought its copy to Armenian Genocide Institute. The
bill then lacked the provision criminalizing the denial of Armenian
Genocide. Thus in 2002-2003 I introduced another bill criminalizing
all genocides. Then there was no need to include Armenian Genocide
term, because it was already stimulated by previous bill , moreover
was introduced after accepted in France. This was done intentionally
aimed at preventing Turkish intervention and further actions to fail
the draft. The accepting of the bill would be much more difficult
If Armenian Genocide term was clearly indicated in the bill” the
interlocutor stated.

In his words new bill was stipulating prosecution and condemnation
of all Genocides. Roshblua noted with regret the process of Armenian
Genocide recognition is not developing as fast as it should be.

However politician believes if United States recognizes Armenian
Genocide this will serve an example for other countries. “That’s why
we are very proud that France is one of the countries to recognize
Armenian Genocide. Vice President of France-Armenia Parliamentary
Friendship group is hopeful Turkey will also soon recognize Armenian
Genocide initiated by young Turks. “This will be a good beginning
for the regulation of Armenian-Turkish relations. Armenian Genocide
recognition is not a shameful act. Turkey should reckon with its past
and bear responsibility for its actions”.
