Senan Porteron, a blogger for the Turkey-based Radikal newspaper,
who spend his childhood in Baku, Azerbaijan, tells about attitude to
Armenians both in Baku and in Turkey.

Below are excerpts from his article.

“I was eleven. There was a very old building in our neighborhood in
those days. That was a historical building, and no one lived there.

One day, my father and I went to see the building. There were
inscriptions in Armenian on the rear of the building. My father told
me the building was left by Armenians.

“A few months later that building was destroyed, and a new 16-story
building was constructed on the site. I was upset when I saw it
destroyed. That must have been the only thing to remind you of
Armenians. The day it was pulled down my father told me about their
Armenian neighbors. They were very kind and hospitable people. They
were on the same wave.

“Years passed. You can feel only hatred for Armenians in Baku,
mainly among young people. Ramil Safarov is a glaring example. He
got a life term for murdering a sleeping Armenian officer. However,
justice did not triumph because the victim was Armenian. On August 31,
2012, Safarov was extradited to Azerbaijan and pardoned by President
Ilham Aliyev.

“In Turkey the situation is not much different that in Azerbaijan.

Everyone is speaking of ‘Armenians’ in an insulting manner. As years
pass, the number of Armenians is decreasing, their culture is being
destroyed. Armenians are pressed and called ‘strangers’. Armenians
have not seen justice, equality or freedom. Unfortunately, they do
not see it now either.

“Almost 100 years have passed since the 1915 Armenian Genocide,
but the society has not changed. Some people are still seeking to
wipe out Armenian culture. An action has been launched to save the
remaining 20 Armenian houses in Mus.

“The destruction of Armenians’ property is a continuation of the
genocide. Property of Armenians and Greeks is being plundered both
in Mus and in other cities.”

According to the book entitled ‘Les Armeniens dans l’Empire ottoman
a la veille du genocide’ by Raymond Haroutioun Kevorkian and Paul B.

Paboudjian, in 1915 Mus had 299 churches, 94 monasteries, 53 places
of sacred places, 135 Armenian schools and a cemetery. The Armenian
population in 355 villages totaled 75,000.

United Aircraft Corporation To Cooperate With Armenian Academy Of Sc

UNITED AIRCRAFT CORPORATION TO COOPERATE WITH ARMENIAN ACADEMY OF SCIENCES

YEREVAN, July 19. / ARKA /. Armenia’s National Academy of Sciences
signed a memorandum today with Russian United Aircraft Corporation
on research, technical and innovation cooperation with the focus on
joint development of composite materials.

The document says the unique experience gained as a result of
cooperation of Russian and Armenian scientists will accelerate the
introduction of new methods of modeling physical processes and their
adaptation in accordance with international experience.

“The direction that we have identified as a priority is one of the most
important areas,” said Mikhail Poghosyan, United Aircraft Corporation
president after the signing ceremony.

Head of Russian AeroComposite, Anatoly Gaytansky, said Armenian
scientists will help in the development of composite materials for
the new Russian medium liner MS-21 and the Sukhoi Superjet.

President of the National Academy of Sciences Radik Martirosyan
said this work began a year ago on the initiative of Mr. Poghosyan,
a foreign member of the National Academy of Sciences, who proposed
cooperation in the field of aviation and related scientific and
technical tasks which can be used both in military and civilian
purposes.

Poghosyan arrived in Armenia together with top managers of
Russian AeroComposite, Machine-Building Institute and the

YEREVAN, JULY 19, ARMENPRESS: The Artsakh Republic President Bako
Sahakyan received the Defense Minister of the Republic of Armenia
Seyran Ohanyan on July 19. A number of issues related to army building
and cooperation between the two Armenian states in this sphere were
discussed during the meeting, attended by the Artsakh Republic Defense
Minister Movses Hakobyan. As Armenpress was reported by the Central
Information Department of the Artsakh President’s Staff, the meeting
subsequently continued in an enlarged format with the participation
of the Armenia’s Defense Ministry’s delegation. Special attention
was paid to army’s provision and ware maintenance as well as communal
construction.

In his speech the President considered important the need to give a
new quality to the works in this direction and elaborate long-term
programs, pointing out that such an approach would give a renewed
impetus to the country’s economic development and effective utilization
of its potential.

The Prime Minister of Artsakh Ara Harutyunyan, the Vice Prime Minister
Arthur Aghabekyan and other officials attended the meeting.

Deputy Administrator Of Proshian Village Resigns

DEPUTY ADMINISTRATOR OF PROSHIAN VILLAGE RESIGNS

Deputy administrator of Proshian village Vova Sahakian has handed
in his resignation. He told the correspondent of Aysor.am that he
will not be able to cooperate with the newly elected administrator
Arthur Muradian.

‘We are different persons, and we have different biographies. I won’t
be able to work with him,” V. Sahakian noted, adding that he has no
intention to leave the village and he will continue to work there.

Let us remind you that member of the Republican Party of Armenia Arthur
Muradian won the July 15 elections of Proshian village administrator.

Urban renewal further complicates return of properties to minorities

Minorities have already experienced many bureaucratic and procedural
difficulties in their struggles to reclaim their properties that were
confiscated by the state in the early years of the Turkish Republic.

Minority communities seeking to reclaim their confiscated properties
are concerned over a recent urban renewal project, a nationwide
government scheme to reinforce buildings against earthquakes, stating
that the new project will make the process of returning the properties
of minorities more complicated.

As the government is intensifying efforts to complete a giant urban
renewal project across the country as soon as possible, minorities,
who have already experienced many bureaucratic and procedural
difficulties in their struggles to reclaim their properties that were
confiscated by the state in the early years of the Turkish Republic,
fear that urban renewal will further complicate the process.

Real Estate Law Association President Ali Güvenç Kiraz, who spoke to
Today’s Zaman, warned that thousands of title deed certificates will
be reorganized during the urban renewal process, adding that access to
registries of deeds will be much more difficult as plots of land will
be divided and their ownerships given to other parties.

In 2011 the Justice and Development Party (AK Party) adopted an
amendment to make it possible to return property belonging to
religious minorities that had been seized by the state decades
earlier.

The amendment, adopted on Aug. 27, 2011, added a temporary Article 11
to Turkey’s Law on Foundations No. 5737, stipulating the return of
property seized from minorities. The foundations were given a year to
file applications.

Despite this amendment, minorities still have difficulties reclaiming
their properties as the amendment only encompasses the properties of
minority foundations and not those of individuals.

Furthermore, the amendment places the onus of proving ownerships on
the foundations but the foundations have been experiencing problems as
their properties were defined using vague expressions such as `the
house next to Kirkor’s house’ in Ottoman-era records.

Garo Paylan, an activist working for an Armenian civil society
organization, told Today’s Zaman that the state is demolishing
minorities’ properties and houses under the public renewal project,
pointing to the demolition of Kale neighborhood in MuÅ? province as an
example.

Paylan said historic Armenian houses in Kale in MuÅ? are being
demolished and replaced with modern houses built by the Housing
Development Administration of Turkey (TOKİ) as part of the urban
renewal project.

The Armenian Kale neighborhood was declared an urban renewal site in a
Cabinet decision on Oct. 21, 2012. TOKİ and the MuÅ? Municipality
signed a protocol for urban transformation projects in the
neighborhood on July 2 under which TOKİ will build apartments on 11
hectares of land in the neighborhood.

Speaking to Today’s Zaman, Turkish-Armenian journalist Hayko BaÄ?dat
harshly criticized the urban renewal projects in MuÅ?.

`For instance Akdamar Church [on the island of Akdamar on Lake Van]
belongs to us [Armenians] but we have to apply for special permission
from the state to hold a religious ceremony in the church. This is
nonsensical. Adopting a regulation to resolve such problems is not
very difficult. It can be done very easily but nothing will happen
until the state’s mentality changes,’ he added.

The confiscation of properties of minority foundations dates back to
the early days of the Turkish Republic.

The 1936 Law on Foundations, known as the 1936 Declaration, ordered
all foundations to submit a property declaration listing immovable and
other properties owned by each and every foundation. Following the
death of the nation’s founder Mustafa Kemal Atatürk, those property
declarations were forgotten.

When the Cyprus problem escalated in the 1970s, the General
Directorate of Foundations asked non-Muslim foundations to resubmit
their regulations. Yet those foundations did not have such regulations
because of a practice during the Ottoman Empire where such foundations
could only be established by individual decrees of the sultan of the
day.

After receiving a negative response from these foundations, the
General Directorate of Foundations made a ruling that the declarations
of 1936 would be considered their regulation. Unless these
declarations did not carry a special provision entitling the
foundation to acquire immovable property, the General Directorate
expropriated all immovable property acquired after 1936. These
expropriation acts were in violation of both the Lausanne agreement
and property rights.

Locals Celebrate Sixth Annual Armenia Fest

Bloomfield Township residents are among those from around Metro
Detroit celebrating their heritage Saturday night.

>From 5 p.m. to 10 p.m. Saturday the Royal Oak Farmers Market will take
on a new personality as Metro Detroit’s Armenian community celebrates
Armenia Fest.

Started six years ago by a handful of determined and prideful
community members with Armenian heritage known as the metro Detroit
Armenia Fest Committee in collaboration with the, the festival is an
annual authentic celebration of culture, customs, and food.

“We bring the Armenian community together to one area, and people from
many generations celebrate their Armenian heritage,” said committee
member Jack Alexanian, of Bloomfield Township.

Alexanian, who moved to the township 22 years ago, is the son on
Armenian refugees that fled to Lebanon following the Armenian Genocide
in 1915. He is too humble to admit, but has one of the more critically
important roles in the festivities as a sound technician, said fellow
committee member and friend Corinne Khederian.

The highlight of the celebration is generally the performances by the
Arax Hamazkayin Dance Troupe, which is comprised of local Armenian
youth trained in authentic Armenian folk dance, said Khederian, a
Bloomfield Township trustee. The Armenia Fest All-Star Band, under the
direction of Vaughn Masropian, will also perform traditional and
contemporary Armenian music throughout the evening.

Internationally famous violinist Harry Hovakimian, who plays with Zap
Torro, is also scheduled to perform.

Other attractions include a middle eastern-style Bazaar that showcases
Armenian crafts, artwork, souvenirs, music, cookbooks, and jewelry.

And don’t forget the eats!Authentic Armenian food including kebabs,
stuffed grape leaves, pastries, and breads will be available for
purchase.

YEREVAN, JULY 20, ARMENPRESS: The Turkey’s Mus Municipality, touching
upon the constant talks on the demolition of the Armenian
houses, made an announcement, once again rejecting that the houses
belong to the Armenians. As reported by Armenpress, this
was published by the Turkish Haberler.com. The media published a
video, where the ruined houses are shown in Kale District of Mus.
In the framework of the urban renewal project the Housing Development
Administration of Turkey (TOKI) intends to build 864
residential houses and 107 offices in the place of the Armenian houses
in the Kale District of Mus. The TOKI has agreed with the
85% of the local population to carry out the reconstruction works on
the territory of about 60,000 square meters.

Many of the local population, living in the Kale District of Mus
Province, refuse to take the money suggested by the Housing
Development Administration of Turkey and leave their houses. The TOKI
representatives announced that in any case they will demolish the
houses and if the population does not leave voluntarily, their goods
as well will remain under ruins.

A resident of the Kale District stated that they do not want to leave
their houses, which have a history of 148 years. He said that he
applied
to many corresponding bodies not to demolish his house. `I told them
that my house is a historical value and I do not want it to be
demolished. My house costs millions but they offer me a several-rooms
apartment in its place’. The resident told that the employees of the
Municipality sounded threats in his address if he does not leave the house.

An electronic signature collection has been organized against the
demolition of the historical Armenian houses in the Mus Province, the
initiators of which appealed to join them and prohibit the devastation
of the last Armenian historical tracks in Mus. `Armenians, Greeks and
Assyrians are being subjected to genocide. The process, launched by

economic genocide. To kill a culture means to kill the mankind. It is

Once considered the `glory of our nation’ by King Trdat III, the
Armenian goddess Anahit has recently been revived through the
continuing struggle to `bring her back home’ to Armenia. Historians
and scribes have identified her with her Greek counterparts, Aphrodite
or Artemis. She was the vivifier of the Armenian nation, as well as
the symbol of chastity, motherhood, and wisdom. According to
tradition, St. Gregory the Illuminator was sent to a pit on the Ararat
plain by King Trdat III for refusing to place a wreath before her
golden statue. As the nation was Christianized, many of the
pre-Christian deities and festivals became a thing of the past, and
the church became a vital part of the national identity.

`Bronze head of a goddess, probably Aphrodite.’ To the museum, she is
another head in a sea of statues and busts of ancient deities from all
around the globe. To Armenians, she is Anahit, a symbol of a nation
and its long-lost traditions. The bust is featured on Armenian
banknotes, stamps, and coins. A television opinion poll claims that
she is better known than the country’s state emblem. If asked, many
Armenians most likely assume that the head, and a companion hand, are
in Armenia.

Last year, Gevorg Martirosyan, a student at the University of
California, Irvine launched a petition asking the British Museum to
return the fragments of Anahit’s statue to Armenia. In his petition,
he wrote that according to the British Museum’s website, the fragments
(head and hand) of Anahit’s bronze statue were accidently discovered
in 1872 by a farmer digging the land in Satagh or Satala in
southeastern Turkey. The head made its way via Constantinople and
Italy to the dealer Alessandro Castellani, who eventually sold it to
the British Museum. The hand was given to the museum years later.

Martirosyan’s petition has garnered more than 2,000 signatures and the
support of members of the diaspora and citizens of Armenia. On March
7, 2012, a mass of young people gathered in front of the British
Embassy in Yerevan and held posters of the goddess chanting, `Anahit,
come home!’ The protesters also presented Ambassador Katherine Leach
with a petition of 20,000 signatures and a letter of gratitude to the
United Kingdom for keeping an eye on the goddess; yet, the letter also
asserted that `historical justice requires [that the statue’s head and
hand] be repatriated and find refuge in the country of their origin.’

The British Museum has agreed to a temporary exhibition of Anahit in
Armenia, as stated by the British Embassy. When this was first
announced, Armenian Education Minister Armen Ashotyan called the
exhibition a `first step’ in what he predicted would be `years of
consistent work and efforts [that] will result in the permanent return
of this highly important relic of ours.’ A year later, however, no
details of the exhibition have been released. Many experts in Armenia,
such as Zhores Khachatryan, the head of the ancient archeology
department at the Archeology and Ethnography Institute of the Academy
of Sciences, have cautioned that the Armenian origin of the statue has
yet to be proven. The figurine was unearthed near the location of a
Roman camp that was populated during the same era as the creation of
the statue.

It is important to note that the British Museum, which attracts around
six million visitors per year, is highly accessible to tourists and
visitors who want to see the goddess. And, more importantly, entry to
the museum is still free. The statue’s display in the British Museum
puts it in a European artistic milieu and perspective, along with
several other works of art from that region and era in human history.
This allows parallels to be drawn with the art of other cultures.
Hence, the British Museum brings the goddess’s head and hand far more
potential attention and care than any museum in Yerevan could.

On the other hand, supporters of the campaign, and particularly
Martirosyan, state that presenting the remnants of Anahit in their
original historical and cultural environment would permit their fuller
understanding and interpretation. Still, the Republic of Armenia does
not possess any legal claim on the relic, as it was not discovered in
Armenia nor was it illegally exported from our lands. Proving the
bust’s Armenian origin once and for all is what matters for many at
the moment; then, the campaign to return the goddess can resume.
Conversely, it is no secret that museums are acquisitive and meeting
all restitution claims would render the majority of them void of the
artifacts they proudly display. Thus, it is improbable that the
British Museum will return the goddess to Armenia. After all, the
Greeks have had their share of feuds with the same museum over the
return of the Elgin Marbles, which were removed from the Acropolis in
Athens by the British in 18th-century Ottoman Greece, back to Athens.

Senator Robert Menendez, Chairman of the Foreign Relations Committee,
opened his hearing on the confirmation of Samantha Power to serve as
U.N. Ambassador by telling her that he is “incredibly appreciative
of the principled position you’ve taken on the Armenian Genocide,”
reported the Armenian National Committee of America (ANCA).

At the start of the highly anticipated and widely broadcast hearing,
Chairman Menendez noted that, “You have been an unrelenting, principled
voice when it comes to human rights and crimes against humanity –
and I know that voice will be heard around the world – should you
be confirmed,” adding: “Personally, I am incredibly appreciative of
the principled position you’ve taken on the Armenian Genocide. In
2007, you wrote in Time Magazine – ‘a stable, fruitful, 21st century
relationship’ [with Turkey] cannot be built on a lie,’ and I completely

The New Jersey Democrat also stressed that, “Your belief that we should
use the lessons of what clearly was an atrocity of historic proportions
to prevent future crimes against humanity is a view consistent with my
own and which is supported by your role on the President’s Atrocities
Prevention Board. I agree that we must acknowledge and study the past,
understand how and why atrocities happen, to put-into-practice and
giving meaning to the phrase, “never again.”
