KARABAKH CONFLICT: TURKEY STILL HOPES TO FORCE ITS WAY INTO OSCE MG

Azerbaijan spares no effort to position itself as a leading player
in South Caucasus, using not only petrodollars but a number of
anti-Armenian events to gain its end.

The favorite Azeri mottos ‘Armenia is an aggressor’ and ‘Nagorno
Karabakh is an integral part of Azerbaijan’ are widely known to be
unsubstantiated and meant only for brotherly Turkic people, the only
ones to be supporting Baku at this point.

The ex-foreign minister of Turkey is no exception. In his address at
a Baku-hosted forum South Caucasus in a Changing World, Hikmet Centin
yet again spoke about occupation and refugees.

“A number of conflicts are ongoing in South Caucasus, negatively
affecting regional stability and hampering cooperation between
neighboring countries,” Centin said, urging to resolve the Karabakh
issue.

The ex-official went on to slam the OSCE Minsk Group’s activity noting
that the latter needs new ideas in promoting the conflict settlement.

He further drew an intimidating picture of the Karabakh conflict
“posing threat to international security.”

“Finding solution to the protracted Karabakh issue is much harder
than settling conflicts in Cyprus, Abkhazia, Ossetia,” he said.

One cannot help but wonder: if the Cyprus crisis is so much easier
to solve, why can’t Ankara settle it? Or does the ‘easy solution’
mean another occupation of Cyprus?

And once again, Cetin couldn’t help promoting Turkey’s involvement
in the OSCE MG efforts.

It’s unlikely that the diplomat is unaware that Turkey’s involvement in
the OSCE MG activity is impossible, the former being biased towards
one of the conflicting parties. This, nevertheless doesn’t stop
Ankara from persisting that the conflict would be solved in no time,
were Turkey to become a co-chair.

Somehow, Ankara keeps forgetting that every conflict that Turkey
seeks to become involved in goes from bad to worse, with Syria as
one of the examples.

It would be much better for Turkish diplomats to try and solve their
own issues, including Cyprus and Kurds. The Karabakh conflict, solved
back in 1994 will be better off without Turkey’s involvement.

There is some tension in government-media relations in any country.

The authorities do not like the press, and it is natural, it can not
be otherwise. The government’s favorite print or electronic means,
in essence, are not a press, but simply bulletins of formal decisions,
news and views, which, of course, have their place in public life. The
rest is a press, which, I am repeating, regardless of its orientation
and level, is irritating the authorities. Simply, the officials in
democratic society are able to manage their own nerves, realizing
that the media is, however, necessary. During totalitarian regime,
the press was banned, only official bulletins were authorized. Interim
events are taken in the countries of interim phase. It is, of course,
possible to close and ban all newspapers without hesitation. But,
in this case there is too much headache, the democratic ambassadors
begin to complain, express concern, send reports, etc. Naturally,
nothing is changed, but those formal movements of great democratic
teachers cause some discomfort.

Therefore, more elaborate form is designed, to administratively hand
in the press media to someone else, who, by the way, quickly fails the
task assigned thereto from above. This method was first applied to “A1”
independent TV studio, where the author of these lines participated in
the creation of its image. The administrative manipulation studio was
separated from the staff creating the “A1” name. The next was “Lragir”
newspaper. This paper was acquired popularity thanks to the efforts
of Haykazn Ghahriyan and his friends. Again, the fragile nerves of an
official did not stand, and the newspaper was transferred to others,
and completely different people started to work under the name of
“Lragir”. (to the point, if they had the talent and resources to
publish the daily, why didn’t they call their new paper by another
name). Fortunately, “true” creative staff of “Lragir” was able to
continue the work by publishing “Lragir day” newspaper. Now the “Azg”,
which, of course, became one of the most prestigious newspapers in
Armenia thanks to hard work of Hakob Avetikyan, Hamlet Gasparyan, Hakob
Asatryan and other talented journalists. Does the Central Committee
of the Liberal Democratic Party want to have a newspaper? Very well.

Let it have 10 of it, if it is authorized by the law. But, why with
the name “Azg” that does not belong to any political party, but
above all the property of the reader. And, it is still a question
whether Mr. Avetikyan will succeed to publish “Azg Day” or “Azg X”
newspaper. To be honest, in this story I am not interested at all
in Liberal Democratic Party, neither in ADLA. Let all the parties
forgive me, their passions and conflicts are seen very small from
the side. The destiny of “Azg” newspaper is important, a newspaper,
which during its five and a half years contributed to the formation of
the political culture with its high professionalism, and mostly sober
and balanced posture trying to transfer civilized character to our
social life. …And I rush to tell our nervous government officials:
“Azg” and all the other papers do not constitute the slightest threat
to any political power and an official, and do not impede. But support

Sixty years ago, on the 3 September 1953, the Convention for the
Protection of Human Rights and Fundamental Freedoms, better known as
the “European Convention on Human Rights”, entered into force. This
treaty is undoubtedly the cornerstone of the human rights protection
in Europe. Over sixty years, persons within the jurisdiction of the
member States of the Council of Europe have benefited from this unique
legal instrument. Several landmark judgments of the European Court of
Human Rights, guardian of the Convention, have helped to significantly
strengthen the rule of law and democracy across the European continent.

As Pierre-Henri Teitgen, one of the founding fathers of the European
Convention, pointed out more than sixty years ago, democracies do not
go bad in one day; nor can rule of law be put in place overnight. The
promotion of human rights is an ongoing process and it is our common
responsibility to ensure that the European Convention remains the
effective constitutional instrument of European public order that it
has become over the years.

That is why the Armenian Chairmanship of the Committee of Ministers of
the Council of Europe highly values the recent adoption of Protocols
No. 15 and 16 to the Convention, which reinforce the ability of the
Court to deal with incoming cases and strengthen application of the
Convention at national level. No less than 22 member States have
signed Protocol No. 15 since its opening for signature at the end of
June. The opening for signature of Protocol No. 16 on 2 October will
be another important step.

The Committee of Ministers of the Council of Europe will continue to
do its utmost to ensure that the rights enshrined in the Convention
are respected and protected across Europe.

will back Heritage candidate Samvel Hayrapetyan at electoral district
#38 in Syunik province, Hraparak says.

Hraparak’s correspondent tried to find out whether Prosperous Armenia
Party will support any candidate. PAP spokesman Tigran Urikhanyan
said: “We have not discussed the issue. After we discuss it, I will
be pleased to inform you about it.”

The self-government of ethnic Armenians in Hungary has asked Justice
Minister Tibor Navracsics in a public letter whether Hungary had
turned to any international forum since the repatriation of Azeri
officer Ramil Safarov a year ago, politics.hu reports.

Safarov, who was sentenced to life imprisonment for killing an Armenian
in Budapest in 2004, was transferred back to his home country on
August 31, 2012 under an extradition agreement. Although Azerbaijan
formally pledged that the life sentence handed down to him in Hungary
would be directly continued when he was returned to his homeland,
the Azerbaijani president granted him clemency.

Armenian President Serzh Sargsyan announced the same day that Armenia
suspended diplomatic relations with Hungary.

Two days later State Secretary of Foreign Affairs Zsolt Nemeth summoned
the Azerbaijani ambassador to his office and condemned the Azerbaijani
step as unacceptable to Hungary in a diplomatic note.

In the public letter, the Armenian self-government noted that Safarov
had committed a premeditated murder for a base reason, calling his
brutal act “a continuation of the Armenian genocide”.

“God’s fifth commandment – ‘You shall not murder’ – became weightless
in Budapest in August 2012 when the government favoured Azerbaijan
because of ‘national interests’,” the letter added.

The self-government asked if Hungary had turned to international
forums with a complaint about Azerbaijan’s action and what measures
the government was going to take to enforce the law.

It is to be feared that, with the diplomatic note, the government
considered the affair settled, the Armenian self-government said.

Joseph Staline, de deux mètres de haut, a ete couverte de peinture au
lendemain de son installation dans une ville de l’est de la Georgie,
ont indique lundi les autorites locales.

Des photos publiees dans des medias de Telavi, une ville a 100 km
a l’est de la capitale Tbilissi, montrent la statue recouverte de
peinture orange. Le maire-adjoint de la ville a confirme lundi a
l’AFP que le monument avait ete macule par des inconnus dans la
nuit, ajoutant que celui-ci avait ete erige sans l’autorisation des
autorites locales.

“Nous etudions la question et prendrons une decision sur le
deboulonnage de la statue”, a declare Aka Satchichvili. Staline, ne
a Gori en Georgie, demeure très populaire dans cette ex-republique
sovietique du Caucase. Le president pro-occidental Mikheïl Saakachvili
avait toutefois entrepris de faire deboulonner les monuments a la
gloire du dictateur, afin de rompre avec le passe sovietique du pays.

Mais cette politique est mise a mal depuis la victoire lors
des dernières legislatives en octobre 2012 de l’opposant Bidzina
Ivanichvili. Le ministère de la Culture a ainsi annonce en juillet
qu’une statue de Staline, deboulonnee il y a trois ans, serait de
nouveau installee a Gori, la ville natale du dictateur sovietique.

” Ce 29 août, la Chambre des Communes de Grande Bretagne a vote le
rejet du projet du Premier ministre David Cameron de se joindre a
l’administration Obama pour proceder a des frappes de missiles contre
la Syrie. Cameron est le partenaire le plus proche du president Obama.

C’est un enorme revers pour les partisans de la guerre. Cela n’a
pas empeche les conseillers d’Obama de declarer au New York Times,
immediatement après le vote de la Chambre des Communes, que le
president preparait une attaque de la Syrie meme si le gouvernement
britannique ne se joindrait pas a l’operation. C’est scandaleux. Le
peuples des Etats Unis et le peuple du Royaume Uni sont resolument
contre une autre guerre d’agression dans le Moyen Orient. Une telle
attaque ne serait rien d’autre qu’un acte d’agression illegal
et inconscient de la part de la plus grande des superpuissances
militaires du monde. Les consequences d’une telle attaque sont
imprevisibles. Outre le surcroît de souffrances qu’une telle attaque
apporterait au peuple syrien, le potentiel d’une extension de la guerre
est très reel. La Russie a mis sa flotte en mouvement dans l’est de
la Mediterranee et l’Iran a declare que si la Syrie etait attaquee
par les Etats Unis, Israël serait frappe egalement. Mais avant que
les missiles ne soient lances et les bombes lâchees, il est possible
d’arreter la guerre avant qu’elle ne commence. Il est extremement
important que tous ceux qui sont contre une nouvelle guerre et qui ont
manifeste aujourd’hui [ 29 août] occupent la rue pendant ce week-end
crucial. Les peuples peuvent changer le cours des choses ! ”

Dans son message, le redacteur d’USA Armenian Life fait un appel
urgent aux dons pour organiser les manifestations sur le territoire
des Etats-Unis. Il reproduit un article signe Shaun Waterman paru
dans le Washington Post le 6 mai 2013 : Carla Del Ponte, membre de la
commission d’enquete de l’ONU en Syrie, ancienne presidente suisse du
Tribunal Penal pour le Yougoslavie, avait dit a la TV suisse qu’il y
avait ‘ des presomptions fortes et concrètes mais point encore des
preuves formelles ‘ que les rebelles avaient fait l’usage du gaz

Frankfurt 1-2 Borussia Dortmund: Magical Mkhitaryan fires Klopp’s side top

The Armenian star struck in each half to cancel out Vaclav Kadlec’s
goal and sees BVB leapfrog Bayern Munich with four wins from four in
the Bundesliga.

Two terrific goals from Henrikh Mkhitaryan handed Borussia Dortmund a
2-1 win over Eintracht Frankfurt on Sunday, moving the club to the top
of the Bundesliga.

The Armenian struck either side of Vaclav Kadlec’s goal to see Jurgen
Klopp’s side leapfrog Bayern Munich with its fourth win in four league
games against a spirited Frankfurt side.

Dortmund made one change from a 1-0 win over Werder Bremen last week,
with Sven Bender replacing Sebastian Kehl in midfield.

For the home side, recent signings Stephan Schrock and Kadlec both
featured in the starting lineup as Armin Veh’s men went in search of
consecutive Bundesliga wins.

Frankfurt started brightly and created an early chance when Japan
international Takashi Inui tested Dortmund goalkeeper Roman
Weidenfeller.

At the other end, Marco Reus set up Jakub Blaszczykowski, but he could
only fire straight at keeper Kevin Trapp.

Dortmund did score an early goal though, as Armenian Mkhitaryan calmly
slid home a through ball.

Blaszczykowski slipped the ball in behind the Frankfurt defense and
Mkhitaryan did the rest, timing his run well before slotting a
left-footed effort past Trapp.

Kadlec had a terrific chance to level proceedings but was denied by
good defending from Marcel Schmelzer, before Weidenfeller kept out the
dangerous Czech forward moments later.

Kadlec was a constant threat though, and opened his Frankfurt account
10 minutes before the break after reacting quickly to a loose ball,
knocking home the rebound from Stefan Aigner’s cross to send the sides
level into the break.

Parity was not to last long, however, as Mkhitaryan fired home his
second of the afternoon within 15 minutes of the restart. The
attacking midfielder cut in from the right before dribbling along the
edge of the penalty area and striking powerfully past Trapp.

Dortmund almost scored a third goal shortly after, but defender Neven
Subotic saw his header hit the post.

The visiting side enjoyed good spells of possession in the latter
stages but could not find another goal to kill the game off.

Dortmund held on for victory though, as Jurgen Klopp’s men – who have
lost just two Bundesliga matches on the road since Sept. 2011 – made
it four wins from as many games this season, leapfrogging champion
Bayern Munich into first place in the table.

The Arab Spring and the Armenian Winter

The political turmoil artificially created in the Arab and Muslim world has
come to be named euphemistically as the Arab Spring, as if promising a
better future for the citizens of that region. Instead, political
instability, economic collapse and bloodbaths have come to be associated
with that spring.

As one observes carefully, that `spring’ visits certain specific countries,
while others are bypassed. And that selection is based on the political
orientation of the target country.

The avowed promise of the `spring’ is to bring democracy, human rights and
freedom to the nations subjected to the breeze of that gentle season. For
example, that `spring’ never visits a country like Saudi Arabia – a most
reactionary country where people’s limbs are chopped off based on
antiquated medieval laws and women not only rank as second-class citizens
but they are bought and sold much like cattle in marriage. In the same
category are Kuwait and the Emirates where the majority of foreign workers
are treated as slaves, while the ruling class enjoys obscene opulence.

These are the darling allies of the US and enjoy the political epithet of
`moderate,’ truth notwithstanding. But the main reason that the breeze of
that `spring’ does not blow in their direction is because they are never
perceived as a threat to our strategic ally, Israel. Thus, the rest of the
Arab and Muslim countries are entitled to benefit from that `spring.’

The Middle East correspondent of London’s Independent, Robert Fiske, has
pointed out the irony of the Arab Spring, where a medieval despotic kingdom
like Saudi Arabia is engaged in an open war to bring democracy to Syria,
the only Muslim-majority country where political Islam has no place, or at
least did not until hired mercenaries were sent to destabilize that strong,
progressive, and yes, authoritarian country. Saddam Hussein of Iraq was the
first victim of that policy concocted elsewhere in the West and exported to
the most stable countries.

This `democratization’ campaign begins with the docile media, ridiculed by
Mr. Fiske as the tentacles of their respective governments, be it the
demonization of the targeted government or a particular ruler until the
saturation point where poison and lies have convinced the public that that
particular demon deserves to be overthrown.

And then the international law becomes a caricature to justify the lawless
actions of the powerful.

All informed and participating agencies had certified that Iraq did not
possess weapons of mass destruction, yet the Bush-Cheney administration had
decided to topple Saddam Hussein and make the first Arab country to serve
as a political and military base for Israel Iraq (namely, in its current
semi-autonomous Kurdish region). After one million casualties in Iraq, and
4,500 deaths in the US army and 50,000-60,000 permanently injured veterans
to burden the US economy, the carnage is still continuing with the same
intensity in Iraq and the US economy still struggles to recover from
$3-trillion war damage. No one is questioning what happened to the
`democracy’ promised in Iraq. Only Saddam Hussein was sent to the gallows
and the perpetrators of the war are still enjoying life in their bunkers
and the Halliburtons of the world are reaping the booties of the war.

Syria is next on the chopping block. No one had raised a voice to bring
change in Syria – contrary to media fabrications. But the change was
introduced in Syria at the butt of guns by mercenaries who have wreaked
havoc. Despite coordinated aggression by Turkey, Qatar, Saudi Arabia and
Jordon, at the behest of the US president, Assad is still in power. The
last chance to destroy that country hinges on the Tomahawk cruise missiles
of the US Navy, amassing at this time in the eastern Mediterranean.

Another country to `benefit’ from the Arab Spring is Egypt, where a
transformation is in the offing as the military tries to tame the violent
Muslim Brotherhood.

All these countries had served as a haven to the survivors of the Armenian
Genocide. Armenian refugees flourished in these countries without
discrimination and built affluent communities.

Saddam Hussein protected the Iraqi-Armenian community. The churches, the
schools, cultural and youth centers thrived through the government’s
generosity. Making such public statements is anathema to the engineers of
war but they are only the truth. Today, those churches, schools and
businesses are the target of the vandals who were supposed to bring
democracy to Iraq.

As of this writing, the remnants of Aleppo’s affluent Armenian community
are under the protection of Assad’s government, who had treated the
Armenians as creative and privileged citizens of Syria. Should that
government fall, Armenians would be the first target of the Jihadists who
have put Aleppo under siege.

Glenn Beck – otherwise the most unsavory of political commentators –
circulated recently a graphic video and stated, `We are supporting
cannibals.’ At this moment those cannibals are at the doorsteps of each
Armenian still stranded in Aleppo.

The Syrian War has already spilled over into Lebanon where another affluent
and well-established Armenian community is affected.

Egypt was one of the safest countries in the Middle East, ironically, safer
than even the US. Not any more. Blood is flowing in the streets and
burglaries, kidnappings and rapes have destroyed the fabric of society.
Many Coptic churches have been burnt down. The attempt to burn St. Gregory
Armenian Church, on one of the main thoroughfares in Cairo, was not
successful, but that does not give comfort to the Armenian community, as
the Christians have become the unwanted minorities in the country, targeted
by the very same seekers of `democracy’ that the West supports. Many of
those freedom seekers, after the dust settles, show themselves to be
intransigent and hard-core fundamentalist Muslims that turn on their
Western sponsors.

The Arab Spring has only brought mayhem to the countries it has visited
thus far. There are no organized Armenian communities in Libya and Tunisia,
but those countries also have been destabilized, threatened with violence
and fragmented.

With the fall of the `Evil Empire,’ the balance of the world power was
destroyed and the Western countries have a free hand to `tame’ the rest of
the small nations by promising democracy and offering bloodbaths.

Thus far, the `Arab Spring’ has turned into the Arab nightmare. In the
process, Armenian communities are destroyed. A century after the Genocide
displaced Armenians once again are forced to join the ranks of the world
refugees, abandoning their ancestral homes and churches, as well as
prosperous businesses and affluent cultural life. The Arab Spring has
created an Armenian winter.

Eduardo Eurnekian Is Armenia’s Largest Investor

EDUARDO EURNEKIAN IS ARMENIA’S LARGEST INVESTOR

YEREVAN. – The volume of foreign investments in Armenia in the first
half of 2013 comprised $293.1 million, showing a 34.7-percent decrease
as compared with the same period last year, National Statistical
Service said.

Argentina replaced France as the largest foreign investor in Armenia
with investments totaling $76 million. French investments fell about
nine times over the year due to reduced investments of Orange Armenia.

Meanwhile, Argentinean investments have increased 10 times thanks to
the projects of Eduardo Eurnekian. Most of Eurnekian’s investments
focused on the development of air transport, less on agriculture
and construction.

In 2013, investment from Cyprus increased approximately 30 times. They
were aimed at the exploitation of deposits of metallic ores.

Russia is the leader in direct investments with $32 million this year.

Russian investments are more diversified, although a large
proportion falls on energy ($ 4.6 million), transport (10 million)
and telecommunications (15 million).
