DA Investigating O’Farrell Campaign for Voter Fraud

LOS ANGELES-The Los Angeles Times reported Thursday that the District
Attorney is investigating charges that the Mitch O’Farrell campaign
for the LA CIty Council District 13 is engaging in systemic and
widespread voter fraud.

O’Farrell’s opponent John Choi’s campaign has turned over to the
District Attorney and the City Clerk the names of nearly 200 voters
who say their ballots were either mishandled by O’Farrell campaign
workers or outright voted on their behalf by these workers.

Excerpts from the Los Angeles Times report:

`Interviews with several voters listed in the Choi complaint suggest
improper activity occurred, although it was unclear who was
responsible.

Eighty-two-year-old Raffik Hambardzumyan told The Times that an
Armenian-speaking woman came to his house and helped him and his wife
fill out their vote-by-mail ballots about a week ago. Hambardzumyan,
who doesn’t speak English, said the woman told them they were voting
for Kbushyan.

He was surprised when a reporter told him Kbushyan wasn’t on the
ballot. `Why, what happened that he can’t get elected?’ he said. He
said he didn’t know which campaign the worker represented.

Hambardzumyan and other voters said they have been getting multiple
calls daily about the election. `Daily, 4-5 times they call, different
people saying different things,’ he said.

Galust Khachatryan, 65, said he was recently visited by the same young
man and woman who stopped by his home on behalf of Kbushyan in the
primary campaign. Khachatryan said they didn’t help him vote but did
take his ballot.’

`This is the most blatent and widespread case of voter fraud I’ve seen
in twenty years of political campaigns,’ said Mike Shimpock, Choi’s
campaign consultant. `They are literally stealing this election. This
needs to be stopped.’

Georgian President Mikheil Saakashvili’s pro-Azerbaijani statements
are aimed at strengthening his positions in domestic politics,
Georgian studies expert Alik Eroyants and Azeri studies expert Sargis
Asatryan told a news conference on Saturday.

Saakashvili tries to please Baku and Ankara in order to gain their
sympathy for his further moves, according to the experts.

`Despite the fact that Saakashvili has no chance to be reelected, he
is not planning to quit politics. His aim is to enjoy the sympathy of
Turkey and Azerbaijan, and at the same time to stay in power. Thus he
tries to oppose himself to the ruling party Georgian Dream,’ said
Eroyants.

At the same time, the Georgian studies expert said, Ivanishvili’s
government tries to balance the Armenian-Georgian and
Georgian-Azerbaijani relations, which is advantageous to Armenia.

Damascus can only respond with statements to Israeli attacks on Syrian
military facilities, Arabic studies expert Sargis Grigoryan told
reporters on Saturday.

According to him, Syrian government forces lack technical resources to
take adequate actions and respond to Israeli attacks, that’s why there
will be nothing more than official statements.

Referring to the condition of Syrian Armenians, Sargis Grigoryan said
that despite the fact that the fights are coming closer to
Armenian-populated regions, they maintain a neutral position.

`The Syrian Armenians say they are not going to intervene in the
military operations,’ the Arabic studies expert said, adding that
currently there are 35-40,000 Armenians in Syria.

At the same time, he noted that the intervention of Azerbaijanis in
Syrian military operations poses danger to Syrian Armenians.

Bako Sahakyan met Saturday, May 11, with the Prelate of the Western
Prelacy of the Armenian Apostolic Church, Archbishop Moushegh
Mardirossian, heads of Tehran and New Jugha Dioceses of the Armenian
Apostolic Church Archbishop Sepuh Sarkisian and Bishop Babken Charian,
as well as a group of philanthropists from the Diaspora.

State-church ties, socioeconomic situation in Artsakh and regional
trends were in the focus of the meeting.

President Sahakyan underlined the vital role of the Armenian Apostolic
Church in preserving Armenian national identity in the Diaspora,
noting that the church has had a great contribution in strengthening
and the expansion ties with the Motherland.

Both sides emphasized the need of continuous deepening the
state-church interrelations, considering it among the most important
bases of the Motherland-Diaspora unshakable unity.

Primate of the Artsakh Diocese of the Armenian Apostolic Church
Archbishop Pargev Martirosyan also attended the meeting, reported the
Central Information Department at the Artsakh President’s Office.

If the Armenian leadership does not take any action to negotiate the
Nagorno-Karabakh conflict resolution, one cannot believe that a
meeting of parliamentarians of the two countries will have a positive
result, Azerbaijani Deputy Parliamentary Speaker Bahar Muradova told
media today.
She said that Azerbaijan received no specific proposals in connection
with the meeting between the Azerbaijani and Armenian
parliamentarians, adding that the time will show whether the meeting
will be held.
“While organizing the meetings it is necessary to bring the parties’
positions together and use even the smallest opportunity,” Muradova
said.
The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.
Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. are
currently holding the peace negotiations.
Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

Backers of L.A. City Council candidate Mitch O’Farrell are accused of
illegally filling out ballots. The O’Farrell campaign counters that
workers for rival John Choi improperly filled out ballots.

Prosecutors are investigating allegations of voter fraud in Little
Armenia, part of a Los Angeles City Council district where two
candidates are waging a bitter battle for an open seat.

According to a spokeswoman for L.A. County Dist. Atty. Jackie Lacey,
prosecutors are trying to determine whether backers of one candidate
illegally filled out mail-in ballots for dozens of voters in the
Armenian enclave in East Hollywood. The May 21 election will decide
who succeeds Eric Garcetti, who is running for mayor.

In a complaint sent to Lacey’s office, an attorney for candidate John
Choi accused backers of Choi’s opponent, Mitch O’Farrell, of
“widespread voter fraud and illegal electioneering activities.”

The complaint alleges that O’Farrell campaign workers filled out
voters’ ballots for their candidate while telling them they were
voting for Sam Kbushyan, a candidate of Armenian descent who ran and
lost during the primary election.

Kbushyan and many of his former campaign volunteers are now working on
behalf of O’Farrell.

The O’Farrell campaign rebuts the allegations, saying it was Choi
workers who filled out and took ballots from voters. “These are Choi
people who are doing this,” O’Farrell spokeswoman Renee Nahum said.

Nahum said the campaign plans to file its own complaint with the
district attorney that will include testimony from voters who said
they gave their ballots to Choi campaign workers who claimed that they
were representing Kbushyan.

The vote-fraud allegations are the latest in a string of accusations
to emerge from Little Armenia in recent weeks. In April, a sidewalk
altercation between vote canvassers from the two campaigns resulted in
a police investigation.

because Kbushyan and his supporters registered nearly 3,000 new voters
there in the March 5 primary.

Kbushyan surprised many in the political establishment when he came in
third, placing higher than several other contenders with more money
and City Hall support.

Galust Khachatryan, 65, said he was recently visited by two campaign
workers who didn’t help him vote but did take his ballot. He said they
were the same workers who appeared at his home during the primary
campaign on behalf of Kbushyan, but said he didn’t know which campaign
they were supporting now.

Star Prasamyan, who directs about two dozen O’Farrell vote canvassers
in Little Armenia, said her workers hand out fliers, tell voters about
Kbushyan’s endorsement of O’Farrell, and then leave.

She accused Choi supporters of lying about Kbushyan’s endorsement.

One woman whose name was provided to The Times by the O’Farrell
campaign corroborated that claim. In an interview, Nune Begnazaryan
said Choi supporters have come to her home on three separate occasions
over the last week.

The first and last visits were from non-Armenians who simply handed
her fliers with a picture of Choi and his ballot number, “99.”

The second visit was from two Armenian women who told her to vote for
Choi by punching “99” on the ballot because Kbushyan had endorsed him,
she said. She could not recall the names of the visitors.

Choi spokesman Mike Shimpock rebutted those claims, saying his
candidate does not want to be associated with Kbushyan. He accused the
O’Farrell campaign of “trying to cloud the water” with counterattacks.

norvégiennes du gouvernement de Norvège (1,75 millions de dollars)
pour créer un système moderne de référence géodésique. Un accord en ce
sens a été signé par Yervand Zakharian, le directeur de l’agence
arménienne et Helge Onsrud, directeur du Cadastre norvégien.

Le but de ce programme est de mettre en place un réseau de stations
GPS de référence en Arménie, de faire de la photographie aérienne

Pour conclure, j’en reviens à ma question du départ : que peut-on
souhaiter à cette publication ? Eh bien qu’elle change de titre pour
devenir « Bonnes nouvelles d’Arménie », cela voudrait dire clairement
que tout va bien ou mieux là bas.
