Le 21février sera désormais une journée d’hommage au résistant Missak
Manouchian.

«Ici habitaient Missak et Mélinée Manouchian.» C’est devant cette
plaque, posée en 2009 au 11, rue – Plaisance, à Paris, qu’une vingtaine
de participants se sont réunies pour rendre hommage à Missak
Manouchian, résistant communiste arménien, et aux vingt-trois
résistants de nationalités diverses, des FTP-MOI (francs-tireurs et
partisans main-d’oeuvre immigrée) fusillés le 21février 1944 par les
nazis. Le Roman inachevé d’Aragon, chanté par Léo Ferré et tiré d’une
lettre de Manouchian à sa femme Mélinée, passé dans un lecteur CD, a
inspiré l’assistance, dont Hermano Sanches-Ruivo, conseiller de Paris
chargé des Anciens combattants: «Nous devons méditer les paroles en
ces temps de repli sur soi.» L’initiative, première du genre, sera
renouvelée chaque année à la même date. Des hommes mais pas seulement.
Michelle, qui fut l’amie de Mélinée durant trente ans, tenait à
assister à cette inauguration afin d’honorer la «femme exceptionnelle»
qu’elle était.

Patrick Farbiaz, de l’association Sortir du colonialisme, a tenu, lui,
à mettre en lumière l’homme qui «combattait le fascisme, le racisme,
le nationalisme» et qui, dans un message de paix, avait précisé
«n’avoir aucune haine contre le peuple allemand». Depuis 2005,
création de la semaine anticoloniale, «l’esprit de Manouchian,
l’esprit de la fraternité entre Français et étrangers», est salué.
L’année prochaine, ils se réuniront de nouveau. Cette fois-ci pour le
soixante-dixième anniversaire de la mort de ces résistants.

Regards dessinés sur les génocides

Du 1er au 30 mars à la médiathèque François-Mitterrand, la Licra
Touraine propose une exposition intitulée « Regards dessinés sur les
génocides, n’en oubliez aucun ! ». Ce thème s’arrête sur les génocides
du XXe siècle – arménien, juif, cambodgien, rwandais – au travers les
planches d’auteurs de bandes dessinées, extraits d’albums croisés avec
des images d’archives. « Il y avait au moins dix raisons d’organiser
une telle exposition…Les génocides ont été et sont à notre porte,
explique Martine Strohl, la présidente de la Licra Touraine.Il faut
tirer les leçons du passé pour préserver le présent et l’avenir, être
conscient du danger qu’il constitue, combattre le négationnisme ou
encore affirmer la primauté de la conscience sur l’obéissance. » Si la
Licra fait appel à la bande dessinée pour faire passer ces messages,
c’est qu’elle « un langage à part entière et l’image incontournable de
notre temps… ».

Voici les sujets choisis par les auteurs :

Génocide rwandais.« Rwanda 1994 » de Cécile Grenier, Alain Austini et
Pat Masioni ; « Déogratias » de Jean-Philippe Stassen.
Génocide juif.« Auschwitz » de Pascal Croci ; « Maus » d’Art
Spiegelman ; « L’Envolée sauvage » de Laurent Galandon.

Génocide cambodgien (1975-1979) commis par les Khmers rouges.« Enfant
soldat » d’Akira Fukaya ; « L’Eau et la Terre », de Sera.

Génocide arménien.« Medz Yeghern, le Grand Mal », de Paolo Cossi. «
Mémé d’Arménie », de Farid Boudjellal ; « Anahid », de Franck Giroud,
Didier Courtois et Patricia Faucon ; « Sang d’Arménie » et « L’Ile aux
chiens », de Guy Vidal et Florenci Clavé.
Des matinées seront spécifiquement réservées aux scolaires (collégiens
et lycéens). A noter aussi la conférence débat prévue le 26 mars à 20
h. Y participeront Pascal Croci, bédéiste, prix Jeunesse de
l’Assemblée nationale en 2011 ; Yves Ternon, historien, spécialiste
des génocides ; Charles Baron, rescapé des camps d’Auschwitz.

Protests in Armenia led by Raffi Hovannisian against re-elected president

Thousands of people have protested in Armenia’s capital Yerevan
against the re-election of President Serzh Sarksyan, asserting that an
opposition party leader was the real winner. International monitors
said Monday’s vote was an improvement on recent elections in Armenia
but there was little competition as some of Sarksyan’s most prominent
rivals did not run, saying the result was likely to be skewed to
deliver him victory.

The rally in Yerevan’s Freedom Square was peaceful and there were no
protests in other cities in the ex-Soviet republic. But analysts are
concerned about instability in a region that is a key transit route
for Caspian gas and oil deliveries to Europe.
Armenia, a South Caucasus country of 3.2 million that has a collective
security deal with Russia, is also locked in dispute with neighbour
Azerbaijan over the enclave of Nagorno-Karabakh.

About 30,000 people were killed in a 1990s war between the neighbours
over Nagorno-Karabakh, an ethnic Armenian-majority enclave inside
Azerbaijan, which Armenian-backed rebels wrested from Azeri troops.

Armenia opposition protests election

YEREVAN, Armenia, Feb. 24 (UPI) — The leader of Armenia’s main
opposition party Sunday vowed to keep up with efforts to overturn the
country’s recent presidential election.

Raffi Hovhannisyan, the U.S.-born head of the Heritage Party, told a
major protest rally in Yerevan Sunday he would hit the road to rally
support for nullification of the vote that returned incumbent Serzh
Sargsyan to office with 59 percent of the vote.

“Towns by towns, villages by villages … we will return power to
people,” Hovhannisyan told the crow, which state television said
numbered in the thousands.

Russia’s RIA Novosti news agency said international observers
concluded the election was legitimate although there was no genuine
competition to Sargsyan.

Raffi Hovhannisyan: I won’t lead people to blood

Yerevan, February 23. /Mediamax/. Armenian presidential candidate
Raffi Hovhannisyan stated that he wants a `democratic transition of
power without blood’.

Raffi Hovhannisyan said this on the air of Kentron TV’s `Urvagits’
program, February 22, Mediamax reports.

`I will continue working with the people, this is an ongoing struggle
and it can be a long one. The people will draw the civil and the
political agenda of this struggle. It won’t be like before. We will
fight in all rostrums, including the National Assembly,’ said Raffi
Hovhannisyan, adding that he is ready to continue the fight for
months.

The candidate also said that `he won’t lead people to blood’.

Raffi Hovhannisyan ruled out the possibility of reaching a compromise
with the authorities `on rigged elections’.

Commenting on the resignation of Shirak marzpet, the candidate said:

`The failure to ensure enough votes for the authorities at elections
is the worst motive for resignation.’

Iran opposed to Karabakh peacekeepers

The IRIB has issued following news:

Iran’s Ambassador to Baku Mohsen Pak-Ayeen has warned against the
possible deployment of peacekeeping forces to Karabakh, emphasizing
that the move will cause new security problems in the region.

Pak-Ayeen told IRNA on Wednesday `The deployment of peacekeeping
forces to the Karabakh region is not only an ineffective measure to
resolve the region’s dispute, but will create new security problems in
the region.’

He said that regional countries can present logical resolutions to the
conflict, adding states and organizations outside the region have no
resolve to settle the Karabakh dispute.

However, the Iranian envoy said that the presence of peacekeeping
troops in Karabakh is unlikely at the current juncture, saying the
move requires certain grounds which have not been prepared yet.

Pak-Ayeen expressed Iran’s readiness to help resolve the Karabakh
dispute, saying we are willing to fulfill our duties to settle the
problem if the grounds are prepared.

He added that maintaining ties with the disputed sides would be an
appropriate strategy for Iran, as the rotating president of the
Non-Aligned Movement, to help strengthen peace and security in the
region.

Both Azerbaijan and Armenia claim the territory of Nagorno-Karabakh,
which is largely populated by Armenians but located in Azerbaijan.

Paros, Dadourian Foundations Partner for Gyumri Winter Operation

GYUMRI, Armenia – The Paros Foundation successfully completed its Gyumri
Winter Operation project, one of its `100 for 100 Projects for
Prosperity,’ through the generous sponsorship of the New York-based
Dadourian Foundation.

`As with all Paros 100 for 100 projects, the Paros Foundation
underwrote all administrative expenses allowing the Dadourian
Foundation’s contribution to be allocated 100 percent to the project,’
reported Peter Abajian, the executive director of the Paros
Foundation. `This unique commitment to our donors provides them with
the assurance that their entire contribution goes directly to the
project.’

Winter in Gyumri, Armenia’s second largest city, is extreme. For the
unfortunate families living in inadequate housing called domiks, the
severe cold leads to desperate living conditions. Heating and cooking
fuel is typically scavenged from the trash and consists of various
toxic materials including plastic bottles, old shoes, and cardboard.
Children face the difficult task of attending school without proper
winter clothing and warm winter boots.

For three days, a team of staff and volunteers made unannounced visits
to targeted families, to distribute firewood for heating and cooking
and to witness first-hand the harsh living conditions there. Families
were invited to bring their children to the Shirak Center NGO, which
worked in coordination with the Paros Foundation on this project, and
were fitted for warm winter boots and coats. In total, 350 children
received winter boots, 160 children received winter coats, and 60
families received a large supply of firewood. Although this effort
does not address the root cause of the existing economic problems, it
does provide immediate relief and hope for these families.

La Turquie souhaite que le futur président de Chypre favorise la
réunification de l’île

La Turquie souhaite que le prochain président de Chypre favorise une
réunification de l’île, divisée depuis 1974 en deux secteurs turc et
grec, pour lui éviter la faillite, a déclaré son ministre des Affaires
européennes Egemen Bagis.

`La crise économique est le résultat de leur attitude obstinée`, a
estimé M. Bagis dans un entretien accordé cette semaine à l’AFP à
quelques jours du second tour, dimanche, de l’élection présidentielle
chypriote.

Le ministre a émis l’espoir que le nouveau chef de l’Etat chypriote
(grec) favorisera la réunification de l’île, une évolution susceptible
de constituer `le remède à la crise économique` de ce pays membre de
l’Union européenne (UE).

La Turquie ne reconnaît que le gouvernement de la République turque de
Chypre du nord (RTCN), contrairement au reste de la communauté
internationale qui reconnaît la République de Chypre, au sud, membre
de l’UE depuis 2004.

Nicos Anastasiades, un pro-européen de droite, est largement favori du
second tour de l’élection présidentielle chypriote de dimanche. Arrivé
très nettement en tête du premier tour, il est opposé à Stavros Malas
(26,91%), un indépendant qui a le soutien du parti communiste Akel,
membre du gouvernement sortant.

`J’espère que le nouveau président et la nouvelle direction à Chypre
ne constitueront pas une blague de plus mais une partie sérieuse à
même de négocier avec les Chypriotes turcs, la Turquie et la Grèce`, a
souhaité Egemen Bagis, qualifiant de `grosse blague` le président
sortant Demetris Christofias, qui ne se représente pas.

Chypre traverse une grave crise financière qui a contraint son
gouvernement à demander l’assistance du Fonds monétaire international
et de l’UE pour venir en aide à ses banques, très exposées aux
problèmes financiers grecs.

Chypre est divisée depuis 1974, après l’invasion par l’armée turque du
nord de l’île.

L’ONU a piloté plusieurs séries de discussions destinées à favoriser
la réunification de l’île, jusque-là sans succès.

Turquie-UE : Merkel favorable à l’ouverture d’un nouveau chapitre

La chancelière allemande Angela Merkel s’est montré favorable à
l’ouverture d’un nouveau chapitre dans les négociations avec la
Turquie en vue de son adhésion à l’UE, dans une vidéo publiée samedi
sur son site, à la veille d’une visite dans ce pays.

Questionnée sur l’adhésion de la Turquie à l’Union européenne, Mme
Merkel a dit : `Nous menons des négociations sans que le résultat soit
fixé à l’avance. Ces négociations ont un peu piétiné ces derniers
temps et je suis favorable à l’ouverture d’un nouveau chapitre dans
ces négociations afin que nous puissions un peu avancer`.

La chancelière compte discuter de ce sujet `avec le gouvernement turc
pendant sa visite` de deux jours dans ce pays, au cours de laquelle
elle doit rencontrer lundi à Ankara le président turc Abdullah Gül et
le Premier ministre, Recep Tayyip Erdogan.

Elle s’inscrit ainsi dans le sillage du ministre français des Affaires
étrangères, Laurent Fabius, qui avait déclaré le 12 février dernier
être favorable à l’ouverture d’un nouveau chapitre dans les
négociations avec la Turquie.

Mme Merkel a ajouté `penser qu’il y avait encore un long chemin à
parcourir dans les négociations`. `Bien que je sois sceptique, j’ai
approuvé la poursuite des négociations d’adhésion`, a-t-elle continué.

Dans un entretien paru samedi au quotidien régional Passauer Neue
Presse, le ministre allemand des Affaires étrangères, Guido
Westerwelle, a plaidé pour une accélération dans les négociations
d’adhésion. `Si nous n’y prêtons pas attention, l’heure va venir où
l’Europe sera plus intéressée par la Turquie que la Turquie sera
intéressée par l’Europe`, a-t-il dit.

Et de se prononcer pour un `nouvel élan` des négociations d’adhésion,
soulignant qu’il fallait traiter la Turquie `avec respect et équité`.

Il a indiqué travailler avec ses collègues européens `pour l’ouverture
pendant ce semestre des chapitres bloqués`, tout en précisant que la
décision si oui ou non la Turquie adhérera un jour à l’UE sera prise à
la fin.

La Turquie a entamé en 2005 des négociations d’adhésion à l’UE, mais
les pourparlers patinent, en raison de l’hostilité de pays européens
comme la France et l’Allemagne à une pleine adhésion turque mais aussi
de blocages d’Ankara.

La Turquie refuse notamment d’élargir à Chypre, sous administration
chypriote-grecque et membre de l’UE, le bénéfice des accords de libre
circulation qui la lient au bloc européen. Ce refus a entraîné le gel
de plusieurs chapitres de négociation. Sur une trentaine chapitres, un
seul a été conclu.

Saakashvili to be interrogated over Imedi TV company case

Georgia’s President Mikhail Saakashvili may be invited for
interrogation relating to the seizure of Imedi TV company by the
representatives of authorities, Russian Vzglyad reports citing
Georgia’s Prosecutor General Archil Kbilashvili.

Kbilashvili said Georgia’s president will be a witness in the case. On
Saturday the investigative service has accused Tbilisi mayor Gigi
Ugulava of seizing Imedi TV company after its American owner Joseph
Key was forced to sell it in 2008 to the mayor surrendering to
pressures and threats. According to investigation materials, the TV
company was financed by a false deal of Tbilisi municipality.

`According to Joseph Key’s testimonies all the deals by the former
authorities aimed at taking the TV company were done with the consent
of the president. The president will be invited for the interrogation
as a witness for making some clarifications,’ Kbilashvili said.

Spokesperson for Mikheil Saakashvili Manana Manjgaladze described the
prosecutor’s words as `dirty labeling.’

The founder of Imedi is deceased businessman Badri Patarkatsishvili
who died in February 2008. The television company was handed to his
family after change of power in 2012.
