Armenian President Serzh Sargsyan has extended his condolences to Vice
President of Venezuela Nicolas Maduro over the death of Hugo Chavez,
the long-time leader of this South American country.

Chavez died on March 5, at the age of 58, after a two-year battle
with cancer. He had led Venezuela for 14 years.

In his message, Sargsyan expressed his grief over Chavez’s untimely
death, describing him as an “exceptional personality” and “influential
politician” who always remained committed to his vision of “ensuring
the welfare of each and every Venezuelan.”

Sargsyan also said Chavez was a leader who “has had an unquestionable
role in the development and progress of modern-day Venezuela.”

“The irretrievable loss of Hugo Chavez is, indeed, a big grief for
both his relatives and the friendly Venezuelan nation,” wrote the
Armenian president, according to his press office.

Temporary Ban On Armenian Fish-Breeding Companies’ Exports To Russia

TEMPORARY BAN ON ARMENIAN FISH-BREEDING COMPANIES’ EXPORTS TO RUSSIA NOW APPLES TO ONLY ONE COMPANY

YEREVAN, March 6. /ARKA/. The temporary restrictions imposed
by Rosselkhoznadzor, Russian Federal Service for Veterinary and
Phytosanitary Surveillance, on four Armenian fish-breeding companies’
exports to Russia now apply to only one company – Dimitri, Arthur
Atoyan, head of the Armenian Fish-Breeders Association, told
journalists today.

The restrictions were imposed on the fish exported by
Aquatekhautomatica, Unifish, Dimitri and Gos companies on September
27, 2012 because of the excessive level of coliform bacteria found
in the fish imported in Russia from Armenia and Iceland.

Later, the Russian surveillance agency lifted the restrictions from
the products of three of the mentioned companies leaving only Dimitri
Company’s exports banned.

Nevertheless, Russia continues to apply pre-emptive measures against
Armenian fish exports from time to time, and Armenian fish-breeders
are not secured from future bans.

Armenian Fish-Breeders Association says fish exports, as a rule, are
carefully examined by Armenia’s food safety agency, but no coliform
bacteria had been found.

“Russia is the only country imposing ban on fish imports because of
coliform bacteria,” Atoyan said. “Colifom bacterium can appear on a
fish if it falls on the floor, but disappear after the fish is rinsed
or undergoes thermal processing.”

The Russian surveillance agency didn’t say on what stage of
transportation or sale coliform bacteria had been found, Atoyan said.

It is known, he said, that Rosselkhoznadzor’s officials admitted in
private conversations that it was nothing more than a mere collusion
against Armenian fish-breeders designed to bar them from entering
Russia’s market.

“Armenia produces organic fish, which can be competitive at world
markets, and we should to enter new markets,” he said.

Armenian Fish-Breeders Association says 215 fish breeding companies
operate in Armenia now instead of 180 in 2011.

Armenia exported 1,530 tons of fish in 2012, 800 tons in 2011 and
600 in 2010.

Armenia’s fish sent to Russia makes up about 80% or 90% of its fish
exports. Armenia exports its fish also to Georgia, the United Arab
Emirates, the United States and other countries. -0-

others, was assassinated during the Armenian parliament shooting
on October 27, 1999-remained as the Armenian Supreme Commander for
the people. National Assembly Speaker Hovik Abrahamyan stated this
Tuesday, that is, on the anniversary of Sargsyan’s birth, speaking
to news reporters at capital city Yerevan’s Yerablur Military Pantheon.

In his turn, Defense Minister Seyran Ohanyan noted that Sargsyan was
a person who has played a great role in the modern history of the

The presidential elections of February 18 were the least competitive in
the history of independent Armenia, Director of the Regional Studies
Center Richard Giragosian told a press conference today.

According to him, the society mistrusted both the authorities and
the opposition.

Giragosian said the 36% of the votes Raffi Hovhannisyan received should
be a lesson for the authorities. Analyzing Hovhannisyan’s activity,
Giragosian said he’s becoming a mediator for change.

As for the post-election situation in the country, Richard Giragosyan
said there are political ghosts and political corpses.

“Robert Kocharyan is the ghost, Prosperous Armenia Party is the
political corpse,” he said.

He said Raffi Hovhannisyan’s meeting with the leader of Prosperous
Armenia Party was a demonstration of despair, while the meeting with
Serzh Sargsyan was certainly positive.

According to the analyst, both the authorities and the Heritage Party
have a common enemy, which is the oligarchy.

Giragosian considers that the pressures on the authorities will
continue, which he believes is a good opportunity for the authorities
to build heritage.

YEREVAN.- World community will not allow Azerbaijan to shoot down
civilian aircrafts heading to Nagorno-Karabakh, Bulgarian journalist
said.

Tsvetana Paskaleva is happy to hear reports on possible prompt opening
of the airport. Paskaleva remembers the airport which she saw during
her first trip to Karabakh back in 1991.

The journalist is hopeful the airport will open in the near future,
adding more political will and activeness is needed. As to Azerbaijan’s
threats to shoot down planes flying to Stepanakert, Paskaleva noted
international community will not allow this.

Opening of the Stepanakert airport remains a number one issue in
Azerbaijan. The official Baku periodically voices threats to shoot
down the aircrafts. However, Azerbaijani Deputy Minister Araz Azimov
recently said “official Baku will not permit Armenia to conduct civil
aviation flights over the air space of occupied Nagorno-Karabakh,
but it will do this without the use of military means.”

The Armenian and American relations are, apparently, entering a new
phase. Congratulating Serzh Sargsyan on his re-election, Barack Obama
“threatened” that soon American investors will arrive in Armenia and
Serzh Sargsyan had better provide a democratic environment for them.

Apparently, Serzh Sargsyan’s sign of agreement will be the opening
of the French Carrefour in Armenia. Although the prime minister and
others affirm there are no obstacles to Carrefour in the Armenian
market, the retailer has not arrived yet. Moreover, the U.S.

Ambassador John Heffern had to inquire on Twitter if there is any
news about Carrefour.

The press published articles entitled “Government is helpless against
Samvel Alexanyan” hinting that the prime minister and others will
not be able to cope with the oligarch who blocks the way for foreign
investments. But Samvel Alexanyan has no problems. On the contrary,
his income keeps growing, and he is still one of the major taxpayers
in Armenia. This means that Serzh Sargsyan either does not want or
cannot deal with the oligarch.

The U.S. has chosen investment expansion towards Armenia but it
encounters tough resistance by oligarchs. Civil activists in Armenia
think that if the U.S. really wanted to see Armenia as a democratic
country, Barack Obama would not have congratulated Serzh Sargsyan,
hence giving him carte blanche. Activists held a protest in front of
the U.S. embassy, and the famous human rights activist Arthur Sakunts
wrote a letter to Obama, demanding explanations of why the U.S.

assumes responsibility for the rigged election in Armenia. Sakunts
is even thinking about returning to the State Department the Freedom
Award he received last year.

Meanwhile, a protest was held in Glendale, U.S. to support the civil
society of Armenia against the rigged elections. The icon of American
rock Serj Tankian sent a letter to Serzh Sargsyan urging him to be
the president by the will of people, not by fraud.

America is a big and free country, and people there can have a
different opinion on the events happening in small Armenia. But
the position of the government is important. And now you need to
understand the attitude of the U.S. government to the elections and
the level of democracy in Armenia. Does Barack Obama hope that Serzh
Sargsyan elected through disputed elections will create a good climate
for U.S. investment and democratic reforms?

l’Azerbaïdjan qui se dit en fevrier victime de ” nettoyage ethnique ”

L’Azerbaïdjan et la Turquie ont recu un message clair, leur demandant
de moderer leurs ambitions, dans une declaration issue de la Maison
Blanche de la part du president et declinant l’idee d’une commemoration
du soi-disant massacre de Khodjalou.

En outre, l’administration Obama a egalement dit des evenements au
cours desquels, selon la partie azerie, les Armeniens se seraient
rendus responsables de la mort de nombreux civils, qu’ils sont
en liaison avec des operations militaires – un nouveau rappel a
l’Azerbaïdjan que le conflit du Karabagh ne peut etre resolu par
la force.

Les militants azerbaïdjanais ont organise deux petitions sur le site
de la Maison Blanche, reunissant plus de 120 000 votes en leur faveur.

Les petitions appelaient a la reconnaissance des evenements de 1992
près du village de Khodjalou au Karabagh et aussi pour une declaration
du president des USA le 26 fevrier, jour qui marque la tragedie.

La reponse de la Maison Blanche est un rejet de la propagande
azerie, qui a depense des millions de dollars pour la diffusion de
sa version des evenements a Khodjalou. Et tandis que dans certaines
villes et etats, il soit possible a la partie azerie d’organiser des
manifestations, y compris dans certains parlements, dans d’autres,
comme a Moscou, de telles dispositions sont interdites par les
autorites. La declaration de la Maison Blanche met un coup final aux
efforts de l’Azerbaïdjan tendant a faire de Khodjalou un argument
dans le processus de règlement du long litige et pour justifier un
comportement en general hostile envers l’Armenie, en tant qu’etat
et nation.

Les presidents des USA font annuellement un discours les 24 avril
pour commemorer le Genocide armenien en Turquie ottomane. Barak
Obama emploie pour parler de ces evenements l’expression armenienne
Medz Yeghern, qui se traduit de l’armenien en ” grand massacre “. La
Turquie et l’Azerbaïdjan sont apparemment obsedes par l’idee d’obtenir
la reconnaissance mondiale des evenements de Khodjalou comme leur
propre ” genocide “.

Entre temps, ces jours-ci, la nation armenienne se souvient egalement
des victimes des pogroms de Soumgaït de 1998, qui etaient la reponse
des nationalistes azeris aux demandes de reunification avec l’Armenie
des Armeniens du Karabagh, et arreter le conflit alors en cours. Dans
beaucoup de pays, les communautes locales armeniennes organisent des
ceremonies pour l’anniversaire de la tragedie de Soumgaït. Mais il
ne s’agit pas la de ” reponse ” des Armeniens aux efforts intensifies
azeris pour Khodjalou. Ces jours-ci, un evenement marquant a eu lieu
a cet egard.

Ce mardi, un groupe parlementaire d’amitie avec le Karabagh a ete cree
a la Seimas de Lituanie. On peut voir en cela une première victoire du
nouveau Premier Ministre du Karabagh, Karen Mirzoyan, qui se trouvait
en Lituanie le jour de la creation du groupe. La Lituanie est membre
de l’Union Europeenne et de l’OTAN, et la creation de cette amitie
avec le Karabagh dans le corps legislatif le plus eleve de la nation
balte est vue par beaucoup dans un contexte de signes precurseurs
d’une reconnaissance future de l’independance du second etat armenien.

Les efforts redoubles de la Turquie et de l’Azerbaïdjan a propos de
Khodjalou peut etre aussi consideres comme une reaction a la tendance
croissante de la communaute internationale a la reconnaissance
des droits du peuple armenien a des dedommagements materiels et
territoriaux par la Turquie a l’approche du centenaire du Genocide
armenien. La Turquie est dans l’attente de ce qu’Obama et les groupes
de pression armeniens aux Etats-Unis pourraient faire lorsque le
100ème anniversaire du Genocide armenien sera commemore en 2015.

Les sentiments changent aussi en Armenie meme. Raffi Hovannissian,
le candidat d’opposition a la presidence qui a officiellement obtenu
les votes de 37% des electeurs a la dernière election, s’est exprime
en faveur de la reconnaissance de l’independance du Karabagh et de
la presentation de revendications legitimes a la Turquie. Et ces vues
trouvent plus de soutien parmi les masses.

Les previsions des analystes pour des transformations fondamentales
dans la region vers 2015 semblent se verifier. Et tandis que
l’Azerbaïdjan et la Turquie continuent leurs tentatives desesperees
pour leur resister, il est tout aussi apparent que la communaute
occidentale s’est moins interessee a elles dernièrement.

Saisine De La Cour Constitutionnelle Pour Annuler Les Elections

SAISINE DE LA COUR CONSTITUTIONNELLE POUR ANNULER LES ELECTIONS

Raffi Hovannisian le leader de l’opposition a appele lundi la Cour
constitutionnelle d’Armenie a annuler les resultats officiels de
l’election presidentielle du 18 fevrier et a le declarer vainqueur
legitime.

Les Representants de Hovannisian ont presente au tribunal un document
de 16 pages contenant selon eux la preuve de fraudes electorales
generalisees. Le panel de neuf juges doit examiner et statuer sur
cet appel dans les 10 jours.

” Nous croyons qu’il existe des motifs juridiques [d’annuler, les
resultats officiels] et c’est maintenant au tribunal de decider”, a
declare aux journalistes Karen Mezhlumian, un conseiller juridique
d’Hovannisian, a l’exterieur du palais de justice a Erevan. Il
a indique que le candidat de l’opposition a presente les preuves
documentees de “nombreuses violations.”

La Cour constitutionnelle avaient recu des appels similaires des
candidats de l’opposition a la suite des precedentes elections
presidentielles armeniennes et les avait toutes rejetees. Par
consequent, le scepticisme est plutôt de rigueur dans les rangs de
l’opposition a l’egard de l’initiative d’Hovannisian.

“Ce n’est pas un substitut a la lutte politique”, a declare Hovsep
Khurshudian, porte-parole du Hovannisian. ” Mais c’est une chance
pour la Cour constitutionnelle de s’imposer comme une institution
[independante] et a ses membres de se racheter après la legitimation
des dernières elections frauduleuses.”

La decision Hovannisian d’interjeter appel a ete bien accueillie par
le Parti republicain de Sarkissian d’Armenie (HHK). Eduard Sharmazanov
porte-parole du HHK a exhorte le candidat de l’opposition, dont les
resultats officiels ont donne environ 37 pour cent des voix, d’arreter
ses manifestations postelectorales et a respecter le verdict de la
cour a venir.

Sharmazanov insiste sur le fait que les autorites armeniennes ont mis
en place des elections democratiques “sans precedent” le 18 fevrier.

Hovannisian ne pourra pas prouver ses allegations de fraude electorale
devant le plus haut tribunal du pays, at-il dit.

Khurshudian ne fait pas mystère, cependant, de l’intention du chef
d’origine americaine du parti Zharangutyun (Heritage) , d’appeler
a des manifestations de rues. La prochaine en date est prevue
pour mardi. Hovannisian a invite samedi Sarkissian, a venir a ce
rassemblement et a presenter un ” rapport public “.

Sharmazanov s’est moque de cette invitation. “Il sait très bien

FORUM OF ARMENIAN ASSOCIATIONS OF EUROPE URGES UN GENERAL SECRETARY TO STOP RELOCATION OF UNDP TO ISTANBUL

Dear Mr. Ban Ki-moon

With anger and regret we were informed about the intention of
relocating the UNDP office to Istanbul, Turkey. We vehemently oppose
this relocation because of the following factors:

a) Turkey is a country that is unable to secure the rights and legal
privileges of its national minorities;

b) its falsifying of history, and the forceful renaming to Turkish
character of non-Turkish non-Muslim family names and geographical
names;

c) dissident people are being severely punished, imprisoned etc.,
as well as journalists trying to do their work professionally.

d) the creation or engagement in conflict situations in its neighboring
countries, including military interventions.

The UN is supposed to be a traditional humanitarian organization
and the relocation of one of its structures to Turkey, to a country
where basic human rights are violated in every way, we consider
absolutely unacceptable. And we can confidently prove that even the
sums provided by Turkey to the United Nations does not compensate for
the huge losses inflicted by this country (destruction of heritage,
ancient monuments; perpetual paucity of conditions for refugees; ethnic
discrimination/persecutions and even a conspiracy on that basis, i.e.

Hrant Dink’s murder).

And even when the United Nations structures try to prove that the
neutrality of Turkey can be possible, we are sure that there will be
a negative impact on the overall atmosphere.

In vain Turkey knocks on the door of Europe, trying to join the
European Union, and time after time it has been rejected for reasons
such as those mentioned above.

Accordingly, we believe firmly that you will now make maximum efforts
toward the reversal of this decision, thereby contributing to a
relaxation of the very tense emotions surrounding this issue.
