CIVIC INITIATIVE COLLECTS SIGNATURES AGAINST DEFINED CONTRIBUTION PENSION SYSTEM IN ARMENIA

The Civic Initiative Against Compulsory Pension Contributions is
collecting signatures in Facebook against defined contribution pension
system in Armenia.

They believe that the law on defined contribution pension system is
contrary to the country’s constitution.

“It implies a 5-9% cut in the wages in a country where 40% of people
are poor. It obliges the citizens who were born after 1974 to pay
contributions to some unknown funds just to get a pension when they
retire. But the point is that they will get no interest for their
money while the structures that control those funds will invest it
abroad and get super-profits. So, we urge the Human Rights Defender of
Armenia to dispute the constitutionality of the law. We have already
collected more than 7,000 signatures and are firmly resolved to use
all legal means to fight against this system,” says the initiative.

YEREVAN. – The political processes of Armenia are linked to the
September 3 announcement concerning the country’s intention to join
the Customs Union.

Arakelutyun (Mission) Party Political Board member Manuk Sukiasyan
stated the aforesaid at a press conference on Monday.

In Sukiasyan’s conviction, the incumbent authorities of Armenia can
“surprise” the country’s society at any time.

“For about four years, they were preparing the Armenian society for
the integration and the initialing of the Association Agreement with
the EU. But one trip to Moscow was enough, and [President] Serzh
Sargsyan read a text whose writer is not him,” Sukiasyan maintained.

In his words, it is unprecedented when a man goes to a meeting and,
subsequently, he reads a statement from paper.

“It is apparent that you are not the person behind at least its
initial version,” Arakelutyun Party official argued.

In addition, Sukiasyan considered trivial and flawed the explanations
that this decision was made stemming from the need to resolve the
security matters.

“If the security matter is resolved by the help of other foreign policy
and military force, it is natural that a part of the sovereignty of
that country is lost,” Manuk Sukiasyan stressed.

To note, following the talks that were held on September 3 in
Moscow between Armenian and Russian Presidents Serzh Sargsyan and
Vladimir Putin, Sargsyan had announced that Armenia plans to join
the Customs Union and subsequently engage in the formation of the
Eurasian Economic Union. Aside from Russia, Belarus and Kazakhstan
likewise are members in the Customs Union. And in response to this
development, the European Union had stated that the signing of the
Armenia-EU Association Agreement and the Deep and Comprehensive Free
Trade Area agreement is now doubtful.

La presse armenienne reproduit les propos du premier Vice-PM russe,
Igor Chouvalov, selon lequel l’Armenie s’est dite prete a assumer
tous les engagements requis pour l’adhesion a l’Union douanière. Selon
lui, un groupe de travail presentera en decembre, a l’occasion de la
prochaine session du Conseil economique eurasiatique, une ” feuille
de route ” definissant le calendrier d’adhesion de l’Armenie.

M. Chouvalov a ajoute qu’a Minsk, le President Sarkissian a demande
aux chefs d’Etat des pays membres de l’Union douanière de lui donner
la possibilite de ratifier le plus rapidement possible les documents
necessaires a cette adhesion. Il a toutefois precise que la Russie ne
voulait pas accelerer les negociations d’adhesion pour ne pas donner
l’impression que l’on attire artificiellement l’Armenie dans l’Union
douanière. Haykakan Jamanak s’interroge sur les raisons de cette hâte
de la part de Erevan de devenir membre a part entière de cette union
et relève que meme les membres du parti Republicain les plus proches
du President Sarkissian ignoraient la teneur des trois documents
relatifs a l’adhesion de l’Armenie, qui ont ete approuves a Minsk .

Jamanak relève par ailleurs qu’a Minsk, l’Armenie s’est engagee a
s’abstenir de toute action ou declaration allant a l’encontre des
interets de l’Union douanière. Ce quotidien rappelle que recemment
le President Sarkissian s’etait publiquement plaint des actions
anti-armeniennes de certains membres de l’OTSC, qui sont egalement
membres de l’Union douanière.

Les principaux groupes politiques de l’Armenie ont fait l’eloge du
commandant de la station des troupes russes, qui a declare que ses
forces pouvaient se battre pour l’Armenie si l’Azerbaïdjan tente une
solution militaire au conflit du Haut-Karabagh.

Le colonel Andrey Ruzinsky a cite dans une recente interview ” les
obligations de la Russie dans le cadre de l’Organisation du Traite
de securite collective (OTSC ) “.

Les responsables azerbaïdjanais ont ete prompts a condamner cette
declaration. Ils ont affirme que depuis que le Karabagh est reconnu
internationalement comme une partie de l’Azerbaïdjan, toute tentative
azerbaïdjanaise pour reconquerir le territoire conteste ne peut etre
consideree comme une attaque sur l’Armenie, qui justifierait une
action militaire par les allies de l’OTSC.

” Il s’agit d’un indicateur de mauvaise subordination dans la
hierarchie de l’Etat russe”, a declate Mubariz Gurbanli, secretaire
general adjoint du parti au pouvoir en Azerbaïdjan. ” En vertu d’un
système d’etat normal, un soldat faisant une telle declaration doit
etre renvoye”.

La reaction armenienne est diametralement opposee. Le principal
porte-parole pour le Parti republicain au pouvoir d’Armenie, Eduard
Sharmazanov, a declare que la Russie avait ainsi ouvertement remis en
question la souverainete azerbaïdjanaise du Haut-Karabagh. “C’est
un message clair a la direction de l’Azerbaïdjan : en cas de
redemarrage des hostilites, ils vont se retrouver dans une très
mauvaise situation”, a-t-il prevenu.

Aghvan Vartanian, l’un des leaders de la Federation Revolutionnaire
Armenienne, a appele la remarque du commandant russe “sans precedent
“. “Cela signifie quelque chose ” , a-t-il dit.

” Bien sûr, pour nous, l’essentiel est d’etre en mesure de nous
defendre par nous-memes au Haut-Karabagh. Mais les Etats membres de
l’OTSC ont certaines obligations ici “, a ajoute Vartanian.

Tevan Poghosian, depute du parlement representant le Zharangutyun,
a affirme que la declaration reflète la mediation de la reticence
des pouvoirs d’aider l’Azerbaïdjan a reprendre le contrôle du
Haut-Karabagh . ” Ils se rendent compte que l’Artsakh ne fait pas
partie de l’Azerbaïdjan “, a-t-il dit , se referant a la Russie,
la France et les Etats-Unis.

EDITORIAL

Pour le dire a la facon de l’historien Francois Furet a la fin du ”
Passe d’une illusion “, la question armenienne ramène d’une manière
permanente a ” l’antinomie essentielle de la democratie bourgeoise
” dont les ” termes complementaires et contradictoires (…) sont
les droits de l’homme et le marche “. Avec l’arrivee de la gauche
au pouvoir, laquelle est censee en principe privilegier le premier
terme de cette equation, il y avait lieu d’esperer une solidarite avec
les combats de la communaute armenienne de France. D’autant plus que
Francois Hollande, en tant que Premier secretaire du parti socialiste,
puis candidat a la presidence de la Republique, s’etait toujours situe
aux avant-postes du soutien a ses revendications. Sans refaire ici
l’inventaire de toutes ses prises de position, rappelons en trois
majeures : son implication en faveur d’une loi antinegationniste,
l’indexation de son accord avec l’adhesion de la Turquie a l’Europe
a sa reconnaissance du genocide, son appui a la creation d’un centre
de civilisation et de memoire armenien au c~ur de Paris.

Or force est de constater que depuis son arrivee a l’Elysee, aucun
de ces dossiers n’a trouve le moindre debut de concretisation alors
que parallèlement les relations entre Paris et Ankara connaissaient
un spectaculaire retour au beau fixe. Comme si ce double mouvement
obeissait a la fatalite d’une relation de cause a effet. S’il en etait
ainsi, la raison n’en incomberait en tout cas pas a la communaute
armenienne qui n’ambitionne nullement de regenter la diplomatie de la
France, mais demande simplement a ne pas en etre l’eternel sacrifiee.

On ne saurait en revanche en dire autant d’Ankara, dont les priorites
de la politique etrangère se fondent selon les propos memes d’Abdhulah
Gul sur la ” lutte contre les allegations de genocide “, et qui a
ce titre, n’hesite pas a s’ingerer dans les affaires interieures des
Etats, dont la France, jusqu’a pretendre leur dicter leur legislation
en matière de droits de l’homme.

C’est a ce chantage que les socialistes ont cede dès leur arrivee
au pouvoir, comme en temoigne la fameuse conference de presse au
Quai d’Orsay du 5 juillet 2012 au cours de laquelle Laurent Fabius,
en presence d’Ahmet Davutoglu, avait procede a un premier recul sur
la question de la loi antinegationniste en souhaitant notamment ” que
cet element, qui a ete vecu avec beaucoup de difficultes en Turquie
et en France, puisse etre depasse de bonne foi “. Une attitude qui
n’a ete que mollement dementi depuis et qui fait bel et bien figure
de ligne de conduite du gouvernement a en juger par la declaration
d’Arnaud Montebourg le 10 octobre dernier sur la volonte francaise
” d’inaugurer avec la Turquie de nouvelles relations après les
turbulences inutiles ” et son annonce d’une visite officielle de
Hollande en Turquie ( la première depuis celle de Mitterrand en 1992).

Tous les signes vont donc dans le meme sens : rien pour les droits
de l’homme, tout pour le marche. Ou, autrement dit, rien pour les
Armeniens, tout pour l’Etat turc.

Outre la dimension pour le moins decevante de ce retournement de nos
” amis socialistes “, leur facon de diriger le pays a la manière
des plus cyniques gestionnaires du capitalisme destabilise son
fonctionnement democratique en rompant les equilibres entre pouvoir
et contre-pouvoir. Allant de renoncement en capitulation sur ses
propres valeurs – sauf il est vrai en ce qui concerne le mariage pour
tous-, le gouvernement socialiste plonge dans le desespoir une nation
deboussolee. D’où l’impopularite de plus en plus catastrophique dont
le gratifient les sondages.

À quelques mois des municipales, ses multiples reculs pourront-ils
echapper a la sanction des urnes ? En tout cas, cette echeance
constitue l’un de moyens pour la composante d’origine armenienne des
trompes du hollandisme de se faire entendre et de prendre sa revanche.

À quelques encablures des cent ans du genocide, les Armeniens sont
plus qu’indignes par les dirigeants socialistes. Ils sont en colère.

Ce qui ne manquera pas de se repercuter dans le secret de l’isoloir,
en depit du sentimentalisme de bon aloi qu’ils nourrissent a l’egard
de leurs elus locaux de gauche, lesquels se sont averes aussi
impuissants a rectifier le tir qu’a exprimer la moindre critique
envers la palinodie de leur propre camp.

Le retour de bâton risque d’etre d’autant plus net que par ailleurs
la droite s’active et que ses tenors font feu de tous bois auprès
d’une communaute armenienne nostalgique de la dernière annee de la
presidence de Nicolas Sarkozy, qui la laissee sur un bon souvenir. A
cette realite s’ajoute l’hostilite ostensible de l’opposition a
l’entree de la Turquie dans l’Europe, ce qui la rend moins permeable
aux pressions d’Ankara. Avec une belle unanimite ( a l’exception
notable de Juppe, il faut le souligner), ses leaders ont en effet
tous fustige le feu vert donne par la France ” socialiste ” a la
reouverture des negociations d’adhesion de la Turquie a l’UE, dans
laquelle ils ont denonce ” un changement diplomatique majeur ” et un
” scandale democratique “, selon la declaration de Xavier Bertand le
24 octobre 2013.

Alors oui, pour les fils et les filles des rescapes du genocide
armenien, le temps des illusions sur les socialistes est en train
de passer. Et si les choses continuent en ” l’etat “, l’echeance du
30 mars 2014 leur donnera une bonne occasion de le faire massivement
savoir.

Grigor Navasardyan was relieved of his position as head of the
Department of Crimes against Economic Activities and Ownership of
Prosecutor General’s Office at his own request, Shahen Tonoyan, head
of the Public Relations Department of the Prosecutor General’s Office,
told Panorama.am.

Earlier, Lori Regional Prosecutor Hakob Gharakhanyan was relieved of
his position at his own request.

Heads of ten TV and radio companies and members of the National
Commission on Television and Radio of the Republic of Armenia are
visiting Artsakh. On the eve they were hosted by President of the
Nagorno Karabakh Republic Bako Sahakyan.

A wide range of issues related to the cooperation between the two
Armenian states in this field was discussed during the meeting.
President Sahakyan stressed the importance of close cooperation from
the political and public viewpoints, adding that it would contribute
to the development of the information field in Artsakh.

The discussions continued at the NKR Commission on Public Services and
Economic Competition, which is authorized to coordinate the field of
TV and radio broadcasting in Artsakh.

The broadcasts of the Public Radio of Armenia are unavailable for the
people of Artsakh after 2 p.m., and this is just one of the problems
of the sphere.

An agreement of cooperation was signed between the two structures,
determining the action plan for 2014.

`There are serious programs and ideas to discuss, and we are willing
to cooperate,’ said Gagik Buniatyan, Chairman of the National
Commission on Television and Radio.

`The whole FM band in Artsakh should be used, because the rival radio
stations from neighboring countries have simply `occupied’ the field.
I think the Public Radio of Artsakh should be broadcast on a separate
frequency all day long,’ Executive Director of the Public Radio of
Armenia Armen Amiryan said.

Iranian, Armenian Energy Ministers Reiterate Enhancing Energy Ties

TEHRAN (FNA)- Iranian Energy Minister Hamid Chitchian and his Armenian
counterpart Ara Simonian, in a meeting in Moscow, underlined the need
for boosting bilateral energy relations in the near future.

During the meeting in the Russian capital on Saturday, Chitchian
pointed to the high level of political relations between the two
countries, and said, `We believe that under the current circumstances
cooperation between the two countries can be further developed in the
fields of oil, gas and electricity.’

The Armenian energy minister, for his part, said that Iran and Armenia
enjoy very close cooperation, adding that Yerevan attaches great
significance to its ties with Tehran.

Simonian also expressed hope that Iran-Armenia ties would gain
momentum during the presidency of Iranian President Hassan Rouhani.

President Rouhani and his Armenian counterpart Serzh Sargsian, in a
meeting in August, hailed the friendly relations between the two
neighboring states, and called for the expansion of mutual cooperation
in all arenas.

During the meeting, the Iranian president said that relations between
Iran and Armenia have been friendly based on mutual interests and
there is no doubt that the same trend will be continued in future to
help enhance the current level of relations and cooperation.

`Iran has always called for expansion of relations and cooperation
with Armenia thanks to both sides cultural and civilization
commonalities,’ Rouhani said.

`Armenia at international conferences has always adopted a very close
and friendly stance with Iran, which helps meet both sides’
interests,’ Rouhani added.

The Armenian president, for his part, said that Iran and Armenia have
kept abreast of developments throughout history and in the past 20
years they developed economic cooperation, said the Armenian
president.

There is no doubt that ties and cooperation between the two countries
will be bolstered in line with the expansion of economic cooperation
during the tenure of president Rouhani, he said.

Much of Armenia experiences brief power failure

YEREVAN, Armenia, Nov. 2 (UPI) — Most of Armenia, including the
capital city, lost electrical power for brief periods Saturday when
connections to Iran were disrupted, an official said.

A spokeswoman for the Energy Ministry, Lusine Arutyunyan, said on
ArmNews TV that the power failure was about 10 minutes long, RIA
Novosti reported.

She said the capital, Yerevan, and much of the rest of the country
were affected.

The Armenian Nuclear Power plant is shut down every year for almost
two months for repair and refueling. During the interval, which began
this year on Sept. 23, Iran supplies enough electrical power to its
neighbor to make up for the 40 percent normally generated by the
nuclear plant.

Arutyunyan said the blackout problem was caused by a drop in frequency
in the connection with Iran.

3 Day Istanbul Conference seen as a first step in opening a much
needed discussion

Over the centuries, untold numbers of Christian Armenians have
converted to Islam. The vast majority have done so under various
degrees of pressure and given the exigencies of the time.

While relatively subtle on occasion, the imperative to convert to a
religion mostly regarded as the faith of the `enemy’ was often
clear-cut – convert or perish.

Over the past decade or so, a new sub-grouping of Armenians, either
called Islamized of Muslim Armenians, has come to the fore.

While the existence of such Armenians is not new per say, the issue of
who they exactly are in terms of overall Armenian identity has been
gaining greater exposure, both in Armenian circles and in Turkey.

One such attempt to grapple with this issue is the conference now
taking place in Istanbulthat I’ve been attending.

Entitled, `Islamized (Islamicized) Armenians’ and organized by the
Hrant Dink Foundation, the conference began yesterday and will end
tomorrow.

The scope of the conference is immense and has attracted a number of
prominent scholars and heretofore unknown speakers commenting and
analyzing the centuries-old conversion process of Armenians in the
Ottoman Empire, with a special focus on the 1915 Genocide and its
aftermath.

Bogazici University’s Albert Long Hall was packed the other day when
the conference kicked off.

I would estimate that there were at least 700 people in the hall to
listen to what speakers like Taner Akcam, Ayse Gul Altinay, Hranush
Kharatyan, Laurence Ritter and Anoush Suni, and Adnan Celik, amongst
others, had to say on the subject.

Rakel Dink, representing the Hrant Dink Foundation, welcomed speakers
and audience alike, stressing that the conference was merely an
initial step in discussing both the history, and more importantly, the
present reality of Islamized Armenians.

Religion, identity, memory, ethnicity, are just a few of the
intertwined topics that the speakers touched in their presentations.

Naturally, I cannot delve into all the subjects that the 30 speakers
will raise over the course of three days, but I can give readers a
concise overview.

After an opening conversation amongst Fethiye Cetin, Nabahat Akkoc and
Sibel Asna, the first day saw three separate panels exploring such
topics as: Burden of History, politics of Naming; The Recent and
Distant History of the Islamization; and Islamized in 1915.

Avedis Hadjian, an independent journalist based in New York, spoke
about Constantinople Patriarch Shnork Kaloustian’s `Four categories of
Anatolian Armenians and Today’s Muslim Armenians.’

It was interesting to hear that some 40 years ago, Kaloustian had come
up with different classifications of Armenians who had converted based
on when the conversion had taken place, whether it was a conscious
decision or not, and whether they had converted back to Christianity
when conditions allowed them to do so.

Hadjian, who has been touring Western Armenia for the past two years,
is in the process of writing a book entitled `A Secret Nation’ that
will present his findings regarding Islamized Armenians he has come
into contact with.

The author, a native of Aleppo who then moved to Argentine at an early
age, says his work is a journalistic investigation into the lives of
these people and will serve as an introduction for a wider audience.

`My purpose is not to proselytize or to make judgmental declarations.
We must first come to recognize one another without preconditions or
preconceived notions. This conference is a step in the right
direction,’ Hadjian says, adding that the book should be out in a few
months. The first edition will be in Turkish and then translated into
English.

Hadjian added that tragically, the Armenian diaspora lacks the
facilities to engage this new group of Armenians given that the
Church, as a religious organization, cannot by its nature initiate a
dialogue with individuals who profess another religion.

Another speaker whom I caught up with was Vahe Tachian, an historian
and chief editor of the website Houshamadyan.

Tachjian spoke at this morning’s panel entitled `Islamized in 1915:
History and Bearing Witness’.

His focus was on how many Armenian women during the Genocide entered
into mixed marriages and prostitution as a means of survival. Tachjian
talked about attempts to reintegrate these women into post-Ottoman
Armenian communities and how many were ostracized and shunned by the
dominant Armenian society and organizations.

`Many of these women could never return to the larger Armenian fold,
especially if they had children with Muslim men,’ Tachjian noted,
adding that the fact that so many `converted’ Armenians were present
at the conference underscored the need for a platform on this issue
that has now taken on a greater sense of urgency.

`These individuals, naturally, are interested to hear what the wider
world, especially Armenians, have to say on the subject. We must
approach this issue on a human level and shy away from making snap
judgments as to whether these people are Armenian or not,’ Tachjian
stressed.

During our conversation, Rakel Dink walked by and hearing the word
`judgment’, noted that identity is a concept that is not merely based
on religion and that all of us have a duty to build bridges between
these newly discovered Armenians and the traditional communities.

I also had the chance to briefly speak with Hilmar Kaiser, a German
historian, whose presentation dealt with the assimilation of Armenian
deportees between 1915 and 1917.

In his presentation, Kaiser noted that the CUP (Committee of Union and
Progress), was split on the issue of converting Armenians to Islam.
One grouping tolerated such conversions, which physically `saved’ many
Armenians from certain death, while others in the CUP saw it as
presenting a future danger to the state.

During my conversation with Kaiser, the historian noted that this
conference an earlier one in Diyarbekir has returned the Armenian
debate back to Turkey where it naturally belongs.

`We are witnessing the reemergence of the Armenian community of
Constantinople as the intellectual powerhouse that it once was.
Armenian intellectualism is returning to the very place that it was
cut down in 1915. And the Turkish colleagues are back. Thus the logic
of the killers is denied,’ Kaiser argued.

He also pulled no punches in criticizing the academic work carried out
in Armenia for the past twenty years, labeling it as not only
academically inferior but also damaging giving its nationalist, even
racist overtones. Luckily, Kaiser noted, there is a new generation of
academics coming of age in Armenia who are raising the bar when it
comes to academic scholarship, pointing to the presence of two young
scholars from Armenia as panelists.

Kaiser then turned his criticism to Armenian academics in the States
who, he argues, haven’t produced anything new in the past forty years.

`Tell me one publication on the extermination, as I call it since I
don’t like the term genocide anymore, which has been published in the
last ten years in the U.S. What comes to mind? You really have to
scratch your head. And this is after millions of dollars and
university chairs. It’s basically a declaration of intellectual
bankruptcy. They are stuck in their own mental prison,’ Kaiser said.

I last spoke with Raymond Kevorkian, the prominent Genocide scholar
based in Paris, who moderated yesterday’s `Islamized in 1915′ panel.

An old friend, I had no problem convincing Raymond to share his
thoughts on the issue.

`This is an issue that will only grow in significance in the future.
And it is an issue that blows away the Turkish state’s decades old
argument of a homogenous populace. As such, the issue of Islamized
Armenians should be seen as an integral part of the overall internal
Turkish process now going on in various ethnic communities regarding a
search for identity, and that there are actually several Turkish
identities,’ Kevorkian said.

He stressed that the entire issue demands greater research on a social
level and that the anecdotal studies carried out to date aren’t
sufficient.

`The diaspora must come to grips with the fact that the bulk of these
converted Armenians will remain as they are. So how do we relate to
them and, in particular, how shall we relate to those who display a
willingness to come into contact with traditional Armenian communities
and structures,’ Kevorkian added.

Summing up the challenge that these converted Armenians now pose to
the greater Armenian community, Kevorkian said, `We face a new reality
today. A significant segment of us had disappeared and are now
resurfacing, but in a new form.’

When I asked my friend, if we are able, and willingly, to come to
grips with this new reality, he responded, `We have to come up with an
answer, better yet, a set of answers. This conference is a preliminary
step in the search for answers, and I have no doubt that the search
will continue.
