FRENCH ENVOY TERMS BLACKLISTED PERSONS’ VIOLATIONS OF AZERBAIJAN’S INTEGRITY AS UNINTENTIONAL

French Ambassador to Azerbaijan Pascal Monnier has commented on the
inclusion of French citizens into the ‘black list’ released by Baku
over illegal visits to the Armenian-occupied territories of Azerbaijan.

According to Monnier, it would be better if people who are on the
‘black list’ of the Azerbaijani Foreign Ministry came to Azerbaijan,
saw the people, realized the realities of the Nagorno-Karabakh conflict
and understood that this is a very significant and sensitive issue
for the country’s population. In that case, those persons would have
not a one-sided, but a balanced opinion, the ambassador said.

“I know that the Nagorno-Karabakh conflict is a very sensitive issue
for Azerbaijan,” Monnier said.

He said France recognizes Azerbaijan’s sovereignty and territorial
integrity.

“Some politicians are invited to Armenia from where they are taken
to Nagorno-Karabakh,” Monnier said, noting that those actions were
taken unintentionally.

Unauthorized visits to Nagorno-Karabakh and other regions of Azerbaijan
occupied by Armenia are deemed illegal and individuals paying such
visits are “blacklisted” by the Foreign Ministry. Earlier, the ministry
released a list of 331 people declared persona non grata over illegal
visits to the Armenian-occupied territories.

Azerbaijan has repeatedly warned foreign officials and diplomats over
visits to its territories occupied by Armenia, saying this contradicts
international law. The Foreign Ministry has stated that such visits,
paid without prior notification of the relevant authorities of
Azerbaijan, are illegal and damaging to the settlement process on
the Nagorno-Karabakh conflict.

A precarious cease-fire has been in place between Azerbaijan and
Armenia since a lengthy war in the early 1990s that displaced over
a million Azerbaijanis. Armenian armed forces have occupied over
20 percent of Azerbaijan’s internationally recognized territory,
including the Nagorno-Karabakh region and seven surrounding districts.

The UN Security Council has adopted four resolutions on Armenian
withdrawal from the Azerbaijani territory, but they have not been
enforced to this day.

Baku – APA. Russia has decided to increase the number of personnel
of its military base in Armenia, said Armenian newspaper “Aykakan
Jamanak”, APA reports.

The newspaper says that a large number of Russian servicemen will
arrive in Armenia with their families soon. Their number will be
about 3000. The servicemen will serve in Russian 102nd military base
in Gyumri.

The Armenian Defense Ministry neither refuted, nor confirmed this
report.

Preparations are underway for the arrival of the Russians in Gyumri.

Dozens of Armenian families living in the 8th quarter mainly
inhabited by Russian troops that is known as “vosmoy Gorodok” are
being relocated.

Russian 102nd military base is operating within the CIS United Air
Defense System. According to the contract signed between Russia and
Armenia in 2010, dislocation term of the base has been extended by
2044. The base is supplied with S-300 anti-aircraft missile complexes
and MiG-29 fighter jets. The number of personnel of the base is about
5 000.

“I call on Ilham Aliyev to withdraw his candidacy [for the October
presidential election]. First, his nomination for a third term is
illegitimate. Second, during his two presidential terms, Aliyev did
not resolve any problem facing the country and has no moral right
to run for a third term. Therefore, it would be would be better
for him to withdraw from the race,” Isa Qambar, leader of the major
opposition Musavat party, was quoted as saying at the opposition’s
campaign rally in Baku on 22 September.

The presidential candidate of the opposition alliance National Council
of Democratic Forces, Camil Hasanli, urged Aliyev to participate
in TV debates of presidential candidates in person rather than by
sending his proxies.

“Let him answer questions that were mentioned here. Let him say why
has not he liberated even 20 cm of the occupied lands [reference to
Azerbaijan’s breakaway Nagornyy Karabakh] during the past 20 years,”
Hasanli was quoted as saying at the rally. “The authoritarian regime
has set up a criminal pyramid which is ruling the country. But they do
not want to stop. They want the pyramid to rule over our children too.

We should not allow this to happen,” Hasanli added.

The rally participants adopted a resolution, demanding that all
“political prisoners” be set free, a free and fair election be held,
conditions be created for all presidential candidates to meet their
voters and that Ilham Aliyev stop using administrative resources in
his election campaign.

In the meantime, the deputy executive secretary of the ruling New
Azerbaijan Party, Mubariz Qurbanli, described the remarks made at
the opposition rally as “political demagogy”.

“Things they said at the rally are political demagogy. They neither
spoke about preparations for the election nor about their candidate’s
platform,” Media Forum news website quoted Qurbanli as saying.

Meanwhile, the Baku City Main Police Department said on 23 September
that 2,000 people attended the opposition rally, whereas the
pro-opposition Turan news agency put the rally turnout at 10,000.

YEREVAN, SEPTEMBER 26, ARMENPRESS. Armenia returned with medals and
new proposals of cooperation from the Francophonie Games.

As reports “Armenpress” the Minister of Sport and Youth Affairs of
the Republic of Armenia Yuri Vardanyan stated this at the course of
the press conference held on September 26. Among other things the
Minister emphasized: “These games are of a certain importance for
me, as this is the first time we participate in the games as a full
member of the International Organization of the Francophonie. I had a
meeting with the Minister of Sport of France and we reached agreement
regarding the future cooperation.”

The Francophone Games are a combination of artistic and sporting events
for the Francophonie, mostly French speaking nations, held every four
years since 1989, partly as a counterweight to the Commonwealth Games.

There were four sports at the inaugural event in 1989: athletics,
basketball, association football and judo. Handisport, handball, table
tennis and wrestling were added to the competition programme in 1994.

None of these four sports featured at the 1997 Jeux de la Francophonie,
and boxing and tennis were introduced to the programme instead. Eight
sports featured in 2001: the four inaugural sports, boxing and table
tennis were included. Furthermore, handisport and beach volleyball
competitions were held as demonstration events.

Neither of these demonstration sports were included in 2005, with
traditional style wrestling being demonstrated in addition to the
six more established sports. The 2009 programme re-introduced beach
volleyball.

Participation has so far varied between 1,700 and 3,000 athletes
and artists.

Russia Orders Risk Assessment Study For Armenia’s Accession To CU

RUSSIA ORDERS RISK ASSESSMENT STUDY FOR ARMENIA’S ACCESSION TO CU

PanARMENIAN.Net – Russian Ministry of Economic Development ordered a
risk assessment study for Armenia and Kyrgyzstan’s accession to the
Customs Union.

According to the documents, the alteration of the two countries’
tariff regimes must be accessed, as well as those of the other states
to be included in the study.

“The difference between import duties and rates of the CU common
customs tariff creates differences in negotiation terms, thus requiring
a quantitative assessment. This necessitates the assessment of the
price volume of the countries’ import to be affected by the alteration
of the customs and tariff regime, as well as the volume of additional
import duties or losses from the payment of duties,” the document says.

The study should be completed by December 15, 2013. Tender applications
should be filed till October 28, with the results to be announced
November 5.

Armenia completed technical talks on a ‘deep and comprehensive
free-trade agreement’ (DCFTA) with the EU in July and it was set
to be signed at a summit with the EU in late November. In addition
to a free-trade deal, Armenia has been working towards the signing
of an association agreement with the EU, a framework agreement on
co-operation that is seen as a first step towards political integration
with the EU.

However, during a Sept 3 meeting with Russian President Vladimir
Putin, Armenian leader Sargsyan said Armenia is ready to join Customs
Union, with further plans to be involved in formation of the Eurasian
Economic Union.

Mr. Putin supported the initiative, voicing readiness to assist Armenia
in the process. He also noted that Russian Railways may invest 15
billion rubles in development of Armenia’s railway network.

The Customs Union was formed in 2010 to include of Belarus, Kazakhstan,
and Russia; Kyrgyzstan and Tajikistan later expressed willingness to
join the Union.

YEREVAN. – Armenia’s ruling Republican Party of Armenia positively
assesses efforts of the OSCE Minsk Group aimed at finding solution
to the Karabakh conflict, spokesperson for the ruling party Eduard
Sharmazanov told Armenian News-NEWS.am.

His remark came in response to comment on the statement made by
Georgian President Mikheil Saakashvili regarding Karabakh conflict
and its influence on the region.

“In particular, we appreciate the efforts of the Russian Federation
into finding a peaceful and political solution to the Karabakh
conflict,” said Sharmazanov.

Vice-Speaker of the Armenian Parliament also noted that Azerbaijan’s
non-constructive approach is the only obstacle to the settlement of
Karabakh conflict.

Earlier, addressing the 68th session of the UN General Assmebly,
Saakashvili said: “Do you think that [Russian President Vladimir]
Putin wants for Armenia to win in the conflict against Azerbaijan? No.

This will make Armenia very strong and more independent. Or, do you
think that Moscow wants Baku to defeat Yerevan? No. They do not want
anyone to win; their objective is the conflict itself.”

Head of the “Modus Vivendi” Center Ara Papyan considers that Turkish
analysts’ concerns that the process of returning the Armenian property
of Turkey could start ahead of the 100th anniversary of the Armenian
Genocide are not vain. He even mentions the ways the process could
be started.

“This can be done in two levels – individual (when the heirs of the
Armenian Genocide victims have certificates from their forefathers) and
community (when the Armenian churches and other national institutions
have certificates of ownership),” he said.

According to Papyn, when speaking about the relations with Turkey, we
must first of all bring forth the issue of restoring the territorial
integrity, as the rights of Armenians are incorporated in Woodrow
Wilson’s Arbitral Award.

Turkish Armenian freedom fighter Sargis Hatspanyan reminded that
back in 2005 the Turkish real estate cadastre made the decision to
translate the property documents from Ottoman to modern Turkish.

However, the intention was never called to life. According to
Hatspanyan, the veto on the documents has not been lifted up until
today, which complicates the sale of property even for Turks.

Ara Papyan welcomes the joint statement of the two Armenian Patriarchs,
calling on Turkey to recognize the Armenian Genocide and return the
confiscated Armenian Churches and Church Estates, but notes that
no consistent work has been done in that direction. Before taking
practical steps, it’s necessary to open an office and make the list
of individual plaintiffs.

Azerbaijan is powerless to prevent the arrival of foreign citizens
in Artsakh

This week, a Californian delegation, comprising representatives of
the legislative and executive bodies of the largest American state,
as well as the district and municipality of Los Angeles, has arrived
in theNagornoKarabakhRepublic. Such visits, which are important for
the NKR in terms of both the development of bilateral relations and
prospects of the international recognition of the Republic,

become to a certain extent usual and even ordinary for the people
of Artsakh. It is, first of all, because they reflect the regular
and objective course of development of the proper NKR and the trends
of the world processes on the Karabakh issue. Another thing is that
Azerbaijan doesn’t wish to understand and accept this fact, and the
Azerbaijani authorities cannot get used to the increasing interest
of the international community towards the public-political, in
particular, democratic development processes in Artsakh. This prompts
political figures and political scientists, as well as representatives
of the mass media and public organizations to pay familiarizing and
other kinds of visits to the Nagorno Karabakh Republic.

It should be noted that even before the arrival of the delegation of
the State of California in the NKR, the Ministry of Foreign Affairs
of Azerbaijan reacted nervously to the possible visit of American
political figures to Artsakh. According to the established tradition,
a representative of the Azerbaijani Foreign Ministry called the
visit illegal and threatened that “the people who illegally visited
the occupied territories of the country, or didn’t obtain permission
for it, will be included in the list of undesirable persons.” To help
the brothers in blood rushed also the union of the Turkic Diaspora in
the United States, which called on the tribesmen to join the campaign
against the California delegation’s visit to Nagorno Karabakh.

Unfortunately for the Azerbaijani authorities, those days, Canadian
parliamentarians also paid a visit to Artsakh and met with the NKR
authorities, due to which the Azerbaijani Foreign Ministry took up
the investigation of this fact and gave the Embassy of Azerbaijan to
Canada corresponding instructions. It seems that the Foreign Ministry
of Azerbaijan will not be bored, because the external contacts of
the NKR will rise with time, and, accordingly, the number of people
visiting the NKR will increase.

But, we are not talking about it, or rather, not so much about it.

Getting acquainted with the comments of the officials of Azerbaijan,
it is easy to guess that its authorities still live with the illusions
of Nagorno Karabakh’s belonging to them. One gets the impression that
they are in a kind of virtual world, oblivious to the reality and the
objective development of the situation related to Nagorno-Karabakh. It
seems that even the fact that the phrase “the right of peoples to
self-determination” as a principle for the settlement of the conflict
has been long included in the vocabulary of the negotiations running
under the auspices of the OSCE Minsk Group has not sobered up the
authorities of Baku. They continue to think in terms of the 80s of
the Soviet period, refusing to notice that the train has long gone.

However, they may notice, but act in defiance of this, inventing,
in particular, the right to a peculiar “patent” to foreign citizens
for entering Artsakh.

It sometimes brings to curious things. A representative of the
Azerbaijani Foreign Ministry, in the usual political ecstasy,
has recently stated that the Azerbaijani side continues to receive
inquiries from people for getting a permit to visit Nagorno Karabakh,
not to get to the list of undesirable persons. The meaning of the
statement is clear – to give greater importance to its nonsense. That
is, “to legitimize” it. After all, it is so obvious that such, so
to speak, permit is a useless scrap of paper and is not even worth
a penny. Issuance of permits for the entry of foreign citizens to
Nagorno Karabakh is exclusively the sovereign right of the NKR,
and Azerbaijan is just unable to ban foreigners to visit our Republic.

Apparently, realizing their inability in trying to prevent the arrival
of foreign citizens in the NKR, the Azerbaijani authorities invented
a new thesis for their nonsense – that most people visit Artsakh
as a result of deceit. This “explanation” was also brought in the
comments of the Azerbaijani Foreign Ministry in connection with the
visit of the U.S. delegation to Nagorno-Karabakh. But, it is foolish
to believe that the thousands of people who have visited the NKR are
so naive to succumb easily to the deceit. And what is deceit in the
Azerbaijani interpretation? You know, the people were not forcibly
dragged to Artsakh. And what can you say about their assurances of
their intention to arrive in the NKR again? As for the delegation
of the State of California, during the meeting at the NKR Parliament
the American guests admitted that prior to visiting Nagorno-Karabakh
they had familiarized with its history. Moreover, some of them even
drew parallels between the struggle of their people and the people
of Nagorno Karabakh for freedom and independence. The delegation
members expressed hope for further consolidation and development of
relations between Artsakh and the United States. We believe that
this fact is enough to make a conclusion about the failure of the
Azerbaijani thesis of “wayward visitors”.

The visit of the delegation of the State of California should be
considered only and only in the context of development of the Nagorno
Karabakh Republic as an independent state. As you know, earlier,
a number of American states adopted resolutions calling upon the U.S.

President and Congress for supporting the self-determination and
democratic independence of the NKR. And this process seems to go
forward at a steady gait.

So, deceiving its own audience, the Foreign Ministry of Azerbaijan
is actually self-deceiving. But, as the saying goes, it is their
own problem.

Products Imported To Armenia Are Not Safe

Yesterday, during the seminar on “Harmonization with EU standards
and institution building of the State Inspectorate for Surveillance
of RA Markets” funded by the European Union and held in the hall
of “Alexandrapol” hotel belonging to former Mayor of Gyumri Vardan
Ghukasyan, the resident technical advisor of the Twinning project, EU
representative William Frank Harris informed that they had studied the
market of Armenia, where a lot of problems were detected. Mr. Harris
estimated that the major problem of the Armenian market is the safety.

“We have done some shopping here and conducted an expertise of these
products, and it turned out that the main problem is the safety. There
is a general problem of safety of products in the Armenian market,”-
said the European expert. We asked to speak to specific examples,
in response, the EU representative said that non-food products were
studied with their project, they made certain purchases and sent them
for testing, for example, electrical appliances, which turned out to be
not safe, even tea kettles. Even coats were not safe. To note that this
refers to imported goods. They have also studied the toys manufactured
here, which are relatively unsafe. The journalists asked as to how
effective it is to spend the EU’s money (the cost of the project is one
million euro) on strengthening the institution of State Surveillance
Inspection of RA markets when the President of Armenia has already
expressed willingness to join the Customs Union. “I, personally,
cannot say anything on behalf of the European Union or on behalf of the
Government of Armenia, at least, the project is underway, and I see
grounds to continue this project. And since the project is underway,

“To tell the truth, I first hear about it from you.” To note that in
addition to electrical appliances, toys and many other goods, the
cosmetic products imported to Armenia are not also safe, to which
there is no public attention either.
