In the opinion of the head of “Heritage” faction Rubik Hakobyan,
if the issue of recognizing the independence of Artsakh is not
solved positively, we should not hurry to sign the EU Association
Agreement or join the Customs Union. – Mr. Hakobyan, although the
text of the Association Agreement with the European Union has not
yet been made public, however, already heated debates have begun
around initialing of the agreement. What is the position you have? –
As long as the text of the EU’s Association Agreement was not been
made public, I do not think that expressing the final position is
true. Armenia faces a very responsible choice, on the one hand, the
time for signing the EU Association Agreement, on the other hand,
the issue of joining the Customs Union. Of course, in both cases,
the economic component is very obvious, but these two documents are
of political paramount importance, and the two sides are perfectly
aware of it. The West understands that by the integration of Armenia
to the European structures, the most important issue is resolved,
the economic and political influence of Russia is substantially
weakening in the region. Finally, Armenia is viewed as the RF’s main
ally in the South Caucasus. And the matters with Georgia and Azerbaijan
would be more easily resolved in the future in consideration of not
only friendly relations of these two countries with Russia. RF also
acknowledges that integration of its main ally to Western structures
will significantly weaken its influence in the South Caucasus, also in
consideration of not smooth relations between Georgia and Azerbaijan.

Consequently, Armenia’s joining to any of the geopolitical power
centers has a very high price for the sides. – In this case, in your
opinion, what priorities should Armenia be guided in the selection
process. – Look, the majority of EU countries has recognized Kosovo’s
independence, but their position to Artsakh is mainly pro-Azerbaijan.

And this is in the case when the Nagorno Karabakh Republic as an
administrative independent unit is much more established than Kosovo.

It is undeniable that dual standard is obvious. The picture is the
same in the case of RF. Russia has recognized the independence of
Abkhazia and South Ossetia, despite clearly knowing that the Nagorno
Karabakh Republic as an independent state unit in all respects does
not yield those two republics, if not more. I think it should be
an important orientation for us as to who is willing to recognize
Karabakh’s independence. – And, otherwise … – I do not know whether
our representatives have discussed this issue during the negotiations
or not, but I think that the issue of recognizing the independence of
Karabakh, with its political weight, is equivalent to that signature.

If this issue is not resolved positively, I think we should not rush
to sign anything.

La Turquie ne craint pas une attaque syrienne Selon un article publie
lundi par le quotidien “Aksam”, M. Akdogan a affirme qu’une attaque
de la Syrie contre son voisin beaucoup plus puissant “serait de la
folie et un suicide”. M. Akdogan a souligne qu’il s’agirait d’une
attaque contre un pays membre de l’OTAN qui pourrait complètement
changer le cours du conflit en Syrie.

Roland Marchal : “Le Soudan n’a pas d’agenda politique en Centrafrique”
Que des armes transitent ne veut pas dire que Khartoum les envoie. Il y
en a beaucoup qui circulent dans cette region. C’est la consequence de
la politique du gouvernement soudanais pendant le conflit au Darfour
et de la chute du regime de Kaddafi en Libye.

LE MINISTERE DE L’EDUCATION FAIT L’EBAUCHE D’UN PROJET DE LOI VISANT A REDUIRE LES POUVOIRS DES UNIVERSITES SUR LES FRAIS DE SCOLARITE

Le ministère de l’education et des sciences a redige un projet de
loi reduisant les pouvoirs des universites sur la determination de
leurs frais de scolarite, et l’a envoye pour approbation au Cabinet
a annonce le ministre de l’education et des sciences Armen Ashotyan.

Cette annee, cinq universites gerees par l’Etat ont augmente leurs
frais de scolarite de 80000 a 200000 drams (environ 200 a 500 $)
pour la première annee des etudiants. Cette decision a souleve un
tolle general.

” Le projet de loi a ete envoye au Conseil des ministres et devrait
etre examine lors d’une prochaine session et ensuite envoye au
parlement ” a declare le ministre lors d’une reunion avec les
representants des conseils des etudiants des universites armeniennes.

Il a indique que le ministère va demander au Cabinet et au Premier
ministre Tigran Sarkissian de juger ce projet de loi urgent et d’en
discuter de facon urgente lors de la session parlementaire.

Au cours de la reunion, le ministre a parle egalement des prix eleves
dans les cantines universitaires.

” Dès le debut de la nouvelle annee scolaire (elle commence en Armenie
a partir du 1er Septembre) avec les recteurs des universites, nous
allons surveiller l’application de la revision rigoureuse des prix
dans les cantines, ce qui devrait sensiblement differer des prix dans
les cafeterias du centre-ville. Les cantines scolaires sont pas un
endroit pour des super-profits ” a dit le ministre.

L’Armenie compte actuellement 16 universites publiques et 35
universites privees.

Le rapprochement de l’Armenie avec la Russie devrait compliquer
ses rapports economiques avec l’Europe. L’Armenie vient en effet
d’integrer une union douanière dominee par la Russie. Une decision
qui empechera la signature d’accords de libre-echange avec l’Union
europeenne (UE), ont annonce mardi les autorites lituaniennes, qui
assument la presidence tournante de l’UE.

L’Union douanière, que vient d’integrer l’Armenie, est actuellement
composee de la Russie, son principal allie, mais aussi de la
Bielorussie et du Kazakhstan. Elle doit, selon les projets de Moscou,
deboucher sur une union economique eurasiatique. Un projet soutenu
par Vladimir Poutine, qui milite pour une integration toujours plus
etroite des pays de l’ex-URSS dans le giron russe.

PRESSION RUSSE

“Si l’Armenie decide de rejoindre l’Union douanière, cela veut dire
qu’elle ne pourra pas signer d’accords de libre-echange avec l’Union
europeenne”, a declare le ministre des affaires etrangères lituanien,
Linas Linkevicius. “Nous respectons les choix faits par chaque pays,
mais on ne peut pas faire partie des deux organisations en meme temps,
a cause de contraintes tarifaires differentes”, a-t-il ajoute.

La decision armenienne rend improbable la signature des accords
d’association et de libre-echange prevus lors du sommet du Partenariat
oriental en novembre a Vilnius entre l’Union europeenne et six
anciennes republiques sovietiques, dont l’Ukraine, la Moldavie,
l’Azerbaïdjan et la Georgie.

Selon Vytis Jurkonis, analyste de l’universite de Vilnius, la
decision armenienne fait “partie d’un jeu plus important” mene par
Moscou. La Russie a recemment mis en garde l’Ukraine et la Moldavie
en signifiant que leur rapprochement avec l’Union europeenne nuirait
a leurs relations economiques avec Moscou.

BAKU: NCDF: Aflan Ibrahimov Called For Jihad Against Israel

The National Council of Democratic Forces ( NCDF) issued a video,
in which Aflan Ibrahimov that accused NCDF and the El movement of
the preparation of riots turns himself to the faithful with calls
to violence.

As stated in the press release of NCDF, Ibrahimov, speaking at an
event dedicated to the celebration of Ramadan, encouraged Muslims to
terrorism and jihad against Israel.

“While the General Prosecutor’s Office of Azerbaijan on the basis
of perjury from such provocative elements questions the leaders of
the democratic camp for hours, closing its eyes to obvious criminal
acts, it is a real proof of the political order of the “riot show,”
NCDF stated.

According to the same source, the video was also presented to the
Embassies of the United States, Israel and Europe.

On the video, a man resembling to Ibrahimov says that the Karabakh
problem can not be solved by military means or through peaceful
negotiations. The way to solve the problem is terrorist activities,
following the example of our fellow believers in Afghanistan.

Lamenting the fact that the leaders of Azerbaijan will never say
Allahu Akbar!, the man resembling to Ibrahimov indicates a successful
example of the struggle under the flag of religion by mujahideens in
Afghanistan, winning the victory over the NATO forces, as he believes.

Ibrahimov also notes the need for jihad against Israel’s oppressive
actions against our brothers in religion.

TURKEY’S KURDS SEEK FORGIVENESS FOR 1915 ARMENIAN TRAGEDY

“The Armenian population is melting.”

This bleak assessment was pronounced by Sahak Mashalyan, an Armenian
Orthodox priest, during a recent Sunday mass at the Asdvadzadzin
church in Istanbul. Reeling off the statistics: 1,482 funerals, 236
baptisms and 191 weddings, the black-robed cleric solemnly intoned,
“These figures point to a community … that is dying.”

Little over a century ago, the Armenian Patriarchate put Anatolia’s
Armenian population at more than two million. In 1915, tragedy struck.

Estimated figures vary, but between 800,000 and a million Armenians are
thought to have been slaughtered by Ottoman forces and their Kurdish
allies in what many respected historians call the first genocide of
the 20th century. Turkey vehemently denies any genocidal intent. The
official line is that most of the Armenians died from hunger and
disease, as they were forcibly deported to the deserts of Syria amid
the upheaval of the collapsing empire.

The ruling Islamic Justice and Development Party has done more than
any of its pro-secular predecessors to improve the lot of Christian
minorities and to encourage freer debate of the horrors that befell
them. Yet it has also showered millions of dollars on international
lobbying firms in a vain effort to peddle the official version of
events. A steady trickle of nations continue to recognize the events
of 1915 as genocide. Turkey’s biggest worry is that on the centenary in
2015, the United States will risk wrecking relations and follow suit.

In Turkey’s mainly Kurdish southeastern province of Diyarbakir, global
diplomacy does not figure in the calculations of Abdullah Demirbas,
the mayor of the city’s ancient Sur district. A maze of narrow cobbled
streets lined with decrepit stone houses, Sur used to be known as
the “neighborhood of the infidels” because of the large number of
Armenians, Syrian Orthodox Christians and Jews who once lived there.

Since being twice elected to office on the ticket of Turkey’s largest
pro-Kurdish party, Peace and Democracy (BDP), Demirbas, a stocky former
schoolteacher with an easy smile, has thrown himself wholeheartedly
into making amends for the past.

“As Kurds, we also bear responsibility for the suffering of the
Armenians,” he told Al-Monitor over glasses of ruby-red tea. “We are
sorry, and we need to prove it.” As a first step, Demirbas launched
free Armenian-language classes two years ago at the municipality
offices. “They were an instant hit,” Demirbas said. Many of those who
enrolled were thought to be “hidden Armenians” or the descendants of
those who converted to Islam to survive.

One such “hidden Armenian,” a gnarled octogenarian called Ismail,
confided to Al-Monitor that his father’s real name was Leon.

“They wiped out his entire family, out in the fields,” he said as he
awaited an audience with Demirbas. The old man’s voice cracked with
emotion. “My father was rescued by a Turkish officer and became a
Muslim. But though, praise God, I am a good Muslim too, praying five
times a day, I know I am not accepted,” he added. “In their minds,
I am always the son of the unbeliever.”

The Kurds’ role in the killings has been well documented, increasingly
now by the Kurds themselves.

Egged on by their Ottoman rulers, Kurdish tribal chieftains raped,
murdered and pillaged their way through the southeast provinces where
for centuries they had co-existed, if uneasily, with the Armenians and
other non-Muslims. Henry Morgenthau, who served as US ambassador in
Constantinople at the height of the bloodshed, described the Kurds’
complicity in his chilling 1918 memoir Ambassador Morgenthau’s
Story thusly:

“The Kurds would sweep down from their mountain homes. Rushing up
to the young girls, they would lift their veils and carry the pretty
ones off to the hills. They would steal such children as pleased their
fancy and mercilessly rob all the rest of the throng. … While they
were committing these depredations, the Kurds would freely massacre,
and the screams of women and old men would add to the general horror.”

Osman Koker, a Turkish historian who has chronicled Armenian life
through a rich collection of postcards and photographs predating 1915,
reckons more than half of Diyarbakir’s population was non-Muslim
before the violence began.

“Most of them were Armenians, now there are none,” Koker told
Al-Monitor in an interview. Hashim Hashimi, a former member of
parliament and a Sunni Muslim spiritual leader with a robust following,
told Al-Monitor, “Sadly, many imams were convincing people that if
they killed an infidel they would find their place in heaven and be
rewarded with beautiful girls.” This meant that thousands of Syrian
Orthodox and other Christians were not spared, either.

In 2009 Demirbas and Osman Baydemir, a fellow BDP politician and the
mayor of Greater Diyarbakir, decided to help with the restoration of
an Armenian Orthodox church that had lay in ruins for decades in Sur.

Baydemir donated a third of the costs of restoring Surp Giragos to
its former magnificence. In 2011 the church, said to be the largest
Armenian church in the Middle East, opened its doors as a fully
functioning house of worship.

Ergun Ayik, an Armenian entrepreneur and philanthropist who runs the
Surp Giragos Foundation, told Al-Monitor that the BDP mayors “went
out of their way to help us,” even providing the church with free
utilities and security guards. A new museum of Armenian culture that is
due to open by the end of 2013 within the Surp Giragos complex under
the sponsorship of the Greater Diyarbakir municipality should also
help draw tourists, not to mention thousands of “hidden Armenians”
thought to be scattered across the southeast.

Silva Ozyerli, an Armenian activist from Diyarbakir who left for
Istanbul in the 1970s, has agreed to donate some family treasures,
including a silk nightshirt, several finely embroidered tablecloths
and a pair of engraved copper bowls to the museum. Ozyerli voiced
her enthusiasm for the project in an interview with Al-Monitor.

“You know why it is dear to me?” she asked a tinge of defiance creeping
into her voice. “It is because everything in that museum will show
people that not too long ago, Diyarbakir was every bit as Armenian
as it was Kurdish, if not more so.”

Hayk Babukhanyan Says Armenia Should Not Sign Association Agreement

Armenia should not sign the Association Agreement with the European
Union, member of the RPA parliamentary faction, leader of the
Constitutional Law Union Hayk Babukhanyan told a news conference
in Yerevan.

“Firstly, our value system is opposed to Europe’s pseudo-European
values. In the respect of security policy, there are no two opinions
that Armenia should maintain the security guarantees provided by its
alliance with Russia. The third factor is economic. We saw the study
of Ecorys – which is the partner of the European Union – showing that
agriculture and farmery will be liquidated in Armenia, forcing about
1 million people to emigrate,” Babukhanyan said.

SARF APPEALS FOR SUPPORT FOR SYRIAN ARMENIANS

The Syrian Armenian Relief Fund

The Syrian Armenian Relief Fund released the following statement
Tuesday, appealing for continued support for Armenians in Syria.

For the past two years, Syria and our Armenian community in Syria have
been going through a crisis; our once self-sufficient and prosperous
community has been thrust into such a disastrous situation, that our
people have become in need of basic necessities.

>From the early days of the crisis, the Armenian community in the
Western U.S.A. united efforts to collectively provide moral and
financial support to meet the needs of our young and old bothers and
sisters in Syria. The greater community united under the auspices
of the Syrian Armenian Relief Fund (SARF) and the accomplishments
of the past year attest to the extent of our community members’
care and compassion.

Despite calls for peaceful resolution of the crisis, the situation in
Syria is not improving, on the contrary, it is under risk of further
deterioration. The Syrian people, including Armenians, are subjected
to further threats and innocent civilians and their neighborhoods
are being victimized with violence, which trample over every law and
principle, that guides humanity.

Just as during the beginning of the crisis, also today, the people
of the Western U.S.A., along with the rest of the Armenian people
worldwide, stand in solidarity of the suffering people of Syria,
including the Armenian residents.

We appeal to our compatriots to make tangible expressions of their
solidarity by contributing to SARF and raising funds to help alleviate
the suffering of our brothers and sisters and heal their wounds.

We also invite our community to participate in prayers for their safety
on Prayer Day, Sunday, September 15, 2013, at all of our churches.

We are still hopeful and we believe that this crisis will be over
and the people of Syria will find peace.

ARMENIA SIGNALS MOVE TOWARDS RUSSIA-LED EURASIAN UNION

Armenia has decided to join the Customs Union and later participate
in the formation of the Eurasian Economic Union, the presidents of
Armenia and Russia, Serzh Sargsyan and Vladimir Putin, said in a
joint statement following their talks in Moscow today.

The Russian president’s official website kremlin.ru says during
the talks at Putin’s Novo-Ogaryovo residence outside Moscow the
sides discussed at full length the current state and prospects of
bilateral allied partnership, issues connected with cooperation in
the foreign-policy domain.

“We conducted a detailed exchange of opinions on issues of Eurasian
integration and I confirmed Armenia’s desire to enter the Customs
Union and join the process of forming the Eurasian Economic Union,”
said Sargsyan in his statement for the press following the meeting,
as quoted by Kremlin.ru.

Putin, for his part, said: “The Russian side supports the decision
of Armenia on joining the Customs Union, its participation in the
formation of the Eurasian integration process. We will comprehensively
support this process. I am sure that Yerevan’s joining Eurasian
integration structures will give a powerful impetus to mutually
advantageous economic cooperation.”

In July Armenia completed talks with the European Union on establishing
a deep and comprehensive free trade area, which is, according to many
indications, a mutually exclusive project with the Customs Union
of Russia, Belarus and Kazakhstan. Armenia has also been expected
to initial an Association Agreement with the European Union at the
Eastern Partnership Summit in Vilnius, Lithuania, in November.

It is not clear yet whether Armenia will go ahead with its plans
after Sargsyan’s September 3 talks in Moscow.

Armenian President: We Don’t Reject Dialog With European Structures

ARMENIAN PRESIDENT: WE DON’T REJECT DIALOG WITH EUROPEAN STRUCTURES

Armenia’s desire to join the Customs Union is a rational decision
which is not a rejection of the dialog with European structures.

Armenian President Serzh Sargsyan made that statement during today’s
meeting with Russian President Vladimir Putin.

Speaking about Armenia’s intention to enter the Customs Union and take
part in the process of forming the Eurasian Economic Union, President
Sargsyan said: “It is a rational decision. This decision stems from
Armenia’s national interests. The decision is not a rejection of
our dialog with European structures. With the support of European
partners, Armenia has implemented a number of serious institutional
reforms. In this sense, present-day Armenia is a much more productive
and competitive state than it was years ago. We intend to continue
these reforms in the future, too”.
