In Connection with the 22nd Anniversary of Operation `Ring’ on the
Deportation of Border Villages of Artsakh

The operation `Ring’, launched by the special police detachments
(OMON) of the Ministry of Internal Affairs of Azerbaijan, with the
support of the USSR Interior Ministry’s troops in April-May, 1991
holds a peculiar place in the history of the conflict between
Azerbaijan and Nagorno-Karabakh, both for its scope and consequences.

The operation, which became possible due to a criminal collusion
between the Azerbaijani government and some USSR leaders, resulted in
a complete devastation and destruction of more than two dozen villages
of Northern Artsakh, as well as in Shahumyan, Hadrut and Shushi
regions. It ended only after a month, thanks to wide publicity and
condemnation both within the USSR and beyond.

But the wheels of the war were set in motion. The operation `Ring’,
which stood out by its brutality and massive violations of human
rights, sharply increased the level of tension in the region and
shifted the Azerbaijani-Karabakh conflict to a plane of military
actions, becoming a prelude to the subsequent full-scale aggression of
Azerbaijan against Nagorno-Karabakh.

However, Azerbaijan has failed to achieve its main goal – to
intimidate the population of Nagorno-Karabakh and suppress their
legitimate aspirations for self-determination. On the contrary, the
operation `Ring’ only strengthened the determination of the people of
Artsakh to fight for their rights and freedoms.

If our victories in 1990s were called forth by Artsakh Freedom Fight,
which is the pledge of our present victories?

“We have said for five years that we must get rid of thieves and
bandits. This is not the pledge, this is the aim”, the first president
of RA Levon Ter-Petrosyan says.

He was at “Haghtanak” park today.

What solutions does he have for to overcome the present situation? “To
struggle, nothing else. That is the only aim of a political force. If
one struggles, he surely gets the result. There must not be any
whimperings”.

The leader of PPA Stepan Demirjyan thinks that to feel the atmosphere
of victory again some inner-state consolidation is needed. “One of the
most important problems is immigration today which must be stopped.
Our aim must be the support of a decent life for our citizens”.

An election monitoring group, which conducted an oversight of the May
5 municipality election in capital Yerevan, says the voting was
largely tense in the polling stations which came under its
observation.

Citizen Observer, a joint initiative by Transparency International,
the Europe in Law Association, the journalists’ club Asparez and the
Helsinki Citizens’ Assembly Vanadzor Office, says most of the election
violation reports (570) concerned unauthorized individuals’ presence
and overcrowding in the polling stations, as well as the busing of
voters and the precinct commissions’ improper work. They further point
out to unlawful campaigns by unauthorized persons and attempts to
guide voters both in and outside of the polling centers.

The group has overseen the voting process in five administrative
districts (Malatia-Sebastia, Erebuni, Shengavit, Nubarashen and
Ajapnyaj) of the capital.

It has also observed abuses against media representatives and
excessive attempts to violate the secrecy of voting.

`The `carousel’ voting method was employed in many cases to oversee
the ballots through the use of colored pens and photographing of the
ballot-papers. Yet another time, the stamps in the passports vanished
earlier than prescribed by law, with the absent citizens’ names being
used illegally through a repeated voting,’ reads the organization’s
reports.

The group has also found such violations as the presence of several
proxies from the same political party (mainly the Republican) at the
same polling station and their active participation in the vote
rigging attempts

Even the polling stations, where the voting was relatively calm thanks
to the district commissions’ conscientious work, saw overcrowdings
inside and outside and restrictions on the voters’ free will, the
findings further suggest.

The group says the commission members rejected the observers and media
representatives’ claims for registering the election violations.

`The process of the Yerevan Council of Elders’ election proved in
general that the ruling party used its administrative and district
ruffian resources yet another time to ensure a desirable outcome for
itself,’ reads the report.

The group promises to unveil its final findings later.

Ukraine backs Minsk Group’s efforts on Karabakh conflict settlement

The Ukrainian Chairmanship lends its full support to efforts of the
OSCE Minsk Group Co-Chairs in assisting the parties to find a peaceful
solution to the Nagorno-Karabakh conflict, OSCE Chairperson-in-Office,
Ukrainian Foreign Minister Leonid Kozhara has said at a meeting of the
UN Security Council.

Kozhara presented the priorities of Ukraine’s chairmanship of the OSCE
in the politico-military, economic and humanitarian spheres, as well
as in the environmental sphere and called the organization that he
heads “a reliable partner of the UN in maintaining international peace
and security”. He noted that the most important task on the agenda of
Ukraine is making progress in addressing the conflicts in the OSCE
area, the permanent representative of Azerbaijan to UN told Trend news
agency.

Touching upon the Armenian-Azerbaijani conflict, Kozhara stressed that
Ukraine’s chairmanship of the OSCE supports the efforts of the OSCE
Minsk Group co-chairs to resolve the conflict by peaceful means, and
said that on June 17-20, during a visit to the South Caucasus region,
he will call for a more active negotiations.

The sides cannot sit down at the negotiating table and work out a
solution to the conflict for several years, the OSCE chairman told
journalists at the UN headquarters, ITAR-TASS reported.

“We want to give an impetus to the negotiation process. We feel that
good dynamics are being observed on this issue,” he noted.
Kozhara also added that the EU Eastern Partnership program makes a
significant contribution to searching for a solution to the
Nagorno-Karabakh conflict.

The Azerbaijani representatve approved the serious attention paid by
Ukraine’s chairmanship to the conflict resolution in the OSCE area.
Noting that the Nagorno-Karabakh region and the adjacent territories
are under the occupation of Armenia, he emphasized that resolutions
822, 853, 874, adopted by the Security Council in 1993 in connection
with the conflict, recognize the use of military force against
Azerbaijan as a serious violation of international law.

The Azerbaijani representative noted with regret that until now the
basic requirements of the Security Councilhave not been implemented
and the efforts of more than twenty years of mediation within the
framework of OSCE have not yielded any results.
According to him, Armenia’s attempts to diminish the importance of the
Security Council resolutions and deliberately distort the rules and
principles of international law, as well as unrealistic aggressive
claims of Armenia, are a threat to the settlement of the conflict and
dangerous to the international and regional peace and security. In
addition, Armenia constantly carries out measures to consolidate the
occupation and to prevent the repatriation of more than 700,000
Azerbaijani IDPs.

After visiting the occupied territories in 2005 and 2010 on the
initiative of Azerbaijan, an OSCE fact-finding mission identified and
documented the facts of illegal activity, including the illegal
settlement of people in the occupied territories, changing
administrative boundaries and names of districts, the destruction of
cultural and religious heritage. However, the recommendations of these
missions have remained on paper.

Besides, the illegal activities such as resettlement of Syrian
Armenians to Nagorno-Karabakh and other occupied territories of
Azerbaijan and the organization of flights to these areas are a clear
example of colonization policy in the Azerbaijani lands.
Referring to these facts, the Azerbaijan representative to the OSCE
expressed hope that the OSCE chairperson-in-office will insist on an
immediate end to all actions which seriously hinder resolution of the
conflict through negotiations.

The Azerbaijan representative also stressed that in order to achieve
peace, security and stability, first, it is necessary to eliminate the
results of the illegal use of force by Armenia and hereby to secure
the repatriation of Azerbaijani IDPs and restoration of their
property.

The international law and the UN Security Council resolutions require
this exactly and it should not be presented as a subject of bargaining
in the process of conflict resolution, he added.

Azerbaijan will never make concessions on the issues of its
territorial integrity, freedom and the rights of citizens, he
emphasized.
In the meantime, the other members of the UN Security Council stressed
that the existence of conflicts in the OSCE area, the solution of
which was tightened, is unacceptable and noted the importance of their
settlement in accordance with the principles and norms of
international law, as well as on the basis of the UN Charter.

The Minsk Group, co-chaired by France, the United States and Russia,
has been mediating peace talks between Azerbaijan and Armenia since
the two South Caucasus republics signed a precarious cease-fire in
1994 following a lengthy war. About 20 percent of Azerbaijani
territory has been occupied by Armenian armed forces since then. Peace
talks have been largely fruitless so far.

Ukrainian Foreign Minister Leonid Kozhara will visit South Caucasus
countries next month

Foreign Minister Leonid Kozhara will visit the South Caucasus
countries on June 17-20. APA reports that Kozhara said this while
addressing the US Helsinki Commission.

He said as Chairperson-in-Office of OSCE, he supports Minsk Group’s
activity towards establishment of dialogue between Azerbaijan and
Armenia for the solution of Nagorno Karabakh conflict: `For this
purpose, the ceasefire agreement must be seriously observed’.

Armenia offers health support to WWII veterans

YEREVAN, May 9 – The Armenian government will allocate a special fund
for 100 World War II veterans to visit recreational health centers,
the head of the Union of Armenian Veterans said Thursday.

In an interview with Armenpress News Agency, Colonel Simon Yesayan, on
behalf of the veterans, thanked Defense Minister Ohanyan for the
permanent support shown to war veterans.

At April 1, 2013, there were still 1,852 World War II veterans living
in Armenia. There are about 50 organizations for war veterans in
Armenia.

Official data show some 600,000 Armenian soldiers fought in World War
II as part of the former Soviet Union.

At Liberty square Raffi Hovhannisyan publicly announced that the struggle
is going on.

“The struggle goes on for those who have been with this movement from the
very beginning, who have been with me and told me not to give up. I don’t
need any presidency, but in 5 years we will have a new country of quality –
Republic of Armenia. I will not say that in this new country there will be
no place for Serj Sargsyan or others, but our duty is to create a new kind
of youth in these five years”, Raffi Hovhannisyan said.

“I don’t want to be compared with anyone. I am an ordinary man, a common
citizen. My suggestion is still in power. On February 18 the Armenian
people won, I lost. More than I Serj Sargsyan lost. On May 5, as
continuation of that struggle we all lost. On this Victory Day, dear
compatriots, all of us are in defeat. And it also concerns Serj Sargsyan,
Robert Kocharyan, Levon Ter-Petrosyan. Something must change. If somebody
has to yield, it will be me”, he added.

Speaking about May 5 elections, Mr. Hovhannisyan said, that if there were
fair, transparent elections, “Barev Yerevan” alliance would win or would be
on the 2nd place. The next meeting with Raffi Hovhannisyan will be on May
19 at “Ani” hotel.

“Anyone who respects the February 18 vote of people, who believes that this
vote of people was silenced on May 5 is invited. The invitation is for
everyone. Come”, he said.

Sanvel Papazyan and Armen Minasyan are friends of many years. Wherever
they are, they always spend May 9 together.

They friendship goes back to the battlefields of Karabakh, where they
where fighting side by side. Together they passed through the whole
war, together they enjoyed the liberation of Shushi in 1992.

“The operation was very important and hard. Our group went to it
knowing that no one of us would be back. We were aware that we were
going to die but we were doing it for fatherland”, says Samvel
Papazyan.

“We all gathered on May 7 and went up to Qyosalar mountain. It was
late and we had gone deep into Azeri’s rear, about 30 km. It was the
most difficult fight”, Armen Minasyan adds.

The group of Armenian fighters which consisted of 85 men was
surrounded during the fight.

“They were about ten times as many as us, we fought for 6-7 hours but
could break out of encirclement”, Papazyan tells.

Both friends were wounded. Today each of them remembers not his, but
friend’s wounds.

“We were taken to Yerevan on May 8. Samvel was seriously wounded and
was taken to 8th hospital”, Armen Minasyan recalls.

“The tank shell hit straight on the place where Armen was. He was
thrown wawy for 5-6 meters with a truckload of ground”, Samvel
Papazyan says.

After recovering they were quick to meet again, congratulate each
other on the occasion of Shushi liberation and return back to
battlefield.

“I knew, I felt that Shushi would be liberated by all means”, Sanvel
Papazyan says.

Belge Publishing House of Turkey published a book entitled Bury Me
without Washing, which is written by Gulcicek Gunel Tekin.

The book presents accounts by the eyewitnesses of the Armenian
Genocide and their relatives.

Ragip Zarakolu – a well-known Turkish human rights advocate and director
of Belge Publishing House – noted that this book is an important work
prepared against the claims that, `the Armenians were massacred by the
Kurds,’ Haberfx of Turkey informs.

Zarakolu stressed that, as a result of the interviews conducted with
126 eyewitnesses and, or, their relatives, the author of the book
presented an oeuvre about the Armenian Genocide.

We must pay homage to the deceased heroes of the Nagorno-Karabakh war
by our efforts to accomplish the state, says Stepan Demirchyan, a
lawmaker of the opposition Armenian National Congress.

Congratulating the Armenians on the Shushi Liberation Day and the
anniversary of the Soviet Army’s victory over fascism in the Great
Patriotic War, the opposition MP called for state efforts to ensure a
dignified life for its citizens.

`The state has to take a special care of the families of deceased
freedom fighters, the [heroes] who acquired disabilities after the
war, and the veterans. The situation cannot be considered favorable in
that respect, to say the least,’ he told reporters in Yerevan’s
Liberty Park.

Demirchyan, who is also the leader of the People’s Party of Armenia,
said a key problem in the country is to ensure welfare for the
population.

`The [efforts] to suspend the migration – which has assumed dangerous
scales – should be the first thing to do,’ he said.
