Last-gasp Movsisyan sinks nine-man Bulgaria

Armenia boosted their hopes of clinching Group B’s second place in
2014 FIFA World Cup Brazil’ qualifying with a dramatic 2-1 victory
over nine-man Bulgaria in Yerevan, denting their opponents’ ambitions
in the process.

The hosts took the lead just before half-time, Aras Ozbiliz
despatching a free-kick into the top corner after Bulgaria defender
Nikolay Bodurov had been sent off for a foul on him.

Ivelin Popov got Bulgaria back on level terms with a free-kick of his
own just after the hour, but the visitors’ cause was hindered by the
dismissal of midfielder Svetoslav Dyakov moments later and Yura
Movsisyan pressed home Armenia’s numerical advantage by netting an
87th-minute winner.

The result lifted Armenia to within one point of Bulgaria as the
battle to finish runners-up behind Italy intensified ahead of the
final round of matches.

Visiting goalkeeper Vladislav Stoyanov produced a brilliant save in
the 19th minute to keep out Ozbiliz’s curling right-footed shot. The
Bulgarians were being restricted to harmless long-range efforts until
finally working in Roman Berezovsky ten minutes before the interval,
the Armenia goalkeeper saving Ivelin Popov’s left-footed drive with
his feet.

But, when the deadlock was broken in the 44th minute, it was the hosts
who were celebrating. Bodurov was shown a straight red card for a
professional foul on Ozbiliz, who swiftly recovered and sent the
resulting left-footed free-kick into the top-right corner.

Stoyanov was called upon on 52 minutes to pull off the first
noteworthy save of the second half, parrying Artur Sarkisov’s 12-yard
attempt. Berezovsky again saved with his feet from Stanislav Manolev’s
shot nine minutes into the second period, but five minutes later the
Armenia goalkeeper was beaten.

Georgi Milanov was fouled by Karlen Lazarian, and Popov stepped up to
strike the free-kick into the top-left corner from 25 yards.

Dyakov became the second Bulgaria player to be dismissed just after
the hour when he saw red for a second bookable offence following a
foul on Henrikh Mkhitaryan.

And the hosts made their two-man advantage tell three minutes from
time, Lazarian providing the assist for Yura Movsisyan to lift the
winner over Stoyanov from 12 yards.

It could even have been 3-1, but Stoyanov showed fine reflexes to keep
out a stoppage-time drive from Gevorg Ghazaryan.

Armenia complete their group campaign in Naples against Italy on
Tuesday, while Bulgaria take on Czech Republic in Sofia.

Gevorg Kostanyan, the newly-appointed Prosecutor General of Armenia,
has started putting the things right with his “iron hand”.

A source in the Prosecutor General’s Office has told ArmInfo that a
few days earlier Kostanyan held a meeting and informed the employees
of the new “labor regulations”. The source says that from now on the
employees of the Prosecutor General’s Office must come to work at 9 am
sharp and leave work at 8 pm. Now they will have 6 working says
(instead of 5), including Saturday. “The biggest disadvantage of
Kostanyan is his reluctance to listen to the staff’s opinion. All the
objections have only one answer: if you dislike this job, quit it”,
says the source. Several employees have already given in their
notices.

To recall, Military Prosecutor of Armenian Gevorg Kostanyan was
elected Prosecutor General of Armenia as a result of a closed ballot
of the National Assembly of Armenia. 108 out of 130 MPs took part in
the closed ballot. 103 MPs voted for him, 3 – against him, and 2
ballots were acknowledged invalid. Kostanyan said that he was going to
conduct reforms and personnel reshuffle in this field.

Deputy Minister of Sport and Youth Affairs Khachik Asrian declared
recently that MP Zaruhi Postanjian should be burned alive in a
bonfire.

`Zhoghovurd’ paper asked yesterday spokesman for Armenia’s Special
Investigation Service (SIS) Mikael Aharonian if SIS intends to start
proceedings as the deputy minister’s statements in fact contained a
call for violence. Aharonian answered in the negative. `It is
necessary to assess objective reality to decide whether it was a
threat or not. It is obvious that the deputy minister’s threat to burn
the MP in a bonfire cannot be considered as real. Besides, Khachik
Asrian declared on October 11 that his words had a figurative sense,’
Aharonian said.

Yesterday Asrian issued a statement saying that his statements about
burning Ms. Postanjian in a bonfire were allegedly related to her
deeds, rather than her body. Prior to that Z. Postanjian sent a letter
to Armenian Police Chief Vladimir Gasparian, asking him to ensure
security of her family and her own security.

Cancer Patient Anzhela: Medical Bureaucracy Prevents Her from Getting
the Palliative Drugs She Needs

In the northern Armenian town of Alaverdi, there are more than 600
patients registered at the local hospital’s ONCO (oncology) clinic.

47 year-old Anzhela Avagyan, who suffers from advanced breast cancer,
is one of them.

She lives in the nearby town of Akhtala with her mother, who is also
seriously ill. They survive on Anzhela’s 15,000 dram pension and her
mother’s 20,000.

The palliative drugs prescribed by her physician (Tramadrol and
Paracetamol) are not freely distributed; either by the Alaverdi Health
Center or the Alaverdi Medical Center.

To get the palliative drugs, Akhtala Health Center Director Dr. Karen
Azaryan writes two prescriptions per week for Anzhela.

Anzhela’s only caretaker, her sister, must make the trip to Akhtala to
pick up the prescriptions and then travel to either Noyemberyan or
Vanadzor to purchase the drugs.

Dr. Azaryan told Hetq that while the ONCO clinic at the Alaverdi
Medical Center is obliged to give the palliative drugs for free to
advanced cancer patients, but it doesn’t. He added that none of the
pharmacies in Alaverdi has a license to sell narcotic drugs like
Tramadrol (a centrally acting opioid analgesic used to treat moderate
to moderately severe pain). Thus, Anzhela’s sister must make the trip
to Noyemberyan or Vanadzor, towns located an hour or two away.

Hetq contacted Stepan Mosinyan, Director of the Alaverdi Medical
Center as to why they don’t provide the opioids.

He said that they are obligated to provide the drugs no cost to all
advanced cancer patients in the town of Alaverdi and the Tumanyan
region when needed. He added, however, that the drugs were provided to
cancer patients living in communities whose medical out-patient
clinics operate under the purview of the Alaverdi Medical Center.

`The Akhtala Medical Center is obligated to provide Akhtala resident
Anzhela Avagyan opioids at no cost. To do so, the Center’s
administration must obtain a license to dispense the drugs,’ Director
Mosinyan said.

We then went back to Dr. Azaryan for clarification.

`We don’t have the financial resources to obtain an opioid license.
I’m not even planning to get such a license because we don’t have the
means to store and maintain these drugs. There is just the one ONCO
clinic in the entire region that is obligated to provide the opioids
to all advanced cancer patients in the communities,’ said Dr. Azaryan.

Nurse Hermineh Arakelyan, Director of the Shnogh out-patient clinic,
told us that her unit, which serves residents of Shnogh and Tumanyan
villages, and isn’t under the purview of the Alaverdi Medical Center,
also doesn’t have a license to dispense opioids.

`It’s the Alaverdi ONCO clinic that prescribes and dispense narcotics
and opioids to our cancer patients,’ Arakelyan said.

It turns out the pharmacy owners avoid selling opioids and narcotic
pain relievers to the seriously ill, since they don’t want to pay for
the licenses and the additional costs involved in safeguarding the
drugs. They also don’t want law enforcement making periodic
inspections to see that the drugs are safe and secure.

Many pharmacy owners said that those drugstores which already dispense
no cost drugs under the government’s subsidized system should also
dispense narcotic drugs to cancer and other seriously ill patients.
They said that the pharmacy currently dispensing drugs under the
government plan in Alaverdi is owned by Alaverdi medical Center
Director Stepan Mosinyan.

We informed Lori Provincial Governor Artur Nalbandyan about this
bureaucratic nightmare and how cancer patients like Anzhela can’t get
the palliative drugs she needs for free.

Nalbandyan promised that he would look into the matter but that he
would take immediate steps to get Anzhela the drugs she needs.

This, however, is a stop gap measure and hardly resolves the underlying matter.

Anzhela’s case isn’t the only one in Alaverdi and surrounding communities.

Relatives of cancer patients have always complained about not getting
the narcotic palliative drugs for free. They still continue to
complain.

Despite the ongoing problem, the Lori Department of Health and
Armenia’s Ministry of Health have so far failed to adequately resolve
the issue.

In the meantime, Anzhela and hundreds like her are forced to fend for
themselves.

Catherine Ashton, High Representative of the Union for Foreign
Affairs and Security Policy and Vice President of the Commission and
Commissioner Stefan Fule, issued the following statement October 10,
as Contact.az reported:

“The High Representative and the Commissioner take note of the
preliminary findings and conclusions of the OSCE/ODIHR International
Election Observation Mission to the Azerbaijan Presidential Election
of 9 October 2013.

The strong turnout in the election demonstrates the commitment of
the people of Azerbaijan to the democratic process. Nevertheless, the
OSCE/ODIHR’s preliminary conclusions state that significant problems
were observed throughout all stages of election day processes, and
identify serious shortcomings – including limitations on the freedoms
of expression, assembly and association that did not guarantee a level
playing field for candidates – which need to be addressed in order
for Azerbaijan to fully meet its international commitments. Equally,
citizens who have filed election appeals need to be provided sufficient
guarantees of effective redress.

The High Representative and the Commissioner, noting the statement
of the European Parliament and the Parliamentary Assembly of the
Council of Europe’s delegations, welcome the will of the Azerbaijani
authorities to have a large presence of national and international
observers. They further encourage the Azerbaijan authorities to
consider the recommendations of the international community, with
a view to continuing to develop the path towards democracy and the
rule of law in Azerbaijan”, – reads the statement.

Artsakh Republic President Bako Sahakyan arrived on a working visit
to France on October 10.

On the same day, the President met in Lyon with a group of members
of the council coordinating the local Armenian unions.

Issues related to strengthening Artsakh-Diaspora cooperation were
discussed at the meeting.

The President considered important establishing firm ties with the
Diaspora organizations and implementing coordinated activities,
adding that there were all necessary preconditions for that.

NKR Deputy Prime Minister Arthur Aghabekyan, NKR Foreign Minister
Karen Mirzoyan, Ambassador of Armenia to France Vigen Chitechyan,
NKR Permanent Representative to France Hovhannes Gevorgyan and other
officials also attended the meeting, reported the Central Information
Department at the Artsakh President’s Office.

Turquie: Ergenekon et le génocide arménien Info Collectif VAN –
– Ergenekon est un réseau criminel turc composé
de militants issus de l’extrême-droite et de la gauche républicaine
[Nota CVAN : kémaliste], avec notamment des officiers de l’armée. Il
implique également des universitaires et des journalistes (hélas). Ce
réseau aurait eu comme objectif principal de renverser en 2003 l’AKP
(parti islamo-conservateur, au pouvoir depuis 2002). L’enquête a
débuté en juin 2007 par la découverte a Istanbul d’un dépôt
d’armes contenant 27 grenades. Le procès s’est conclu pour les
accusés en aoÔt 2013, par des condamnations a perpétuité ou des
peines sévères. A titre d’exemple, Dogu Perincek, leader du Parti des
Travailleurs (extrême-gauche ultra-nationaliste) et cheville ouvrière
du sinistre Comité Talaat Pacha qui sévit non seulement en Turquie
mais également en Europe (voir l’Observatoire du Négationnisme,
alimenté par le Collectif VAN) a été condamné a la prison a vie,
le général Veli Kucuk, quant a lui, a eu une double condamnation a la
perpétuité ainsi que 99 années et 1 mois de prison… L’historien
turc Taner Akcam illustre ici – par le biais de nombreux exemples –
le lien entre le procès Ergenekon et le génocide arménien. Le

Turquie : pas de libération pour les proches de Ragip Zarakolu

que le Collectif VAN a été informé tard hier soir que l’audience
des procès KCK qui se tenait depuis le 1er octobre dans l’immense
complexe pénitencier de Silivri (Turquie), s’est achevée ce jeudi 10
octobre sans que ne soient remis en liberté conditionnelle le jeune
éditeur Deniz Zarakolu, fils de Ragip Zarakolu, fondateur des Editions
Belge, et les collaborateurs de la maison d’édition, Ayse Berktay,
traductrice et A. Dursun Yildiz. La justice turque persiste et signe
dans la répression envers les intellectuels de Turquie. Elle s’enferre
chaque jour davantage dans un procès ubuesque. Sur les dizaines de
prévenus qui ont défilé dans le box des accusés depuis le début
du mois, seuls quatre étudiants ont été remis en liberté hier. Ils
ont perdu deux ans de leur vie derrière les barreaux. Le Collectif

Manipulations des listes électorales, mauvais dépouillement,
restrictions a la liberté d’expression et de rassemblement… les
griefs sont nombreux.

Elle était dans le collimateur depuis la fronde de juin : sale
temps pour la presse turque Depuis juin, des dizaines de reporters,
éditorialistes ou chroniqueurs ont perdu leur emploi, victimes de la
répression de la fronde antigouvernementale qui a secoué le pays. Il
y a un an a peine, le Comité pour la protection des journalistes
(CPJ), une ONG basée a New York, avait recensé 76 journalistes en
détention et qualifié la Turquie de ”plus grande prison du monde”
pour la presse devant la Chine ou l’Iran.

Plusieurs dizaines d’anciens combattants de la guerre du Haut-Karabakh
ont fait irruption dans un bâtiment du tribunal a Erevan jeudi pour
protester contre la decision de la juge de juger a huis clos l’appel
interjete par Volod Avetisian, l’un de leurs compagnons d’armes.

Ce veteran de la guerre du Haut Karabagh, officier superieur de l’armee
armenienne a la retraite, est le leader du mouvement de contestation
des ” azatamrtiks “, en lutte pour une amelioration de leurs conditions
sociales. Les autorites avaient procede a son arrestation au motif
d’une sombre affaire de corruption datant de plusieurs annees et
sorti ” opportunement ” et selon laquelle il aurait accepte 2000$
pour exempter un conscrit du service militaire.

Une accusation que le colonel Avetisian nie avec la dernière energie
et qui ne serait selon lui et ses compagnons qu’un stratagème visant
a etouffer leur mouvement.

Le procès d’hier avait pour objet de juger en appel le refus d’une
cour de première d’accorder au colonel une mise en liberte sous
caution. L’agitation dans palais de justice a pris fin après que Ara
Zakharian, l’avocat de Avetisian, a demande aux anciens combattants de
quitter les lieux. Les partisans de Avetisian ont toutefois souligne
qu’ils voulaient un ” jugement equitable ” de la cour et qu’ils
continueraient leur lutte.

La juge a reporte a lundi la prochaine audience sur le sujet. Quand
bien meme serait-il reconnu coupable, Avetisian qui beneficie de la
mesure d’amnistie votee par le Parlement resterait libre. Mais pour
lui et ses partisans, il s’agit d’une question d’honneur, de justice
et de verite.

Women whose sons died while serving in the army under non-combat
circumstances today again demonstrated outside the presidential palace
in Yerevan. Holding regular demonstrations outside the government
building for years, they decided to gather exclusively outside the
president’s office, having received no response from the government
after all this time.

Gohar Ohanjanyan, mother of Tigran Ohanjanyan, who died while serving
in the army in 2007, said that two years ago, Armenian President
Serzh Sargsyan came up to them at the gates of the presidential
palace. Sargsyan said he had appointed a military prosecutor , who
will investigate the cases and uncover the truth.

“Gevorg Kostanyan did nothing, didn’t solve a single case. What
happened? He’s now occupying the general prosecutor’s seat. Now
Kostanyan’s saying that the Ministry of Defense doesn’t need an
Investigative Service. Yes, we agree. We don’t need an investigative
service that fulfills orders [from above],” said Ohanjanyan.

“Serzh Sargsyan was saying a fish rots from its head; you have to
snap off its head. Well now we’ve decided to grab the head. He’s
the head of state,” said Nana Muradyan, mother of Valeriy Muradyan,
who died during his military service in 2010.

Keeping an eye on the demonstration were several police officers, who
for some time didn’t obstruct the demonstration. But then they began
to urge the women to leave, since “standing here is not allowed.” The
parents, however, said they won’t leave until they get an appointment
to meet with Serzh Sargsyan.

The police continued to insist that the mothers have to leave and
began to push and shove the women, as a result of which Nana Muradyan
fell to the ground. She refused to get up for some time.

Finally the parents went to the letters department, saying that they
will continue their protests if they are not told when Serzh Sargsyan
will meet with them.

Also participating in the demonstration were Irina Ghazaryan, mother
of Artur Ghazaryan who died while serving in the army in 2010;
and Anahit Lazarian, mother of Arayik Lazarian, who died in 2001,
also while serving in the army.
