NUMBER OF ALTERNATIVE MILITARY SERVICEMEN TO BE LIMITED IN ARMENIA

YEREVAN, AUGUST 28, ARMENPRESS: The number of alternative military
servicemen in each military unit of Armenian Defense ministry can not
exceed the 3 percent of total number of mandatory military servicemen
of the unit.

“Armenpress” reports that corresponding bill is included in Armenian
government’s August 29 session.

“Taking into consideration that according to demands of law alternative
military servicemen can not implement combat duty, carry, keep and
use weapon non making a limited number for such servicemen can create
problems in process of securing implementation of tasks put toward
military units,” is mentioned in the justification of the bill.

The decision will come into force on the tenth day following the
official declaration.

How Much Universities Pay To Republican Youth Wing

HOW MUCH UNIVERSITIES PAY TO REPUBLICAN YOUTH WING

The Armenian Youth Foundation which is actually coordinated by the
Republican Party’s youth wing, receives, according to Nyut.am, tens
of billions annually from 16 state and 4 international universities,
2% of their budget. Ruben Markosyan, vice-rector of Yerevan State
University, confirmed this. “Yes, every year 2% of the university’s
budget which is 100 million drams is transferred to the Armenian
Youth Foundation,” he said.

Note that the Armenian Youth Foundation is coordinated by Republican
MP Karen Avagyan of the notorious case of balloons. By the way, the
press has reported that Karen Avagyan has recently bought a lot of
real estate.

YEREVAN, AUGUST 28, ARMENPRESS: Azerbaijan dreams of hearing about
imperfections and omissions of Armenian army from Armenian soldier
Hakob Injighulyan who accidentally crossed Armenian-Azerbaijani
border and currently is in Baku. Such opinion expressed Defense
minister of the Republic of Armenia Seyran Ohanyan during briefing
with journalists in Aghveran. “Azerbaijani side tries to implement
all this which is contrary to all international norms. We have never
shown such attitude towards Azerbaijani soldiers,” mentioned Seyran
Ohanyan, reports “Armenpress”.

He assured that the wish of Armenian side is to return Injighulyan to
motherland in support of international organizations. The minister
also mentioned that “regardless of Azerbaijani approach we respect
Hakob as a serviceman: he was lost”. “After returning to motherland
there will not be any persecution against Hakob, just the opposite –
we will show psychological support and he will continue his service
in Armenian armed forces,” said the minister.

Armenian Defense ministry cooperates with Yerevan Office of
International Committee of the Red Cross in order the latter
establishes links with Azerbaijani office to secure the contact between
Hakob Injighulyan and his relatives. But the minister informed with
regret that it had not been managed yet.

Serviceman of NKR Defense Army Hakob Injighulyan at about 03:00 at
night of August 7-8 during his service did not manage to orient in
the territory and crossed the Karabakh-Azerbaijan border and appeared
on the territory protected by the rival’s troops. ICRC delegation
met Armenian soldier only on August 20. Armenian soldier exchanged
information with his family with the help of committee.

Jansem To Be Buried In Paris On September 3

JANSEM TO BE BURIED IN PARIS ON SEPTEMBER 3

YEREVAN, AUGUST 28, ARMENPRESS: The funereal of world famous
French-Armenian painter Jansem (Hovhannes Semerdjian) will take
place on September 3 at 14:30 in Armenian Saint Hovhannes Church in
Paris. “Armenpress” was informed about it from press secretary of
Armenian foreign affairs ministry Tigran Balayan.

The world famous 94-year-old French-Armenian painter Jansem (Hovhannes
Semerdjian) passed away on August 27 in one of Paris suburbs.

Hovhannes Semerdjian was born in 1920 in Selez near Brusa in the
family of silk spinner. His family migrated to Greece from fear of
the executions in 1922. In 1931 after his husband’s death the mother
of Jansem left for France to cure his son’s broken leg and settled
in Paris in the suburb, called Issy-les-Moulineaux.

His picture “The violinist” began to be displayed in the saloon of
“Independent artists”. In the first period of his creative life
Hovhannes painted pictures that touched merely upon national themes
such as “Armenian woman”, “Armenian wedding”, “Funeral” and the like. A
part of those works is exhibited in the Armenian art museum of Paris.

Hovhannes Semerdjian was elected the president of the young artists’
saloon in 1956. He won the Comparison prize in Mexico in 1958. Jansem
had individual exhibitions in Paris, New York, Chicago, London, Tokyo,
Rome, Brussels, Lausanne, Beirut and elsewhere. His works were also
exhibited in Moscow with French art exhibition. Many canvases by
Jansem were placed in the museums of Europe, USA and in individual
collections.

MY DREAM FULFILLED: ARTAK BEGLARYAN

YEREVAN, AUGUST 28, ARMENPRESS: “Purposeful, loyal, honest, sensitive,
humorous”. These are the words characterizing by his friends the
young and promising political expert, the Assistant to the Prime
Minister of Artsakh Artak Beglaryan. Artak has recently fulfilled his
dream-objective and reached the top of the Biblical Ararat Mountain,
thus overcoming the challenge thrown by him.

Armenpress had an interview with the Assistant to the Prime Minister
of Artsakh and learnt about the climbing to the Ararat Mountain,
the visit of Beglaryan to the Western Armenia, his working activities
and further plans.

– How did you decide to implement that difficult and at the same time
pleasant idea?

– For years I had been thinking that someday I will visit the Western
Armenia and climb the Biblical Ararat Mountain. Last year I read an
announcement about a tour to Ararat and decided that it was high time
to get there and fulfill my dream at last.

– You were in the Western Armenia and set a foot on our ancestral
lands. Would it be ours one day?

– I visited several cities of our historical motherland and got
quite contradictory feelings – from pride to pain and from happiness
to anger.

It is interesting that we did not feel like foreigners but as the
owners of those lands. I am certain that some day it will be ours,
but only in case if we strive for it together and get the right to
return it.

– Concerning your work… You have been the Assistant to the Prime
Minister of Artsakh for a year. Is not it difficult to be the assistant
to the third figure of the Republic?

– Any work, my work as well, has its characteristic difficulties,
especially if you strive for higher results. One should match the
working and personal qualities to the particular demands of the work
to get a good result.

– What plans do you have for the future?

– Regarding the education, I am going to apply for postgraduate
studies to begin my scientific way. Concerning the work, let us wait
and see. As for my dreams, now it is difficult to say anything, as
I have always thought that my dreams are on the level of objectives,
which need to be fulfilled and not dreamt of.

Azerbaijani armed forces continue shelling Armenian villages.

According to the Defense Ministry, Azerbaijani side violated the truce
several times on Tuesday. The positions near Chinari and Bardzruni
villages were shelled. Besides, adversary fired at Berkaber village.

Four Armenian solders died and 14 were wounded since the beginning
of 2013 due to violation of ceasefire regime by the Azerbaijani side.

Le Parlement des Nouvelles Galles du Sud a recemment vote une
resolution condamnant le genocide perpetre par le gouvernement
ottoman contre les communautes assyriennes, les grecque pontique et
specialement armenienne pendant la Grande Guerre. La Consule-Generale
a Sydney, le ministre des affaires etrangères a Ankara et jusqu’au
conseil municipal de Canakkale (Gallipoli) ont immediatement repondu.

Ils nient qu’un genocide ait meme eu lieu et ont averti les
parlementaires de l’etat qu’ils ne seraient pas bienvenus en Turquie
lorsque les deux nations commemoreront le centenaire de la campagne de
Gallipoli en 2015. Les Australiens non informes des details pourraient
etre surpris de la vehemence de la reponse turque. La Turquie et
l’Australie ne sont elles pas des amies ? Les Turcs n’accueillent-ils
pas genereusement les visiteurs australiens et neo-zelandais a
Gallipoli tout au long de l’annee et specialement au mois d’avril ?

Qu’avons-nous fait pour les offenser ? La reponse est que les
parlementaires ont eu la temerite de reconnaître la verite sur l’un
des plus grands crimes contre l’humanite du vingtième siècle.

(Laissons pour l’instant de côte la question de la competence d’un
parlement dans ce domaine. Si les parlementaires avaient resolu
que le genocide n’avait pas eu lieu, ce n’en serait pas moins un
fait historique. Mais Turcs et Armeniens attendent avec anxiete des
parlements qu’ils approuvent leur version sur ce qui s’est passe,
et les Armeniens ont l’avantage).

Les Australiens ont ete intrigues par la version turque de l’episode
de Gallipoli. Pour la nation turque, la campagne (dans laquelle ils
ont repousse victorieusement une invasion britannique (et Anzac,
Autralian and New Zealand Army Corps) et francaise du sol turc),
constitue une epopee salvatrice. Que Mustafa Kemal Ataturk, le père de
la nation turque moderne, ait commande quelques uns de ses defenseurs
fait de Gallipoli une partie du mythe fondateur national turc. En
cela, les deux nations ont quelque chose en commun. Le problème est
que le jour avant l’invasion de 1915, l’Empire ottoman, suspicieux
envers la minorite armenienne, entreprit l’elimination systematique
de la population armenienne de l’empire. Les specialistes impartiaux
conviennent qu’un million et demi des deux millions d’Armeniens de
l’empire ont ete tues directement ou sont morts de faim et de maladie
dans les quelques annees qui ont suivi. Des missionnaires et des
diplomates neutres, et meme des allies allemands de la Turquie, ont
ete temoins et ont fait la relation des massacres et des deportations,
tout comme l’ont fait des prisonniers de guerre anzac. Le monde a
ete indigne a l’epoque, et la communaute survivante armenienne, dont
font partie une importante diaspora au Moyen Orient, en Europe, en
Amerique du Nord et en Australie, ne l’ont jamais oublie. La Turquie
de son côte nie qu’un genocide ait eu lieu, contestant sa definition
en droit international ou soutenant que les villageois ont pu mourir
de causes accidentelles au cours de leur deportation. La resolution des
Nouvelles Galles du Sud rompt avec le succès stupefiant de l’offensive
de charme turque, pendant des annees en Australie, permettant avec
l’Australie l’entretien de rapports positifs sur l’epreuve partagee
de Gallipoli. La resolution des Nouvelles Galles du Sud, votee a
l’instigation de l’energique Conseil National Armenien d’Australie et
parrainee par le parlementaire Chretien democrate Fred Nile (mais aussi
par le Premier ministre Barry O’Farrell), a mis fin a l’acceptation
en Australie de l’attitude turque, insistant sur l’histoire partagee
a Gallipoli pour evacuer toute reference au genocide. Vous pouvez
objecter que le Genocide armenien, est eloigne de la participation
australienne a la Grande guerre. En fait, les troupes australiennes
(les prisonniers de guerre tout comme les combattants) ont assiste
au genocide et a ses effets, et les civils australiens ont contribue
largement, en donnant leur argent et leur temps, aux secours organises
a partir de 1915 et pendant des annees par la suite. En effet, les
troupes australiennes au Moyen Orient combattaient pour mettre fin a un
regime capable d’atrocites d’etat, tout comme les forces australiennes
de la Deuxième guerre mondiale combattaient le regime responsable
de l’Holocauste. Le Genocide armenien fait partie de l’histoire de
la Grande guerre, une chose a propos de laquelle les Australeins ne
devraient pas etre aveugles, et surtout pas aveugles par la negation
turque. La controverse force l’Australie a prendre parti. Je suis
un historien impartial, dont la conviction sur les faits repose sur
des preuves historiques. Cela fait de moi immediatement un suspect
aux yeux des Turcs. Je suppose que je serai inscrit moi aussi sur la
liste noire. Mais ayant examine les preuves, je coecris un livre sur
l’Australie et le Genocide armenien.

Comme president du collectif Honest History (L’Histoire Honnete)
recemment forme pour promouvoir l’honnetete dans nos relations avec
notre passe, je ne peux me rendre complice de la falsification de
l’histoire. Australie et Turquie sont amies. Mais les amis se doivent
la verite l’un a l’autre. Ils ne se comportent pas comme des enfants –
” si tu le dis, tu ne seras plus mon ami ! ” la reponse extraordinaire
de la Turquie aux parlementaires des Nouvelles Galles du Sud forcera
l’Australie a se prononcer amie de la Turquie ou amie de la verite. Je
sais pour ma part ce que j’ai choisi.

A discussion of the conflicts in the South Caucasus will be held in
Baku on September 4-6 during a high level meeting organised by the
Nizami Ganjavi International Centre and Madrid Club with the support
of the State Committee for Work with Diaspora, according to a message
from the State Committee for Work with Diaspora, published on Tuesday.

According to the message, the former President of Latvia Vaira Vike
Freiberga, former President of Finland Tarja Halonen and former
President of Sri Lanka Chandrika K.Bandaranaike will speak during
the discussions.

The former presidents of Latvia and Finland repeatedly stressed the
importance of a quick solution to the Nagorno-Karabakh conflict and
also criticised the activity of the OSCE Minsk Group.

These discussions organised with the support of the State Committee
for Work with Diaspora are initiatives being implemented for the
first time during the entire period of the conflict.

Reddit’s Alexis Ohanian Shoots Down Rumors He Consulted For Intellig

REDDIT’S ALEXIS OHANIAN SHOOTS DOWN RUMORS HE CONSULTED FOR INTELLIGENCE FIRM

Controversy erupted today on Reddit[1] after an email exchange[2]
between the company’s co-founder, Alexis Ohanian and the intelligence
contractor Stratfor[3] emerged on WikiLeaks[4].

A 2011 Anonymous hack[5] of Stratfor, a contractor for the Department
of Homeland Security and the Defense Intelligence Agency, ended with
millions of the company’s internal emails released by WikiLeaks as the
“Global Intelligence Files.”

Redditors searching through that data dump discovered an email exchange
between Ohanian and Stratfor employees, dating from January 2011. It
was apparently initiated by Ohanian, who used the subject line:
‘reddit cofounder consulting for Stratfor to bring in the social
media dollars.’

‘I have never worked for Stratfor,’ he told the Daily Dot, though
the subject line of his email implies he did make an effort to do so.

In a 2011 email to Stratfor’s vice president of communications, he
wrote, ‘It was so fortuitous to meet you and your husband!…I can
let you know when I’ll be free to come by the office.’

Dozens of Reddit threads popped up Monday accusing Ohanian of being
in bed with a company that’s extremely unpopular with Redditors. The
rumors grew so loud that Ohanian eventually issued a public denial. He
tweeted screenshots of messages he’d exchanged with Stratfor, including
one revealing his proposal, a relatively benign-sounding offer[6]
to audit Stratfor’s social media presence for $25,000.

Ohanian also tweeted screen shots of his final exchange[7] with the
intelligence company. The vice president of communications thanked
him for his proposal and told them they’d be in touch. There is no
evidence of any further correspondence.

Apparently, the conversation began after Ohanian met the vice president
at Stratfor’s Austin, Texas, office during South by Southwest. ‘I have
never worked for Stratfor…they asked me for a quote to consult, so I
gave it to them, but it went nowhere. We hadn’t talked since.’ Ohanian
told the Daily Dot.

According to Ohanian, the closest he has ever come to working for an
intelligence contractor is being on a paid speaking panel in 2007.

The timing of the leak is unfortunate for Ohanian. The idea of
collaborations between Internet companies and the U.S. government
has been hotly debated since former U.S. National Security Agency[8]
contractor Edward Snowden[9] disclosed the agency’s massive Internet
surveillance operations this summer.

With one particular program, codenamed PRISM[10], the NSA obtains user
information from Google, Facebook, Microsoft and other Silicon Valley
tech companies. The program, along with others, collects users emails,
messages, chats, photos and video.

In the days before PRISM was disclosed, it is doubtful that the world
would have made much of a collaboration between a Reddit cofounder
and an intelligence contractor. Indeed, Ohanian was likely unaware
of any major link between these intelligence firms and large-scale
government surveillance.

‘I’d been a big fan because no one else reported on Caucasus as well
and I was living in Armenia at the time,’ Ohanian told the Daily Dot.

There is no indication Ohanian would have even considered a making
his proposal in light of Snowden’s leaks, and Reddit’s General
Manager, Erik Martin, has revealed that Reddit was never asked to
participate[11] in the PRISM program.

“When the WikiLeaks revelation happened years later, I did not renew
my subscription [to Stratfor],” Ohanian added.

Entre 1915 y 1923, a traves de marchas forzadas, asesinatos, hambre y
sed, el Imperio Otomano persiguio a la poblacion armenia. Se estiman
entre un millon y medio y dos millones de muertos.

El Holocausto que asedio mayormente a la poblacion judía durante los
años de nazismo es uno de los mas grandes crímenes de la Humanidad,
por su brutalidad y por su número inmenso de víctimas. Sin embargo,
no se trato del único del siglo XX: unos años antes, entre 1915 y 1923,
se produjo el genocidio armenio, considerado por muchos historiadores
como el “primer genocidio sistematico moderno”, aunque al día de hoy
el gobierno turco no lo reconozca como tal.

Esta matanza, cuyo número total de víctimas esta estimado entre un
millon y medio y dos millones de civiles armenios, comenzo el 24
de abril de 1915 cuando el gobierno del entonces Imperio Otomano,
en mano de los Jovenes Turcos, decidio apresar a 35 intelectuales
armenios entre los que había escritores, medicos, sacerdotes y poetas,
entre otros líderes de esa comunidad en lo que hoy es Estambul.

Algunos días despues a ese 24 de abril, día en que hoy es mundialmente
recordado el genocidio armenio, los detenidos ya eran 600 y muchos de
ellos fueron asesinados. A principios de junio, el gobierno otomano
ordeno deportar a toda la poblacion armenia sin permitirles cargar con
medios que les ayudaran a sobrevivir. No fueron el único grupo etnico
perseguido, como ocurriría luego durante el nazismo: los asirios y los
serbios, entre otros, tambien fueron asediados, aunque eran minoría.

La “coartada” de los Jovenes Turcos al mando del Imperio Otomano era
que los armenios estaban encabezando algunos movimientos rebeldes de
corte nacionalista: con ese argumento, los obligaron a participar de
marchas forzadas que duraban cientos de kilometros, en las cuales
los gendarmes, ademas, les robaban y los violaban, e imperaba el
hambre y la sed que muchas veces conducían a la muerte. Según los
historiadores que reconocen el genocidio, se calcula la existencia
de unos 26 campos de concentracion, algunos únicamente fosas comunes,
otros lugares en los que las epidemias y la inanicion terminaban con
la vida de las víctimas. Esos campos se ubicaban especialmente cerca
de las fronteras con Siria e Irak.

Esta grave matanza, a pesar de su masividad, es aún discutida en
el mundo: solo 22 Estados la reconocen como un genocidio, entre los
cuales se cuenta la Argentina. Sin embargo, el 15 de diciembre de 1915,
el New York Times titulaba “Un millon de armenios asesinados o en el
exilio”, lo que da cuenta de la brutalidad desplegada por el Imperio
Otomano. La actual República de Turquía no ha negado la masacre de
civiles, pero aún así, no admite que se haya tratado de un genocidio:
para este Estado no hubo un plan de exterminio masivo y sistematico,
sino que se trato de “luchas inter-etnicas”. Las diferentes lecturas
sobre este mismo hecho, entre otros conflictos, implicaron el cierre
de la frontera entre Turquía y Armenia en 1994, aún vigente.

Un ejemplo de la negacion por parte del estado turco del genocidio
armenio son las duras críticas que el escritor Orhan Pamuk, nacido en
Estambul en 1952 y ganador del Premio Nobel de Literatura en 2006,
ha recibido en su país al referirse a la masiva matanza. No fue el
único: tambien el escritor Kurt Vonnegut menciono el tema en su novela
“Barbazul”, de 1988, cuyo protagonista es un sobreviviente de ese
genocidio. Y el cantante franco-armenio Charles Aznavour escribio
en 1975 la cancion “Ils sont tombes” (“Ellos cayeron”) inspirado en
las víctimas.

En 1985, el Diario Armenia, una publicacion de la comunidad de esa
nacion en la Argentina, incluyo en su edicion el testimonio de Krikor
Vartian, un sobreviviente de aquellos años nacido en 1903: “Cuando
quede solo en casa, una mañana, llegan soldados turcos a la ciudad,
matando a todo armenio que encontraran en su camino. Sentí los gritos
de la gente y me escondí en un subsuelo a 50 centímetros que tenía
el piso de madera de la habitacion. De pronto sentí cuando entraron
y comenzaron a clavar sus lanzas en los pisos porque sabían que estos
servían de escondite. Me puse contra un rincon y me salve”, reconstruyo
Vartian, y agrego: “Estos episodios similares a una película viven
permanentemente delante de mis ojos cada vez que duermo. Siempre sueño
con estas atrocidades y me despierto creyendo que estoy allí. Recuerdo
que un día antes llovía y al día siguiente comenzaron a morir miles
de personas. Ya no eramos tratados como gente, parecíamos animales…”.

La violencia deshumanizadora estaba a la orden del día, y se cobro
miles de vidas, aunque casi cien años despues todavía se discuta el
nombre de aquella matanza.
