On 17 July President of the Nagorno Karabakh Republic Bako Sahakyan
received the official delegation of the Australian State of New
South Wales.

A wide range of issues related to the development of relations between
New South Wales and Artsakh was discussed during the meeting.

President Sahakyan expressed gratitude to the authorities and people
of the New South Wales state for supporting Artsakh and de-facto
recognizing the independence of the country, adding that it was a
significant political and moral step on the path of international
recognition of Artsakh and establishment of bilateral relations.

The sides mentioned the existence of all the necessary conditions
for cooperation and resoluteness to work in this direction, Central
Information Department of the Office of the NKR President reported.

Yerevan-Batumi-Yerevan Train Transports 5,100 People From June 15 To

YEREVAN-BATUMI-YEREVAN TRAIN TRANSPORTS 5,100 PEOPLE FROM JUNE 15 TO JULY 11

YEREVAN, July 16. / ARKA /. The South Caucasus Railways, a Russian
company operating Armenia’s railroads, said today it has transported
5,100 Armenian holiday-makers to Batumi, a Georgian resort city
on the Black Sea, since June 15, by 4.1 percent more form the year
ago. The first train took 114 Armenian vacationers to the Black sea,
the company said.

The company said also it sold 12,400 tickets for Armenia train that
runs between Yerevan and Batumi, from June 1 to July 11, by 28 percent
more form the year ago.

The South Caucasus Railways is run by Russian Railways. The
concessional agreement was concluded in 2008 for 30 years, with a
right of extension for another 20 years after the first 20 years of

In an insightful article for The Atlantic magazine entitled, “How
Azerbaijan Is Like ‘The Godfather,'” journalist Michael Weiss takes
an extensive and in-depth look at the corruption and tyranny behind
Azerbaijan’s ruling family, the Aliyevs.

One family controls nearly every major part of the Caucasian nation,
Michael Weiss explains.

“When he was a mere 11 years old, Heydar Aliyev, the son of
Azerbaijan’s President Ilham Aliyev, purchased $44 million in luxury
mansions on Palm Jumeirah, the elite artificial archipelago built by
Dubai and known for housing both holidaying British soccer players
and thieving Russian tax officials. $44 million is, in the words of
the Washington Post’s Andrew Higgins, who broke the story in 2010,
‘roughly 10,000 years worth of salary for the average citizen of
Azerbaijan,'” Weiss says in his piece.

“But young Heydar wasn’t the only member of his family engaged in
Gulf property speculation. His two older sisters, Leyla and Arzu, were
also listed as owners in Dubai’s Land Department registry. Together,
the three Aliyev children invested in $75 million in Dubai real estate,
which certainly is impressive considering that their father’s official
annual income as a public servant is just $228,000,” adds Weiss.

New Times political party President Aram Karapetyan says that
Russian-Armenian relations have soured of late even though he sees
no overt anti-Armenian policies emanating from Moscow.

Karapetyan says the reason is that Moscow is implementing an
incomprehensible set of policies in the Caucasus and that, on the
other hand, the authorities in Armenia are still enacting the absurd
foreign strategy of “both Europe and Russia”.

Commenting on the overtly passive response of Armenia’s Ministry of
Foreign Affairs on the matter, Karapetyan said, “It’s hard for me to
comment regarding the stance of an institution that really doesn’t
exist in definition.”

At a press conference today, Karapetyan condemned Russian law
enforcement authorities for their despicable and inhumane act of
dressing up Hrachya Haroutyunyan, a truck driver charged with causing
the deaths of 18 people, in a woman’s housecoat before appearing in
a Russian court the other day.

While Karapetyan doesn’t believe the Haroutyunyan affair will cause a
new clash in relations between Armenia and Russia, he says it does show
that the threat of a new war breaking out in the region is growing.

recognition of its independence. That was a significant political
and moral step on the path of international recognition of the NKR
and establishment of bilateral relations.

Vice-Speaker of the NKR National Assembly Arthur Tovmasyan, NKR
permanent representative in Australia Varouzhan Iskandaryan, Australia
Armenian Cause Office members and other officials participated in
the meeting.

15 juillet 2013 – Dans une declaration a la presse faite hier par la
Presidente du Conseil de securite pour le mois de juillet, Rosemary
DiCarlo, des Etats-Unis, les membres du Conseil de securite condamnent
dans les termes les plus vifs l’attaque perpetree par des assaillants
non identifies contre une patrouille de l’Operation hybride Union
africaine-Nations Unies au Darfour (MINUAD) au nord de Nyala, dans
l’Etat du Darfour meridional le 13 juillet, au cours de laquelle 7
membres tanzaniens des troupes de maintien de la paix ont ete tues
et 17 autres blesses, ainsi que des membres du personnel de police,
dont 2 grièvement.

Les membres du Conseil ont presente leurs sincères condoleances aux
familles des membres du personnel de maintien de la paix qui ont ete
tues au cours de cette attaque, ainsi qu’au Gouvernement tanzanien et
a la MINUAD. Ils ont appele le Gouvernement soudanais a diligenter
rapidement une enquete sur l’incident et a traduire les auteurs
en justice.

Les membres du Conseil se sont declares profondement preoccupes par la
gravite de cette attaque, l’une des plus meurtrières perpetrees contre
la MINUAD depuis son deploiement. Ils ont souligne que toute attaque
ou menace d’attaque contre la mission etait inacceptable et exige que
de tels incidents ne se reproduisent plus. Ils ont reaffirme leur
plein appui a la MINUAD et demande a toutes les parties au Darfour
de cooperer pleinement avec la Mission.

As part of his visit to Armenia on July 15 2013 Acting Head of the
OSCE, Minister for Foreign Affairs of Ukraine Leonid Kozhara held
talks with Foreign Minister of Armenia Edward Nalbandian.

The sides discussed the state and prospects of cooperation between
the Republic of Armenia and the OSCE, particularly in the context of
settlement of the Nagorno-Karabakh conflict.

The sides exchanged views on ways to enhance OSCE efforts towards
resolving protracted conflicts and the full range of potential of
the OSCE Minsk Group in this context.

In discussing bilateral component of Ukrainian-Armenian relations
attention of the parties was focused on the issues of further
development of the political, economic, cultural and humanitarian
cooperation.

They stressed the importance of continued collaboration to strengthen
the legal basis of bilateral relations and effective cooperation
between the two countries within international organizations.

Switzerland will allocate over USD30mln to Armenia.Regional Director
of the Swiss Agency for Development and Cooperation Rudolph Schoch
stated this in Yerevan today presenting the strategy of the agency
for 2013-2016. According to him, Azerbaijan will be allocated the same
amount as Armenia, and Georgia will be granted USD34mln.”Under the new
strategy, Switzerland actually doubles the budget of assistance for
the region”, said Rudolph Schoch.Switzerland’s funding for coming 4
years will be meant for three fields. The first is economic development
and employment which will be provided the most funds.

Market development and professional training will be paid special
attention to.The second field is management and public services and
the main funds will be allocated to the local self-government bodies.

The third sphere is defense and security and conflict
settlement.”Through the assistance, mediation and political dialogue,
Switzerland strives to contribute to establishing peace and confidence

The developments in the Middle East are getting chaotic, Director
of the Oriental Studies Institute, expert of Turkish studies Ruben
Safrastyan told a press conference today. According to him, this is
caused by the “Arab spring,” the interference of the West and some
regional countries, he said, adding that the situation is really
worrisome in this regard.

Touching upon the continuous riots in Turkey, Ruben Safrastyan noted
that despite the economic growth, the years of Erdogan’s government
are characterized by authoritarianism, which thousands are protesting
against at Gezi Park.

As a result, a new political force might emerge before the local
elections in Turkey next spring, Safrastyan said. He did not rule
out, however, that Erdogan might undertake adventurism and launch
short-term military actions in Syria to reinforce his positions.

Director of the Oriental Studies Institute welcomes the legal solutions
of consequences of the Armenian Genocide. At the same time, he doubts
whether the Armenian party is ready to transfer the issue to the
legal field.

Hrachya Harutiunyan will be prosecuted by Gayaneh Grigoryants

The state prosecutor assigned to Hrachya Harutiunyan’s case is Gayaneh
Grigoryants. One would hardly doubt whether it was intentional or
unintentional. Russia has a long experience of conducting imperialistic
policy with the help of people with Armenian surnames.

Gayaneh Grigoryants is hardly the only prosecutor in Russia. However,
she has been assigned to deal with this case which has already acquired
an interstate importance. The prosecutor with an Armenian surname read
the motion to remand Hrachyan Harutiunyan in custody for two months
although the charges brought against him do not entail custody as a
pre-trial measure.

It is not accidental that Sergey Kurginyants had the “honor” to state
that Armenia does not deserve sovereignty. Actors with Armenian
surnames wittily and diligently promote Eurasian and other ideas,
stating that Russia is the only guarantor of Armenia’s security.

However, assigning a woman with the surname Grigoryants as prosecutor
goes beyond every limit. It is the worthy continuation of the “female
dressing gown” policy that Russia has apparently decided to conduct
against Armenia.

Prosecutor Grigoryans must refuse this important case.
