BOOK ABOUT THE ARMENIAN COMMUNITY OF INDIA TO BE RELEASED SOON

Bhaswati X Bhattacharya, a fellow in residence at the Centre for
Modern Indian Studies at Gottingen, is working to publishing a book
on her research into the Armenian community of India, which will be
released soon.

The book is about Armenians in India from 1700 to 1947. “I begin
with the trade network in the pre-colonial period to see what is
changing in the colonial times, how the identity formation takes
place during the late colonial period, and the effects of all this
on the current situation of the community,” she said in an interview
with dnaindia.com.

As a PhD student of Indian maritime commerce, she found Armenians
being mentioned in all European sources. Her inquiry took her to their
church in Barabazar, the Armenian College and a few leading members
of the community in Calcutta. It was while talking to them that she
decided to pursue this study as a post-doctoral research.

“Writing about Armenian commerce in the pre-colonial period, Armenian
scholars tend to show the importance of New Julfa in Persia in
this network. New Julfa was important as it was the main centre
of Armenians in the East since the evacuation of rich merchants
and others of Julfa in Armenia in early seventeenth century by the
Persian Emperor Shah Abbas. But my research demonstrates why from the
late 17th century Indian settlements became important for Armenians,
and how from the early 18th century Armenians in these settlements
became more and more financially independent of New Julfa (commercial
contact notwithstanding). My research emphasises how, beginning from
scratch sometimes, these merchants built up their networks, based
at places like Madras, Calcutta etc. The identity formation in the
colonial period is an eye-opener,” Bhaswati X Bhattacharya said.

Speaking about the perspectives of the Armenian community in India,
she said: “The community needs to open up and broaden their horizons a
bit, and not focus on a single entity or region else they will remain
just a footnote. However, I see change coming from other corners that
have raised hopes and are good, healthy signs. Armenian and Indian
citizens marrying without having to ask for the community’s approval.

Armenia always looked to the West but new business relations between
Armenia and India have begun in the wake of economic liberalisation.

These have opened up new opportunities and people are not looking up
to the old authorities.

Armenia’s regional archrival Azerbaijan is holding presidential
elections next fall, with the country’s ruling Aliyev clan doing
everything to retain power. This time around the Aliyevs’ technology
can become a real ‘know-how’ in world politics.

The ruling Yeni Azerbaijan party has already nominated incumbent
President Ilham Aliyev to run for what would be his third successive
term in office. But a few days ago reports also appeared that the
Democratic Azerbaijan World party had nominated First Lady Mehriban
Aliyeva to run for president.

Aliyev’s wife is quite popular among the population. It has been
discussed for years that Aliyeva may run for president in 2013 instead
of her husband who still is allowed to seek a third consecutive term
in office under the country’s changed constitution. But, apparently,
an elaborate scheme has been devised and eventually it will lead to
one of the Aliyev spouses becoming next president, while the opposition
candidate will again fall short of the required percentage of votes.

By the way, well-known playwright Rustam Ibragimbekov may become the
single opposition candidate in Azerbaijan. He has long lived mainly
in Russia, but also enjoys popularity among Azerbaijan’s population.

Ibragimbekov was recently elected chairman of the National Council
of Democratic Forces of Azerbaijan, and leaders of the country’s
opposition declared about their support for his candidacy.

The Council of Azerbaijani Communities of Russia, which was set up
in Moscow last year, also voiced its support for Ibragimbekov. This
organization includes a number of top Russian businessmen of Azeri
origin. Many of them have strained relations with President Aliyev,
who does not let anyone come close to Azerbaijan’s economy.

If, indeed, the ‘Aliyev spouses v. Ibragibmekov’ technology is applied,
voters in Azerbaijan may face a difficult choice. On the one hand,
many people realize that the Aliyev clan has usurped the national
assets and does not tolerate any rivalry even if it comes from their
own people. So, the masses with protest mood are certain to want to
vote for a single candidate from the opposition. But on the other
hand, the prospect of having the first female president represented
by a beautiful and clever woman is sure to attract many Azerbaijanis
as well.

Azerbaijan’s elections will be under the scrutiny of Western
democracies. Even now critical statements are being voiced against
Aliyev. Last week he visited Brussels where he said that Azerbaijan
wants to be closer to Europe. At the same time, in the Eastern
Partnership program Azerbaijan is no longer considered as a candidate
for the signing of an Association Agreement with the European Union
any time soon. Besides, a lot will depend on the response of Aliyev to
the long-standing Western proposal for laying a new pipeline to Europe.

It is also noteworthy that since the very first days of current street
protests in Turkey there has been talk that very soon the protests
will spread to Turkey’s ethnic cousin and regional ally, Azerbaijan.

ARMENIA AND ARTSAKH TO COMPETE IN CARACAS SAMBO WORLD CUP

Armenia will be represented at the Sambo World Cup Stage A, A.
Astakhov Memorial, to be held in Caracas from June 27 to July 2.

Three sambo practitioners from Artsakh will also participate in
the competition.

The Armenian national team delegation will be led by Coach Ernest
Mirzoyan.

Sambo is a Russian martial art and combat sport. The word “SAMBO” is
an acronym for SAMooborona Bez Oruzhiya, which literally translates as
“self-defense without weapons”.

Sambo is relatively modern since its development began in the early
1920s by the Soviet Red Army to improve their hand-to-hand combat
abilities.

Le Premier ministre Tigran Sarkissian n’est pas alle jusqu’a exclure
l’adhesion de l’Armenie d’un nouveau bloc dirigee par la Russie des
anciennes republiques sovietiques au cours du week-end, ce qui soulève
plus de questions sur son integration a l’Union europeenne.

Dans une interview exclusive avec le service armenien de RFE / RL
(Azatutyun.am), Tigran Sarkissian a nie toute contradiction entre
l’engagement d’Erevan dans le ” processus d’integration eurasien ”
et le desir de signer un accord d’association de grande envergure
avec l’UE.

Des fonctionnaires de l’UE ont mis en evidence que l’adhesion a l’Union
douanière de la Russie, de la Bielorussie et du Kazakhstan n’est pas
” compatible ” avec un tel accord. Le gouvernement armenien a resiste,
au moins jusqu’a une date recente, a la pression russe afin d’adherer
a l’Union , avec le Premier ministre Sarkissian affirmant a plusieurs
reprises son opposition a cette inscription.

Tigran Sarkissian a rappele cette politique en question lors
d’entretiens avec son homologue russe Dmitri Medvedev le mois dernier.

Il a dit qu’Erevan et l’organe executif de l’Union ont decide
d’elaborer rapidement un nouveau memorandum sur ” l’integration ”
de l’Armenie dans ce que Moscou espère former l’epine dorsale d’une
future Union eurasienne des ex-Etats sovietiques. L’ambassadeur
russe en Armenie, Ivan Volynkin, a ensuite declare que l’appartenance
armenienne a l’Union douanière est l’une des options discutees par
les deux parties.

Cela a produit une reaction de l’UE. Un porte-parole du commissaire
europeen a l’elargissement Stefan Fule a declare le 5 Juin qu’Erevan
” doit s’assurer que toutes les ententes avec d’autres partenaires
commerciaux sont totalement compatibles ” avec les principaux termes
de l’accord d’association.

Interroge par RFE / RL Tigran Sarkissian a declare : ” Nous ne
voulons pas oppose les programmes mis en ~uvre par l’UE avec les
processus d’integration eurasienne, et nous avons toujours poursuivi
cette politique. Nous sommes heureux que nos partenaires russes ont
une position similaire. Eux aussi disent que ces programmes sont
complementaires plutôt que contradictoires “.

” Nous sommes engages dans un dialogue avec les deux parties et
avancons etape par etape ” a ajoute le premier ministre. ” Si des
questions epineuses se posent, nous commencerons des pourparlers pour
corriger ces problèmes epineux. C’est notre strategie. Nous essayons
d’assurer une compatibilite “.

Le gouvernement armenien a commence a montrer une plus grande ambiguïte
sur la question suite a une hausse de 50 pour cent du prix du gaz
naturel russe a l’Armenie, qui a ete officiellement annonce le mois
dernier. Le gouvernement est depuis en negociations avec la partie
russe sur une aide financière qui lui permettrait de subventionner
le prix de 30 pour cent.

Selon Tigran Sarkissian, bien que les negociations soient toujours
en cours les Russes sont prets, en principe, de fournir une telle
assistance. Il n’a cependant pas precise quelle forme la ” subvention
” recherche par Erevan pourrait prendre.

” Nous avons une reaction positive de nos partenaires russes ” a-t-il
dit. ” Des discussions sont actuellement en cours sur les mecanismes
parce que c’est une question qui doit aussi etre discutee au sein de
la Federation de Russie “.

Liverpool have been dealt a blow in their pursuit of Henrikh Mkhitaryan
after the midfielder revealed that he plans to “fulfil” his contract
with Shakhtar Donetsk.

The Armenian international, who scored 25 times last season to top
the Ukrainian goalscoring charts, has been linked with a £22m to
Anfield after reports emerged that he was Brendan Rodgers’s prime
summer target.

However, Mkhitaryan is contracted to Donetsk until the end of the
2015 season and has insisted that he will honour that commitment to
his current club.

A statement on his facebook page read: “I am happy to see that people
show keen interest in my career but I would like to ask all not only
to refrain from making comments but also to prevent the spread of
unverified and false information.

“I am not meddling with these affairs. If have a contract with a club,
I just fulfil it.”

Liverpool have already recruited Celta Vigo attacker Iago Aspas and
Manchester City defender Kolo Toure this summer.

Russia’s arms sales to Azerbaijan: A political balancing act?

A few days ago and to the surprise of many observers, Russia made a
large arms delivery to Azerbaijan, estimated to worth between $700
million and $1 billion. The news came as surprise in the context of
tensions in Moscow-Baku relations, particularly over recent months.
During the run up to the presidential election in Azerbaijan,
scheduled for October 2013, there have been rumors that Russia wants
to influence the outcome by supporting a pro-Russian candidate, though
it is doubtful whether such a plan exists.

The other factor that made the arms delivery a `surprise’ was the
timing: It arrived just a few days before the statement from the
Russian, US and French presidents on the Nagorno-Karabakh conflict
settlement during the G8 summit. Another factor in play is the
deterioration of Moscow-Yerevan relations due to Russia’s decision to
increase the price of gas supplied to Armenia. In addition, there were
rumors in April that Russia had cut off arms sales to Azerbaijan.

The media in both Azerbaijan and Armenia have speculated broadly about
the meaning of the arms sale; however, there are a number of
implausible arguments being offered:

`Russia is selling off old military equipment.’ This type of argument
has been used before when Azerbaijan bought equipment from Israel or
Russia. But this recent delivery contains new technologies: nearly 100
T-90C tanks, Smerch and TOS-1A multiple rocket launchers and Msta-A
and Vena artillery cannons.

`Russia is providing military support to Azerbaijan.’ This is another
misconception; traditionally, Russia likes to negotiate a balance
between Azerbaijan and Armenia, but the main difference is that
ultimately Azerbaijan buys military equipment from Moscow at market
value, and Armenia gets a discount or pays nothing. Superficially, it
looks like Armenia is benefitting, though in reality, it is simply
becoming more dependent on Russia. Moscow often ensures that such
sales (or donations) happen close together — the Russian
understanding of `balance.’ In this regard, Dmitri Trenin, director of
the Carnegie Moscow Center, tweeted on June 18 that Russia is to
Armenia and Azerbaijan what the US is to Israel and the Arabs: selling
weapons to both in the hope that there is no war.

`Armenia will rethink its membership in the Collective Security Treaty
Organization (CSTO).’ When Russia sells military equipment to
Azerbaijan, it is always perceived by Armenia as a threat to its
alliance with Moscow, and the media speculates about a possible shift
in bilateral relations. This situation is no different; Naira
Hayrumyan, writing for the Armenian online media outlet Lragir, asks,
`What is the meaning of being a member of this organization [CSTO] if
it assumes the responsibility to defend Armenia’s interests in case of
aggression against Karabakh but sells weapons to Armenia’s enemy?’ In
reality, however, this line of questioning will soon be abandoned and
discussions turn once more to strategic relations with Russia and will
probably generate a new agreement or commitment by Moscow to Armenia,
which in turn increases Yerevan’s reliance on Russia.

The next question is what Russia is gaining from selling arms to Azerbaijan.

First and foremost, Russia wants to make Baku dependent on
Russian-made technology, thereby reducing the likelihood that Baku
will look elsewhere for its military technology in the future.

Second, Moscow opposes Azerbaijan’s plan to build and invest in its
defense industry. In the past month, it has become clear that
Azerbaijan in partnership with Georgia and Turkey is planning for
integrated defense industry cooperation in the future. Moscow is
angered by this `trilateral’ cooperation, demonstrated by the March 28
meeting between the Azerbaijani, Georgian and Turkish foreign
ministers where they approved a cooperative plan for 2013-2015. On the
very same day, President Vladimir Putin ordered unscheduled military
exercises involving thousands of troops and dozens of ships in the
Black Sea region in order to test their battle readiness. It is hard
to see that this was a mere coincidence; it seems clear evidence of
Moscow’s dissatisfaction with the deepening and expanding trilateral
cooperation.

Thirdly, among experts and politicians in Baku, there is a great deal
of criticism for the current Russian leadership due to their perceived
lack of interest in continuing mediation on the solution of the
Nagorno-Karabakh conflict. Former president and current Prime Minister
Dmitri Medvedev was the anchor for the trilateral meetings between
Azerbaijan and Armenia, under which format the latest — or last —
meeting was held in Sochi in January 2012. To avoid criticism in this
area, Russia has appeased Baku by other means — supplying arms. The
latest statement of the US, Russian and French presidents is
interesting. While the language of the statement is harsh, it lacks
any hint on the possibility of including new details or ideas for the
settlement process. That kind of statement — i.e. more open to other
possibilities — was last seen before the 2011 Kazan meeting, at which
point the conflict parties were close to a settlement. Arguably, this
latest development cannot be considered a goodwill gesture by Moscow.
There are still significant doubts in Azerbaijan about Putin’s desire
to strengthen the bilateral relationship. Under Putin’s third
presidency, the formula of the Kremlin is different. During the
Medvedev presidency, Medvedev made proposals for Russia’s foreign
policy on Azerbaijan and Armenia, Minister of Foreign Affairs Sergey
Viktorovich Lavrov made changes to the proposals, and Putin made the
final decision. Now, no one is making proposals.

Arguably, such a high-value arms sale to Azerbaijan on the eve of its
military parade, suggests that Moscow sought to get a reaction from
Armenia. Due to the gas crisis, Yerevan is frustrated with Moscow, and
by flaunting its military and economic muscle Russia is demonstrating
its ultimate power.

Ultimately, the overall situation suggests that when Azerbaijan or
Armenia show dissatisfaction with Moscow, Russia reinvests in the
relationship through arms sales — a good deal for Moscow, without a
doubt.

La production de l’industrie alimentaire en Arménie pourrait augmenter
de 19% d’ici à l’an 2015, par rapport à 2012 selon une enquête sur les
denrées alimentaires par société de conseil Ameria.

Selon les projections, la production de boissons alcoolisées et de
cigarettes augmentera de 46% et de 27% respectivement, d’ici 2015, par
rapport à 2012.

L’enquête fournit une description de la situation actuelle, des
politiques macroéconomiques de production de l’industrie alimentaire
et du commerce extérieur, et les comparent à d’autres pays. L’étude
décrit également les principaux acteurs sur le marché, les ventes
nationales et les obstacles existants et les risques.

Selon l’enquête, la répartition de la production des denrées
alimentaires, y compris de l’alcool et du tabac, par région est de 49%
Erevan, Ararat 13%, 13% Kotayk, Shirak 8%, 4% Lori, Aragatsotn et
Armavir 3% chacun Gegharkunik, Siunik et Vayots Dzor 2% chacun et
Tavush 1%.

En 2012, la part de la production alimentaire dans le secteur de la
transformation a été de 36% et celle de l’alcool et du tabac de 14% et
4% respectivement.

L’étude a montré que la Géorgie ne représente que 7,5% des
exportations globales.

Dans le même temps, la Russie représente la plus grande part des
exportations arméniennes d’alcools, y compris le brandy et le vin.
