March 21.

Title of the invention: “TILE SPACER.” Applicants: Volodya Voskanyan
(AM). Inventors: Volodya Voskanyan (AM). According to the abstract*
posted by the World Intellectual Property Organization: “The tile
spacer is a four winged rectangular prism having a rectangular
prism in its center, whereas each of the wings in the direction
of their longitudinal axis are perpendicular to one of the two
mutually perpendicular facets of the central prism while having a
facet in common with the other facet of the prism. In the center of
the rectangular prism there is a rectangular hole on the same axis,
with facets that are parallel to the facets of the rectangular prism,
whereas the width and the height of the wings are respectively equal
to the width and height of the walls of the rectangular prism.

The central prism of the tile spacer can be an even faceted four angled
prism, whereas each of the wings in the direction of their longitudinal
axis are perpendicular to one of the two mutually perpendicular facets
of the central prism while having a facet in common with the other
facet of the prism. In the center of the even faceted four angled
prism of the tile spacer there is a quadrant hole on the same axis,
with its facets parallel to the facets of the central prism, whereas
the width and the height of the wings are respectively equal to the
width and height of the walls of the prism.

The edges of the tile spacer wings can be rectangular or

Experts Meet In Yerevan To Strategize For Armenian Genocide Centenar

EXPERTS MEET IN YEREVAN TO STRATEGIZE FOR ARMENIAN GENOCIDE CENTENARY

Over 40 Armenian Genocide specialists from nine countries met
in Yerevan on March 22-23 to strategize on how to devise a legal
framework to mitigate the consequences of the Genocide, counter
Turkish denialism, and organize genocide studies programs and museum
exhibits. The conference was organized by the State Commission
coordinating activities leading to the 100th Anniversary of the
Armenian Genocide.

In his message to the conference, Pres. Serzh Sargsyan expressed regret
that the Armenian Genocide has gone unpunished which paved the way for
the Jewish Holocaust. He hoped that the 100th anniversary would be an
occasion to demonstrate Armenian unity and resolve to alleviate the
consequences of the Genocide, secure restorative justice, and pass
on to the next generation new methods of struggle and survival. The
President welcomed the fact that more conscientious elements of
Turkish society are shattering the wall of silence and denialism,
and reexamining the revisionist policies of their country.

The President asked conference participants to recommend suggestions
to the State Commission for the commemoration of the 100th anniversary
of the Armenian Genocide.

Here is a summary of the comments made by some of the genocide experts
participating in the March 22-23 conference:

Israeli scholar Yair Auron criticized the State of Israel for not
recognizing the Armenian Genocide, pointing out, however, that a large
segment of the Israeli public acknowledges it. Having experienced
a similar tragic fate during the Holocaust, Israel should have been
the first country to acknowledge the Armenian Genocide, stated Prof.

Auron.

Historian Richard Hovannisian of Los Angeles urged the State Commission
to plan artistic and cultural events rather than academic conferences
to reach out to more people around the world. He suggested organizing a
pan-Armenian philharmonic orchestra that would tour the world during
the months leading to April 24, 2015. He also expressed the concern
that the Turkish government is better prepared to counter the Centenary
activities than Armenians are in planning them.

Hayk Demoyan, Secretary of the State Commission and Director of the
Genocide Museum in Yerevan, presented to conference participants the
plans for the expansion of the museum by 2015.

Prof. Vahakn Dadrian of New York commented that when a denialist
country is weak, it accepts its crimes more easily. As long as
Turkey remains a powerful country, it will not recognize the Armenian
Genocide, Dadrian observed.

Researcher Mihran Minassian from Aleppo, Syria, suggested that
commemorative events be jointly observed with Greeks and Assyrians. He
pointed out that Turkish denialists had not accused members of these
two ethnic groups of joining the Russian Army or forming armed bands,
yet they too became victims of mass violence and genocide.

Prof. Nikolay Hovannisyan of Yerevan explained that contrary to
popular belief, the Ottoman Empire, not Uruguay, was the first
country to recognize the Armenian Genocide through court verdicts
in 1919-1926. Uruguay’s Parliament recognized the Armenian Genocide
in 1965.

Vladimir Vardanyan, Head of International Treaties Department of
Armenia’s Constitutional Court, stated that the concept of Crimes
Against Humanity was first used on May 24, 1915 in a joint declaration
issued by Britain, France and Russia, warning Turkish officials that
they would be held responsible for the Armenian massacres. Similarly,
after World War II, the Nuremberg Tribunal accused Nazi war criminals
of committing Crimes Against Humanity rather than genocide. Vardanyan
suggested that the Republic of Armenia set up a permanent state body
that would research and develop the legal framework for the pursuit
of genocide-related demands from Turkey in international courts.

Ragip Zarakolu, a prominent Turkish human rights activist from Istanbul
who has been frequently jailed for publishing Armenian Genocide books,
spoke about the “growing denial industry in Turkey.”

He suggested that denialism encouraged terrorism in Turkey.

As a participant in the genocide conference, I spoke about the need
to pursue “justice” rather than mere “genocide recognition,” which
has already been accomplished. The concept of justice comprises
all Armenian demands from Turkey: moral, financial, and territorial
restitution.

I also suggested that before planning any specific activities for the
Genocide Centenary, Armenians worldwide first develop a single message
and agreed upon set of goals. Otherwise, they would be sending mixed
messages to Turkey and the international community as to what they
really want and seek to accomplish on April 24, 2015.

Finally, the pursuit of Armenian demands must not end in 2015. They
should persist in seeking their just demands from Turkey until they
accomplish “justice” for their cause!

Prosperous Armenia faction MP Lyova Khachatryan said he finds it
difficult to speak about post-election developments and dialogue but
it is obvious for him that neither Raffi Hovannisian nor the party
headed by him make mistakes that may result in usage of force.

“I can say only one thing which I see. Now just a positional fight
is ongoing the outcome of which will be decided in the coming days,”
he said.

As to the what real steps or real demands are, Khachatryan said,
“One says one thing, the other will say another. There will be
something concrete if an agreement be reached,” the MP said.

Khachatryan said the current developments are not being guided by
Raffi Hovannisian or people, the thing is that the people do not want
to live in this way anymore.

“People want to live in accordance with Constitution and law. Heritage
party and Raffi do not make mistakes, they sit, sing, dance, hunger
strike and do not do anything for them [authorities] come and clean
the square,” he said.

Javakhk activist Vahagn Chakhalyan has released a statement referring
to President of Georgia Mikheil Saakashvili’s claims that the activist
should not have been released.

In his statement Chakhalyan says that the accusations voiced by
Saakashvili in his address come to prove that his imprisonment was
politically motivated. “Saakashvili again and again proves that he
jailed me for voicing about failure of the country to implement the
assumed international commitments on ethnic minorities and silence
the Javakhk-Armenians,” the statement runs.

“Convicting me with false charges, prosecuting other Javakhk-Armenian
activists had the opposite effect – they helped to draw the attention
of the international community on the issues of Javakhk-Armenians,”
he said in the statements, saying that though his release was a good
will of the Georgian authorities, it was also agreed with the calls
of the Javakhk residents and pressure of the international community.

British Parliamentary Blue Book on Armenian Genocide Sent to the Turkish
Parliament for a Second Time

London 22 Feb. 2013. The British Parliamentary Blue Book, which consists
of eyewitness accounts of the Armenian Genocide, has been sent to the
Turkish Parliament for a second time. Copies were first sent to Turkish
deputies in 2009, but distribution was prevented in Ankara.
The Committee Against Racism, part of the Human Rights Association of
Turkey, held a news conference in Istanbul on 20 February 2013, during
which committee member Ragip Zarakolu and Ara Sarafian, founding
director of the Gomidas Institute (London), spoke about the Blue Book.
Meeting participants subsequently went to Galatasaray Post Office and
formally sent copies of the book to the Speaker of the Turkish
Parliament and members of the Parliament’s Human Rights Committee.

In 1916 the British Parliament commissioned Viscount James Bryce and
Arnold Toynbee to prepare a report on the treatment of Armenians in the
Ottoman Empire during 1915-1916. The work was published under the
British Parliamentary Blue Book series.

Sarafian: The Blue Book is at the centre of official Turkish denials
In his presentation, Sarafian talked about the Blue Book, which was
discussed in Turkey in the 1980s, when it was made into the centrepiece
of a new wave of official Turkish denialist historiography. Authors like
Kamuran Gurun, Sinasi Orel, Mim Kemal Oke, Salahi Sonyel, along with
their supporters such as Justin McCarthy, Heath Lowry and Andrew Mango
manipulated aspects of the Blue Book and combined their vitriol in using
it to attack Armenians and the Armenian Genocide thesis.

The Blue Book was targeted once more by the TBMM (Turkish Parliament) in
2005, when Turkish Parliamentarians embarked on another offensive, this
time blaming the British Parliament for the Armenian Genocide thesis.
The TBMM claimed that the eyewitness accounts in the Blue Book were
fabricated or second rate. In fact Sarafian’s research had
already found such claims to be baseless. His initial findings had been
presented at an academic conference and published in the 1990s, and in
2000 the Gomidas Institute published the entire Blue Book in a critical
edition, replete with full citations from British and American archives.
When the Turkish Parliament embarked on its disinformation campaign in
2005, the veracity of the Blue Book was actually a matter of record, and
the Turkish Parliamentarians engaged in a shameless and orchestrated act
of denial against a creditable report based on genuine records.

The 2005 initiative of the TBMM was taken by CHP’s deputy Sukru Elekdag,
who led virtually all of the members of the Turkish Grand National
Assembly to sign a letter addressed to the British Parliament, arguing
that the British book was a mere fabrication and that, incredibly, the
British Parliament should apologise and formally withdraw it. Quite
rightly, the British took no such action. Instead, 33 British MPs
responded to the Turkish accusations, and invited the latter (and their
advisors) to a face to face meeting to discuss their differences of
opinion. The Turkish Parliamentarians did not respond and a second
invitation was sent. This second invitation was also ignored.

Sarafian: Silence is part of the denial

Although the Turkish translation of the Blue Book (uncensored edition)
was released at the Turkish Human Rights Association in Ankara in 2009
in the presence of Ara Sarafian and Lord Avebury, Turkish MPs ignored
their invitations to attend. All copies of the translation that were
sent to the TBMM were not accepted for delivery.

Sarafian said that this behaviour was indicative of the official denial
of the Armenian Genocide in Turkey. “The silence of the TBMM is part of
the denial. My reason for being here is to expose this denial.’

Zarakolu: Parliament is trying to protect itself from “corrosive”
publications

Zarakolu said that the Speaker of the TBMM in 2009 was Koksal Toptan,
and it was he who stopped the books from reaching the Turkish MPs by
instructing the cargo company, which had prior clearance to make its
delivery of books, to turn back: “This shows us the immense power of the
control mechanism and the efforts to keep the Parliament away from
`corrosive’ publications. It reflects serious problems
even in the Turkish Parliament when it comes to academic freedom,
communication and freedom of information. The Blue Book is important in
terms of human rights history in Turkey. Very, very few Turkish MPs had
seen this book when they signed the TBMM letter to London. Nor did they
see it afterwards.’

Besikci: As long as the denial continues, archives are not reliable

In a long written statement from the veteran sociologist and human
rights’ activist Ismail Besikci, the meeting was told that
Turkish archives will not be reliable as long as the denial policy
continues : “Under these circumstances, the eyewitness accounts of those
who lived through these events are more valuable [than the materials
presented in the Turkish state archives]. In this sense, the statements
in the Blue Book are invaluable. I wish that Turkey in 80 years time
will be a more democratic country and there would be no place for
denialist politics in that democratic Turkey.”

Public forums fuel debate at Liberty Square

Yerevan–As Raffi K. Hovannisian entered the sixteenth day of his
hunger strike at Liberty Square, the Barevolution series of public
forums continued to attract activist crowds to the heart of the
capital. Led by Stepan Safaryan, secretary general for international
affairs of the Heritage Party, and joined by intellectual Vardan
Hakobyan of the pre-parliament movement, the day’s discussions were
moderated by Levon Bagramian.

`The de facto authorities have been truly taken aback by this
movement, which has taken over our republic,’ Safaryan said. `They
must now understand that unless they take definitive steps toward the
Armenian people, this situation will devolve into a crisis for the
entire country.’

Earlier in the day, Hovannisian had received a letter from acting
president Serzh Sargsyan. He will respond to it tomorrow, before
taking part in the next public forum, to be led by Petros Makeyan of
the Democratic Fatherland Party and Manvel Gasparyan of the Democratic
Way Party. Both of these parties have joined the Heritage Party and
others to form the Barev Yerevan coalition, which will contest the May
5 Yerevan municipal elections.

Leader of Social-Democrat Hnchakyan party Lyudmila Sargsyan said she is
pleased with the work of the Armenia’s human rights protection office
and particularly with its report about the work of the municipality.

“The report has mentioned both positive and negative sides, but of
course the negative was much more. Stemming from this fact the City
Council elections will be a milestone for the whole political process.

Today many are trying to present Taron Margaryan as the best mayor. I
do not want to underestimate his work and present it in the negative
background, may be this is the way how he sees Yerevan’s development
– placing benches, planting flowers. I accept it as it is really
beautiful. But for me Yerevan is beautiful when there are no beggars,
when its residents are not emigrating,” she said speaking to reporters
on Tuesday.

Referring to member of the party Vahagn Khachatryan who heads the ANC’s
list, she said their candidate has big chances to gather big number
of votes. “I know his program, I know what solutions he is going to
give. He is going to seriously deal with the issues of handicapped,
with the issues of those who lost their apartments. He is going to
create a separate commission in the municipality which will deal with
the solution of issues of deceived residents,” she said, reminding
that while in this post, Khachatryan carried out his work with dignity.

She voiced hope that residents of Yerevan will give preference to
Vahagn Khachatryan remembering his work.

Asked why the ANC decided to participate in the Yerevan City Council
elections in case when it refused to participate in the presidential
elections, Lyudmila Sargsyan said the current situation differs from
the previous one.

“Today people are active, that time we hurried by giving assessment
to them,” she said.

Vahagn Khachatryan, candidate number one on Armenian National Congress
(ANC) list for Yerevan elections, former Yerevan Mayor, is confident
that Yerevan elections will be rigged.

He told reporters that today there is a possibility for Prosperous
Armenia Party (PAP), ANC and Heritage to cooperate and achieve results
in “preventing the authorities from reproducing themselves in Yerevan.”

“We should try to achieve it. It is possible if we work together,
and I am confident that we will do it,” Khachatryan said.

Deputy head of the Republican Party Galust Sahakyan dwelt on the
Elders’ Council election: “Can you imagine what will happen to Yerevan,
if the RPA cedes the position of the Mayor? Yerevan will immediately
be divided and eaten.” Republicans also think that even if the RPA
agrees to share governmental offices, dilatants will assume those
posts and will fail the spheres.

Apparently, Republicans have no other arguments to justify the complete
monopoly of the power. A few years ago the argument was the police
bludgeon when violence on March 1 was the response to the demand of
the people to share power. Then the argument was the idea of national
unity: the RPA accused all those who claim to power of the split of
the nation and, therefore, weakening national security.

Then there was another technology: we let you enter in the power,
but reserve the decisive majority. So happened after the parliamentary
elections, when the Republican Party, without hesitation, took exactly
the half plus 1 vote, and the other votes were distributed among the
rest: so, no one was offended.

Now, Raffi Hovannisian seems to be “offended”. Besides, all
these methods were so primitive that they immediately “exposed”,
consequently, neutralized. The same technology can’t be used for
the second time. Even bribes, which had been largely used during
the parliamentary elections, were not used during the presidential
elections since they would have never worked.

Now no arguments are left, and feeble attempts are made to prove
that the Republican Party is composed of professionals, the others
of amateurs and only the Republican is capable of leading the country.

These attempts may cause noting but laughter: all see how the
Republican Party “professionally” runs the state: we have growing
migration, poverty, unemployment, capital flight.

RPA statement that only amateurs are behind the party and the
government is a sign of great disrespect to their own people, to its
potential. This is a sign of great dilettantism when a politician
regards himself as a professional, not waiting for such evaluations
from others.

This last reason may be the last nail in the coffin of the Republican
Party. It suggests that the party is hopelessly behind the social
and political developments. That’s why listening to Serzh Sargsyan’s
press conference, it seemed that it was written a few years ago. And
his argument that journalists are to blame for the emigration,
and statements that there is no oligarch in the parliament, and his
promise not to change the government, because it fulfilled the task,
all of this only caused confusion. Does the Republican Party think
that Armenia has no Internet, all are blind and deaf, that no one
knows the laws and their rights?
